Former DuPont Site Development Anticipated The City of Oakley is looking forward to the redevelopment of the former DuPont plant site located north of Main Street and along Bridgehead Road. EighteenyearsafterDuPont closedoperationsatthe Oakley plant, a Purchase and Sales Agreement (PSA)hasbeennegotiatedbyChemours(asuccessorto Dupont who now owns the property) to Claremont Companies, LLC (Claremont) an experienced regional developer. The PSA allows for Claremont to purchase theentire348-acreOakleysite,withtheexceptionof22 acres in the southwest corner of the property. In June 2016, a three-year lease extension wassignedforthepotentialdevelopmentofanaturalgaspowergenerationplantonthisportionoftheproperty. Ofthetotal348acres,approximately150acresisdevelopable,aftertheremovalofthe22acresforapossiblepowerplantandtheremaininglandthatisidentifiedtoremainasopenspacemarshland.Claremontproposestodevelopa21stcenturyindustrialbusinessparkonthe150acres,toserveasacriticaljobcenterfor Oakley and the surrounding area. When theathletically-built, blonde, fatherof fourmoved intohisofficeon campus lastAugust,hebroughtwithhimyearsofpoliceexperiencefocusedonjuvenilelawenforcement.Hisfocusnowistohelpstudentskeeptheireyesonthefuturebyproactivelysupportingthemthroughallsortsofadolescentpitfallsalongthewaytograduation.Somepeopleknowfromanearlyagewhattheywanttobe.ButOfficerMinistersaysheneverdreamedofbecomingapoliceofficerwhilehewasgrowingup in San Jose. Oakley Keeps Making the Safe City List! Onceagain,Oakleywasrankedinthetop50SafestCitieson two occasions by separate independent agencies. Oakley was ranked the 42nd safest city in California by CreditDonkey.com, which publishes data-driven analysis tohelpfolkssavemoneyandmakesavvyfinancialdecisions.Noother East County city made the list. InMay2016,Oakleywasranked39th inSafeWise50SafestCitiesinCaliforniaReportSafeWise.SafeWiseisahome-securityand safety brand committed to increasing safety education,awareness,andpreparednessinAmericancommunities.

Upcoming Capital Improvements Main Street Downtown Improvements to Continue East We’ve completed the first phase of the Downtown Improvement and Streetscape Project whichaddressedneededstormdrainandwaterutilityinfrastructure,putinplaceinadvanceofmorevisibleconstructiontobegininthespringof2017. Thisprojectwillconstructnewcurb,gutter,sidewalk,paving,andstreetscapefromNorcrossLaneto2ndStreet.Inconjunctionwithadevelopmentprojectthatwillconsistsofnewretailandofficebuildings,the north side from 2ndStreetto5th Streetwillbewidenedaswell.AnewtrafficsignalwillbeconstructedatMainStreetandNorcrossLane,withsignaltimingtobecoordinatedwithVintageParkwayandO’HaraAvenuesignalstohelpwiththetrafficflow.Lastly,agatewaymonumentsignwillbeconstructedwithinthemedianattheintersectionof2nd Street and Main Street.New Signal and Road Widening TheintersectionofLaurelRoadandRoseAvenuewillgetanewtrafficsignalandbereconstructed!Inadditionyou’llseetheroadwidenedtotheeast(northbytheCityandsouthbyaprivatedevelopmentproject)uptoMellowoodDrive.TomakethisprojectpossibletheCityhasappliedfortwoStategrantstosupplement local funds. Community Dog Park Possibility Pending Grant Funding Approval TheCaliforniaDepartmentofParksandRecreationhasawardedtheCityofOakleyaLandandWater

ConservationFundgrantfortheconstructionofaCommunityDogParkatNunn-WilsonPark.TheDogParkwillencompassapproximately2.5acresoftheexistingparksiteandincludeaparking lot, restroom, picnic area, fenced areas for both small and large dogs, tables, benches, turf, dog water play area, drinkingfountains,agilityequipment,anddogwastestations.Oncecompletedthiswillbethefirstdesignatedoff-leashdogpark in the city. The State had approved the grant and made a recommendation to the federalgovernment foraward.Afterseveralmonths ofwaiting,we receivedword that our grantrequestwassuccessful!

