The hustle and bustle of business and life can sometimes make us forget about the small things that are near and dear to our hearts. When was the last time that you were able to sit down at the dinner table, television off, no cell phones and just discuss how each other’s day was? This seems like a such an easy task to complete, but often can be forgotten as we try to meet ever demanding timelines. But it’s the small things that matter, so make sure that loved ones around you are always appreciated.
Now, we would like to send our appreciation to Jay Burke and the Committee for setting up the Sporting Clay Shoot again this year, what a successful event! We had a record attendance of 151 shooters for the Builders Shoot and almost trippled our numbers for the Youth Sporting Clay shoot! What a great way to get out and enjoy the outdoors by practicing up on your shot. Don’t forget about the 2018 Fall Showcase of Homes and Remodelers Tour that is coming up fast! We have over 55 entries for these events and it would be very much appreciated if you have time to stop out and give a big thanks to our builders and remodelers! These will be great events this year!
Please note that our General Membership Meeting is coming up next week. You will want to make sure to attend as there are exciting things happening at Rochester Area Builders. If you want your voice heard, these events are a great way to communicate to our membership! I’m sure John has something up his sleeve for a fun night that all would appreciate!
Short and sweet is the theme this month! We hope to see you next week and this weekend for our fun events that we put on for our members! We are always looking for ways to provide a great experience for our builders and associates! Have a great October!

Women remain underrepresented in the construction industry, although they currently make up almost half (47 percent) of the total working population. The share of women employed in construction has stayed relatively constant, around 9 percent since 2002. Women play a number of roles in the construction industry, such as administra-tive, professional, managerial, construction, and production occupations. We explore the state of women in the construction industry using the labor force statistics from the Current Population Survey (CPS).
The number of women employed in the construction industry grew steadily, from 970,000 in 2002 to 1.1 million in 2007. However, there was a sharp decline of female workers in construction from 2007 to 2010, when around 2.7 million total construction jobs were lost after the collapse of the housing market. During that period, the number of female construction workers declined by almost 30 percent to 807,000 in 2010. After the Great Recession, female construction employment slowly picked up to around 970,000 in 2017, but is still below the pre-recession level.
It is also important to take a look at where women are working within the construction industry. Hundreds of construction jobs can be categorized into five broad groups, according to the Labor Statistics from the Current Population Survey. Sales and office occupations employed the largest number of women within the construction industry. Women accounted for 73 percent of workers in sales and office occupations, including 421,000 women in office and administrative supportive occupations, and 21,000 in sales and related occupations in 2017. More than 300,000 women were engaged in management, professional, and related occupations. While natural resources, construction, and maintenance occupations employed the largest number of employees, women comprised only 3 percent of workers in these occupations. Other groups such as production, transportation, and material moving occupations, and service occupations employed only around 10,000 female workers.
As the shortage of labor for the construction industry remains a key issue, adding new workers is an important goal of the industry. These data show that bringing additional women into the construction labor force represents a potential opportunity for the future.

Early Advantage Developmental Child Care Center Grand Opening
Byron, MN – September 17, 2018 – Early Advantage Developmental Child Care Center and Benike Construction, announced today the grand opening event to celebrate renovation and addition toEarly Advantage Developmental Child Care Center in Byron. The celebration is taking place in Byron at Early Advantage (507 Frontage Road NE) on Tuesday, September 18, 2018. The ceremony will begin at 4:30 PM, followed by an open house until 6:00 PM. Light refreshments will be served along with some fun activities for families. Community members are welcome to attend.
Early Advantage Developmental Child Care Center offers child care and preschool services to the families of Byron and the surrounding communities. Over the last five years it has seen great growth and simply has not been able to keep up with the demand in its current facility. That is why Early Advantage is so excited to unveil the expansion on their current building and complete remodel of their existing space. The facility will now allow Early Advantage to serve an additional 84 students and their families.
“We are so excited to show the community our new and beautiful facility that will allow us to provide quality early childhood care for years to come," said Teresa Bahr, Owner of Early Advantage.
The construction resulted in facility that offers 15,500 square feet including a large motor skills room,new classrooms, new bathrooms, functional storage areas, and a commercial kitchen. The facility also received new outdoor playgrounds, a new parking lot, and a new mechanical system allowing it to be more energy efficient.
“It was our priority to keep the site and the facility accessible and safe for families and staff during the construction. This would not have been accomplished without the support of Teresa and her dedicated staff. We are thankful to be a part of this community project,” said Levi Kaiser, Project Manager for Benike Construction.
Construction began in October of 2017 and the architect on the project was Jim Pankratz of DreamArchitecture.

