RATIONALEHow should we respond to the spiralingchallenges of the so-called post-truth era,issues such as misinformation, fake news,sensationalism and alternative facts? Onedimension of the problems is a significantgap between learning in the formaleducationenvironmentsandlearninginotherenvironments such as social media, movies,popculture, themedia,youthorcommunitycentres,placesofworshipetc.

How can this gap be bridged?What typesof innovations are needed to complementtechnologicalapplications?

Media and Information Literacy (MIL) asa collection of different and intersectingcompetencies can help to build bridgesbetween learning inside and outside theclassroom, is part of the solution. It usetheseinterconnectionstotransformpeople’sinteraction with information and learning

environments.MILincludesasetofcompetenciestosearch,critically evaluate (including verify), use andcontribute information and media contentwisely.Italsocovershowto:• understand and manage one’s rights

online;• combat online hate speech and

cyberbullying;• understand the ethical issues in

communications;and,• engagewithmediaand ICTstopromote

equality, free expression, tolerance,intercultural/interreligious dialogue,peace,etc.

The demand for these competencies issteadily rising across the globe. They areessential to stem the erosion of our civic,social and economic lives.MIL is an answerto these critical times in which the world’sSustainable Development Goals have the

potentialtomoveusallforward.

The theme for Global MIL Week 2017, “Media andInformationLiteracyinCriticalTimes:Re-imaginingWaysof Learning in InformationEnvironments” responds totheserealities.

The feature event of Global MILWeek 2017 is theSeventhMediaandInformationLiteracyandInterculturalDialogue(MILID)Conference.ItwillbeheldinJamaicaunder the same theme from24-27October2017, atthe Jamaica Conference Centre in Kingston. Specialemphasiswillbeplacedontheyouth,attheGlobalMILWeek Youth Agenda Forum, pre-conference, to takeplace onOctober 24, 2017, atTheUniversity of theWestIndies,MonaCampus,Jamaica.

UNESCOorganizestheseinitiativesinassociationwiththe GlobalAlliance for Partnership onMIL (GAPMIL),UNAOC,theUNESCO-UNAOCMILIDUNITWINandtheUniversityoftheWestIndies.

Thisyear,GlobalMILWeekwillagainhighlighttheMILCLICKSinitiative,whichisexplainedfurtherbelow.

GET INVOLVED IN THE PREPARATION OF GLOBAL MIL WEEK 2017

To prepare forGlobalMILWeek,we look forward tosixmonths of activities to promoteMIL, beginning inMay. Watch the UNESCO website for news items,announcements, activities and events, which explorethethemeandwhichwillhelpconnectyoutoindividualsand organizations from around the world who shareyourinterestsandpassionforMIL.

UNESCOandpartnerswillissue• a call for papers or presentations for the

conference,• acallfortheorganizationofnationalandregional

activitiesduringtheweek,• a call for online initiatives around theworld to

promoteGlobalMILWeek2017.

Invitations for special sessions at the conference willalsobemade.Ascientificcommitteewillbeinvolvedinreviewingtheproposalsofpapersreceived.

GLOBAL MIL WEEK AND THE FEATURE CONFERENCE

The purpose ofGlobalMILWeek is to be a cap andaggregator forMIL-related events and actions aroundthe world, leading up to and around October 25 toNovember1.GlobalMILWeek,togetherwiththefeatureconferencepromotesMILconnectionsacrossdisciplines,professionsandinformationandlearningenvironments.These include international organizations, universities,associations, research groups, educators, mediaprofessionals, library and information professionals,technological intermediaries, policymakers, regulators,development organizations, NGOs and practitionersaroundtheworld.

The 2017 feature conference will explore howstakeholdersinterpretwaysofeducatingcitizensinMILinalltypesofenvironments.ItwillfocusontheglobalstatusofresearchandpracticeaboutthesignificanceofMILasawaytotransformpresentandfutureinformationand learning environments. The aim is to build morebridgesbetweenlearningoutsideoftheclassroomandlearninginsidetheclassroom.Inaddition,theconferencewill contribute to making learning a process of socialchange,which fostershuman rightsonlineandofflineandwhichconstructsanewcitizenship identitybasedoncriticalcivicparticipationandinterculturaldialogue.

GLOBAL MIL WEEK YOUTH AGENDA

Youngpeople’svoiceswillresonateloudlyintheglobalcommemoration of MILWeek as well as the featureevent.Youthwillbeengagednot justastargetgroupsforMIL trainingbut also as actors and as part of thesolution to achieve media and information literatesocieties.

The MIL Week Youth Agenda is an extension ofthe UNESCO Global Youth Forum in Paris and willinclude thematic panels and hands-on workshops byvarious young people and youth organizations andleaders. Workshops will be innovative and creative,incorporatingmusic,memes, poetry etc.TheGAPMILYouth Committee will lead certain actions includingactivitiesonsocialmediaviaMILCLICKS,describedinthenextsection.