Beautification a Continuous Effort Didyounoticethatin2016theCityrealizedseveralbeautificationprojects?Apleasantcommunityappearanceaddstohomevalues,helpsattractbusinessinvestment,andhelpsbuildcommunitypride.Theseprojectswerecompletedusingacombinationofgrantfunds,parksandlandscapeassessmentrevenues, community partnerships, and other designated funds.

The entry point into Oakley on the west received a new gateway sign and complimentary landscaping at the beginning of the year, followedbytheinstallationofanewtwo-directionalsidedsignandlandscaping at the northeast corner of Main Street and Big Break Road.This latterprojectwasacollaborativeeffortwithEastBayRegionalParkDistrict.ItwasonlyfittingthatsuchsigningdirectyoutooneofOakley’sjewels,asistheBigBreakRegionalShoreline. Another gateway monument sign for the Downtown will be constructed within a median at the intersection of 2nd Street

and Main Street. The sign being located at the end of Main Street improvements that will commence during 2017 from Norcross Laneeastwardto5th Street. Sprinkledthroughouttown,you’llalsoseeutilityboxestransformedfromblanchedgreyorgraffitiriddenboxestobeautifulworksofart.TheUtilityMuralProjectwaskickedoffthisyearidentifyingtenboxesforthefirstphase.Kudostotheparticipatingartistsforsharingtheirtalentsforourappreciation:DylanieNathlion,BonnieBoyce,JulieeHanlon,SusanLongo,DebraJanis,CristinaRomero,andAndrewRodgers.

Citizen Planning Advisors Drivenbythegoalofincreasingcitizeninputearlyoninthecommunitydevelopmentprocess,thispastJune,theCityCouncilappointedfiveresidentstoservetwo-yeartermsasCitizenPlanningAdvisors.Afteranapplicationandreviewprocessthatincludedinterviews,theCityCouncilappointedRoniGomez,RaviBatth,SamuelDrucker,PatriciaTwigg,andNickLawrencetothenewvolunteercommittee. The group is chargedwith reviewing residential subdivisions, commercial and industrial projectsagainst the City’s adopted design guidelines. Their comments are provided to the City Council ahead of aproject’sDesignReviewHearingatCityCouncilmeetings.Thedesignguidelineconsidersthingssuchasneighborhoodlayoutanddesign,hierarchyofroads,entrances,trails,residentialsitingandbuildinglotdesign(setbacks,massing,garagelocations,accessorystructures),architecturalcharacter(materials,finishes,rooflines),andstreetscape(landscapingandsidewalks,communityentries,intersections,walls,lighting,andfurniture). TheAdvisorshavealreadyhadtheopportunitytocommentonseveralresidentialandcommercialprojects.RoniGomez,hadthefollowingtosay,“AfterattendingthefirstLeadershipAcademy,IknewIwanted to pursue an avenue to become more involved in my city. When the opportunity arose to be an advisor, I knew I needed to apply. Since being chosen, it has been a great learning experience. I look forwardtoworkingwithcitystaffandrepresentingourcommunityasourbeautifulcitygrows.”Wethanktheseresidentsfortheirtimeandworkinguidingimpendingdevelopment.

“IwasattendingcollegeandplayingbaseballatSanJoseState,whenafriendwhowasareservepoliceofficeinvitedmetogofora‘ridealong’.Iwashooked,”hesayswithasmile.OfficerMinistersoontookajobattheSanJose’sJuvenileHall.

“Thatwasagoodfirststepwhenyouareworkingtowardacareerin law enforcement.” he says. That experience helps him not onlyrelate to teenagers in crisis, it gave him knowledge of the resources thatareavailable.AftergraduatingfromthePoliceAcademy,OfficerMinister joined the Contra Costa Sheriff’s Department. He workednearly four years at the West County Jail in Richmond and four years on patrol throughout Contra Costa County before he started with the OakleyPolicewhereheisajuveniledetectiveinadditiontohisschoolresourceofficerposition.

FreedomHighSchoolhas2,800students.OfficerMinisterdealswithall the usual campus problems from stolen cell phones to minor drug offensestoscufflesoncampus.Unlikethecaseshesawasajuveniledetective,hemoreoftenseesbehaviorsthathaven’tyetescalated.

