for new arrivals and visitors. The costvaries from $44 to $120 a night,depending upon the location, the num-ber of people and type of room. FortBelvoir has 539 rooms available and 12distinguished visitor rooms.Reservations may be made 6 months inadvance for personnel with officialorders, TDY and PCS. Personnel withno official orders can make space avail-able reservations 30 days in advance,for no more than five nights.

We service allSoldiers on permanent changes of sta-tion, mobilization, extended mobiliza-tion, contingency operation, and ontransition orders. Our hours of opera-tions are 7:30 a.m. to 4:00 p.m.Monday - Friday.

Identification CardsIdentification cards for Soldiers,

Family members and civilian employ-ees can be obtained at the ID CardSection in Bldg. 213 on 20th Street.Soldiers may renew ID cards by report-ing with supporting documents, such aspromotion orders for E-5 and above orenlistment contracts. Civilian employ-ees will be imbedded into the DEERSsystem by their civilian personnel office

and contractors will be verified in theDEERS system through the contractverify system.

Wait times are longest for walk-inpatrons, especially during the peakoperating hours from 11:00 a.m. to2:00 p.m.. To minimize wait times andincrease convenience, schedule anappointment online at the followingweb address:

one of the following criteria to get anID card:

a. Be accompanied by their sponsor;b. Present a signed and notarized DD

Form 1172;c. Present a DD Form 1172 verified

by any ID card-issuing facility; ord. Present a general power of

attorney.Initial DEERS enrollment requires

mandatory disclosure and verificationof Social Security numbers of all bene-ficiaries of the uniformed services'health care system. Failure to disclose aSSN when enrolling in DEERS willresult in loss of eligibility for medicalcare benefits in military treatmentfacilities.

Additionally, you must have certifiedcopies of your marriage certificate forspouse; divorce decree if beneficiarywas previously married; certified birthcertificate for children/step-children;and a final adoption decree if the familymember was adopted. A hospital confir-mation of birth letter can be used inplace of a birth certificate for a childunder the age of one year. Everyonemust be enrolled in the DEERS data-base before an ID card can be issued, orbefore medical treatment can be given.

Dependents 21 through 23 yearsremain eligible for an ID card if theyare pursuing a degree full-time at anaccredited college. Dependents musthave a letter from the registrar's officeon the school's letterhead stating thatthat the dependent is a full-time student,how many hours they are attending, andan anticipated graduation date, alongwith a point of contact.

Dependent ID cards can be renewed90 days from the card's expiration date,with the exception of a dependent thatis turning 65 years old. These ID cardscan be renewed on the first of themonth of the 65th birthday or any daythereafter. (Don't forget your MedicarePart A and B Card for sponsors anddependents turning 65).

Vehicle and Firearm RegistrationThe Visitors Processing Operation

Center at Tulley Gate conducts vehicleand firearm registrations. The centeroperates from 8 a.m. to 5 p.m. Mondaythrough Friday.

All personnel assigned or attached toFort Belvoir and its tenant organizationsmust register their vehicle. To register aprivately owned vehicle, military orcivilian personnel must provide proof ofinsurance, driver's license and military,dependent or civilian identificationcard. Eligible visitors may obtain along-term pass.

Military members and their familieswho are assigned, attached or residingat Fort Belvoir billeting or quartersmust register all privately ownedfirearms within 72 hours of beingbrought on to the installation.Registration is not required for firearmsthat are permanently stored off post.Firearms are not allowed to be stored inFort Belvoir billeting. You will need tosee your unit for storage of weapons.

Motorcycle SafetySuccessful completion of a

Motorcycle Safety Foundation Courseis required to register a motorcycle atFort Belvoir. Evidence of course com-pletion from other areas will be accept-ed. Training is conducted at FortBelvoir, March through September.Only 10 people can be enrolled percourse and enrollment is on a first-come, first-served status. Phone: (703)704-0649

Speed LimitsThe speed limit on post varies, but is

15 mph in all housing areas unless oth-erwise posted. Speed limits are enforcedusing radar, especially in housing areas,due to the presence of children.

Individuals cited for moving viola-tions will receive a U.S. Magistrateticket, requiring either the payment of afine or appearance in magistrate court.Please obey all speed limits, traffic lawsand signs.