Labor and Subcontractor Costs Outpacing Inflation, Raising Home Prices BY PAUL EMRATH on SEPTEMBER 10, 2018
Last Thursday’s post reported on the record share of single-family builders reporting shortages of labor and subcontractors.in the July survey for the NAHB/Well Fargo Housing Market Index. The same survey asked builders about the effects the shortages were having on their businesses. The most widespread effects were causing builders to pay higher wages/subcontractor bids (reported by 84 percent of builders), forcing them to raise home prices (83 percent) and making it difficult to complete projects on time (73 percent).
These have consistently ranked as the most commonly reported effects of the labor and subcontractor shortages since NAHB began asking builders about them in 2015. However, all three have become even more common recently. The steepest upward trend has been in the share of builders saying the labor/sub shortages are causing higher home prices, which increased by 22 percentage points between 2015 and 2018, to the point where it is now nearly tied with higher wages/sub bids as the most widespread effect of the shortages.
Also included in the surveys are questions about how much labor and subcontractor costs for building the same house have increased over the previous 12 months. The chart below shows the average responses and compares them to overall inflation (measured by the change in the Consumer Price Index over the same 12-month period).
Three tendencies are clearly evident in the chart. Inflation overall has been on the rise since 2015, the cost of labor has consistently outpaced overall inflation, and the cost of subcontractors has risen even faster than the cost of labor directly employed by builders. In 2018, for example, overall inflation was 2.9 percent, but labor costs increased by 5.2 percent—and subcontractor costs by 7.2 percent—over the same period. This is particularly significant,
given that three-fourths of construction cost typically represents work performed by subcontractors. It is also consistent with the survey results reported last Thursday, showing that the incidence of shortages was higher for subcontractors than for labor directly employed by builders in 14 of 15 occupations. The previous post also discussed reasons for this.
Other effects of labor and subcontractor shortages are less common, but nevertheless on the rise. For example, the share of builders indicating that the shortages have slowed the rate they accept incoming orders doubled between 2015 and 2018 (from 16 to 32 percent). Even the least common of the effects—lost or cancelled sales—was up to 26 percent in the latest survey, suggesting that the shortages are having a significant impact on production levels.

The tax reform bill signed into law in December 2017 changes tax incentives for 2018. Specifically, tax reform expands “bonus depreciation” to allow small businesses and Fleet customers to deduct 100% of the cost of qualifying property placed in service in 2018, including certain vehicles (generally vans and larger trucks and SUVs).
The section 179 deduction is still available, but is subject to a $25,000 per-vehicle limitation for many GM SUVs, crossovers and pickup trucks. Also, passenger automobiles (i.e., sedans, coupes, and SUVs/crossovers/trucks weighing 6000lbs or less) are still subject to per-vehicle limitations on total depreciation (section 179 plus bonus depreciation) deductions ($18,000 for both cars and trucks placed in service in 2018).
Given the changes in the tax laws, bonus depreciation now provides the greatest benefit to customers purchasing trucks and vans for business use. Although section 179 and its per-vehicle limit still technically apply, they do not affect customers’ ability to immediately deduct 100% of the cost of certain vehicles.