Heandthestudentsarelearningfromeachotherandsteadilybuildingtrust.OfficerMinisterhasanopendoorpolicywhere a student canfind a safeplace toworkoutproblems.OfficerMinisterbelievesbeingabletotalkaboutwhatisgoingoniscrucial…andcanoftenclearupaproblemonthespot.Ornot.Parents,schooladministrators,andthestudentallfitintothemixwhenaproblemneedsintervention.“EverysituationisdifferentandIalsohavetheabilitytodirectastudentintoprograms—liketheReachProject(fordrugandalcoholdiversion)—thatcanmakeadifference.Myprimaryjobisthesafetyandsecurityofthestudents.”hesays.Buthefeelsparentshavetoinitiateconversationswith their children, too. While each family handles privacy in their own way, he suggests becoming pro-activeinfaceofthisnewthreat.“You’vegottocommunicate.Talktothem.Whatappsdotheyuse?”HeisespeciallywaryofappslikeSnapchat.“Anytimeamessagingapphidesmessages,itisanopportunityforabuse.They(yourchildren)shouldknowthatyouwillrandomlychecktheirphones.”

WhatisonOfficerMinister’swishlist?HesayshehopesthatanExplorerProgramisupandrunninginOakleywithintheyear.TheProgramdoessomuchmorethanofferstudentsachancetoexperiencearidealongwithanofficer.TheExplorerslearnaboutbecomingapoliceofficer,earntherighttoweara uniform, and can even work at city events. It gives them the opportunity to try out a viable career choiceinrealtime.Afterall,itwasthatridealongOfficerMinistertookincollegethatopenedhiseyestoacareerheloves.OfficerMinistersaysoneofthebestperksofhisjobisworkingovertimeathighschool football games. Engaged Residents Use Tool to Influence Policy Engage inOakley!HaveyoubeenapartofcommunitydecisionmakingandconveyedyourinputtotheCouncil?Itisnottoolate–joininnow!

In April of 2016 the City of Oakley introduced an online platform toengage residents’ thinking on City projects and issues. Thus far, residentshave informed the City of Oakley’s 2016-18 Strategic Plan goals, actions,and prioritization; they’ve helped select the Downtown monument signtobeinstalledin2017;providedrequestsforfutureparkequipmenttobeinstalled; influenced the City Council’s decision to proceed with a lowerUtilityUsersTaxratethanoriginallyproposedinsupportofEastContraCostaFireProtectionDistrict;provided ideasonhowtoslowdowndrivers;and,mostrecently,gaveinputonhowtoplanforfuturerecreationfacilityneedsinamannerthatwillaccomplishthemostutilityforthegreatestnumberofOakleyresidents.

City Council Transitions OnNovember8th Oakley residents cast their votes for three members to serve on the Oakley City

Council for four-yearterms.WhenresultswerefinalizedbyContraCosta County Elections, incumbents Doug Hardcastle and KevinRomick were re-elected and Claire Alaura was elected as a newCouncil Member. CouncilmemberVanessaPerry,whoservedontheCouncil for twoyears,decidednottorunforre-election.Perrywasappointedin2014to complete Diane Burgis’ term when Burgis was elected to the East Bay RegionalParksDistrictBoardofDirectors.Alsointherecentelection,Diane Burgis was elected to the Contra Costa Board of Supervisors.