Household GoodsHousehold goods movements

(inbound, outbound and non-temporarystorage) and personal property entitle-ments matters are handled by the JointPersonal Property Shipping Office,Washington Area. This office movesmore than 63,000 shipments of house-hold goods annually for members of allfive branches of the armed services andDepartment of Defense employees.

Standards and CourtesiesAll military members assigned to any

organization at Fort Belvoir are expect-ed to comply with service regulationsand directives concerning personaldress and appearance, and to adhere toall military customs and courtesies.

Fort Belvoir is accessible to the gen-eral public, under the restraints ofaccess control. Residents of nearbycommunities are frequent visitors.Military bearing should always be away of life for service members. Thewearing of appropriate uniform is animportant element of military life atFort Belvoir.

Wearing the dress uniform is encour-aged for attendance at social events.Civilian clothing may be worn off duty.Utility uniforms, and the Army CombatUniform, are authorized for wear offpost during duty hours (6 a.m. to 6p.m.), for essential personal businessthat must be accomplished during dutyhours when an establishment is notopen on weekends or after the normalduty day. Examples include car repairs,

licensing, dropping off or picking upchildren from day care and for lunch atfast food establishments.

After normal duty hours, utility uni-forms may be worn during travel direct-ly to and from work, and emergency oressential stops such as automobilerepairs or fuel. Under no circumstanceswill utility uniforms be worn to night-clubs, bars or other entertainment facili-ties off post.

to respond to severe weather and informthe community of changes to operatingstatus. A 24-hour hotline provided bythe Fort Belvoir Public Affairs Officecan be reached by dialing 703-805-3030. The installation also has agree-ments in place with several radio andregional television stations that willannounce any changes in Fort Belvoir'soperational status. Fort Belvoir housing is privatizedunder the Army's ResidentialCommunities Initiative program. Theprogram's goal is to improve the qualityof life for military families by offeringsafe, affordable and attractive residen-tial communities. The intent of the pro-gram is to provide military families thesame quality of life in housing as thecivilians they defend. Clark PinnacleFamily Communities is Belvoir's devel-opment partner. The Army and ClarkPinnacle came together on Dec. 1,2003, to form a new entity that ownsthe housing - Fort Belvoir ResidentialCommunities LLC. While FBRC is theowner, various members of ClarkPinnacle handle all of the day-to-dayconstruction and operations activities.

Clark Pinnacle's years of nationalexperience in developing, constructingand managing residential communitieswill ensure that the military families at

Fort Belvoir receive modern homes andamenities as well as exceptional servic-es. Clark Pinnacle is a partnershipbetween developer Clark Realty Capitalof Bethesda, Md., and property managerPinnacle of Seattle, Wash. Clark RealtyCapital and affiliates are providing thedevelopment, design, construction andasset management of the housing atFort Belvoir. Pinnacle is providingproperty management services for FortBelvoir housing.

Housing RegistrationAll military members with families

are required by the Department of theArmy to report to the Family HousingOffice as part of in-processing. Militarypersonnel must have their (permanent-change-of-station) orders before theycan apply for on-post housing. FortBelvoir homes are available to activeduty military members from all service

branches assigned to Fort Belvoir andthe National Capital Region.

As new families arrive at FortBelvoir, they will be directed to theWelcome Center where they will begreeted by a team of professionallytrained housing consultants. A housingconsultant will provide new familieswith a tour of Fort Belvoir and theirpotential new home. The tour includes adiscussion of the history of the regionand the post, and the activities andamenities residents will enjoy while liv-ing on post.

New NeighborhoodsClark Pinnacle opened the first new

neighborhood in the summer of 2005.The new homes offer at least three bed-rooms and two full baths, dishwashers,and nine-foot ceilings on the first floors.Each home also has a two-car garage.They are ENERGYSTAR™-certified,computer ready and include manyupgraded features such as cabinets andflooring. The neighborhoods promotepedestrian-friendly living through walk-ways and alley-accessible garages.

Fort Belvoir ResidentialCommunities also include several hand-icap-accessible, ranch-style homes, anew welcome center and some smallretailers. There are also 25 townhomeslocated above the shops in the FortBelvoir Town Center that are availableto all rank structures.