Why Healthcare Is So Expensive Elliot Eisenberg, Ph.D
While there are many reasons why healthcare spending
is growing much faster than the economy — including an aging population and the rising cost of prescription drugs — one problem that gets virtually no attention and is a primary cost driver is cross-subsidies. The reason cross-subsidies exist in the first place is because lawmakers want to subsidize healthcare costs for the poor, the sick, and other potential voters — which is well meaning — but lawmakers do not want to raise taxes to pay for these programs. So they hide the taxes they should impose in the form of cross-subsidies.
Let me explain. If someone with no money walks into an emergency room and needs care, they get care. But to recover the cost of services provided to the indigent, hospitals must overcharge everybody else. Making matters worse, Medicare and Medicaid do not pay the full amount of their service cost. As a result, hospitals must substantially overcharge everybody else, and that unlucky bunch is patients with private insurance and those who pay cash. Of course, giving free or subsidized healthcare to some by overcharging paying customers is essentially imposing a tax on those who can pay in order to subsidize those who can’t or won’t. But — and this is the key — this hidden tax does not appear anywhere. As such, it is politically costless, and that’s why it is so appealing to politicians. If that were all, it would not be so bad. But it gets worse, much worse.
Cross-subsidies are much more inefficient than raising taxes and spending the revenue on, in this case, healthcare. Here’s why. In an ideal market, if a hospital or doctor is going to overcharge some patients, those patients will have an incentive to shop around for a cheaper insurance plan. That insurance plan could be cheaper if it sends patients to hospitals and doctors who don’t overcharge. But if enough such plans were to exist, the entire system would fail because these new low-cost providers would drive the high-cost providers out of business and the poor would not be served. Thus, the introduction of cross-subsidies must be accompanied by a prohibition on competition. One of the ways we see this lack of competition manifesting itself is insurance plans such as bronze, silver, and gold all offering the same services.
And once there is no competition, there is no incentive for any non-com-petitive service providers to innovate for better care or lower costs, and that, in turn, drives up costs for everyone. If you are old enough, you remember that prior to the 1980s, local phone calls were cheap, often free. That was because long distance calls were very expensive; there was cross-subsidy from long distance calls to local calls. Of course, firms wanted to compete to provide overpriced long-distance calls, but the system would have unraveled. So the federal government gave AT&T a monopoly and, in that way, kept competitors out and prices up.
Once there is no competition, be it in telecommunications, airlines, trucking, banking, or stock trading, inefficiencies multiply and prices rise. Returning to healthcare, because of this lack of any meaningful competition, consumers know the cost of nothing they consume and care even less. What kind of market operates well when prices are well hidden? If there were real price competition, consumers would be bombarded with ads boasting of better prices and outcomes and we would all be winners.
Increasing taxes and spending, while hardly ideal, sure beats cross-subsi-dies and the attendant monopolies that drive up costs, prevent firm entry, and eliminate innovation. “Jump-Start” Housing Incentive ProgramNew Construction
PURPOSE:
The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic DevelopmentAuthority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community.
PROGRAM INCENTIVE TOTALS $5,000
1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley GreenHouse and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived.
2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building asingle- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lotswithin city limits qualify for the $1,500 in Spring Valley dollars.
ELIGIBLE APPLICANTS
1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits ofSpring Valley for the purposes of making it their primary residence. For the purposes of this program, “newhome” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after thedate of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may beincluded as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for theincentive. APPLICATIONS included in this information sheet.
PROGRAM DESCRIPTION
1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975.Complete the application and return it to the same address.
2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting anapplication, applicants must submit an application for the incentive prior to closing on their new constructionhome.
3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with theirbuilding application. All construction shall require a building permit from the city and be completed in compliancewith local zoning and the State Building Code.
4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may beattached or detached.
5. Applications for newly constructed homes must specify the estimated cost of construction.6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement)
that the applicant has indeed made the new home his or her primary residence, the Spring Valley EconomicDevelopment Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SV-EDA with a copy of closing documents to show proof of ownership
7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified.8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two
