Emergent (RFF)

• Reactive

• Request for Forces

• Timeline based on LADs

• Generally become rotational requirements unless duration defined

• Published as Mods in GFMAP Annexes

Rotational (Annual)

• Deliberate process (conferences, annual submission)

• Sourced over months

• Approved by the GFMB

• Published for each FY in the GFMAP Annexes

Force Provider Tools

JCRM(with Force Provider Module)

• Records recommended and final sourcing solution against the FTN

• Employed by JFCOM and Service Components to nominate solutions

• Generates draft order (spreadsheet)

Logbook

• Employed by JFCOM to staff requirements to all force providers

• Employed by Components and Services to receive, provide chops, RFI, and ultimately view sourcing recommendations

• Staffing tool of record for force providing actions

• “Shared” viewing of current and archived actions

Joint Force Requirements Manager(JCRM)

• Employed by COCOMS, NATO, and Joint Staff

• Defines COCOM requirements• Allows validation and assignment to a

JFP by the Joint Staff• Used by JFCOM primarily for

reference (status of FTN)

• Force Structure: Provide a comprehensive inventory of DoD force structure • Force Capabilities Identifier: Identify force by name (UIC/UTC/other designator) or

by equivalence to requested capability; facilitates contingency sourcing• Force Readiness: Provide objective overall C-level, Personnel, Training, Equipment

and Supply (C/PSRT) levels readiness at appropriate fidelity and subjective readiness to complete Mission Essential Tasks (METS)

• GFM Policy Guidance: Identify potential constraint violations of GFM strategic guidance (redlines), e.g., BOG, Dwell, OPS/PERS tempo, etc.

• Force Availability: Provide past/present/future availability• Force Location: Provide past/present/future location information • Force Apportionment: Identify units’ (by name, UIC, UTC, or other designator)

apportionment to COCOM plans • Situational Awareness: Track the status and location of deploying, deployed, and

redeploying forces• Works in Progress: Be able to save and reload work in progress

To perform the JFP mission, JFCOM’s need for visibility goes beyond readiness. We must also analyze force structure, capabilities, allocation and availability, location, and apportionment (as dictated by GFM strategic guidance).
