    In troduct ionThe Government of Ghana realizes the importance of ICT in the socio-economicdevelopmentof the country. However the integration of ICT in school education has notenjoyedthe same degree of success as the Health, Communication, Entertainment andManufacturingsectors. To correct this, the Government of Ghana through the Ministry ofEducationwith the support of the Belgium Government is implementing a Technology-basedlearningsolution and hi h-end Multimedia Laboratories and e-learningClass managementstemfor the education sector.

    Proj e c tO b je c ti v eThekeyobjectives of the project are to:

    Support the implementation of Ghana Government's e-learning objectives and plans. Provide the technology to develop electronic course material for schools in Ghana. Provide the technology to facilitate computer-lab based classroom teaching in Ghana. Promote access to ICT infrastructure by connecting all educational institutions

    benefiting from this support' to internet su port learning. Facilitate ICT integration in the curriculum and to build capacity of teachers.

    ProjectScopeTheproject involves the implementation of technology based high-end multimedia

    ratoriesfor the education sector (240 Senior High Schools in Ghana)wincoverthe following: Installation of multimedia laboratories and related infrastructure in 240 selected

    SeniorHigh Schools (copy of the beneficiary schools attached for ease of reference). Installation of a multimedia laboratory at the Curriculum Research and Developmerit

    Division (CRDD of the Ghana Education Service (GES)). Development of implementation of content for teaching and learning in conjunction

    TechnicalSpecificationsE-LearningSystem ArchitectureThesystem architecture provides an integrated view: a design rationale for functionality,usability, and aesthetics. The architecture shall ensure effectively communication andcollaborationwith each other about the intended goals of the system. The architecture shallalsoallow the successful integration of the wide range of the E-Learning functions requiredbytheMinistry of Education end-users. The end-users included all the stakeholders in thesystem:curriculum sponsors, designers, developers, instructors, authors, content experts,students,teachers and administrators. An effectively designed system w ill address thefunctionalityequirements of each category of end-user - what benefits they hope to receiveandcontribute to the system. Bidder's architecture design shall include defining the system in~s of end-user benefit and functionality, and then designing the technology infrastructure n d workflows to enable those processes.Thee-learning architecture is based on the following principles and bidders shall demonstratet h a t their solution architecture subscribes to these principles:

    Open architecture - support of established industry standards, especially to allowaddition of future modules

    Scalability - the architecture shall allow the growth of the technical infrastructure interms of audience size (schools) and sophistication

    Global potential reach - The E-Leaming solutions is expected to serve the largestbase of end-users, with both synchronous and asynchronous distance delivery

    Integration - seamless front-end and back-end connection to enterprise resources Flexible - open to emerging new technologies and use of new best practices Rapid and timely - complexity of the system is controlled so that the Ministry ofEducation can reap business benefits quickly.

    T h e CRDD shall be responsible for the development of the curriculum and the digitization oft h e curriculum in order to achieve the objectives of the e-Learning project. Additionally, theC R D D shall have the function of the distribution of the developed content. The distributions h a l l be through the e-Learning system for schools with connectivity and physical through theappropriate medium including CD, DVD or flash disk for schools without internetconnectivity.T h e solution shall include the design and implementation of a Local Area Network (LAN) fort h e CRDD. The network infrastructure shall include the Server room, ICT Laboratory,C o a t e n t Development Unit and the Multimedia Studio all in the CRDD / Ministry ofEducationpremises.

    T h e bidder shall be responsible for all the electrical works within the laboratory including theinstallationf air conditioners at all the project implementation sites in order to provide therequiredusiness environment for the infrastructure.

    T h e server room shall house the hardware and software infrastructure for the e-LearningllIution.t is expected that the e-learning solution shall work in a web environment withJJmeigh availability configuration. Bidders are to design the architecture to meet theIquirementaking into account the following:

    One (1) Server for the core e-Learning solution One (1) Test Server One (1) Server for digital resource management Two (2) Web servers NAS Storage System Network Devices Routers Firewall Switches Two (2) Operator workstations for monitoringaddition,bidders are to include the provision of internet connectivity from a landing'onto the server room based on both wireless and fibre. Bidders are to indicate thetagesof one over the other. The proposal shall also include a one year subscription for

    General Requirements for the e Learning Software SolutionTheBidder shall propose a solution shall take into account of the following information;Authentication

    User registration and authentication functions shall be provided for only users withproper authentication to access restricted information. General information and SOmecontents in all the E-Portal as notices, some videos and audios, shall be open to anyusers without authentication

    User registration function shall be provided through a registration page for users toregister ID and Password

    Account (ID) shall be identical and no same account shall be issued. Upon registration, users shall be able to select their user groups User groups shall be categorized by age and by participating groups such as students,

    teachers, parents, administrators, etc. Content upload functions shall be divided into two main user groups; general usergroups (teachers and students) and administrators Content upload by general users shall be user friendly with easy-to-use input screen of

    metadata, intellectual property related information, category info. Content to beuploaded shall be attached through attachment function on the same screen.

    Content to be uploaded by general users shall be stored in the temporary repository.Only content reviewed and approved by the authorized e-Portal administrator uponapproval of the Evaluation Committee shall be transferred to the service repositorysystem.

    File size of the content to be uploaded by general users shall be restricted under10MB

    Streaming Service The system shall have the capability of providing Streaming service for video, audio

    and flash content The streaming service speed per session shall not exceed 500Kbps Content to be streaming serviced shall be transcoded to be viewable for computers,

    smart phones and tablets Only authenticated users shall be able to Access streaming on the Digital Repository,

    while all users shall be able to access video and audio streaming of the general spacesof the e-Learning.
