Dear Friends,

Take the youngsters along.

We are in the midst of a turning point in the history of India’s financial sector. We are in the eye of a storm that is rocking the space of Indian Banking sector. Suddenly woken up from the long lull of NO RECRUITMENT policy, Banks have recruited in thousands.

Now we have 8000+ POs of the total Officers strength of 14000 in a Bank. For any organisation, the integration of so many young, talented and active employees into the 108 year old traditional, mammoth institution is not a small challenge.

Culture, Education background, generation, technology orientation, lifestyle & preferences are all appearing to be different between the generations.

But, this has been the same case in every generational meeting point. The basic humanity, the fundamental attitude of mutual understanding and urge to learn are common to any age.

Slowly & steadily, with a helping and understanding handholding, seniors should ‘induct’ the youngsters into the time test principles of a traditional public sector bank. Politely & patiently, the juniors should introduce, by a mechanism of bold debate and democratic yet decent dialogue, the science of doing more work in less time, by better use of computers and the mobile phone into the daily functioning.

We are yet to start using computers effectively. The mental block that does not readily embrace change in software should go (like the introduction of windows 7). We are the solution for our problems. We are NOT launching rockets or testing nuclear power. The level of interest and inclination to learn are sufficient to face the daily challenges

The power and dedication of Bankers was shown to India by opening 1.5 Cr accounts on the launch day of PMJDY. This shows that in our terrain & our home pitch, we can come up to any challenge. We know banking. Let us stick to it. Let us do it sincerely, honestly and with dedication, as we have been doing it. In the process, let the young blood work harmoniously with the old wisdom.

I hope our devotion to the nation, determination to uplift the poor and drive to

achieve Financial Inclusion will put us in the right place in the national mindset.

Is corporatisation of Banks the only way?

The RBI Panel, headed by Sri PJ Nayak, ex-Chairman

of Axis Bank, has strongly suggested for diluting of

government stake in public sector banks, repeal of

Bank Nationalisation Act, SBI Act, incorporating

them under the Companies act. eventually

resulting in the privatisation of all Nationalised

banks.

The RBI Governor Sri Raghuram Rajan has expressed

his view that the report is to be examined, debated

and considered. It is an outcome of thinking that

Governments need not and should not run businesses

and should only do governance. It is a theory fully

relying on the unquestionable credibility of the ‘free

market economy’, that the competition among

private players will ensure that complete honesty,

transparency and integrity will prevail with private

individuals on board, who provide capital and

intellectual resources.

We are sorry to get reminded of the names of Global

Trust Bank, Kingfisher, Winsome group, Sahara,

Sarada etc. The economic principles for regulators

are based on the position taken by the authorities,

to suit the convenience of rulers.

Corporatisation is welcome, provided it can bring more people above the poverty line

of Rs. 32 per day. It is welcome if it can do more good than our time tested cautious

approach that saved us from what happened in Cyprus, Italy, Greece and what is

happening in almost all European Union countries except Germany.

The problem with macro-economic planning is that the time available for the decision

makers is too small, their distance from the common man is too long, their ideological

baggage is too heavy and the people’s response is too delayed.

People are watching and correlating every move of the Government. The ordinary

man wants no heaven on earth. What is required is reasonable price stability and

reliable political stability. The economic freedom has been best served by the public

sector banks, given the luggage of social banking to carry and the ribbon of hectic

competition to face.

Like some individuals, some sectors of the society also do not get the sympathy and

concern they deserve. The Indian banker is one among them.

Economic decisions at macro level could make or mar a nation’s growth. High degree

of caution and care will be required in such decisions. Given the proven track record

of our regulator in approaching the governance issue of Banks that affects the largest

population of the largest democracy, we hope wisdom will prevail.

FIRST EVER EXECUTIVE COMMITTEE MEETING

Inauguration:

AIBOC’s 10th Triennial Conference was held at Trivandrum from 8th March to 10th

March,2014.

Coinciding with that occasion, our CBOA has conducted the Executive Committee at

Trivandrum on 8th march, 2014.

The E C meeting was presided over by our CBOA President Sri K S Singh. Nearly 75 E C

members participated.

The meeting started with a Malayalam devotional song sung by our Lady Officers. Our

Beloved General Secretary and AIBOC’s senior Vice President Mr.G.V.Manimaran

along with the CNT members lit the traditional lamp and paid floral tributes to our

Founder Late Subba Rao Pai.

Sri C K Sudhakaran, Regional Secretary, Trivandrum Region welcomed the gathering.

International Women’s Day:

Since 8th March being the ‘International Women’s Day’, all the participants greeted

our women office bearers & other lady volunteers.

Remembrance of veteran leader Late Shivnarayanan:

Sri Thomas, CBOA Vice President elaborated our Association’s activities in 1980s and

also talked about Late Shivnarayanan’s sacrifies to our beloved CBOA by holding

various coveted positions.

Our General Secretary also spoke about Late Shivnarayanan’s contributions to our

Association and handed over a honorarium to his son to the tune of Rs. One lac which

was voluntarily contributed by the EC members to Mr Shivnarain family as an

expression of gratitude and a Guru Dakshina.

Sri Rajesh son of Late Shivnarayanan thanked our Association for the gesture.

Statement of Accounts:

The Treasurer submitted the statement of accounts and read out the region wise

outstanding.

Our General Secretary requested all the Regional Secretaries to clear outstanding

before the next Central Committee meeting.

Review of Regions:

All the Regional Secretaries presented their respective Region’s activities,

membership strength, outcome of CLJM, RC meeting and other issues.

Pending Benevolent Fund claims:

It was decided to give 1.15 lac to the bereaved families wherever the claims

were rejected on technical grounds as one time measure

22 families are benefitted under this relaxation.

Medical Insurance Scheme for the retirees:

It was decided to design a suitable medical insurance scheme in lieu of a token

amount of Rs.5000 being paid at the time of retirement by CBOA.

E.C. deliberated very many important and burning issues related to the working

conditions of officers both in branch environment and before the society too.

CNT Members’ address:

All the CNT Solutions including young CNT members spoke about various issues faced

by the officers community.

General Secretary’s address:

Our General Secretary has elaborated various matters.

Gists of his speech are as under:

Our Central Office is functioning well.

As on date, no benevolent case is pending.

Claims are settled within 5 days.

Letters are being sent to the members by our G S daily on the latest banking

development.

Our salary is very meager when comparing to State / Central Govt employees

For getting decent wage revision, we have to go to the street and talk about

our genuine demands.

Rallies are to be initiated in all centres & inform the public that our demands

are genuine.

