The Department of Administrative Reforms & Public Grievance (DAPRG) is to hold Inter-Ministerial meetings on Citizens Charter and e-Governance. This was disclosed by Secretary,DAPRG, Shri. K.V. Eapen  while addressing the valedictory session of the RegionalConference on Good Governance with focus on Aspirational districts which concluded inThiruvananthapuram today.  Stressing the need for replicating the best practices of goodgovernance in various states, he said the Government of India draws inspiration from thegrievance redressal mechanism of Madhya Pradesh government. He also expressedsatisfaction on the deliberations at the two-day conference.

Speaking on the occasion, Additional Secretary DAPRG Shri. V. Shrinivas pointed out thatCollectors of aspirational districts highlighted the challenges faced due to the lack ofmanpower.

State Nodal officer and Professor, IMG, Dr. Ram Mohan also addressed the gathering.

A total of 52 participants from 15 states, 8 Union Territories and Collectors from fiveaspirational districts attended the conference.

On Effective Governance there were presentations on Local Self Governance – Learningsfrom Kerala was presented by former Chief Secretary Shri S.M. Vijayanand, Chairman, Centrefor Management Development, Thiruvananthapuram, Beat Plastic Pollution by Prof. (Dr.) R.Vasudevan, Dean, Thiagarajar College of Engineering, Madurai, and Citizen Satisfaction onPublic Distribution System in Kerala by Prof. (Dr.) S. Jaya, Institute of Management inGovernment, Thiruvananthapuram.

Among the presentations by Aspirational Districts, Breast Milk Banks in DistrictRamanathapuram by Shri K.Veera Raghava Rao, Collector, Ramanathapuram (TN) BlockTask Force in District Gadchiroli by Shri Vijay Chandrakant Rathod, CEO-Zila Parishad,Gadchiroli (Maharashtra) Narmada Transformation Corps (for effective outreach & awarenesscampaign of schemes at village and block levels) by Shri Jignesh Tanna, Superintendent(Prohibition & Excise), Gujarat were held.

Transforming Aspirational Districts by Shri Rama Kamaraju, Senior Consultant, NITI Aayog,Aspirational District Waynad – Impact by Shri Ajayakumar AR, Collector, Waynad were theother presentations in this regard which was followed by a panel discussion.

Dantewada, Chhattisgarh Unified Agriculture Markets by ShriManoj Rajan, Secretary, Market Reforms and Cooperative Department, KarnatakaSAMRAKSHANE by Shri Shakeel Ahmed, Project Director, HRMS and Shri Samartharam NR, Technical Director, NIC, Centre for e-Governance, Government of Karnataka.

Advantages accrued from Root Cause Analysis of Grievances and Way Forward suggestedfor States, Samadhan Ek Din and CM Helpline of Madhya Pradesh government and EfficientWaste Management in Goa were also among the presentations in the conference.

“The National Digital Communications Policy 2018 will catalyse the achievement of the DigitalIndia dream of our Government under Prime Minister Narendra Modi, by nurturing andpromoting a robust, competitive, and sustainable digital communications sector”, said Shri ManojSinha, Minister of State for Communications (Independent Charge). The Minister spoke tomembers of the press and media today, while inaugurating a seminar organised by theDepartment of Telecom, with representation from States and Union Territories. The seminarheld in the capital is meant to lay the foundation for collaborative pursuit and realisation of thevision, mission, and objectives of the National Digital Communications Policy (NDCP) 2018.

In his inaugural speech, Shri Sinha touched upon the objectives and key features of NDCP2018. Objectives such as Broadband for All and the promise of Creating 4 Million Jobs in thesector have the potential to drastically alter the dynamics of the sector, and make it possibly thesingle-most important enabler of socio-economic development of the country. The Minister citedthe ongoing BharatNet project as an example of how determined execution can lead toempowerment of people inhabiting the remote and rural areas of our country. “We havebroadband-enabled nearly half the total number of Gram Panchayats in the country, and PhaseII of the project is now in progress. In parallel, we are also establishing WiFi Hostpots at eachGram Panchayat to facilitate the utilisation of the infrastructure established by BharatNet.”, saidthe minister.