Service RequestsResidents should place a call to the

centralized maintenance phone number

at (703) 454-9797 in order to requestmaintenance service. Maintenancerequests can also be submitted via e-mail or on the Web site at www.village-satbelvoir.com. Service requests areplaced into one of three categories:emergency, urgent or routine. A workorder number is issued at the time ofrequest for tracking. Residents shouldclearly state their name and address andthe nature of the problem when submit-ting a service request to ensure a properresponse. Residents should also providepermission to enter their home, orrequest a morning or afternoon appoint-ment. Clark Pinnacle strives to respondto all routine maintenance requestswithin 72 hours.

In addition to 24-hour maintenanceservice, Clark Pinnacle provides yardmaintenance for each home. Militaryfamilies no longer have to cut grass,rake leaves or shovel snow from publicsidewalks in front of their homes.

Residential CommunitiesLiaison Office

The Fort Belvoir ResidentialCommunities Liaison Office (RCLO)was established Dec. 1, 2003. As theArmy's liaison to FBRC partnership, theRCLO mission is to represent the fami-

ly housing residents in dealing with thehousing and installation staffs at FortBelvoir. In general, and under normalconditions, residents will interact rou-tinely with Clark Pinnacle's propertymanagement office for day-to-day itemsrelated to family housing. However,from time to time, the residents mayhave a need to contact the RCLO toshare their opinions about family hous-ing or discuss other issues that mayarise. The RCLO may act as a mediatorbetween the residents and the propertymanagement team on any unresolvedissues or concerns. RCLO also handlesthe Housing Services Office (HSO) andthe Set Aside Program. The DeWitt Health Care NetworkFort Belvoir's DeWitt ArmyCommunity Hospital is the central facil-ity of a comprehensive health care net-work serving active and retired militarypersonnel and their families residing inNorthern Virginia. The DeWitt HealthCare Network is recognized as the pri-mary care base for the Walter ReedHealth Care System.

In addition to the 45-bed hospital,DeWitt operates four primary care clin-ics called family health centers. TheFamily Health Care Clinics of FortBelvoir and Fort Myer are located onmilitary installations. The FamilyHealth Centers of Fairfax andWoodbridge are community-based.

The DeWitt Health Care Network iswellness oriented and patient focused. Itserves more than 86,000 beneficiaries.

Active-duty personnel, with their unitcommander's approval, can choose toenroll in TRICARE Prime at any mili-tary medical facility in the area. Servicemembers are strongly encouraged tohave all of their health care needs man-aged by the clinic where they areenrolled. Calling for a same-dayappointment is the preferred method ofreceiving care for urgent medical condi-tions. Active duty members who cannotcall ahead for a same-day appointmentmust sign in no later than 7:15 a.m.,Monday through Friday.

Mental health services are co-locatedwith each family health center.Outpatient mental health and access tothe specialized mental health services inlocal military medical centers is one ofthe benefits available to military fami-lies in Northern Virginia. Emergency CareDeWitt Army Community Hospital is

Patients who come to the EmergencyTreatment Room with a life-threateningmedical condition will always receivepriority care. Constructing the New Hospital: TheNational Capital Area BRAC plancalls for merger of Walter Reed ArmyMedical Center and the National NavalMedical Center and construction ofintegrated medical facilities and func-tions at Bethesda (North) and FortBelvoir (South). There will be a worldclass, 345 bed medical center onBethesda campus (Walter ReedNational Military Medical Center), anda premier 120-bed robust communityhospital on Fort Belvoir. The new con-struction consists of 870,000 square feet(three times the size of the currentDeWitt facility) with expanded inpa-tient and outpatient services.

All planning for the new hospital atFort Belvoir is directly tied to theBRAC plan and the planning forBethesda and WRAMC in the North.The new DeWitt BRAC hospital willreplace the current fifty year old facili-ty, which was dedicated May 1957.Planning continues from a joint per-spective headed by the Multi-ServiceMarket Office and Office of Integration.

The first vertical construction at thehospital began in June 2008.Completion is scheduled for August,2011.

Cardboard can be deposited in anyone of the green cardboard collectiondumpsters located across post - pleasemake sure that the cardboard is brokendown and inserted through the slot. TheRecycling Center, Bldg. 1089, collectsall of the items listed above, as well ascardboard, phone and other old/usedbooks, plastic bags, laser toner car-tridges, waste motor oil, and scrapmetal. Jackson Miles AbbottWetland Refuge

In 1988, Fort Belvoir established asecond refuge, the Jackson MilesAbbott Wetland Refuge, to protectanother sensitive wetland area and toprovide opportunities for wildlifewatching. This refuge has a one-mileasphalt trail with an observation deckoverlooking the wetland area. It alsooffers fishing (including handicap-accessible fishing piers) in MulliganPond. A Virginia state fishing license isrequired. The refuge is open to the pub-lic from dawn to dusk, seven days aweek.