Efforts are to be initiated to publish AIBOC matters in local newspapers.

In 2020, the average age of Indian will be 29. The youth only going to decide

the future of the nation.

IBA misleads the bank officers & unions in wage revision

Everyone has to play a vital role in bank officers’ movement for getting our

benefits & 5 days banking.

Membership mobilization is good in Kolkata, Jaipur & Kerala.

The response from the Regional Secretaries are excellent for all the matters.

Be alert and cautious in mass lending.

Password secrecy should be maintained at any cost. Technology frauds are

more.

Total business crossed 7.00 lac Crores. But, there is no increase in profit.

Urgent need to Concentrate on recovery which will help to improve the profit.

Be careful in documentation.

No negative marks for wrong answer in promotion test.

We cannot stop branch opening. 2/3 POs are from North. But we do not have

more branches in north.

Remaining 13 investment officers may be absorbed by the Bank.

The new teams in Meerut, Dehradun & Lucknow did a fantastic job.

Three days training will be given to the E C members by the Bank.

We have an idea of conducting Defence workshop at all Regions

Efforts will be taken to secure the following benefits:-

Laptops to all the RSTC faculties

Increase in BDE

HL up to 30.00 lacs

BDE to POs

Packing expenses to POs

Solutions were arrived at for many long pending issues including Benevolent Fund

pending cases and bills outstanding in some regions

Excellent arrangements:

The arrangements & hospitality of Trivandrum Region were excellent. After attending

the Triennial Conference from 8th March to 10th March 2014 at Trivandrum, the E C

members returned to their regions with full rejuvenation.

Recent Achievement of CBOA:

New benefit has been brought as promised by our CBOA.

MINUTES OF THE 191st JOINT CONFERENCE

1. PROMOTION PROCESS – 2014 – DECLARATION OF VACANCIES:

[a] The Representatives of the Association requested for finalisation /

declaration of promotion vacancies for Officers from JMG Scale I to MMG

Scale II, MMG Scale II to MMG Scale III and MMG Scale III to SMG Scale IV for

the year 2014.

The matter of declaration of vacancies and zone of consideration for

promotion in respect of Officers from JMG Scale-I to MMG Scale-II, MMG

Scale-II to MMG Scale-III and MMG Scale-III to SMG Scale-IV for the year 2014

were discussed and finalized according to the long term Promotion Policy.

2012-2015 as the same is having negative impact on the written test results.

The Representatives of the Management informed that the matter will be

examined and placed before the Competent Authority for decision.

2. INCREASE OF EMPLOYEES’ HOUSING LOAN SCHEME LIMIT TO RS.30.00 LACS:

The Representatives of the Association sought for increase in limit under Employees’ Housing Loan Scheme to Rs.30.00 Lacs.

The Representatives of the Management informed that the matter is being

examined by the concerned wing.

MINUTES OF THE 192nd JOINT CONFERENCE

1. INITIATING THE DISCUSSIONS ON LONG TERM PROMOTION POLICY 2015- 2018: The Representatives of the Association sought for initiating the discussions on

Long Term Promotion Policy 2015-2018. The Representatives of the Management desired for forming Long Term

Promotion Policy 2015-18. Further since it is also linked to postings and transfers it was also desired to review transfer policy. It was agreed to form a Small Committee to discuss the issues.

2. REIMBURSEMENT OF PACKING EXPENDITURE FOR THE DIRECT RECRUITED

PROBATIONARY OFFICERS AS THEY ARE SUBJECTED TO FREQUENT TRANSFERS DURING THE INITIAL PERIOD OF TWO YEARS:

The Representatives of the Association sought for reimbursement of packing expenditure for the direct recruited Probationary Officers during the initial period of two years also.

The Representatives of the Management informed that the matter will be

examined. 3. REIMBURSEMENT OF BUSINESS DEVELOPMENT EXPENSES TO DIRECT

RECRUITED PROBATIONARY OFFICERS / MANAGERS / SENIOR MANAGERS DURING THEIR PROBATIONARY PERIOD AND ALSO REVISION OF BUSINESS DEVELOPMENT EXPENSES REIMBURSEMENT RATES:

The Representatives of the Association sought for reimbursement of Business Development expenses to direct recruited Probationary Officers/ Managers/ Senior Managers during their probationary period. They also requested for revising the rates of reimbursement of business development expenses.

The Representatives of the Management informed that the matter will be

examined.

4. TO TAKE OVER THE LIABILITY UNDER HOUSING LOAN, EDUCATION LOAN AND TWO WHEELER LOANS OF DIRECT RECRUITED PROBATIONARY OFFICERS / MANAGERS IN CASE THEY AVAILED SUCH LOANS FROM OTHER BANKS / FINANCIAL INSTITUTIONS:

The Representatives of the Association sought for take over the liability under Housing Loan of direct recruited Probationary Officers/Managers, in case they availed such loans from other Banks/Financial Institutions.

The Representatives of the Management informed that the matter will be

referred to concerned Wing.

5. PERMISSION TO RETAIN LAPTOPS AND MOBILE SETS PROVIDED TO THE OFFICERS / MANAGERS WITH THEM ON TRANSFER TO OTHER BRANCHES:

The Representatives of the Association sought for permission to retain laptops and mobile sets provided to the Officers/Managers with them on transfer to other branches.

The Representatives of the Management informed that the matter will be

referred to concerned Wing.

6. EXTENDING THE CLEANING ALLOWANCE TO ALL OFFICERS:

The Representatives of the Association sought for extending Cleaning Allowance to all Officers.

The Representatives of the Management informed that the matter will be

further discussed.

7. FORMULATION OF OPTION SCHEME FOR OFFICERS/MANAGERS TO WORK IN JAMMU & KASHMIR REGION AND HIMACHAL PRADESH DUE TO INADEQUATE TRAINED PERSONNEL IN THE SAID REGIONS TO MAN THE BRANCHES IN THESE REGIONS: The Representatives of the Association sought for formulation of option Scheme for Officers/Managers to work in Jammu & Kashmir Region and Himachal Pradesh due to inadequate trained personnel in the said regions sot man the branches in these Regions.

The Representatives of the Management informed that matter will be looked

into as per the government guidelines. 8. SUPPLY OF BRIEF CASES / SPECIAL BAGS TO OFFICERS / WOMEN OFFICERS:

The Representatives of the Association requested for supply of brief cases/special bags to Officers/Women Officers.

