SAMHSA is transitioning to the National
Institutes of Health (NIH)’s electronic research
Administration (eRA) grants system.
Due to this transition, changes have been
made to the application registration,
submission, and formatting requirements.
NEW Registration Process(Part 2: Sections I and II)
Applicants must complete four (4) registration
processes:
1. Dun & Bradstreet Data Universal Numbering
System (DUNS)
2. NIH’s eRA Commons
3. System for Award Management (SAM)
4. Grants.gov
NEW Registration Process(Part 2: Sections I and II)
Due to the new registration and application requirements,
applications are strongly advised to:
start the registration process six (6) weeks in advance of the
Dec. 7 due date
Read the application download, registration, and submission
guidelines and requirements
Failure to comply with new requirements, applications will be
automatically screened out and will not be reviewed

Non Allowable Activities
Funding Restrictions (Part II: Appendix C)
• Direct substance abuse clinical services or treatment
• Direct mental health clinical services or treatment
• Therapy, counseling, medication management, development of treatment plans
These non-fundable activities cannot be used toward match costs/ in- kind contributions
Other Funding Restrictions (Part II:Appendix C)
• Fee-for-service payments
• Tuition waivers, tuition reimbursement, remission
• Scholarships, Fellowships, Student Aid
• Stipends
• Curriculum fees
• Incentives for staff and faculty members
These non-fundable activities cannot be used toward match costs/ in- kind contributions
Infrastructure Grant- Expectation
Campus must have essential capacities in place before
adding new efforts:
• Crisis response protocol, information & referral to on/ off
campus behavioral health services
• Able to respond to student demand for services so that
demand does not outpace capacity.
Behavioral Health Disparities Impact Statement Part II-Appendix E
• Grantees expected to submit a Behavioral Health Disparity Impact
Statement
• Adhere to National Standards for Culturally and Linguistically
Appropriate Services (CLAS) in Health Care

Budget( Grant Project Period: 3 Years)
Estimated Award Amount
Up to $102,000 per year (direct and indirect costs)
Direct costs: Salaries, benefits, equipment, supplies, contractual, and travel
Indirect costs: Administrative costs or “overhead” costs (i.e. central adminstrative services, electricity)
Data collection & evaluation costs: cannot exceed 20% of your annual budget
Indirect Cost Rates
SAMHSA does not accept a “research” indirect cost rate
Applicants can use their
• “non-research” indirect cost rate• only one rate for “all programs”• State that you plan to negotiate and establish an indirect
rate with DHHS (https://rates.psc.gov)

Cost Sharing and Match Requirements(Section III-2)
Provide a $1 match for every $1 in federal funds
Match can be cash or in-kind
Match can be donated from public or private entitites
Match costs must be
• met by the end of the 3-year grant period
• used for “allowable activities” only
• itemized separately in the Budget section
Non-Federal Match Costs: Examples (Section III-2)
• personnel and fringe costs
• printing costs suicide prevention brochures
• supplies, equipment, postage
• travel costs to attend meetings, site visits, trainings
• rental space costs for trainings, meetings
• fees and travels costs for trainers & speakers costs
• training and workshop materials
• Student incentives
• Software and databases
Non-Allowable Activities CANNOT Be

Application Evaluation Criteria
Overview of the Project Narrative (Sections A-D)
• Describes your project
• Includes the Evaluation Criteria
• Scored according to the quality of your response
• No longer than 25 pages
• Place the required information in the correct
section
Evaluation CriteriaSection A: Statement of Need (30 Points)
• Describe institution and demographic information on population to be served
• Include information on students death, attempts,
• Describe current suicide prevention services/programs as well as service gaps and priority problems
• Identify sources of data used
Evaluation CriteriaSection B: Proposed Approach (35 Points)
1. Describe purpose with clear statement of goals
2. Indicate which of the six activities are proposed for funding and describe a program plan for each activity:
• problems/issues; activities/programs, and goals
• addresses the needs of high-risk students
• adheres to CLAS
3. Role of campus leadership and providers
4. How goals will increase system capacity to support other public health issues on campus (i.e. sexual assault)
5. Provide program implementation/management timeline
Evaluation CriteriaSection C: Staff, Management, Relevant Experience (20 Points)
• Provide a list of staff positions for the project, showing the role, level of effort and qualifications
• Describe key staff experience and qualifications
Evaluation CriteriaSection D: Data Collection & Performance Measurement
(15 Points)
• Document ability to collect/report on the required performance measures
• Describe plan for data collection, management, analysis & reporting
• Describe data and its use in project management & quality improvement
• Coordinate with National Outcomes Evaluation and GPRA compliance
• Describe how deaths by suicide and suicide attempts will be monitored and used to inform program
Budget Justification, Existing Resources & Supporting Documentation (Part II)
1. Submit a Budget for Each Grant Year
2. Budget Section Format: Use the sample budget template in Part II: Appendix B
3. Budget Section includes 2 parts:
• Table showing Breakdown by Cost Category for Requested Costs and Non-Federal Match Costs
• Narrative justifying and describing Requested Costs and Non-Federal Match Costs
4. Data Collection/Evaluation budget category- Do not exceed 20% of total grant award per year