Speaking on the occasion, Smt Aruna Sundararajan, Secretary (Telecommunications) andChairman, Digital Communications Commission, highlighted the importance of proactivelyidentifying and addressing implementation challenges, in order to support timely execution ofprojects. She highlighted the Indian Telegraph Right of Way Rules 2016 as an instrument tofacilitate smooth execution of digital communications projects across the country throughadherence to a clear, transparent, and consistent set of rules. “We will also take steps topromote healthy competition among States and Union Territories, to further the cause of NDCP2018.”, Smt Sundararajan said.

Shri Sinha congratulated the organisers and participants of the seminar for initiating timely andmeaningful deliberations on NDCP 2018, and urged the representatives from the States andUnion Territories to leverage the digital communications infrastructure being established by theUnion Government, to provide services which will make a substantive difference to the lives ofthe people of India. “Cooperative federalism is not an empty slogan for us; it is a way of workingwith stakeholders to maximise the returns from our collective efforts and investments.”, theMinister concluded.

As per the data available on the online Centralized Public Grievance Redress and MonitoringSystem (CPGRAMS), the year-wise number of grievances received and disposed off during theperiod from 1.1.2014 to 13.12.2018 in respect of Ministries/Departments of Government of Indiais as under:

          There has been about fivefold increase in the number of grievances received inCPGRAMS from 2014 to 2017.  The rate of disposal has also kept pace with the number ofgrievances received during the period.  High rate of disposal has been achieved since theGovernment has taken every possible step to put in place a strong Grievance RedressMechanism.

 

          Government has taken several steps to make the Grievance Redressal Mechanismeffective for quick disposal of public grievances which are as under:

(i)    Review of Grievances of identified Ministry/Department is undertaken every monthduring meetings conducted on PRAGATI (Pro-Active Governance and TimelyImplementation) platform. 

(ii)   For effective monitoring of grievances at Secretary level, an electronic Dashboardhas been created showing the consolidated status of grievances disposed andpending, on CPGRAMS. Weekly reminders through SMS are also being sent forpending grievances. 

(iii)  A Grievance Analysis Study in respect of  top 20 grievance receiving Ministries/Departments/ Organizations listed on CPGRAMS for identifying grievance prone areas,their root cause analysis and suggested systemic reforms for reducing suchgrievances, has been carried out by Department of Administrative Reforms and PublicGrievances. Several suggested systemic reforms have been implemented by the

concerned Ministries/Departments.  Some of these reforms are: automatic refunds oncancellation of Railway Tickets, Single Window Pension through disbursing Banks,intensive mechanized cleaning of coaches, e-verification of Income Tax Returns,expeditious Income Tax Returns upto Rs.50,000/-,  etc.

(iv) In continuation of the Grievance Analysis Study in respect of top 20 Ministries/Departments receiving maximum grievances on CPGRAMS, another GrievanceAnalysis Study for next 20 Ministries/ Departments receiving bulk of the grievances hasalso been carried out by Department of Administrative Reforms and Public Grievances.

(v)    A Public Grievances Call Centre has been set up for reminding the concernedofficials of top 40 Ministries/Departments/Organizations for expeditious disposal ofgrievances pending for more than 2 months. 

(vi)   An Award Scheme has been launched for recognising outstanding performancewith respect to disposal of grievances on CPGRAMS on a quarterly basis throughissue of Certificate of Appreciation.

(vii)  Review meetings are being taken on regular basis with the representatives ofCentral   Ministries/ Departments for monitoring pendency of public grievances.

(viii) Training on CPGRAMS is conducted on regular basis.       

(ix)  A new Mobile App which is more user-friendly for lodging of public grievances hasbeen developed.  The Grievance Action Status can also be viewed on the mobileitself.  This has been integrated with Unified Mobile Application for New-ageGovernance (UMANG).  This initiative also facilitates lodging of grievance anywhereanytime. 

 

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances andPensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written replyto a question in the Lok Sabha today.