IX BIENNIAL CONFERENCE OF CANARA BANK RETIRED OFFICERS’ ASSOCIATION

( C B O R A ) HELD AT CHENNAI

The IX Biennial Conference of CBROA was held at Chennai on 16th & 17th

March, 2014 was a big success. On the Inaugural Day on 16th March, more than 700

retired Officers of our Bank, guests, CBOA activists, and well wishers were present.

The Chief Guest Shri Shyamalendu Saha, General Manager, H R Wing, HO

Bangalore, addressing the Inaugural Session informed about the rapid strides made

by the Bank under various parameters of performance. He also informed the house

about the steps initiated by the Bank to ameliorate the conditions of the retirees in

the Bank.

Sri G V Manimaran, General Secretary, CBOA and Director on the Board of Canara

Bank, informed about the measures initiated by CBOA to bring improvements in the

service conditions of the serving Officers and the welfare measures for the retirees

of our Bank.

Sri A N Krishna Murthy, Chairman, CBOA and Sri R M Meenakshi Sundaram, General

Manager, Canara Bank, Chennai Circle also addressed. The Reception Committee,

under the able leadership of Sri. C R Vaitheeswaran, former General Manager and

Chairman, Reception Committee, had made elaborate arrangements for the

Conference.

Sri. E Sampath Kumar, Vice President, presided over the Inaugural Session. Sri.K B

Ballur, General Secretary, proposed vote of thanks. Sri. R Ashokan compered the

programme.

The Delegate Session on 17th

March, 2014 was attended by more than 500

delegates. The General Secretary presented an elaborate Report on the various

developments and after deliberations on the Report by some of the delegates, the

Report was unanimously adopted.

The audited financial papers for 2011-12 and 2012-13 were also unanimously

adopted. A Resolution to increase the number of a few posts under Rule VII (8) was

adopted unanimously. Some Resolutions affecting the lives of the common people

of the country, the retirees in the Banking Industry were also adopted. At the end

of the Delegate Session elections were held for various posts and the elections were

unanimous.

Our Goals for FY15:

Aims to reach an aggregate business figure of over 8 lakh crore.

Plans to take the number of branches to 6000+ and number of ATMs to 10000 by March 2015.

Bank has received RBI’s approval for opening 3 more branches in UK. Further, the Bank plans to open branches in DFC -Dubai, Frankfurt in Germany and Subsidiaries in Brazil, Tanzania and a Representative Office in Japan during the year.

Thrust on Retail Business- CASA, retail deposits, retail credit, recovery, fee income and asset quality.

Ongoing thrust on technology and business process reengineering.

Thrust on improving operational financial ratios, such as, NIM, RoA, RoE and Cost-to-Income.

Plans to have Gross NPA around 2% and Net NPA around 1.5%.

Vigilance Excellence Award: Our Bank has been conferred with “Vigilance Excellence Award” instituted by M/s

Institute of Public Enterprise, Hyderabad, in commemoration of celebrating the Golden

Jubilee Year of the Institute, with a view to promote excellence in the field of Vigilance

in all the Central as well as State level Public Sector Enterprises, Nationalised Banks and

other Financial Institutions.

In a glittering function held on 6th & 7th of March 2014 at Hyderabad, Sri K N Shama

Rao, Assistant General Manager, Vigilance Wing, HO received the Award on behalf of the

Bank.

Indira Gandhi Rajbhasha Puraskar Award for 2012-13:

It is a matter of Pleasure and pride that our Bank has bagged First Prize under “Indira

Gandhi Rajbhasha Puraskar-2012-13” under the Category of “C” region for Excellent

Performance of Official Language. The Prize would be distributed by his Excellency the

President of India during the Hindi Day Celebrations to be held at Rashtpati Bhavan.

With more than 25,000 small, medium and large industries, the city's primary

industries are engineering and textiles. Coimbatore is called the "Manchester of

South India" due to its extensive textile industry, fed by the surrounding cotton

fields.

The Nilgiri Mountain Railway is a railway in Tamil Nadu, built by the British in 1908. The 106

years old hill train connects Mettupalayam and Ooty covering 46 kilometres, 108 curves, 16

tunnels and 250 bridges on the mountain.

Sathya – Thank you sir…

CBOA - Please tell us about yourself.

Sathya – I joined this Bank after serving 20 years (1979 to 1999) in Airforce. I have

worked at Punjab, Rajasthan, Nasik and Bangalore. Most of them are border places of

India. Mine is a small family with wife and two sons, elder one is ME Engg Design &

younger one is BE civil. I joined Canara Bank in 1999 as clerk.

CBOA - You are at the age of 56, you have chosen to write exam and also scored 70

marks. What is the secret of your success?

Sathya - Thank you…for the compliments. Basically it is the determination to become

an Officer of our Bank. I have to specially thank CBOA and the team of quality faculty

who have handled CBOA classes, which had helped me to understand the subject and

encouraged me to score well.

CBOA Coimbatore organized classes subject wise and handled by the experts from the

subject who are having practical exposure in the domains currently, and taken

classes with visual presentations, live cases etc.,

Circular based classes, Sector wise classes like SME, Legal, Agri Advance etc with

model questions and discussions with live examples enthused me to study well.

CBOA- What about the ambience of the classes?

Sathya- I will be failing in my duties if I don’t thank CBOA for the hospitalities

throughout the season including the tea/snacks and working lunch without allowing us

to waste our time. My sincere and honest thanks to CBOA Coimbatore. I heard that,

CBOA is working on ‘Online Mock Test’ for the promotion aspirants. If it comes out

definitely it will be a boon for CBOA men and women, promotion aspirants.

A PROBATIONARY OFFFICER FROM COIMBATORE REGION SPEAKS

I am a probationary officer joined our Bank last year. It was a great privilege to

become a part of Can Bank family.

Prior to this, I started my career with a new generation private sector bank and had

more than a couple of years’ experience there. After joining Canara bank, I found it is

a totally different experience.

But I am thankful to my previous bank, the tough times which made me to prepare for

IBPS which paved way to big Canara Bank family.

It’s really a family, the atmosphere and work culture in this public sector Bank.

At the previous Bank, I had the following difficulties which were totally eliminated in

the present Bank. There are some positives too in the private Bank, which we can try

to emulate in our Canara Bank.

ALL ROUND ACTIVITIES OF COIMBATORE REGION OOF

ACTIVITY, ENERGY AND TEAM WORK:

Coimbatore Region comprises of four revenue districts after shedding 3 districts to

newly formed Salem Circle – Coimbatore, Erode, Tiruppur and Nilgiris, with 542

members.

The Region’s activities are spearheaded by Sri J Vanangamudi, Vice President of

CBOA.

