SUBJECT: Dispatch Procedure SOP NUMBER: #1 REVISION DATE: 01-01-00 Upon receipt of a report of an incident, the following procedure is to be used:

1. Determine the following information:

Location Nature of the Call (Type of Incident) Name of Caller and Call-Back Number How Alarm was Received Time of Call Pertinent Information about the Incident

2. Determine company response (See SOP # 4 )

3. Activate required company or unit tones as well as Chief’s tones (Note: Chief’s tones

are to be activated for every call)

4. Transmit verbal announcement as follows: “Station KCP-610 announcing an alarm of fire in the Borough of Fort Lee, a signal 10-<<__>>, the location is <<_______________>>, << _________>> to respond. The time out is <<________>>. Dispatcher <<____>> out.”

(Note: If signal is 10-33 or 10-35, give specific nature of call (e.g. stuck elevator, extrication, wires down, dumpster fire, fuel spill, etc.)

5. Dispatch appropriate police unit(s) for traffic and crowd control.

6. Check notes in the computer for pertinent information about the location.

7. Provide all pertinent information regarding the call (e.g. caller comments, computer notes) to the first fire unit or Incident Commander.

8. Provide the following information as well:

Hydrant location(s) - (Note: This information is to be provided to responding

Chief’s or Engines, not Trucks (i.e. FL-T1 or FL-T2)) Key Vault location - (Note: Upon request only) Invalid location(s) - (Note: Advise Incident Commander that there are invalids

at the location, provide names and exact locations upon request only)

Known hazards, such as truss construction, haz-mat storage, etc.

9. Monitor communications at all times, track status of all units, handle requests from the Incident Commander.

10. Upon completion of an incident, obtain all necessary information from the Incident

Commander to complete all required reports (See SOP #26).

SUBJECT: Response Codes SOP NUMBER: #3 REVISION DATE: 01-01-00 The Fire Department will use the following response codes: Code 3 – Proceed with caution; lights only, no sirens. When requested by the Incident

Commander, the dispatcher will hit three beeps and then announce the following:

“KCP-610 to all responding units to <<location>>, a Code 3 has been issued, repeat a Code 3 has been issued by orders of <<Incident Commander>>”

Code 4 – Used only for Chief’s calls (See SOP #9) or for companies responding to Trouble Alarms (See SOP #5)

Code 6 – Terminate response; return to quarters. When requested by the Incident

Commander, the dispatcher will hit three beeps and then announce the following:

“KCP-610 to all responding units to <<location>>, a Code 6 has been issued, repeat a Code 6 has been issued by orders of <<Incident Commander>>”

Code 10 – Unit responding with less than four (4) qualified firefighters. When a unit

states they are responding Code 10, the dispatcher shall notify the Incident Commander and follow his instructions, if any. The dispatcher shall not dispatch additional units unless so requested by the Incident Commander.

“Code 3, Code 6” – This is a short hand way of requesting a Code 3 for first responding

units and a Code 6 for secondary units. When requested by the Incident Commander, the dispatcher will hit three beeps and then announce the following:

“KCP-610 to all first responding units to <<location>>, a Code 3 has been issued, all secondary units Code 6, repeat all first responding units Code 3, all secondary units Code 6 by orders of <<Incident Commander>>”

10-30 DISASTER

Used for: Used only for a major disaster Dispatch Procedure: All four (4) companies to stand-by at their respective

firehouses and dispatch to the scene as requested by the Incident Commander. If no Chief is responding, request company by district to respond to scene to act as Incident Commander.

10-31 STRUCTURAL FIRE

Used for: Actual fire or report of fire in a structure, including garages, sheds, temporary structures, etc.

