March is one of those months where the sun shines bright and the wind blows cold. Spring is in the light and winter is in the shade. For Builders, this can mean two steps forward and three steps back depending on the weather on any particular day. March on. Work hard when the weather is on your side and work smart when it gives you a few setbacks. We have a lot to be grateful for this month and several opportunities to keep us moving forward.

One of our goals for 2019 is to produce future employees for the skilled trades industry. Our industry covers a wide range of careers including project management, mechanical, electrical, and residential construction. Local construction technology and engineering programs have limited resources to provide additional courses in these areas. Through the use of job shadowing we can enhance high school student’s opportunities for learning more about these career opportunities. Rochester Area Builders provided job shadow opportunities for Kasson-Mantorville high school students on March 14th. Thank you to Widseth SmithNolting,KuehnMotors,RyanWindowsandSiding,Kraus-Anderson,IBEWLocal343,KruseLumber,ValorMechanical,Crenlo,andBenikeConstructionforparticipatinginthisimportantprogramandforopeningthe door for students to get a better understanding of their operations. This is just one of the ways we can take steps to increase the pool of our potential future employees.

Wehave twoofourbiggesteventsof theyearcomingupand Iencourageyouall tobecome involvedbysponsoring, participating, and attending. First up is the 6th annual Studs, Struts & Stilettos fashion show. This important event is designed to showcase the creativity and resourcefulness of our community, while at the same time raising funds for Two Rivers Habitat for Humanity (formerly Rochester Area Habitat for Humanity). Alldesignswillbeinspiredbywell-knownorinfluentialworksofartandwillbecreatedfrommaterialsusedinthebuildingindustry.VisittheRABwebsitetopurchaseticketsandvoteforthePeople’sChoicedesign.Nextup is the Spring Showcase of Homes. This event is a great opportunity to highlight the amazing designs and construction services our members bring to SE Minnesota. The Showcase takes place the two weekends after Easter,April27-28andMay4-5.Thefinaldeadlinetoenterahome,townhome,community,ordevelopmentisMarch 28th. The Green New Deal Is A Bad Deal Elliot Eisenberg, Ph.D

While advocates of the Green NewDeal (GND) suggest it

will solve a multitude of problems by combating global warming and creating millions of well-paid jobs, the reality is that the GND is aprofoundlyexpensiveplanthattakesleave of all economic principles. Within only its climate change portion, theGND ignores entirelythe fact that CO2 emissions are a global — not local — problem; it fails to reduce carbon emissions most cost effectively; and suggests nonsensical ways of paying for the program.

ThebiggestproblemwiththeGNDis that it targets only US emissions, while extremeweather and risingsea levels come from global ones. Today, the US contributes 15% of global carbon-dioxide emissions,China contributes 30%, and India7%. Under existing policies andgoals, in twenty years, the US share will fall to 12%, China’s will drop to 27%andIndia’sto14%.Thus,evenif theGNDreducesUSemissionstozero,wewillbenefitlittleunlessother nations do the same. One way around this problem would be to invest in innovations that other nations can easily adopt. For example, pressing to invent lowcost solutions that reduce carbon emissions in manufacturing and agriculture and then sharing them globally, as Germany has done with solar panels, would make a huge global dent in CO2 emissions.

AsecondproblemisthattheGNDonly focuses on removing certain sourcesofcarbon-dioxidebytryingto achieve 100% renewable energy in a decade. The cost to do this would top $4 trillion -- well over a full yearoftaxrevenue.Thisworksoutto$110/metrictonofcarbondioxideavoided. The cost of weatherizing everybuildingintheUSto“maximumenergy efficiency” is projected tocost $400 billion or $285/metric ton.If thissoundsexpensive, it is!President Obama’s economists put the harm of a ton of CO2 at $50.InNewEngland,youcanpaya power producer $6 to reduce CO2 emissions by a ton, $15 in California, and $25 in the European Union, based on emission permit prices in these jurisdictions. What is needed is market mechanisms that incentivize carbon reduction at the lowest possible price regardless of the source.

Finally, defenders of the GNDpropose paying for this ill-advised planbytaxingtherichandhavingthe Federal Reserve finance it. While the Fed could buy GNDbonds, it can do so only if it helps it reach its own congressionally-mandated goals. While the Fed would return any interest earned on its holdings ofGND bonds tothe Treasury, it would have to sell an offsetting amount of Treasury bondsinthefirstplace—otherwiseit would compromise its control of interest rates. What if the Fed just printed money and used those

funds to buyGNDbonds, aswasthe case with Quantitative Easing? Iftheeconomywereinarecession,rates would be low, but they would also be low if the bonds were sold to investors, so the savings would be slight. And if the Fed bought the bonds in a healthy economy, when rates are above zero, like they are currently, it would have to pay interest on the reserves it issues to banks, offsetting the income earned on the bonds as it does now.

Insummary,theGNDsuffersfromseveral serious flaws. It imposeshuge upfront costs on our economy, yet only slightly reduces the negative impacts of domestic carbon-dioxide emissions. In addition,it substantially overpays for the CO2 reductions it accomplishes by needlessly prioritizing certain CO2 emissions over others. Lastly, having the Fed buyGND bondsessentially works only in a recession, otherwise necessary offsetting maneuvers largely, if not completely, negate the interest savings.