The Region has been planting its mark in every sphere of activity. Inspired by the

selfless leader’s winning approach, lovable character and integrated personality, the

Region is bubbling with energy and enthusiasm.

MEMBERS CONNECT:

The mobile numbers of all the members are available with the District Secretaries and

the Regional leaders. E mail IDs of all members using personal mail ids are available.

Every message from Central Office/ General Secretary is being forwarded to all

mobile phones/ email addresses. Similarly, all the activities of the Region like branch

visits, meetings etc., are communicated instantly. Communication is kept alive as a

live wire, especially with the youngsters.

Mission: To attend to every phone call from members any time; if ‘missed’, call back

at the earliest by every office bearer.

PROMOTION PROCESS:

An exclusive Team of Faculty members functions vibrantly. Sri Krishnamurthy, RC

Member is the Chief of Faculty Team. Himself an IIT alumni, he proves his mettle by

scoring first rank in the promotion test. Immediately after the promotion process

starts, a meeting of Faculty Members is conducted. Senior Faculty members like Mr

Kannan, Smt BavaniMannan, Sri Manoharan & Sri PL Subramanian give valuable inputs

in planning the curriculam and schedule of coaching classes. New Faculty members

have been inducted every year. Among the POs and young officers there is a demand

to include as faculties after visualising the role of CBOA in promotion process. Notably

Ms Janani, Mr Hari & Mr Manoranjan have been successfully inducted as faculty. The

succession planning is ready for faculty team also.

Classes are conducted meticulously. Information is sent to all aspirants well in

advance. Infrastructure, food & materials are all done professionally. Feedback from

the candidates is given top priority in readjusting the methodology and focus of the

classes. Materials are sent by email to those candidates who could not attend the

classes. The process extends upto sending congratulatory letters to successful

candidates in the test as well as interview.

Mock test software developed by our Activist Mr Nachiappan, was released by the

General Manager Sri U Ramesh Kumar, in the presence of Vice President and other

office bearers. The package was appreciated by all users.

A special meeting for welcoming the newly promoted officers and felicitating the

faculty members was held on 6.4.2014. The promotees thanked CBOA and the faculty

team for the care taken. All the promotee officers except one, have joined CBOA.

Efforts are on to bring the left out candidate to CBOA.

TRANSFERS:

The requests for general transfers/ home state transfers / requests from Probationary

officers are all well documented, followed up with utmost sincerity and till the logical

end. Being an able negotiator, our Vice President is able to establish a win-win

situation in transfer issues, by effective and constructive dialogue with the

Management

The aspirations of the young POs from Northern and other states are being attended

with empathy and pragmatism. The General Secretary’s commitment that no false

promise shall be given and the factual position shall be communicated, are being

followed. The Region is taking all steps to fulfil the aspirations of all members with

straightforwardness and integrity

An example: A young comrade from Ghaziabad, who was suffering from serious

physical ailment, was transferred within 5 minutes in a meeting with the visiting GM,

DEFENCE MATTERS:

Mr Soundararaj, CC member is the Defence Man of Coimbatore. Guided and groomed

by the Vice President, he is an adept and silent workaholic with the affected

members’ welfare occupying utmost importance in mind.

Region could effectively defend the members to nullify the charge sheets in a number

of cases or to bring down the severity of punishments in others. The Vice President’s

mighty presence has ensured that the idea of issuing explanation letters has never

materialised in some cases.

An example: An explanation letter thought to be issued to a Manager for the so called

failed procedures in safe keeping of cash and jewels (which is actually a lapse from

the Administration in not providing the necessary infrastructure) was never issued,

after a strong message from the Vice President

BRANCH VISITS:

Branch visits are undertaken with great attention and sincerity. Premises, staff issues

at the branches are documented and communicated to the Circle Administration and

followed up. Members’ grievances are attended immediately. During the visits, the

Vice President and Sri R Nandagopal, DGS, would interact with the members, give

them suggestions to have a happy work life and especially focus on the youngsters,

including young clerks who would become officers in the near future.

FACING PRESSURE FROM MANAGEMENT – ETHICAL BUSINESS PRACTICES:

Customer satisfaction is essential for Bank’s long term survival. The RBI, Banking

Ombudsman and other authorities are reiterating the need to keep customer interest

above profit motive. Instances of our members being punished for mis-selling, are

painful in two counts, one of the members is affected mentally and financially and

the other is our great institution suffers reputational loss. The Region is seriously

advocating the need to ethical business in all the forums

In all CLJMs, the issue of undue pressure on Bancassurance business thrust upon the

branches is included in the agenda. The Vice President has put forth valid points, with

facts and figures and quoting instances of excess pressure given by the Executives, to

‘somehow’ sell the insurance products, by extending loans, etc. The outcome has

been by and large positive.

Being the committed organisation, CBOA’s efforts to ensure clean business practices

will continue, unabated.

CLJM – AN EFFECTIVE TOOL TO GET OUR DUE:

Our Vice President is a firm believer in the efficacy of CLJMs. The preparation for

CLJM agenda making is elaborate and intense. Communications are sent to all office

bearers and members to get issues if any, to be discussed. Individual issues like TA

bills, medical bill etc., have almost become NIL, due to the vibrancy of CBOA.

General issues like infrastructure, staff mix, suggestions for improving business, etc.,

find importance in the discussion.

It is a treat to watch the Vice President making the negotiations in the CLJMs. The

selection of issues, choice of words, initiating the discussion in a cordial atmosphere,

presentation of background information, quoting of incidents with anecdotes,

constructing the case and structuring the arguments are like a tremendous process of

building a beautiful palace on strong foundations.

The minuting of CLJMs is done on the same day and communicate to office bearers.

Effect: After every CLJM, the members’ rights have been protected and a visible

change in the treatment of our members could be seen

Merry or Mishap- CBOA is there:

In all important events in the lives of members – CBOA will be a participant and active

supporter. The leaders attend all the members’ family functions.

If it is an accident or bereavement, CBOA Team will be at the hospital or house of the

member, day and night, actively supporting the member in the hour of grief –

financially, emotionally and physically.

Principle: CBOA is for the member, of the member. Anything affecting the member,

will affect CBOA

STRENGTHENING OF AIBOC:

The single most important achievement of CBOA, Coimbatore is the strengthening of

AIBOC in Coimbatore. We have proved that Bank officers do not hesitate to come to

the streets and fight for rights.

The following events led to the successful unification:

A series of preliminary meetings were conducted by the Vice President inviting

the office bearers of AIBOC affiliates from all banks in Coimbatore.