Fort Belvoir's history is interwovenwith the founding of FairfaxCounty, the settling of Virginia

and the birth of our nation. The 8,656-acre tract along the Potomac River thatis now Fort Belvoir was once part of agrant from a 17th century English king.Control of the land, known as theNorthern Neck, was handed downthrough the Culpeper family to Thomas,the sixth Lord Fairfax, who, in 1734,persuaded hiscousin, Col.WilliamFairfax, tocome toVirginia andoversee thefamily's hold-ings.

In 1741, Col.Fairfax built hishome on 2,000acres of what isnow much of theSouth Post penin-sula. The mansionsat on a high bluffoverlooking thePotomac. Col.Fairfax named theestate Belvoir,which is French for"beautiful to see".

Col. Fairfax's eld-est son, GeorgeWilliam, befriendedyoung GeorgeWashington, who at age 16, came tolive with his elder half-brotherLawrence at nearby Mount Vernon. TheFairfax family made Belvoir a center ofculture and aristocratic elegance in theVirginia wilderness, and the family fre-quently entertained members of colo-nial Virginia society. Washington was afrequent guest at Belvoir.

Col. Fairfax died in 1757, and he andhis second wife, Deborah, are buried onthe estate grounds. George WilliamFairfax and his wife, Sally, returned toEngland in 1773, and the Fairfax familyrented out the land and home until

1783, when it was mostly destroyed byfire. The mansion was further damagedby British cannons when U.S. militaryforces on the peninsula engaged Britishships leaving Alexandria after the burn-ing of Washington on their way to FortMcHenry in September 1814.

The Philip Otterback family pur-chased the Belvoir peninsula in theearly 1840s and made it

one of thelargest fisheries on the Potomac River.The District of Columbia purchased1,500 acres from the Otterback familyin 1910 for a proposed prison. Localcitizens objected to the plan, and theland was transferred to the WarDepartment in 1912. In 1915, engineertroops from Washington Barracks, nowFort McNair, established "CampBelvoir" as a rifle range and trainingcamp. The name was changed to CampA.A. Humphreys Dec. 23, 1917, whenthe Corps of Engineers began construc-tion of a major camp during an unusu-ally bitter winter to train engineerreplacements for World War I.

The post was renamed FortHumphreys in 1922 to indicate its per-manent status. In recognition of itscolonial-era significance, it was redes-ignated Fort Belvoir in 1935. From itsestablishment until 1989, Fort Belvoirwas home to the Army's EngineerSchool, training more than 700,000officers and

enlisted soldiers for servicein all major wars and peacekeepingforces worldwide.

In 1988, the post was transferredfrom the U. S. Army Training andDoctrine Command to the MilitaryDistrict of Washington. In 1989, the lastEngineer School class graduated fromBelvoir and the school completed itsmove to its new home at Fort LeonardWood, Mo.

Today, Fort Belvoir serves as astrategic sustaining base as part of theNational Capital Region District of theInstallation Management Command.The post retains strong ties to theMilitary District of Washington formany operational matters.

BRAC Overview:The 2005 Base Realignment and Closure legisla-

tion was signed into law on Nov. 9, 2005. UnderBRAC law, Fort Belvoir will have a net gain ofapproximately 19,300 military and civilian employees- the largest net gain of any DoD installation.

BRAC 2005 will nearly double the size of FortBelvoir's work force to a total population of 47,000by September 15, 2011 - the federally mandated dateby which BRAC must be completed.

The cost of construction for new facilities, renovat-ed facilities, and infrastructure projects related to theimplementation of BRAC at Fort Belvoir is forecast-ed to cost more than $4 billion.