Dispatch Procedure: Three (3) companies, as follows:

North of Main Street – Companies 1, 2, 3 South of Main Street – Companies 1, 3, 4

Special Situations:

In a firehouse Dispatch four (4) companies 10-32 VEHICLE FIRE

Used for: Actual fire or report of fire involving a vehicle Dispatch Procedure: One (1) company by district Special Situations:

Inside a structure (e.g. building, garage, etc.) Handle as 10-31 Tanker-type vehicle See SOP #21

10-33 MINOR FIRE/FUEL SPILL

Used for: Minor fires such as dumpsters or brush or for washdowns involving minor vehicle fluid spills

Dispatch Procedure: One (1) company by district Special Situations:

Minor fire inside a structure (e.g. building, garage, etc.) Handle as 10-31 10-34 ODOR OF SMOKE/POSSIBLE FIRE

Used for: Reported smell or odor of smoke; no confirmation of fire or actual sight of smoke (If smoke or fire is seen, handle as 10-31)

Dispatch Procedure: As follows: Extrication Dispatch Company #2 with FL-R and one company by

district for an engine (Note: If call is located in #2’s district, dispatch Company #3 for an engine)

Stuck Elevators Dispatch Company #2 with FL-R, if a medical

emergency exists or if maintenance personnel are unable to handle within 15 minutes

Wires Down Dispatch one (1) company by district upon report of

electrical wires down or if type of wires down cannot be ascertained

Water Leaks Dispatch one (1) company by district, if water may affect

electrical or gas equipment Trees Down Dispatch one (1) company by district, if tree is down on

10-37 MUTUAL AID REQUEST

Used for: Request for assistance from a neighboring town Dispatch Procedure: As follows: Note: For Mutual Aid requests from outside those listed below, first contact an officer using the Chain of Command (see SOP # 2). Dispatch company per direction of officer.

Dispatch Procedure: One (1) company by district to stand-by at their respective firehouses and dispatch to the scene as requested by the Incident Commander. If no Chief is responding, request company by district to respond to scene to act as Incident Commander.

10-39 CARBON MONOXIDE DETECTOR ACTIVATION

Used for: Activated carbon monoxide detectors Dispatch Procedure: Dispatch one (1) company by district (Note: The dispatcher shall ascertain if occupants are ill and shall dispatch VAC if required)

10-45 ACTIVE FIRE ALARMS

Used for: Activated fire alarms Dispatch Procedure: As follows: Monday thru Friday 0700 - 1600 hrs Dispatch Fire Prevention 1601 - 2100 hrs Dispatch FL-7, 8, and 9

SUBJECT: Trouble Alarms SOP NUMBER: #5 REVISION DATE: 01-01-00

Trouble Alarms If a trouble alarm is received, the Dispatcher shall first attempt to contact the building owner or management. If contact is made, the dispatcher shall advise the owner or management of the trouble indication and shall note the person contacted, date and time. If no contact can be made, dispatch Fire Prevention, Chiefs, or one (1) Company per the time and day schedule in SOP #4. Unit(s) are to be dispatched Code 4.

SUBJECT: Activated Alarms - Special Instructions SOP NUMBER: #6 REVISION DATE: 01-01-00

Activated Alarms – Special Instructions When an active alarm is received via telephone, Keltron system, central station, or

radio, the dispatcher is to immediately transmit the alarm and dispatch the appropriate unit(s)

If the dispatcher receives a call from the alarm company or an occupant stating that

the alarm was false, accidental, or a malfunction, or any other reason, the appropriate unit(s) shall still be dispatched. Responding unit(s) shall be notified of caller’s statements.

The on-duty company will change on Sunday night at 2330 hrs. Fire Prevention will

determine which inspectors will respond to alarms and the Dispatcher need only state “Fire Prevention to respond” when dispatching Fire Prevention.

If after receipt of an active alarm, a report of smoke or fire is received, the Dispatcher

shall notify responding units (if any) and dispatch as a 10-34 or 10-31. When any unit is dispatched to an alarm, a police unit is also to be dispatched for

traffic and/or protection. If no police units are available, the Dispatcher shall advise the responding fire unit of such.

SUBJECT: Working Fires/Second Alarms SOP NUMBER: #7 REVISION DATE: 01-01-00

Upon confirmation of a working fire by the Incident Commander, the Dispatcher shall:

1. Request the Incident Commander to utilize Line 4, to free Line 1 for dispatch purposes.

2. Transmit a second alarm as follows:

• Announce “All units stand by for a second alarm” • Activate all four (4) company tones • Transmit verbal announcement as follows:

“Station KCP-610 announcing a second alarm of fire in the Borough of Fort Lee, the location is <<_______________>>, Companies 1, 2, 3, & 4 to respond. The time out is <<________>>. Dispatcher <<____>> out.”