After brainstorming, it was decided to conduct a massive RALLY supporting the

cause of public sector in Banking industry and against privatisation.

On 1.3.2014, a massive rally of 1000 officers in Coimbatore, was flagged off by

the General Secretary Sri G V Manimaran.

Pamphlets were distributed, placards were carried and the AIBOC flag was held

high. Our General Secretary and Vice President gave an emotional speech at

the end of the rally, from the top of a goods carrier vehicle, to the charged

AIBOC cadre, at the VOC Park grounds, which has made a permanent mark in

the minds of members and the trade union history of Coimbatore.

As a follow up initiative, a woman’s day programme was organised by AIBOC on

15.3.2014 in which a guest speaker was invited, womans wing of AIBOC was

formed and woman’s wing leadership was identified. The AIBOC State President

was invited.

On 15.5.2014, the AIBOC leaders attended the Demonstration held in front of

Federal Bank, Coimbatore branch in support of the strike called by our Federal

Bank affiliate against vindictive transfers. Our Vice President gave an inspiring

speech, calling upon the young officers to take up trade unionism as a patriotic

activity.

Farewells to retiring members

Vice President or local office bearers would attend the

farewell of the retiring members. The memento

contribution of Rs.5000 (or Rs.2500) is credited on or

before the retirement date and intimated to the member.

The farewell is utilised as an opportunity to connect to

the members and mobilise the cadre, apart from

remembering the retiring members’ contributions.

May day – celebrated in a befitting manner:

Responding to the call received from AIBOC through our General Secretary, ALL the

branches ensured working up to 5 PM on 30.4.2014, on the eve of May Day. Even

though the top office bearers of the Region were not in station, (out on a branch

visit), the second line leadership at Circle Office, groomed by the Vice President,

ensured that all members left by 5 PM.

The international women’s day coincided with the 10th triennial conference of AIBOC.

As a curtain raiser to the inaugural session and to commemorate the day a seminar on

‘Marginalisation of women in work place’ was organised at Thiruvananthapuram on

8th March, 2014.

RALLY:

By 5 p.m. Asaan Square, Thiruvanthapuram, the starting point of the rally, wore a

festive look. It was an India in microcosm reflecting our unity amidst diversity.

The inaugural session started at 6.30 pm with a chorus injecting an atmosphere of

revolutionary zeal at the very beginning. Seated on the dais were Com.

Harshavardhan M., and Com. Harvinder Singh, President & General Secretary,

respectively, Com. A.K.Padmanabhan, President CITU, Adv. Smt. Chandrika,

Worshipful Thiruvananthapuram Mayor, Com. S.R.Sengupta, founder President of

AIBOC and an array of past Presidents and General Secretaries of the organisation.

The meeting started with a welcome address by Com. P.V.Mohanan, President AIBOC

Kerala State. Com. A.K.Padmanabhan inaugurated the conference by lighting the

traditional lamp along with other dignitaries, present on the stage. He in his

illuminating and educative speech, studded with facts and figures, gave an over view

of the challenges facing the Indian working class.

Com. Harvinder Singh in his brief but pointed speech drew a picture of the emerging

scenario. The meeting ended with a befitting vote of thanks by Com Abraham Shaji

John, General Secretary AIBOC, Kerala State Unit.

The session was followed by a demonstration of ‘Kalari Payattu’ the traditional

martial art of Kerala

Comrades, it was a wonderful beginning. We are charged up for the delegate session

tomorrow. The inaugural session will remain etched in our memory for a long time to

come for the magnificent arena provided and the grandeur of the proceedings.

TALKS WITH IBA

To our demand regarding compassionate appointment scheme, IBA conveyed the

clarifications sought from the Government to which we explained that UFBU’s view is

that the compassionate appointment scheme should be on the lines of the

Government scheme and urged upon them to expedite the matter.

To our demand for improvement in the IBA’s earlier offer on wage increase, IBA

informed that they are not able to make further offer.

Our members may be aware that Indian Banks’ Association has vide their letter No.

CIR/HR&IR/F/2014-15/9195 dated April 7, 2014, communicated to all public sector

member banks to stop permitting their officers/employees from visiting overseas

countries/centres as part of LTC/HTC (Scanned copy of the IBA’s communication

attached).

We are also exploring the possibility of legal recourse in the matter and are consulting

some legal counsel for obtaining the stay order against the revised instructions of IBA.

Our members are being informed from time to time about efforts being made by the

Confederation in pursuing our demand for “Five Day Working Week in Banking

The MP State Committee was reconstituted on 3rd May, 2014, in the presence of three

Office Bearers of AIBOC viz. Com. Harvinder Singh, General Secretary Com.

Manimaran, Senior Vice President and Com. Ameetaa Sharma, Secretary. Many

members of the other affiliates of State Committee were also present there.

The meeting was conducted by Com. Madan Jain, Dy. General Secretary, Bhopal

Module, SBI Officers’ Association, Bhopal. Speaking on the occasion, the General

Secretary, Com. Harvinder Singh appreciated the initiative taken by the State

Committee.

Officers’ Association also addressed the august gathering. In his precise but

meaningful speech Com. Manimaran told the gathering that how the AIBOC body is

Xth Bipartite Settlement Talks

100 Day Agenda Set By Hon’ble Prime Minister

One year and seven months have passed since Officers and Workmen Organizations in

the Banking Industry submitted their Charter of Demand for 10th Bipartite

Settlement. The slow pace with which the negotiations are taking place cannot be

appreciated by any one of us, whatever may be the reason. No meeting has taken

place on the issue for the last three months. The situation is alarming and causing lot

of anxiety and frustration amongst the officers and workmen in the Banking Industry

which is bound to affect their productivity and efficiency.

We in the Banking Industry also contribute towards the new goal set by our Prime

Minister and set an example of good governance.

We are confident that this agenda of ours will be written in the golden letters as

contribution of the Banking Industry. We once again assure you to rededicate

ourselves in extending our full cooperation in achievement of the agenda of social

developments set forth by the Government / Bank Managements.

DISCUSSIONS WITH IBA ON WAGE REVISION DEMANDS

After the last round of negotiations held on 14-3-2014, another round of discussions

took place with IBA on 13-6-2014 in Mumbai in the background of the new

Government taking over at the Centre after the general elections.

UFBU MEETING: Prior to the discussions with the IBA, meeting of the UFBU was held.

DISCUSSIONS WITH IBA

After submissions from UFBU, IBA informed that they are willing to improve their offer

from earlier 10% to 11% on the cost of Pay Slip components of the wage bill which

would amount to Rs.3,465 crores and which would be exclusive of other costs on

retirement benefits, LFC, hospitalization expenses, etc. From UFBU we expressed our

inability to accept this offer as the same was quite inadequate.