Year End Review-Key Achievements: 2018

The Digital India Programme of the Government aims to transform India into a knowledge-based economy and digitally empowered society by ensuring digital access, digitalinclusion, digital empowerment and bridging the digital divide. Under Digital IndiaProgramme MeitY has effectively utilised Digital technologies to transform the lives ofpeople while ensuring digital inclusion of all the segments. The Government is committedto provide governance and services to our citizens in an affordable and efficient mannerwithin the shortest span of time. Through Aadhaar, the Government has provided digitalidentity to 122.9 crore residents of the country with 99% coverage of adult population as on30th November, 2018. Earlier, a substantial percentage of population, especially theeconomically poor and the rural segment, women and children, did not have an identitycard by which they could access a service. Aadhaar has given individuals a Governmentissued ID card which can be authenticated any time anywhere. Aadhaar combined withDigital Locker, eSign, and various forms of digital payments have paved the way forcommon man getting services on his mobile instead of having to run to multipleGovernment offices.

Digital Payments●

The growth of digital payments ecosystem is set to transform the economy.●

India’s unique payment systems such as BHIM-UPI and BHIM-Aadhaar getting recognizedglobally.

Over the past four years digital payment transactions have grown multifold from 316 croretransactions in 2014-15 to 2071 crore transactions in 2017-18. Today, BHIM app hasbecome one of the main digital payment instrument for sending, collecting the money and topay for various utility bills. In November, 2018, more than 173 lakh transactions of value 7,981 crore were made using BHIM app.

The growth of mobile and smartphones have transformed the ecosystem of Digital Deliveryof Services. The combination of Jandhan bank Accounts, mobile phones and digital identitythrough Aadhaar is helping the poor receive the benefits directly into their bank account. Atotal of 5.49 lakh crore have been disbursed through Aadhaar based DBT to beneficiariesof 433 government schemes which have led to saving of over 90,000 crore in the last 4years by removing fictitious claimants.(1)Mobile phones have also provided a major boost tothe growth of Digital Payments. Over the past four years digital payment transactions havegrown multifold. BHIM app has become one of the main digital payment instrument forsending, collecting the money and to pay for various utility bills. The trend can be explainedthrough the following table:

Digital Delivery of Services is now easily available to common people through digitalplatforms like; National Scholarship Portal: In the last three Academic Years(2015-18),National Scholarship Portal received 3.57 Cr. applications and 5276 Cr. has beendisbursed to 1.8 Cr. students.   Jeevan Pramaan has improved the ease of verification ofpensioners using Aadhaar digital identity. Since its launch on 10th November, 2014 over239.24 lakh pensioners have submitted life certificates. So far 1.73 crore DLC have beenprocessed. In current year from 1st November 2018, 62.58 lakh pensioners submitted lifecertificates.

DigiLocker serves as a platform to enable free of cost unlimited digital space offered tocitizens to securely store and share their documents with service providers electronicallyafter giving due permission. So far, more than 1.69 crore registered users, over 68 issuers,over 27 requesters DigiLocker provides access to over 347 crore certificates in digital formaton a single platform.

Card: 9.5 crore cards made- Cycle 1 – 10.73 crore + cards dispatched

eNAM: As on 30th November, 2018, about 1.35 crore registered farmers (3); 585markets that are linked to the eNAM network from 16 States and 2 UT's. (4)To makegovernance easily accessible to people and to provide high quality digital delivery ofservices, UMANG (Unified Mobile Application for New Age Governance) is the platformcreated by the Government that enables access to various government services to thecitizens through their mobile phones. 325 services, 72 application of 17 States areavailable on UMANG as on 19th December, 2018.Common Service Centres (CSCs) arebringing eServices to the doorsteps of people in the rural areas in an affordable manner.These are positioned as change agents, promoting rural entrepreneurship and buildingrural capacities and livelihoods. At present, around 3.05 lakh CSCs are functional includingGram Panchayat level while, 2.11 lakh CSCs are functional at Gram Panchayat level andoffering more than 350 digital services. CSCs have become centres of digitalempowerment with having been actively involved with digital literacy. These services rangefrom Education, Health, Agriculture, and Certificate related services. Through CSCs,Women VLEs are playing a very important role in Digital India Movement. The Governmentis encouraging women entrepreneurs including the members of Self-Help Groups to set upCommon Services Centres and become VLEs with the aim of empowering them in building