3. Request a progress report every 15 minutes from the Incident Commander as follows: “KCP-610 to Command – A progress report is due.”

4. Dispatch the VAC to the scene for stand-by

5. Ask Incident Commander if Box 54 will be required

6. Notify PSE&G gas and electric

7. Notify the Fire Department Council Liaison

8. Notify Borough Officials by paging 545-3232 and entering “911”

9. Notify non-responding Chiefs (if any) by personal page:

10. Notify the DPW (if need for sand or salting)

SUBJECT: Lack of Response SOP NUMBER: #8 REVISION DATE: 01-01-00

Upon dispatch of a company(s) for any type of incident, the Dispatcher shall monitor radios and phones for company response. The following procedure shall be followed: One Company Calls

1. After dispatch of the call, the Dispatcher shall wait no longer than six (6) minutes for the company to respond.

2. If there is no response within six (6) minutes, the Dispatcher shall call the affected company via telephone, request to speak to the person in charge, and ascertain if a response will be forthcoming shortly.

3. If there is no answer or the answering party states no driver is available or no crew is available, then the Dispatcher shall activate the tones of the original company and an additional company and re-dispatch the call

4. This procedure should be repeated in the event the additional company(s) fail to respond.

Multi-Company Calls

1. After dispatch of the call, the Dispatcher shall wait no longer than six (6) minutes for any company to respond.

2. If there is no response within six (6) minutes, the Dispatcher shall call the affected company via telephone, request to speak to the person in charge, and ascertain if a response will be forthcoming shortly.

3. If there is no answer or the answering party states no driver is available or no crew is available, then the Dispatcher shall contact the Incident Commander or responding unit, advise of the situation, and follow directions given.

SUBJECT: Rappel Team Response/Chain of Command SOP NUMBER: #9 REVISION DATE: 01-01-00

In the event of a request for the Rappel Team, the dispatcher, before activating the tones shall announce the following: “KCP-610 to all members of the Rappel Team, Stand by for a call” This procedure is to be followed so as not to alert non-team members needlessly when the tones are activated. The Dispatcher will then activate the tones for all four (4) companies and the rappel team tone and announce the following: “KCP-610 announcing an alarm in the Borough of Fort Lee, a signal 10-35. All members of the Fire Department Rappel Team and Companies 2 and 3 to respond. The time out is << ____>>. Dispatcher <<______>> out.” The Dispatcher will then advise the Incident Commander as well as the Team Leader as to the location and nature of the call via land line. Any rappel team members responding from out of town will call Com-Cen on 592-3776 to advise that they are enroute. All info shall be passed on to the Incident Commander. Rappel Team Chain of Command

SUBJECT: Chief’s Calls/Silent Alarms SOP NUMBER: #10 REVISION DATE: 01-01-00 Chief’s Calls A Chief’s call is originated when a particular incident or special situation occurs which is not covered under SOP #4. The Dispatcher will first page any available Chief to call Com-Cen and explain the particular or special situation. If available, the call will be dispatched following normal procedure; however the response will be Code 4. If no Chief is available, dispatch one (1) company by district noting that the response will be Code 4. Silent Alarms A silent alarm is one when a unit reports an incident and requests that either the company or additional units not be dispatched. Silent alarms will be requested only by Chiefs or Company Officers. The Dispatcher shall not accept requests for silent alarms from any other source and shall follow standard dispatch procedures.

SUBJECT: Multiple Alarms SOP NUMBER: #11 REVISION DATE: 01-01-00 One Company Responding to a One Company Call If another alarm is received requiring a one (1) company response, notify the Incident Commander for the first alarm. If that company is not available, dispatch another company by district. If another alarm is received requiring a three (3) company response, advise the Incident Commander for the first alarm and determine his availability. If unavailable, dispatch as follows: Company Unavailable Then Dispatch Co. #1 Co.#’s 2, 3, & 4 Co. #2 Co.#’s 1, 3, & 4 Co. #4 Co.#’s 1, 2, & 3 Co. #3 Co.#’s 1 & 2 or 1 & 4 based on location

Co. #3 will send FLT1 to one call and FLT2 to the other

Three Companies Responding to an Incident If another alarm is received requiring a one (1) or three (3) company response, notify the Incident Commander for the first alarm. The Incident Commander will instruct the Dispatcher as to how to proceed.