TEXT OF MEMORANDUM SUBMITTED TO SHRI ARUN JAITLEY,

HON’BLE MINISTER OF FINANCE, GOVERNMENT OF INDIA

“Respected Sir,

We submit, for your kind perusal and information, the present position with regard to

the negotiations between the Indian Banks‟ Association (IBA) and United Forum of

Bank Unions (UFBU) on the revision of wages and service conditions of Bank

employees/officers.

United Forum of Bank Unions (UFBU) is the umbrella forum of 5 workmen unions and 4

officers‟ associations in the Banking Industry covering 1 million workmen and officers

and is currently on wage negotiations with Indian Banks‟ Association (IBA). The wages

and service conditions in the Banking Sector are governed by the Industry-level

Bipartite Settlements signed between the IBA and the Negotiating Unions/Associations

of Bank employees/ officers. The term of the last settlement (9th bipartite

agreement) came to an end on 31.10.2012 and the revision of wages and other service

conditions has become due since 01.11.2012.

UFBU has submitted its Charter of Demands to IBA on 30.10.2012 before expiry of the

previous Bipartite Settlement and requested IBA to adopt a time-bound programme to

hold the negotiations on the demands and to expedite the settlement as early as

possible. More than 10 rounds of discussions have taken place between IBA and UFBU

so far on the issue but IBA is delaying the settlement. Despite a lapse of 20 months

since starting of negotiations, no significant improvement is made towards

expeditious conclusion of settlement. Moreover, IBA is offering the least increase

quoting non-affordability of banks in paying higher wages partly because of increase

in Non-Performing Assets (NPAs).

We furnish hereunder our view-points in support of our just demands for a respectable

wage revision to all employees/officers in the banking industry:

a. PERFORMANCE OF PUBLIC SECTOR BANKS:

In Public Sector Banks, the profitability, Business per employee and Profit per

employee are on the increasing trend only, which is also the basic yardstick for

measuring the affordability of banks for increase in wages. The data relating to public

sector banks as on March 2012 vis-à-vis the position as on March 2007 is furnished

below for your kind reference.

Need for Humane Approach in dealing with junior colleagues/functionaries

Suicide committed by Sh.Ajay Sehgal, Chief Manager, Sec.-20 Panchkula of PNB

In one of meeting called by Field General Manager, Chandigarh of Punjab National

Bank, ostensibly to review non performers by calling few Incumbents from each Circle

under his command, the officers were reportedly threatened with spoiling career &

humiliated to such an extent that it drove Shri Ajay Sehgal, age 52, Chief Manager of

Sector-20 Panchkula to commit suicide on 2nd July 2014 by jumping in front of a

running train near Chandigarh station immediately after leaving the meeting. A

suicide note has also been found where he has named Circle Head, Chandigarh and

FGM, Chandigarh as the persons responsible for his act of committing suicide. An FIR

is lodged and the matter is under investigation.

There are innumerable instances where officers are insulted with foul language,

humiliated, threatened in open meeting.

AIPNBOA SUCCESSFULLY COMPLETES AGITATION

The incident of suicide committed by Com. Ajay Sehgal, Chief Manager, Sector 20,

Panchkula of Punjab National Bank has touched the raw nerve of the rank and file in

all banks.

Due to continuous follow up with the Management, the leadership succeeded in

achieving their demand of further administrative action by way of suspension.

On the night of 8th July 2014, PNB Management took further action and suspended

both Circle Head & FGM, Chandigarh pending enquiry as demanded by AIPNBOA.

4. The delay in disposal of disciplinary cases and appeals,

5. Provision of copy of CVC / CVO advice with full correspondence,

6. Provision of personal hearings after the inquiry,

7. Interpretation and effect of various types of penalties,

8. Period of debarment from promotion,

9. Sanction of prosecution / arrest of the officers by police and other authorities,

11.Permission to defend more cases to one Defence Representative,

15.Bringing out Scale V and Scale VI officers from the jurisdiction of CVC.

UFBU MEETING ON 15TH JULY, 2014 AT MUMBAI

The meeting of the United Forum of Bank Unions was held at Mumbai on 15th July,

2014, to take stock of the situation on Salary Revision front and decide its further

course of action. The meeting was attended by all the nine constituents of the UFBU.

of Wage Negotiations”.

WORKSHOP ON STATE OF THE ECONOMY

Please refer to the discussions held in the last Working Committee Meeting, held on

23rd June, 2014, at Mumbai, in which the members were informed that there is a

need for wider unity amongst Officer, Executives, Engineers and Professionals working

in Public Sector Banks and other Public Sector Undertakings to oppose the Anti Public

Sector, Anti Workforce and Anti people policy of the Government. In this regard, the

members were also briefed about the initiatives taken by our Confederation along

with AIPEF, NCOA and SNEA/MEA. The joint forum of these organizations decided to

hold a two days workshop on the State of Economy at New Delhi on 16th and 17th

August, 2014.

Framework for Revitalising Distressed Assets

The Reserve Bank, on February 26, 2014, has issued certain guidelines regarding the “Framework for Revitalising Distressed Assets in the Economy”. They are:

I. Refinancing of Project Loans

II. Sale of Financial Assets to SCs/RCs

III. Purchase/Sale of NPAs to Other Banks

IV. Use of Counter-cyclical/Floating Provisions

V. Bank Loans for Financing Promoters’ Contribution

Depositor Education and Awareness Fund Scheme

The Reserve Bank has advised all banks to be in readiness to take necessary action as “The Depositor Education and Awareness Fund (the Fund) Scheme 2014” has been finalised and forwarded to the Government of India for notifying in the Official Gazette. The operational guidelines would be advised separately as soon as the Scheme is notified. The Reserve Bank has also advised all banks to designate a single contact point for any correspondence/queries in connection with the ‘Depositor Education and Awareness Fund Scheme, 2014’.

Withdrawal of Pre-2005 Series Banknotes

The Reserve Bank, on March 3, 2014, has extended the date for exchanging the pre-2005 banknotes to January 1, 2015. The Reserve Bank has also advised banks to facilitate the exchange of these notes for full value without causing any inconvenience whatsoever to the public. These notes will retain their legal tender status and the public can continue to use these for any transaction/payment.

Reporting of Information Security Incidents

The Reserve Bank, on February 26, 2014, has advised the Chief Information Security Officers (CISOs) of banks, to report all Information Security related incidents on the Security Incident Tracking Platform, developed by the Institute for Development and Research in Banking Technology (IDRBT).

