personally he can never be worthy or the honors that come

Almost forty years ago the United States took

over the sovereignty of the Philippine Islands. The

accepto.nce or sovereignty was but an obligation to serve

the p30ole of tho Philippines until the day they might

themselves be independent Md take their own place uong

the natl:lJ\S or the world.

We are here to welco'lle the Com~~~onwealth. I consider

witnessed. It i " a tribute to the genius or the Philippine

their own, they senerously adJusted th•selves to conditions

often not to their liking; they patiently waited; they

forfeited none of th.et freedom Mich h natively their s as

a ~ople, and which they hAve eo definitely exprused dth

due regard for funda!4ental human rights i n their new

constitution.

fte have a clear ri~ht also to congratulate ourselves

as a people because in the long t"W\ we have chosen the

right course •ith r espect to the Philippine Ialands.

Through our po•er •e have not sought our own. Through

our oo•er we have sought to benefit other s .

That both nations kept to the policy le&d1ns to thh

most happy result is due to the fact that both nations