SUBJECT: Company(s) Out of Service SOP NUMBER: #12 REVISION DATE: 01-01-00 A company may be placed entirely out of service only by a Chief or Officer of the affected Company. If an incident occurs in the affected company’s district, the Dispatcher shall proceed as follows: One Company Call Dispatch one (1) company closest to location Three Company Call As follows:

Company Unavailable Then Dispatch Co. #1 Co.#’s 2, 3, & 4 Co. #2 Co.#’s 1, 3, & 4 Co. #4 Co.#’s 1, 2, & 3 Co. #3 Co.#’s 1 & 2 or 1 & 4 based on location and

dispatch a Mutual Aid ladder truck

SUBJECT: Air Room/Air Team SOP NUMBER: #13 REVISION DATE: 01-01-00 Air Room The air room will be under the command of Chief Gary Krautmann of Co. #2. The purpose of the air team is to maintain the air room and to ensure that all Scott bottles are filled as necessary. Assistants to Chief Krautmann will be appointed by him. In the event of an emergency or a Mutual Aid request for air, dispatch Company #2 (FL-R), as per SOP #4.

SUBJECT: Activation of Sirens SOP NUMBER: #14 REVISION DATE: 01-01-00 Activation of Sirens Companies 1, 3 and 4 Activate for all alarms 24 hours per day Company 2 DO NOT activate sirens between 1900 and

0700 hrs. If Co.#2 is dispatched for a second time due to lack of response or manpower, utilize the siren regardless of time.

SUBJECT: Request for Fire Inspector/Arson Squad SOP NUMBER: #15 REVISION DATE: 01-01-00 Request For Fire Prevention If the Incident Commander requests that a Fire Inspector be dispatched to the scene of an incident, the Dispatcher shall contact Fire Prevention as follows:

Monday – Friday 0700 – 1600 hrs Call Fire Prevention and an Inspector will be assigned

All Other Days & Times The following order for call is to be used:

Request For Arson Squad If a fire is deemed suspicious, the Incident Commander will first request that a Fire Inspector respond to the scene. If, after his initial investigation, the Fire Inspector believes there may be arson involved, he will request that a Police Department Arson Investigator be called in. The Police Department Arson Investigator and the Fire Inspector will then make a determination for the Bergen County Arson Squad to respond.

SUBJECT: Apparatus Out of Service SOP NUMBER: #16 REVISION DATE: 01-01-00 Apparatus Out of Service When a company officer or engineer advises Com-Cen that a piece of apparatus is out of service and will be out of service for a period of 24 hours or more, the Dispatcher shall notify all Chiefs and Company Officers by page that the unit is out of service. The same procedure shall be repeated when the unit is returned to service. (Note: If the apparatus will be out of service for less than 24 hours, no paging is necessary; however, the Incident Commander responding to an alarm shall be notified via radio of the apparatus out of service)

SUBJECT: Warden Duty SOP NUMBER: #17 REVISION DATE: 01-01-00 In the event that a Chief or Officer should station manpower in the firehouse(s) for any reason (weather, traffic, special events, etc.), the following procedures shall be followed: One Company and Two Company Calls The “on duty” list will be suspended and each company will handle calls within its district. The Dispatcher, upon receiving an incident requiring a one or two company response, shall telephone the affected company(s) and speak directly to the Officer in charge and provide all pertinent information. The Dispatcher shall then activate only the Chief’s tone and announce the alarm per normal procedure. Company tones are not to be utilized unless specifically requested by the company Officer in charge. Three Company Calls The Dispatcher, upon receiving an incident requiring a three company response, shall follow normal dispatch procedure (i.e. activate company tones and Chief’s tones and announce the call). Telephone notification is not to be made. In all events, all necessary reports are to be completed.