With all of the BRAC projects now nearing com-pletion, the future appearance of Fort Belvoir isbeginning to take shape. The post will expand toinclude a total of three non-contiguous sites or substa-tions in the region. Non-contiguous Fort Belvoirproperty includes Rivanna Station in Charlottesville,Va.; the Fort Belvoir North Area in Springfield, Va..;and a portion of the Mark Center in Alexandria, Va.;that are now home to three BRAC realigned organiza-tions at Fort Belvoir. They are the DefenseIntelligence Agency's Joint-Use Intelligence AnalysisFacility, the National Geospatial-IntelligenceAgency's New Campus East, and the multipleDefense Department agencies formerly in leasedspace in the National Capital Region, respectively.

To support the increased workforce and missionrequirements, the installation will invest $182 millioninto roads, utilities, communications and base supportfacilities while renovating existing space, buildingnew buildings for incoming tenants, reconfiguring theinstallation, and implementing increased trafficdemand management practices to mitigate traffic con-cerns. During 2010-2011, Gunston, Belvoir, andPohick Roads will be expanded to four lanes toaccommodate Belvoir's growth.

DAVISON ARMY AIRFIELDLocated on 500 acres on the northwest

side of Fort Belvoir, this fully instrumen-tal airfield operates 24 hours a day, with5,500 feet of runway and two helipads.The airfield is home to two unique Armyaviation commands: the headquarters ofthe Army's fixed-wing Operational Sup-port Airlift Agency, a Department of theArmy field operating agency under theArmy National Guard with its co-locatedoperational command headquarters (OS-ACOM); and the rotary wing 12th Avia-tion Battalion, under the Military Districtof Washington. The U.S. Army Intelligence and Secu-rity Command (INSCOM) is charged

with synchronizing the operations ofall INSCOM units to produce multi-disci-plined, operationally relevant intelligencein support of the Army, Army ServiceComponent Commanders and intelli-gence community requirements. NAVAL PETROLEUM OFFICENAVPETOFF is an echelon 3 level ac-

tivity and falls under the category of asupport shore establishment. The missionof NAVPETOFF is defined to: "Act as atechnical and functional manager for allpetroleum programs in the Department ofNavy (DON), and to perform such otherfunctions and tasks as may be assignedby higher authority." 249th ENGINEER BATTALION(PRIME POWER)

Provides advice and technical assis-tance in all aspects of electrical powerand distribution systems and generates

and distributes electrical power in supportof Army operations worldwide. In peace-time, the unit participates in contingencyexercises, deploys in support of disasterrelief efforts, manages the PowerplantLoan Program and provides technical as-sistance to directorates of public works atinstallations worldwide. The commanderalso is commandant of the U.S. ArmyPrime Power School. The battalion per-sonnel are stationed at eight different lo-cations worldwide with Headquarters andHeadquarters Company at Fort Belvoir;Company A at Fort Lewis, Wash., withplatoons at Fort Lewis (active and Re-serve), Hawaii, Korea and Attelboro,Mass. 299th ENGINEER COMPANY,MULTI-ROLE BRIDGE COMPANYOn order, the 299th Engineer Com-

pany will mobilize and prepare for war.Upon validation, the company will de-ploy to the theater of operation to conductassault float rafting, and/or bridging oper-ations and be prepared to plan and directforward-area fixed bridge construction,Medium Girder Bridge. The unit alsoprovides engineer support to MDW, andassists operations in the support of mili-tary and federal contingencies, and gen-eral military and civilian rescue missionsin the National Capital Region.

398th FINANCE GROUPOne of five finance groups, two active

and three Reserve components presentlyin the Army force structure. The group'smission is to train and maintain a com-mand capable of providing all financeand accounting operations in support ofthe 99th Regional Support Command, itsmajor subordinate command, as well asother units located within the 99th RSC

area of responsibility. The 398th is nor-mally deployed as a corps area asset.

464th TRANSPORTATION COMPANY(MEDIUM BOAT)

The 464th Transportation Company(Medium Boat) is one of two mediumboat companies in the U.S. Army inven-tory, and the only Reserve componentunit of its kind. The 464th provides logis-tics- over-the-shore inland waterway op-erations and harborcraft supportcapabilities utilizing LCM-8 landingcraft. The 464th is a subordinate elementof the 359th Transportation Battalion, lo-cated at Fort Eustis, Va.

911th ENGINEER COMPANYTECHNICAL RESCUE

Conducts confined space rescue opera-tions in support of military and federalcontingencies and general military andcivilian rescue missions in the NationalCapital Region. Also provides engineersupport to MDW.