Stepstomanagingyourconstructionwaste:

1. Identifyallstormdrainsandconveyancesystemsneartheconstruction area and keep them free of garbage.

2.Usefencingtoconstructa“garbagecorral”orhaveadumpster placed on the site in a convenient location with easy access. Keep the container or containment area covered to prevent the wind from carrying away waste.

3. Informvendorsandsubcontractorsofyourwastemanagement plan and locations of receptacles to ensure they keep your site clean by putting debris in the correct place.

4. Walk the site daily to collect renegade trash. A perimeter fence tall enough to catch windblown debris is another option to prevent debris from leaving the site and becoming litter.

5. Transport your waste to a permitted solid waste facility before the container is overfull. Make sure the load is covered during transport.

6. Recycle. By sorting your construction waste or demolition debris, you may be able to save on disposal costs.

Over 135 tons of litter has been picked up by volunteers in the past 12 years of A Litter Bit Better! events. Not only have these efforts removed trash from the environment, but it has also prevented litter as clean environments discourage littering. Private Investment Doubled in the DMC District in Rochester, Minnesota Exceeding a Quarter Billion Dollars in 2018

(Rochester,MINN)March21,2019- TheDestinationMedicalCenterCorporation(DMCC)today announced that private investment in the DestinationMedicalCenter(DMC)district totaled $262 million in 2018, a 100 percent increase over 2017.

The 2018 private investment willreleaseapproximately$13.5 million in state public infrastructure funding. Since 2013, DMC has generated more than $690 million in private investment for development in Rochester.

“This is good news and is demonstrating that the DMC model is working,” said DMCC Board Chair R.T. Rybak. “Investors and developers are supporting the DMC vision. Their investments in Minnesota’s largest economic development initiative will benefit the entire state.” “The downtown we envisioned just a few short years ago is becoming a reality,” said Lisa Clarke, DMC Economic Development Agency executive director. “The infusion of capital that is transforming Rochester is creating new living and hospitality choices as well as opportunities for startup businesses.” Private investment in 2018 exceededallprevious DMC single-year investment totals. • Mayo Clinic investments totaling $126.5 million, the largest single-year total and a year-over-year increase of $40.5 million (+47 percent)

• Non-Mayo private investments of $135.4 million, the largest single-year total and a year-over-year increase of $90.4 million (+201%)

A walk-in pantry is the most wanted kitchen feature, with 83 percent of home buyers reporting it is an essential/

must have (32 percent) or desirable item (51 percent). This data comes from NAHB’s recently released report, What Home Buyers Really Want (2019 Edition), which is based on a survey that asks recent and prospective home buyers (people who bought homes in the previous three years or areplanning todoso in thenext threeyears)about thefeatures they want in their home and community, including in the kitchen.

To ascertain a better understanding of the most sought-after home and community features, NAHB asked home buyers to rate a comprehensive list using a four-tier scale of essential/must have, desirable, indifferent, or do not want. Figure 1 shows the kitchen features with the highest total combination of essential/must have and desirable shares.

Coming in a close second, a double sink side-by-side was rated as essential/must have or desirable by 81 percent of homebuyers.Infact,42percentofhomebuyersrateditan essential/must have item in the kitchen, more than any other feature on the list. Three other kitchen features are wantedbyatleastthree-fourthsofhomebuyers:atablespace for eating (78 percent), a central island (76 percent), and a granite/natural stone countertop (75 percent of home buyers).

Along with a walk-in pantry, two other kitchen storage featuresmake the list: pull-out shelves (73 percent)and special use storage (wine rack, etc.) (63 percent). Other items in the top ten include recessed lighting, rated essential/must have or desirable by 69 percent of home buyers,aswellasdrinkingwaterfiltrationandcustomizedbacksplash, each rated essential/must have or desirable by 68 percent of home buyers.

Homeownership Rates by Race and Ethnicity

BYCARMELFORD on MARCH 13, 2019

The Census Bureau recently published data on homeownership ratesfromitsHousingVacanciesandHomeownershipSurvey(CPS/HVS).Aprevious NAHB blog shows that the overall homeownership rate increased to 64.8% in the fourth quarter of 2018, up 0.6 percentage points from the fourth quarter of 2017 (64.2%) (Figure 1). Figure 1 also shows that the overall homeownership rate bottomed out at 62.9% in 2016, but has been on a consistent path upwards since then.

The all minority homeownership rate, which includes black/African-American, Hispanic, and Other households (Asian, NativeAmerican,PacificIslander/Hawaiian),reached47.7%in the fourth quarter, up 0.3 percentage points from the same time last year (Figure 2).

Figure 3 provides a further breakdown of the all minority homeownership rates, along with the homeownership rate forwhite(non-Hispanic)households. In the fourthquarterof 2018 (compared to the fourth quarter of 2017) the black homeownership rate grew by 0.6 percent to 43.6%, while the Hispanic homeownership rate grew 0.3 percentage points to 46.9%.Meanwhile,theOtherhomeownershipratewasflatat58.1percentduringthesameperiod.Incomparison,thewhite (non-Hispanic) homeownership grew by 0.9 percent to 73.6% in the fourth quarter, more than the all minority homeownership rate.

Since 2016, when the overall homeownership rate reached atroughpoint,the“Other”categoryexperiencedthegreatestgain in homeownership among the three minority groups, with a 3.9 percentage point increase (fourth quarter of 2016 to fourth quarter of 2018). Meanwhile, the Hispanic homeownership rate grew by 1.8 percentage points during that time frame and the black homeownership rate grew the slowest among the minority groups (1.3 percentage points).