GLOBAL MIL WEEK IN THE CARIBBEAN CONTEXT

InstitutionsintheCaribbeanhavebeenparticipatinginthepromotionofMILespeciallyasitrelatestoresearch,contentcreation,andpubliceducationandadvocacy.

conductedastudyofMILlevelsamongschoolteachersinAntiguaandBarbuda,Guyana,JamaicaandTrinidadand Tobago. With the support of UNESCO, theBroadcasting Commission of Jamaica, the Joint Boardof Teacher Education and the Caribbean Institute ofMediaandCommunicationhave in thepastproducedanddelivereda seriesofdocumentariesandseminarsto improve MIL in Jamaican primary and secondaryschools.UNESCO’sModelMILCurriculumhasformedthebasisoftwonationalonlinecoursesdevelopedbyUNESCOincooperationwiththeMILIDNetwork.Also,policy-makersinSaintLuciapilotedthedraftMILPolicyandStrategyGuidelinesataworkshopforthemembersoftheOrganizationofEasternCaribbeanStates(OECS).

One outcome of the UNESCO, BCJ/JBTE initiativeis the embedding of media literacy in the curriculumof Jamaican Teachers Colleges. The BroadcastingCommission of Jamaica continues to be engaged inmediaanddigitalliteracythroughitsschoolsandadultsmedia/digital literacy programme which focuses onopportunities and challenges of the digital ecomomyandsociety,includingmanagementofthe“digitalself”.

UNESCOlooksforwardtocontinuedpartnershipwiththe University of theWest Indies, and other regionalinstitutionstoplaceMILasapriorityforthedevelopmentagendaintheCaribbean.

UNESCO has started a popular campaign called MILCLICKS1(CriticalThinking-Creativity,Literacy,InterculturalCitizenship,KnowledgeandSustainability).MILCLICKSisabidtoimprovepeople’scriticalcompetenciesonlineandoffline.MILCLICKSwillbethenucleusofasocialmediainitiativeaboutnon-traditional,creativeorinnovativewaysofacquiringMILandinterculturaldialoguecompetenciesbypeopleintheirnormalday-to-dayuseofallformsofmediaandotherinformationenvironments.

Background to 7th Global MIL WeekFeature Conference and GAPMIL

The International University Network that linksMILand intercultural dialogue was created to enhanceintercultural and cooperative research on MIL andtoencouragecross-regionalMIL initiativeson issuessuch as cultural diversity, representation, inclusivity,andpeacebuilding.

Workingtogether,over20memberuniversitiesacrossculturaldifferencesareengagedinglobaldialogueandcooperation.Together,theuniversitiespromoteglobalresearchandcapacity-buildingthroughMILinitiativesthat reinforce civic participation through open, freeandindependentmediaandinformationsystemsthatfavorinterculturaldialogueandcooperation.

Previous Global MIL Week feature conferenceshave taken place in Fez (2011), Barcelona (2012),Cairo (2013), Beijing (2014), Philadelphia (2015),and Sao Paulo (2016). Each of thesemeetingswaspartofalargerglobalweekanddrewinresearchers,educators, industry professionals, students, policymakers, regulators and NGOs. The Fez Declarationon Media and Information Literacy, which was thefirstinternationaldeclarationtocombinebothmedialiteracy and information literacy, called for a “world

mediaandinformationliteracyweektohighlighttoallstakeholdersthevalueofpromotingandpursuingMILthroughouttheworld.”1

TheconferenceinJamaicabuildsontheachievementsoverthepast6years.

One of the key products of the MILID UniversityNetworkistheMILIDYearbook.TheMILIDYearbookis a peer-reviewed academic publication and ajoint initiative of the UNESCO-UNAOC UniversityCooperationProgrammeonMILID.Thecooperationprogramme was launched in 2011 within theframework of the UNESCO University TwinningProgramme(UNITWIN).TheMILIDYearbooks2013,2014and2015havebeenpublishedincooperationwith the Nordic Information Centre for Media andCommunication Research (NORDICOM) and since2016 directly by UNESCO. “Media and InformationLiteracy in Critical Times: Re-imagining Ways ofLearning”hasbeenselectedasthemainthemefortheMILIDYearbook2017.

TobroadenthereachandimpactofMILinitiatives,theGlobalAllianceonPartnershipsforMediaandInformationLiteracy(GAPMIL)wasinitiatedbyUNESCOandestablished inJune2013 inNigeria.GAPMIL isaground-breaking initiativetopromote internationalcooperationtoensurethatallpeoplehaveaccesstocriticalinformation,mediaanddigitalcompetencies.