Oakley Graduates the Third Leadership Academy! Forthethirdtime,CityStaffwelcomedagroupofOakleyresidentseagertolearnabouttheirCity’sworkings,plansandchallengesbyparticipatinginsevensessions,totaling14+hours.SincetheFallof2014theCityoffersaLeadershipAcademyonanannualbasistoallowresidentstosignuptogetanupclose lookat theCity’soperations. Inprovidingresidentswith thebackgroundandknowledgeoftheir local government, the Academy hopes to develop civic leadership and build a stronger community throughwell-informedandengagedresidents. This December, the City Council recognized the group for their commitment to their community and encouraged them to stay involved. Past academy graduates have gone on to continueto serve the community in a variety of capacities:Dawn Morrow, Ironhouse Sanitary District Board-member; Meghan Bell,East Contra Costa Fire ProtectionDistrict Board;Michael Dupray, Citizens Advisory Committee of theContraCostaTransportationAuthority (Vice Chair); RaviBatth, Citizen Planning Advisor; Patricia Twigg,Citizen Planning Advisor;RoniGomez,CitizenPlanningAdvisor;JohnAmie,OversightBoardoftheFormerOakleyRedevelopmentAgency;andClaireAlaura,Councilmember.Thislistdoesn’treflecttheleadershiprolesanumberofourgraduatesplaybeingactivelyinvolvedinmanycommunityservicesorganizations. EachclassalsoselectsanoptionalreallifeprojecttocompletealongsideCityStaff.Membersofthe2014Classselectedtoconductalibraryfeasibilitystudy.Afteralisteningcampaignandthedevelopmentofaproposal,thegroupwentbeyondthecall,donatingcountlesshourstoraiseawareness/engagethepublic in support of a measure. While the measure fell short of the two thirds requirement to pass, the majorityofOakleyresidentssupportedtheMeasure(53.5%).Thisgroup’seffortwasaugmentedbythehelpofadditionalresidentswhojoinedthecause. The2015ClassgraduatesselectedtoserveonthePoliceChief’sAdvisoryCommittee.Thepurposeof this informalcommittee is tohelpserveasa“soundingboard” to thePoliceChiefandotherCityleadersinmattersrelatingtopoliceservices.TheCommitteehasprovidedinputonamyriadofmattersincluding the transitionofpoliceservices fromtheCounty,howto increasecommunityengagementopportunitieswiththepoliceofficers,dealingwithfireworks,andtheupcoming“SlowDownOakley”trafficsafetyprogram.ThisinputhasbeeninvaluableandwillonlyfurtherstrengthentheDepartmentwhichishelpingleadoneofthesafestcommunitiesinCalifornia. The energy, intelligence, and desire of these residents to give back is overwhelming and bodes well forOakley'sfuture!

Oakley HistoryThe Father of Oakley: Randolph C. Marsh Known inhistoryasarovingCivilWarveteranandtheFather of Oakley, Randolph C. Marsh was bornonMay24,1838.HewasthesonofSamuelandMary(Ryan)Marsh.HereceivedhiseducationinMarysville,OhioandworkedasafarmerbeforeenlistingintheUnionArmyduring the Civil War. In 1866, Marsh left Ohio for Kansas where he farmed for manyyears before travelingwest to California in 1875.Hefirst settled inthe Petaluma area where he raised his family and farmed before relocatingtoOakley. Upon arrival, Marsh purchased twelve acres of sandy soil establishingwhatweknowasOakley.Later,MarshwasjoinedbyAldenNorcrossasabusinesspartner.Together, theypurchasedanadditionaltwentyacres, foraboutfiftydollarsperacre,andplottedoutthetownofOakley. Oakleywasnamedforthetreesthatoccupiedalargeportionof the area’s natural landscape. The story goes that J. T. Whitman and Randolph Marsh played a game of cribbage to determine who would get to name the town. Mr. Whitman wanted to call the town Oakley, while Marsh preferred Dewey(afterAdmiralDewey,whomhegreatlyadmired).Needlesstosay,Marshlostthegame. Nonetheless,Marshlefthismarkbynamingthefirstfivestreetsintownafterhimself:Main, Acme, Ruby, Star, and Home streets. ThefirstletterofeachstreetnamespellsMARSH. Marsh is credited as the leading spirit in the establishment of schools, churches,etc.HegavethefirstbusinesslotintowntoJoeJessetobuildagrocerystore.HewasoneoffourearlyOakleysettlersthatdeededtheright-of-waytotheSantaFeRailroadinexchangeforatrainstationintown. UponappointmentbyPresidentMcKinley,MarshbecameOakley’sfirstpostmaster,apositionheheldforfourteenyears.Additionally,MarshservedontheOakleyschoolboard,andwasamemberofthetownboard.Marshwassuccessfulfinancially,provingtobeacompetentbusinessmanwho’ssoundjudgmentwasoftensoughtandtrusted“onaccountofhisfairnessandabsenceofpersonalinterest.”RandolphC.Marshdiedin1922inNapaCounty.