of nation. e-Taal (Electronic Transaction Aggregation & AnalysisLayer): There has been a stupendous growth in Electronic Transactions (e-Transactions) in various e-Governance services. Over 8,718.65 crore e-Transactionshave been recorded since its inception, till 9th December, 2018; against 3,085.13crore transactions recorded in FY 2017-18 till November, 2018. Currently, e-Taal hasintegrated with 3,646 e-Services, PAN India.E-District Mission Mode Project (MMP):e-District is a Mission Mode Project (MMP) that aims at electronic delivery ofidentified high volume citizen centric services at the district or sub-district levelTheobjectives of the e-District project are to ensure end-to-end workflow to ensuredelivery of e-Services by undertaking Business Process Re-engineering (BPR) ofservices and providing easy, anywhere and anytime access to Government services.Currently, over 2,651 e-Services have been available for citizens in total 687 districtsout of 721 across 33 States / UTs.Digitized India Platform (DIP): Digitize IndiaPlatform (DIP) is an initiative of the Government of India under the Digital IndiaProgramme to provide digitization services for scanned document images orphysical documents for any organization. The main objective of this project toprovide an end-to-end workflow based IT framework for digitization of Governmentrecords to enhance service delivery to the citizen and to empower numerous self-identified volunteers, part-time workers, housewives, students and general public,

who add small portions of their contribution through crowd sourcing mechanism toachieve the greater result. As on 30th November, 2018 total 5.10 lakh contributorshave been registered with DIP and as a result over 1.06 crore documents and 3.91crore snippets have been digitized.Rapid Assessment System (RAS): A continuousfeedback system on e-services delivered by Government of India and StateGovernments. A citizen may provide feedback using RAS through various channels– Web Portal, Mobile App and SMS. RAS offers Localized Feedback Forms, in 9languages, i.e. Hindi, Gujarati, Bengali, Kannada, Malayalam, Marathi, Punjabi, Tamiland Telugu. Currently, RAS is integrated with 1,645 e-Services of 283 DepartmentsPAN India. Over, 6.72 crore feedback requests have been sent, till 9th December,2018.Open Government Data (OGD): The Open Government Data (OGD) PlatformIndia (https://data.gov.in) has been set-up by the National Informatics Centre (NIC)under MeitY in compliance with the Open Data Policy (NDSAP) of India. Theobjective of the policy is to provide proactive access to Government ownedshareable data, along with its usage information in open/ machine readable format,through a wide area of network across the country, in a periodically updatedmanner, within the framework of various related policies, rules and acts of theGovernment. Open Government Data License of India has been recently approvedby MeitY to ensure that the data sets released are not misused or misinterpreted (forexample, by insisting on proper attribution) and that all users have the same andpermanent right to use the data. The said License has been notified in the Gazette ofIndia on 13th February, 2017. Till 9th December, 2018, OGD India have 2,42,413dataset resources, 4,438 catalogs contributed by 142 Ministry/ Departments, over,1,539 Visualizations created, 8,448 Application Programming Interfaces (APIs)created, total 204 Chief Data Officers have been nominated for data release. OGDIndia has 19.75 million times viewed and 6.35 million datasets have beendownloaded.MyGov is a citizen-centric digital collaboration platform that empowers people toconnect with the Government & contribute towards good governance. Started on26th July, 2014 and with a modest 8.74 lakh users in the first year, today MyGov hasover 71 lakh active users under 64 groups who contribute their ideas through 790discussion groups and participate through 794 earmarked tasks that have grownfrom 36 lakh active users in 2016.

