� Date of signing: 21 June 1999 (in the framework of Bilateral
Agreements I)
� Approval by the electorate: 21 May 2000 (in the framework of
Bilateral Agreements I)
� Date effective: 1 June 2002
� Renewals of the Agreement: 2004 and 2007 for participation in
FP6 (2003-2006) and FP7 (2007-2013)
� Enables full participation of Switzerland to the EC FP and to the
EURATOM FP

� 1986-2003: participation in the FPs with Third Country status
(only as additional partner, with CH funds)
� 2004-2006: participation in FP6 (2003-2006) with Associated
Country status = same rights and duties as EU countries
� 2007-2013: participation in FP7 with Associated Country status
Advantages of the Associate status:
� initiate and coordinate projects
� all FP programmes are open
� subsidies come directly from the European Commission – no
double submission and reporting
� take part in decisions through representation in Programme
Committees and advisory bodies

Programme Committees (PC)
� One PC for each research area
� Chaired by the European Commission
� Delegates and experts represent their country in the PCs
� Associate countries (like CH) have observer status
� Competencies:
- adoption of the work programmes
- review of the implementation of the programmes
- adoption of the projects (subsidies > 1.5 M€)
� Swiss representation:
- delegates: SER
- experts: specialized federal offices, Euresearch

� Association agreement of 2004 limited to FP6 (until end 2006)
� Renewal of agreement for FP7
� A Dispatch of the Federal Council on the association to FP7 was
transmitted to the Parliament on 13 September 2006
� The corresponding credit
was approved by the
Parliament on
14 December 2006
� After only 2 official
negotiation rounds, an
agreement was found and
could be signed on
25 June 2007