End of Support for Windows XP

The Reserve Bank, on March 19, 2014, has advised the commercial banks to take immediate steps to implement appropriate systems and controls in their systems including ATMs, that are still working on Windows XP.

Call / Notice Money Market Operations

The Reserve Bank, on February 26, 2014, has advised commercial banks/co-operative banks and primary dealers to convey the prudential limits for borrowing/lending in call/notice money market, fixed with the approval of their respective Boards, to the Clearing Corporation of India Ltd. (CCIL) for setting of limits in NDS-CALL System, under advice to Financial Markets Department, Reserve Bank of India. This is in effect from March 3, 2014.

Bank Loans to Micro Finance Institutions

The Reserve Bank, on March 12, 2014, has advised the banks to ensure micro finance institutions (MFIs) comply with the cap on individual loans and margin cap, as prescribed, for being eligible to be classified as the loans under priority sector.

EDPMS for better monitoring of Exports

A comprehensive IT-based system called Export Data Processing and Monitoring System (EDPMS) has been operationalised with effect from February 28, 2014, for better monitoring of export of goods and software and facilitating authorised dealer (AD) banks to report various returns through a single platform

Increase in Trade related Remittance Limit

The Reserve Bank has increased the limit of trade transactions from the existing Rs. 2,00,000/- (Rupees Two Lakh only) per transaction to Rs. 5,00,000/- (Rupees Five Lakh only) per transaction, with effect from March 13, 2014. The decision to increase the limit was taken after a review of the permitted transactions under the Rupee Drawing Arrangements (RDAs).

‘Direct to Account’ facility under MTSS

The Reserve Bank has allowed transfer of foreign inward remittances received under Money Transfer Service Scheme (MTSS) to the Know Your Customer (KYC) compliant beneficiary bank account through electronic mode, such as, National Electronic Funds Transfer (NEFT), Immediate Payment Service (IMPS), as per the prescribed procedure.

The committee has stated that low usage of credit information by member institutions and other specified users needs to be addressed by requiring CICs to populate their databases with requisite credit information.

The Reserve Bank, on April 7, 2014, has decided to create a separate category of non-banking finance companies (NBFCs), namely, Non-Operative Financial Holding Company (NOFHC).

Guidelines on Gold Metal Loans

The Reserve Bank has commuicated that stand-by letter of credit (LC)/bank guarantee (BG) issuing bank and the gold metal loan (GML) providing banks should keep certain additional guidelines in view to mitigate the risk of frauds/misuse of the scheme by the GML borrowers.

Implementation of Basel III Capital Regulations in India

The Reserve Bank, on March 27, 2014, extended the transitional period for full implementation of Basel III Capital Regulations in India upto March 31, 2019. Earlier deadline was March 31, 2018.

Policy for Banks’ Properties at Overseas Centres

The Reserve Bank, on April 9, 2014, advised all Indian banks to ensure that they comply with all the applicable laws of the host country/city or locality while undertaking transactions in the nature of sale and purchase of property and acquiring/letting out property on lease/rental basis at overseas centres

Differential Rate of Interest for MSEs

The Reserve Bank, on April 15, 2014, advised the banks to take into account the incentives available to Micro and Small Enterprises (MSE) borrowers in the form of the credit guarantee cover of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) and the zero risk weight for capital adequacy purpose for the portion of the loan guaranteed by the CGTMSE and provide differential interest rate while pricing their loans for such MSE borrowers, than the other borrowers. However, banks should note that such differential rate of interest is not below the base rate of the bank.

Guidelines on Capital Charge for Credit Risk revised

The Reserve Bank has issued revised guidelines on capital charge for credit risk of standalone primary dealers’ exposure to interest rate derivative contracts, repo/reverse repo transactions and central counterparties. The revised guidelines have come into effect from April 1, 2014.

Opening of Bank Accounts in the Names of Minors

To promote the objective of financial inclusion and also to bring uniformity among banks in opening and operating minors’ accounts, the Reserve Bank on May 6, 2014, advised banks that -

A minor of any age can open a savings/fixed/recurring bank deposit account through his/her natural or legally appointed guardian;

Minors above the age of 10 years may be allowed to open and operate savings bank accounts independently

ATMs to be made more Disabled-friendly

The Reserve Bank, on May 21, 2014, advised banks to take necessary steps to provide all existing ATMs/future ATMs with ramps so that wheel chair users/persons with disabilities can easily access them.

All New ATMs to talk from July 1

The Reserve Bank has also advised the banks to make all new ATMs installed from July 1, 2014 as talking ATMs with Braille keypads. Banks should lay down a road map for converting all existing ATMs as talking ATMs with Braille keypads. The status should be reviewed from time to time by the Customer Service Committee of the Board.

No Foreclosure Charges/Pre-payment Penalty on Floating Loans

The Reserve Bank, on May 7, 2014, asked banks not to charge foreclosure charges/pre-payment penalties on all floating rate term loans sanctioned to individual borrowers, with immediate effect. This was a follow up on the First Bi-monthly Monetary Policy Statement 2014-15 announced on April 1, 2014, in which the Reserve Bank had proposed certain measures for consumer protection.

No Penalty on Non-Maintenance of Minimum Balances in Inoperative Accounts

The Reserve Bank, on May 6, 2014, prohibited all scheduled commercial banks (excluding RRBs) from levying penal charges for non-maintenance of minimum balances in any inoperative account, including the basic savings bank deposit accounts (BSBDAs). The instructions also apply to all primary urban cooperative banks.

One Documentary Proof of Address for Bank Accounts

The Reserve Bank on June 9, 2014, simplified the requirement of submission of ‘proof of address’ with regard to the know your customer (KYC) norms while opening a bank account, as follows:

(a) Customers may submit only one documentary proof of address (either current or permanent) while opening a bank account or while undergoing periodic updation. In case the address mentioned as per ‘proof of address’ undergoes a change, fresh proof of address may be submitted to the branch within a period of six months.

(b) In case the proof of address furnished by the customer is not the local address or address where the customer is currently residing, the bank may take a declaration of the local address on which all correspondence will be made by the bank with the customer.

Basel III Framework on Liquidity Standards

The Reserve Bank, on June 9, 2014 announced the Guidelines on Liquidity Coverage Ratio (LCR), Liquidity Risk Monitoring Tools and LCR Disclosure Standards. The guidelines were finalised taking into account comments and feedback of stakeholders. The LCR would be binding on banks from January 1, 2015.