National Knowledge Network (NKN): The objective of NKN is to interconnect allinstitutions of higher learning and research with a high speed data communicationnetwork to facilitate knowledge sharing and collaborative research. So far, 1,675links to institutions have been commissioned and made operational. This includes388 links to institutions under National Mission on Education through Informationand Communications Technology (NMEICT), which have been migrated to NKN. 498district Links are operational under NKN to interconnect various Districts across thecountry.NKN connectivity has been extended to SWAN in 33 States/UTs and SDC in 30States/UTs.NKN offering DDOS (Distributed Denial of Service) managed security servicesfor the customers who are connected to NKN backbone to protect their services fromDDOS attacks.Concurrently with strengthening its national footprint, NKN focuses onimproving international connectivity, providing Indian researchers and students with accessto the global research and education community. NKN has peered with Research and

Education Networks (RENs) such as Asi@connect in Asia Pacific, GEANT in Europe,Internet2 in USA, LEARN in Sri Lanka and NORDUnet for Nordiac countries i.e. Denmark,Iceland, Norway, Sweden and Finland. Apart from this NKN has peering with contentproviders such as: Google, Akamai, Microsoft and Facebook.NKN has commissioned itsinternational PoPs at Amsterdam, Singapore and Geneva.Digital literacy is a key component of the Government’s vision of building anempowered society especially in the context of rural India as this would address anumber of socio-economic issues, especially in the areas of healthcare, livelihoodgeneration and education. In order to bridge the digital divide, the Pradhan MantriDigital Saksharta Abhiyan (PMGDISHA) is being implemented by the Government.Around 1.62 crore beneficiaries in rural areas have been enrolled and 1.58 crorepeople have been imparted training and a total of 6 crore beneficiaries will betrained.

MeitY has been steering the BPO movement to smaller towns to create employmentopportunities and promote IT-ITeS industry and aims to secure a balanced regional growth.Under India BPO Promotion Scheme, 45, 840 seats are allocated to 163 companies,resulting in setting up of 240 units distributed across 110 locations of 20 States & 2 UTs.BPOs are promoting local entrepreneurs and employment to women and differently-abled.BPOs have started operation at several locations, including, Bhaderwah, Budgam, Jammu,Sopore and Srinagar in Jammu and Kashmir, Guwahati, Kohima, Imphal in North-Easternregion, Baddi and Shimla in Himachal Pradesh, Patna and Muzzaffarpur in Bihar,Jaleshwar in Odisha.

Government of India attaches high priority to electronics hardware manufacturing and it isone of the important pillars of both “Make in India” and “Digital India” programmes of theGovernment. The mobile phone and components manufacturing have emerged as one ofthe flagship sectors under the Make in India initiative.

Growth in Mobile Phone Manufacturing: There has been almost 29% rise on theproduction of mobile phones to reach 22.5 crore units vis-s-vis 17.5 crore units lastyear. It is estimated that about 6.7 lakh persons are employed (directly and indirectly)by the units manufacturing mobile phones and parts/ components thereof. Jump of29% in terms of units made. Manufacturing of mobile phones has reached 22.5 crore unitsin 2017-18 from 17.5 crore in 2016-17.About 268 unique no. of units are manufacturingcellular mobile phones and parts/ components thereof in the country.About 6.7 lakh personsare employed (directly and indirectly) by the units manufacturing mobile phones and parts/components

Modified Special Incentive Package Scheme (MSIPS): To offset disability and attractinvestments in Electronic manufacturing, Modified Special Incentive PackageScheme (M- provides 20-25% subsidy for investments in capital expenditure forsetting up of new electronic manufacturing facility or expansion of the existingelectronic manufacturing facility. The incentives are available for 44 categories ofelectronic products and product components. As on November 2018, 272 activeapplications have been received with a total investment outlay of Rs 68, 820 crore.Out of these, 190 applications have been approved so far with a total proposedinvestment of Rs 41,341 crore. Out of these 144 units, 127 units have commencedproduction. These 127 units have generated total employment (direct and indirect) of64,000 and paid taxes amounting to 8,211 crore to the government. There are 2 megaprojects with proposed investments of over 1billion USD amounting to Rs 37,576crore. These mega-projects are under initial stage of appraisal. So far, Rs 330 crore ofincentives have been disbursed to 38 applicants and 33 claims, claiming incentives ofRs 331 crore are under process.

