New Anchoring and Derelict
Boat Legislation Underway Greetings, everyone! I received the following message
from BoatU.S. and I thought it was important to pass on
to everyone. Please follow the links provided to view the
bills being proposed and reach out to your local senator
or state rep to let your feelings be known.
The Florida 2015 legislative session is underway, with
several bills that you should know about under consider-
ation. Via our lobbyist in Tallahassee, BoatU.S. is active-
ly engaged with state lawmakers to ensure that active,
responsible boaters can continue to enjoy the Sunshine
State.
Senate Bill 1548 (introduced by Senator Charles Dean)
would impose a state-wide restriction on overnight an-
choring within 200 feet of the high water mark of residen-
tial property, severely limiting access to state waters.
Additionally, it would prohibit statewide anchoring or
mooring a vessel that is incapable of moving under its
own power, or exhibits other specific characteristics like
being partially sunken, demonstrating it is at-risk of be-
coming derelict.
Over the last decade, as we have worked on the anchor-
ing dilemma, BoatU.S. has realized that derelict boats in
Florida have muddied the waters with regards to rational
conversations about anchoring. As a result, BoatU.S.
wholeheartedly supports any effort to reduce the state’s
derelict vessel population. However, we are very con-
cerned over the effect that the significant, statewide an-
choring restriction contained in SB 1548 could have.

House Committee Bill PCB HWSS 15-06 (introduced by
Representative Holly Raschein) deals with derelict ves-
sels without changing current anchoring law. The bill
creates an “at risk” category of boats and gives local
governments new tools to take care of these boats. Be-
cause local governments have sought anchoring re-
strictions to address problems with derelicts, BoatU.S.
believes that PCB HWSS 15-06 is an excellent step in to

After helping with a recent program I was surprised that a
number of sailors didn’t know about “Active Captain.” I

General Membership Meeting

CALL TO ORDER: The meeting was called to order at 7:05
p.m. by Commodore Page Proffitt. Board members, the board
of governors, fleet captains, program chairs, and past com-
modores were introduced.
TREASURER/SECRETARY REPORTS: The Secretary’s
report as published in the March Foot, Tack & Clew was mo-
tioned, seconded and carried. A motion to approve the Janu-
ary Treasurer’s report as published in the Foot, Tack & Clew
was also approved and carried.
COMMODORE Page Proffitt: The cruise to Titusville sched-
uled for May 2-3 still does not have a host. If anyone would
like to host this cruise, please contact the board. If no one is
found, the event will have to be cancelled.
Past Commodore Joe Coleman: The Miami Boat Show went
well and everyone had a great time. Unfortunately, the price
of next year’s trip will go up somewhat to cover the rising cost
of the bus rental.
Elected Governor Bob Wiley: The Mardi Gras cruise was a
success despite the inclement weather. 25 members shared
a delicious jerk chicken dinner and potluck. Gail Cordial
brought a birthday cake to help celebrate four March birth-
days. A good time was had by all.
REAR COMMODORE Tom O’Shea: We have several up-
coming cruises.
Eileen Kiesel: The St. Patrick’s Day cruise is this Saturday.
Boats can dock at the Melbourne Harbor Marina or anchor off
of Front Street and use the dinghy docks at MYC. Dinner will
be at 4:00 p.m. downstairs at The Mansion. She has songs,
gifts, Irish history trivia, and prizes planned. Please sign up
at the back table.
Elected Governor Don Theriault: The Melbourne Air Show
cruise will be March 21. We will be anchoring in the river
roughly halfway between the Eau Gallie and SR 192 cause-
ways and watching the planes fly overhead. The show be-
gins somewhere around noon. There will also be world-class
Sunfish racing out of Ballard Park throughout the weekend.
Joe Coleman: The Squid Lips cruise is coming up on March
28-29. This kicks off Child Abuse Awareness month. Each
boat will receive a blue pennant to fly from its rigging. Five
percent of all restaurant food sales will go to the Child Abuse
Prevention Task Force. We will not be putting together a big
table this year. Sign in with Joe or Karen and eat when you
are ready. There will be lots of events for children. Din-
ghies may tie up at Squid Lips dock or the Melbourne city
dock or may pull up on the beach.
The Sebastian Inlet cruise will be in April. The Titusville
cruise still has no host. Watch the website as it approaches
to see if we will be having that one.
VICE COMMODORE Rick Hushla: The Memorial Day
cruise will be May 23-25 at the Ocean Club Marina in Port
Canaveral. They have a pool and nice facilities. Dinner
Sunday night will be Sonny’s BBQ upstairs in the club facili-
ties. They only have ten slips available so make reserva-
tions soon. Port Canaveral Yacht Club next door is availa-
ble for overflow.
Dean White: MYC will be having a Marker 21 cruise Satur-
day, April 4. There will be an Easter egg hunt at 2:00 p.m.
on the island and BBQ for dinner. All are invited.
Publicity Lynda Geraci: Cruise hosts please email her with
cruise information as early as possible. She will be putting
it in the Waypoints Magazine. Mary Ann O’Shea will pass
on any cruise information that she gets to Lynda as well.
Future sample copies of that magazine will be given to the
general membership at meetings.
Bob Wiley: Some are replying to general membership
emails. Any that are sent to that address will not be re-
ceived as it is marked “Do not reply.” Anyone needing a
response should send the email directly to the person(s) it
is intended for.
Bob and Karen Coleman have been updating the member-
ship list. They hope to have the directory ready for distribu-
tion in April. Twenty members have requested to receive
hard copies of the Foot, Tack & Clew. All others will be
receiving theirs electronically.
NEW BUSINESS: Bob Wiley: Please sign up to help with
the ECSA 50th anniversary planning committee. Some ide-
as for the celebration have already been discussed.