With a view to providing a transition time to banks, the LCR requirement would be minimum 60 per cent for the calendar year 2015 beginning January 1, 2015 and rise in equal steps to reach 100 per cent on January 1, 2019, as per the time-line given below:

RBI asks Banks to share Information with SIT

The Reserve Bank, on June 23, 2014 advised all the banks and financial institutions to ensure that information/documents required by the Special Investigating Team (SIT) are made available as and when required.

The Government of India constituted the SIT to implement the decision of the Hon’ble Supreme Court on large amounts of money stashed abroad by evading taxes or generated through unlawful activities.

Second Bi-Monthly Monetary Policy Statement, 2014-15

Dr. Raghuram G Rajan, Governor, announced the Second Bi-Monthly Monetary Policy Statement, 2014-15 on June 3, 2014. On the basis of an assessment of the current and evolving macroeconomic situation, the Reserve Bank decided to:

• keep the policy repo rate under the liquidity adjustment facility (LAF) unchanged at 8 per cent;

• keep the cash reserve ratio (CRR) of scheduled banks unchanged at 4 per cent of net demand and time liabilities (NDTL);

• reduce the statutory liquidity ratio (SLR) of scheduled commercial banks by 50 basis points from 23 per cent to 22.5 per cent of their NDTL with effect from the fortnight beginning June 14, 2014;

Draft Guidelines for Licensing of Payments Banks and Small Banks

The Reserve Bank of India released on July 17, 2014, the draft guidelines for

“Licensing of Payments Banks” and for “Licensing of Small Banks”. The Reserve Bank

has sought views/ comments on both the draft guidelines from all interested parties

and general public. Suggestions and comments on the draft guidelines may be sent by

August 28, 2014.

Flexible Loan Structuring to raise Long Term Bonds

The Reserve Bank of India issued on July 15, 2014, a number of instructions to banks

specifying the operational guidelines and incentives in the form of flexibility in loan

structuring and refinancing,

The Reserve Bank released on July 22, 2014, the Framework for dealing with Domestic

Systemically Important Banks (D-SIBs). The Framework discusses the methodology to

be adopted by the Reserve Bank for identifying the D-SIBs and additional regulatory/

supervisory policies which D-SIBs would be subjected to.

Loans against Gold Jewellery for non-agricultural purposes

The Reserve Bank on July 22, 2014, has decided that loans extended against pledge of

gold ornaments and jewellery, for other than agricultural purposes, where both

interest and principal are due for payment at maturity of the loan will be subject to

certain modified conditions.

Issue of Long Term Bonds by Banks

The Reserve Bank, on July 15, 2014, eased the way for banks to raise long term resources to finance their long term loans to infrastructure as well as affordable housing.

reservation in promotion to Scheduled Castes and Scheduled Tribes was passed by the

Rajya Sabha on 17/12/2012. However, the said bill could not be considered and

passed in the Lok Sabha and the bill lapsed on the dissolution of the 15th Lok Sabha.

The matter is under examination of the Government.

Sir,

It has been brought to the notice of this Department that female employees of Public

Sector Banks (PSBs), married or unmarried, when placed/transferred away from their

husband or parents, as the case may be, to distant locations face a genuine hardship

and develop a feeling of insecurity. Keeping this in view, it has been decided:

(i) to accommodate as far as possible placement/transfer of married female

employee, on her request, at a place where her husband is stationed or as near as

possible to that place or vice versa; and

(ii) to accommodate as far as possible placement/transfer of unmarried female

employee, on her request, at a place where her parents, are stationed or as near as

possible to that place.

2. PSBs are, therefore, advised to frame a policy on the subject with the approval of

their Board suitably incorporating the above and take immediate action for

implementation and compliance. Pending requests may also be considered under

these guidelines. A line of confirmation may be sent to this Department immediately

after adoption of the policy by the Board of the Bank.

Allahabad High Court asks IRDA to scrutinize SBI Life:

The Allahabad high court has directed the IRDA to scrutinize every policy sold by SBI

Life Insurance Co. Ltd, and order the company to discontinue its policies and wind up

its business if it detects any regulatory breaches.

The 29 May order came in response to a petition filed by an SBI Life customer,

Virendra Pal Kapoor, 72, who claimed he had invested Rs 50,000 in 2007 in the

insurer’s Unit Plus II–Single, a unit-linked insurance product with an option of a

limited term of five years, on the basic sum assured for life at Rs 3,12,500 (625% of

the investment), with a choice of investment in a growth fund. But on maturity, he

was paid a mere Rs 248.

This instance prompted the court “...to issue a direction to the IRDA to critically

examine each and every policy of SBI Life. If (IRDA) finds that the SBI Life, which has

suffered penalties in the past for its defaults, has acted in breach of its guidelines it

would be appropriate for it to direct SBI Life to discontinue its policies and to wind up

Supreme Court stays Allahabad HC order against SBI Life:

A bench headed by justice Ranjan Gogoi stayed the HC judgment of May 29 that held

that the Centre “will do well to ensure that the investors are not cheated in a

manner, as in the present case, in which the entire investment of the senior citizen

has been lost on the pretext of the policy being in tune with IRDA guidelines”.

Pradhan Mantri Jan Dhan Yojana:

Prime Minister Narendra Modi Thursday launched the Pradhan Mantri Jan Dhan Yojana,

a flagship project of the union government. Around 15 million bank accounts were

opened in a day.

Highlights of the scheme:

About 15 million accident insurance policies done on a single day and same number of bank accounts opened.

Programme held at around 77,000 locations with the participation of chief ministers, union ministers and bank officials.

Target to cover 7.5 crore households with at least one account will be achieved by Jan 26, 2015.

Universal access to banking facilities for all households through a bank branch or a fixed point business correspondent called "Bank Mitra".

Coverage of all households with at least one basic banking account with RuPay debit card having inbuilt accident insurance cover of Rs.1 lakh.

Additional Rs.30,000 life assurance cover for those opening bank accounts before Jan 26, 2015.

An overdraft facility of up to Rs.5,000 after satisfactory operation for six months.

Full range of banking services would be possible through ordinary mobile phones.

Financial literacy to be imparted up to village level.

Expansion of Direct Benefit Transfer under various government schemes.

The second phase of rollout will involve providing micro-insurance to people.

Unorganised sector pension schemes like 'Swavalamban' will be provided through business correspondents in the second phase.

The programme is in mission mode with Finance Minister Arun Jaitley as the head.

Households being targeted instead of only being villages targeted earlier.

Platform has been built by the National Payment Corporation of India that connects all banks and all telephone networks in the country.

The platform helps a customer access his/her account with any mobile set.