 

 

Electronics Manufacturing Clusters (EMC) scheme: EMC provides support forcreation of world-class infrastructure for attracting investments in the ElectronicsSystems Design and Manufacturing (ESDM) Sector. Under the scheme, final approval has been accorded to Twenty (20) applications for setting up Greenfield ElectronicsManufacturing Cluster and three (3) applications for setting up of Common FacilityCentre in Brownfield Cluster  over an area of 3,565 acres with project cost of 3,898crore in fifteen (15) states across the country. These EMCs are projected to attract aninvestment of 54,800 crore and are expected to generate approx. 6.43 lakhemployment opportunities. As of now, 121 units have booked land for setting up oftheir manufacturing facilities within these EMCs. 16 units have started commercialproduction with investment of 4,366 crore providing employment to 8,221persons.Electronics Development Fund: Creating a vibrant ecosystem of innovation,Research and Development (R&D) with active industry involvement is essential for athriving electronics industry. It is with this objective that an Electronics DevelopmentFund (EDF) is set up as a “Fund of Funds” to participate in professionally managed

“Daughter Funds” which in turn will provide risk capital to companies developingnew technologies in the area of Electronics, Nano-electronics and InformationTechnology (IT). Canbank Venture Capital Funds Ltd. (CVCFL), a 100% subsidiary ofCanara Bank, is the Investment Manager and MeitY is the anchor investor of EDF. Asat the end of second quarter of FY 2018-19, EDF has invested 53.52 crore in sixDaughter Funds, which in turn have made investments of 177.37 crore in 47 Ventures/Startups. Total Employment in supported Startups was around 4,200.Developmentand Implementation of Indian Conditional Access System (iCAS): Keeping in view thehuge indigenous requirement of the broadcasting sector, Conditional AccessSystem, entitled iCAS has been developed to promote indigenous manufacturing ofSet Top Boxes (STBs). Over 14,00,000 STBs with iCAS have been deployed  withmore than 150 operators. Doordarshan is leveraging the developed technology toupgrade its Dish DTH platform.Rationalisation of tariff structure: Tariff Structure hasbeen rationalized to promote indigenous manufacturing of electronic goods,including, inter-alia, Cellular Mobile Handsets, Televisions, Electronic Components,Set Top Boxes, LED Products, Medical Electronics, Microwave Ovens, etc. Forpromoting indigenous manufacturing of Cellular Mobile Handsets and sub-assemblies/ components/ accessories thereof, a Phased Manufacturing Programme(PMP) is under implementation.

As a result, the production of LCD/ LED TVs has gone up from 1.5 crore units in 2016-17to 1.6 crore units in 2017-18. The production value of Light Emitting Diode (LED)Products has gone up from 7,134 crore in 2016-17 to 9,630 crore in 2017-18.

Public Procurement (Preference to Make in India) Order 2017: The Government hasissued Public Procurement (Preference to Make in India) Order 2017 to encourage‘Make in India’ and to promote manufacturing and production of goods and servicesin India with a view to enhancing income and employment. 

In furtherance of the aforesaid Order MeitY has notified for 11 Electronic Products viz.,Desktop PCs, Laptop PCs, Tablet PCs, Dot Matrix Printers, Contact and ContactlessSmart Cards, LED Products, Biometric Access Control/ Authentication Devices,Biometric Finger Print Sensors, Biometric Iris Sensors, Servers, and Cellular MobilePhones vide Notification No. 33(1)/2017-IPHW dated 14.09.2017 and Notification No.33(5)/2017-IPHW dated 01.08.2018, respectively. The Electronic Product Notificationswill help stimulate the flow of capital and technology, create employment opportunities,promote higher value addition in the electronic products manufactured in the country andreduce dependence on imports.

 

Electronics and Information Technology Goods (Requirements for CompulsoryRegistration) Order, 2012: Keeping in view the safety of Indian consumers and tocurb the inflow of substandard electronic products, the “Electronics and InformationTechnology Goods (Requirements for Compulsory Registration) Order, 2012” wasnotified on 3rd October, 2012 under the provision of Compulsory RegistrationScheme of BIS Act, 1986. This Order had come into effect from 3rd July, 2013. So far,44 products categories have been added to the schedule of the Order and the Orderhas come into effect for all the notified products/ standards.