SUBJECT: Daily Tests/Special Announcements SOP NUMBER: #18 REVISION DATE: 01-01-00 Daily Test The daily test is to be transmitted daily at 1745 hrs, unless the frequency is busy, units are on a call, or all dispatchers are busy. If the test is to be done after 1800 hrs due to any of the above reasons, the Dispatcher shall make the following announcement prior to activating the tones:

“KCP-610, Stand by for your daily test”

The Dispatcher shall then activate all company tones and the Chief’s tone and make the following verbal announcement: If messages are to be given, start with: “All members stand by for special message(s) . . .” “Station KCP-610, the radio station of the Fire Department of the Borough of Fort Lee, operating on an assigned frequency of 154.445 Megahertz. This is your daily test. Companies << ____>> and << _____>> are on duty. (Give any special messages). The time now is <<_____>>. Dispatcher <<_____>> out.” Special Messages

Apparatus is to be announced in or out of service only on the first day placed out of service or first day placed in service

Special messages may be requested and authorized only by Chiefs or Company Line Officers. (Exception: the heads of the Relief Association and Exempt Association may request messages pertaining to meetings of their associations)

SUBJECT: Use of Hydrants SOP NUMBER: #19 REVISION DATE: 01-01-00 Hydrant Use The Dispatcher shall ascertain from the Incident Commander whether during the course of an incident a fire hydrant has been used and, if so, the hydrant number thereof. The Dispatcher shall then report such use to United Water Company and log the call and the party spoken to. This procedure shall be followed regardless of time of year.

SUBJECT: Hazardous Materials Incidents SOP NUMBER: #20 REVISION DATE: 01-01-00 In the event of a Hazardous Material incident, the Dispatcher shall: 1. Dispatch one (1) company by district to the scene for size up. Additional companies if

required will be requested by the Incident Commander. 2. If the Incident Commander requests a HAZ MAT Team response, the Dispatcher shall

immediately notify the Mid Bergen HazMat Team through the Teaneck Fire Department by calling 837-2085. The Dispatcher shall advise them if a full or partial team and if the Haz Mat truck is required. Other notifications (i.e. DEP, EPA, Bergen County Department of Health, etc.) shall be made when requested by the Incident Commander or Haz Mat Team Leader.

3. If notification to the DEP is made, the Dispatcher shall obtain from the DEP an

incident number, which shall be included on the fire report. 4. If a Haz Mat incident occurs on or within a premise, Fire Official James Carney (FL-

10) is to be notified. This notification is not necessary for incidents on an open roadway.

5. At the conclusion of the incident, a copy of all reports are to be forwarded to the

Office of Emergency Management for resource and billing purposes. Note: The Fire Department shall be dispatched to all calls for large spills as well as hazardous materials either confirmed or unknown. The Incident Commander will then determine which additional agencies are required. This SOP is to be followed regardless of any other department’s SOPs.

SUBJECT: Tanker Incidents/Use of Foam SOP NUMBER: #21 REVISION DATE: 01-01-00 FL-3 housed in Company #3 serves as the department’s foam unit. In the event of an accident with spill or overturn of cargo or fire involving a tanker type vehicle or truck carrying flammable, combustible, explosive or unknown materials, the Dispatcher shall dispatch companies as follows:

North of Main Street Dispatch Companies 1, 2, and 3 South of Main Street Dispatch Companies 1, 3, and 4

For these types of incidents, Company #3 will respond first with FL-3 and Company #2 will respond first with FL-2. In the event the Incident Commander requests additional foam, the Dispatcher shall contact the following in order:

1. Port Authority/GWB Use Tie-Line 2. Mid Bergen HazMat (Teaneck FD) 837-2085 3. Ridgefield FD Speed Dial or 943-5210 4. Paramus FD 262-3400

SUBJECT: Building/Scaffolding Collapse SOP NUMBER: #22 REVISION DATE: 01-01-00 In the event of a building or major scaffolding collapse, the Dispatcher shall dispatch the companies as follows: North of Main Street Dispatch Companies 1, 2, and 3 South of Main Street Dispatch Companies 2, 3, and 4 If the Incident Commander requests additional units from the NYC Fire Department, the Dispatcher shall contact their Central Dispatch at 212-570-4264 and relay the request with all pertinent information pertaining to the collapse and present conditions. If the FDNY is responding, the Dispatcher shall notify the Police Tour Commander as well as the Port Authority Police Tour Commander to provide an escort to the scene.