The Indian Language support for Mobile Phones as per IS 16333 (Part 3) has beenadded to the schedule of this Order on 24th October, 2016. The standard provides for

inputting of text in English, Hindi and at least one additional Indian official languagealong with facility of readability in the phones for all 22 Indian official languages andscript supporting these languages. The Order has come into effect from 1st May, 2018.

The Compulsory Registration Scheme has resulted in high compliance of notifiedelectronic goods to Indian safety standards and more than 15,000 registrations havebeen granted by BIS to manufacturing units covering approximately 75,000 productsmodels/ series.

 

To promote the use of electronics in healthcare, agriculture, energy and environment,transportation, Safety and security, communication and computing, R&D projects havebeen taken up in the sector of Medical Electronics and Health Informatics (ME&HI),Electronics System Design and Application (ESDA), Electronics Material and ComponentDevelopment (EMCD), Microelectronics Development, Nanotechnology with main focus onNanoelectronics and Computer Security. Followings are the achievements during the year2018 - Design and development of 64-bit Microprocessor by IIT Madras and 32-bitMicroprocessor by IIT Bombay designed using Open Source Instruction Set Architectures(ISA) fabricated successfully at 180nm technology node of SCL Mohali.Four numbers of 6MV LINAC developed for the treatment of cancer. Three of them have been deployed atIndian Institute of Head and Neck Oncology, Indore, Amravati Cancer Foundation,Amravati and BKL Walawalkar Hospital, Chiplun.  On an average 30 patients are beingtreated per day on these machines. Technology has been transferred to industry.Centre ofExcellence on Tactile Graphics has been established at IIT Delhi for development of tactilediagrams for Divyang. Tactile diagrams created for text books i.e. Science & Math booksfor Grades 6 to 10, India map book etc. for visually impaired children. A start-up companyunder the project “Centre of excellence in tactile graphics” has been incubated forproduction of tactile diagrams.       Various devices developed/are being developed underthe Centres of Excellence in Nanoelectronics setup.An Aadhaar enabled cloud basedPersonal Health Record Management System (PHRMS) application has been designed tostore Personal Health record of Individuals. System is deployed on National Health Portalserver.

Specialized Manpower Generation - An umbrella Programme “Special ManpowerDevelopment Programme in Chips to System Design (SMDP-C2SD)” has been initiated withthe aim to generate specialized manpower in the area of VLSI design and to developSystem-on-Chip/ System. 28,000 numbers of specialised manpower generated in last 3years and 15 projects taken up for the development of 70 Application Specific IntegratedCircuits (ASICs) and 30 Field Programmable Gate Array (FPGA) based board level design. State-of-the-art VLSI designs labs setup at 60 institutes. About 30 Chips fabricated at SCLMohali & other foundries.To train specialised research manpower in the area ofNanoelectronics using the R&D facility established at IISc, Bangalore and IIT Bombay, ajoint program “Indian Nanoelectronics Users Program (INUP)” has been started and utilisedby the researchers across the country for proof of concept of their ideas. There are around410 publications and 30 patents under this program.

To secure the cyber space following key actions have been initiated - Cyber SwachhtaKendra (Botnet Cleaning and Malware Analysis Centre) has been launched by theGovernment in February, 2017 for detection of systems infected by malware/ botnets in thecountry and to notify, enable cleaning and securing systems of end users to prevent furthermalware infections by providing free bot removal tool via web portal.Free bot removal tooldownloaded in the year 2017 are 4,78,508. The number of Free bot removal tooldownloaded in the year 2018 are 8,18,910.Government has initiated setting up of NationalCyber Coordination Centre (NCCC) to generate necessary situational awareness of existingand potential cyber security threats and enable timely information sharing for proactive,preventive and protective actions by individual entities. Phase-I of NCCC has been madeoperational.

 

All this ensures that with the aim of Minimum Government Maximum Governance, ease ofliving of the citizens is at the core of Digital India. This has laid a robust foundation for Indiato become one of the leaders in digital transformation.