SUBJECT: Bergen County Juvenile Fire Prevention SOP NUMBER: #23 REVISION DATE: 01-01-00 If a Dispatcher should receive a request for a representative from the Bergen County Juvenile Fire Prevention Program, the Dispatcher shall make contacts using the order below:

Firefighter Can page a Chief, Line Officer, or Engineer

Note: Anyone may request page of any Chief, officer, member or auxiliary in the event of a family emergency

SUBJECT: Mutual Aid Response to Fort Lee SOP NUMBER: #25 REVISION DATE: 01-01-00 Requests for Mutual Aid units to respond to Fort Lee will be made by the Incident Commander only. Upon receipt of a request for Mutual Aid, the Dispatcher shall do the following: 1. Ascertain from the Incident Commander the type of equipment he is requesting.

Inquire as to what location the incoming units are to be dispatched (i.e. scene, firehouse, staging area).

2. Consult the East Bergen Fire Dispatch Procedures and determine the sequence of

towns for the fire district involved and contact the respective dispatch center immediately. (Note: The Incident Commander may, at his discretion, bypass this procedure and request a specific unit or town)

3. Notify the Police Tour Commander and utilize police units for escorts as required. 4. Insure that all radio frequency volumes are turned up and are being monitored:

• Line 1 154.445 Mhz Primary Frequency • Line 2 154.280 Mhz Mutual Aid Fireground • Line 3 154.355 Mhz Mutual Aid Dispatch • Line 4 153.830 Mhz Interior Frequency

5. Notify the Incident Commander of the units responding and to what location. 6. Maintain the Mutual Aid status board so as to not strip any town of equipment. 7. If a specialized piece of equipment is requested, the Dispatcher shall consult the East

Bergen Fire Dispatch Procedures and request the town having the specialized equipment.

8. In extreme cases where all East Bergen Mutual Aid resources have been exhausted

and additional equipment is requested, consult the East Bergen Fire Dispatch Procedures for out of mutual aid response.

Mutual Aid Automatic Second Alarm Response If the Incident Commander requests a Mutual Aid Automatic Second Alarm response, consult the East Bergen Fire Dispatch Procedures for instruction. Be sure that the town you are requesting for a ladder truck has the type of ladder truck required.

SUBJECT: Fire Reports SOP NUMBER: #26 REVISION DATE: 01-01-00 The Dispatcher shall complete a fire report upon completion of all incidents to which the Fire Department responds, with the exception of First Responder calls (11-13s). The completed fire report shall include the following information filled in the appropriate places on the fire report. The following items are mandatory for all fire reports: • Time of Dispatch • Time of Arrival for All Responding Units • Time Incident is Completed – This shall be the time the last unit calls 10-3 • Location of Incident – Include street address, floor, apt. number, mile marker if on

highway • How Call was Received • Caller’s Name – Individual, Central Station, etc. • Nature of Incident • Units that Responded – including police, EMS, and mutual aid • Total Manpower that Responded – Information is to be provided by Company • Narrative Description (See Sample below) The following items are required as the nature of the incident dictates: • Type of Structure or Vehicle – Include license number for vehicles when fire,

accident, or spill is involved • Name of property/vehicle owner or tenant • Equipment used • Notifications made • Injuries (Civilian or Firefighter) – Include nature of injury and location of transport (if

any) • Fatalities (Civilian or Firefighter) • Times for Pertinent Information – (e.g. working fire declared, fire placed under

control, victims removed, notifications, mutual aid requests) Sample Narrative Received call from Mary Smith reporting a fire at 309 Main St. in the rear of the building. Dispatched Companies #1, 2, and 3 at 1300 hours. FL-9 10-17 at 1309 hrs., reporting a smoke condition on second floor. FL-1 10-17 at 1310 hrs. FL-9 requests Public Service Gas be notified for a problem with the generator at 1315 hours. FL-2 and FLT1 10-17 at 1316 hours. Public Service Gas notified at 1321 hours, with 1 hour ETA, Command notified. All units released from scene at 1330 hours by Command. FL-9 reported a blocked exhaust pipe on the generator at 309 Main St., causing the smoke condition. Public Service will check the unit. Incident completed at 1335 hours.