Al Pappas has volunteered to be Program chair! Thank
you, Al! Anyone with ideas for programs or speakers,
please talk to him.
Tonight’s program will be about cruising the Bahamas.
Next month will be Sparman Rigging and May will be a so-
cial.
Al Pappas does boat safety inspections. Give him a call if
you would like your boat inspected.
The 50/50 drawing was won by Joanne Theriault.

Cruising News
Sebastian Cruise
April 18-19
Jesse and Carmen Camp
Join us for the Sebastian State Park Cruise Satur-
day and Sunday, April 18-19. You are welcome
to arrive on Friday.
We will be renting Pavilion #2. You can anchor
out and dinghy in and enjoy the beach and other
amenities. There is no charge for coming by
boat; if you come by car, there is a fee of $8 per
car. The pavilion has water, lights and power.
We plan to meet at 5 p.m. for dinner. We will pro-
vide charcoal and lighter, grill tools, plates, cups
and utensils. Bring a meat to grill and a side to
share, as well as your beverage of choice.
Sunday morning we will gather for a pot luck
breakfast at 8:30 a.m. at the same location.
To get there by boat, head south (from Mel-
bourne); turn east at Marker 65. You should find
6 feet of water all the way to the anchorage,
which is just south of the tip of the park. Check
your chart and watch your depth gauge.
To arrive by car, head south (from Melbourne) on
A1A and go over the inlet bridge, then take an
immediate right into the park. Proceed to Pavilion
#2.

Our cruise calendar for 2015 includes a cruise to
Titusville on May 2-3. We have as yet no host for
this cruise. If you would like to host it, please con-

If we have no host, the cruise will have to be can-
celled.

ter. The Blue Angels were sooo
exciting and such a thrill. East
Coast Sailing Association had

Coleman and family on Alibi, Tom and Mary Ann
O’Shea on Southern Comfort, Jim and Carol Ait-
ken on Osprey, Clay and Patty Showen on Lone
Star, Bob and Adrianne Goldstein on Restless,
Chip and Louise Worster on Chip Ahoy, Randy
and Liz Randall on Last Move, and, of course,
Don and Joanne Theriault on Impulse.
Memorial Day at the Port
May 23-25

We are planning to host another ECSA Memorial
Weekend Port Canaveral cruise at the Ocean
Club. Last year’s cruise was a great success.
The facility feels more like a spa than a marina.
Spend a day sailing offshore or enjoy yourself in
the pool while listening to the sound of the cruise
ship horns.
Please make your reservations early -- presently
there are only 10 slips open, and they cannot hold
them for our group unless you call and specifically
reserve for your boat. If need be, there is a possi-
bility we can double up in their mega-slips, or the
PYC next door is an option.
We haven’t worked out the final details, but it
looks like the Ocean Club is going to host our
group for dinner on Sunday in their upstairs club
room and provide Sonny’s BBQ as the main
course -- at no charge!
More details will be provided in the May FT&C.

Mardi Gras Cruise Review Dave & Gail Cordial and Bob Wiley
Even though the weather wasn't exactly cooperative
– read “it rained” - and the Mardi Gras parade had
been moved by a week, the overall turnout didn't
drop much. Twenty-five attended, including family
guests of the O'Sheas and the Cordials. Mrs C was
the only boat present as it is her home port. In case
you haven't heard, Dave & Gail won't be able to pull
this off again soon because they sold Mrs C the next
week, and by the time you read this, she will be at
her new home at Loggerhead's, Vero Beach.
The rain didn't keep Chef Johnny from performing
'magic' with barbecuing the chicken and leaving
coals for Dave and Bob to grill the hamburgers and
hot dogs that were served as the dinner entrees.
After all had their fill, Gail provided a birthday cake
for members who were shortly celebrating their birth-
days: Terry Schorn, John Geraci, Winnie Crawford,
and Bob Wiley. The assembled members sang
”Happy Birthday” for the four, who responded with
an appreciative round of applause. The plentiful
chicken found its way into many 'doggie bags' as the
party broke up after dinner. Because no one stayed
overnight on their boats, we decided to skip the
breakfast plans for Sunday morning.

Other bills of note include:
House Bill 289 (Rep. Harrell) and Senate Bill 598 (Sen.
Altman) would tie boating under the influence (BUI)
convictions to drivers records. (BUI limits in Florida
include a .08 blood alcohol level, just like driving a car.)
House Bill 241 (Rep. Trumbill) and Senate Bill 680
(Sen. Dean) would change language in the state life
jacket laws to conform with new Coast Guard stand-
ards that eliminate references to Type I, II, III, etc. jack-
ets. Serviceable life jackets you already own would
continue to be allowed. Existing life jacket require-
ments will remain – including for those people being
towed in watersports, and kids less than 6 years old on
underway boats less than 26’.
BoatU.S. is keeping close watch on these and other
boating related bills. Watch for BoatU.S. Action Alerts
as the 2015 Florida legislative session continues
through early May.

St. Patrick’s Day Review Eileen Kiesel and Simon Koumjian
Simon and I would like to thank the ECSA club mem-
bers and guests who made the St. Patrick’s Day
function at The Mansion a great success. Especially
Gail Oliver and John Martin for providing the Irish
flags and shamrock centerpieces, and club photogra-
pher Bob Wiley.
We had 33 members and guests, with the O’Sheas,
Theriaults and Jennifer Clendinen and family coming
by boat. Rough water for them, but true sailors.
Greeting the ECSA clan was our very own “Wee
One,” Simon O’Koumjian, or as I call him, the Lucky
Leprechaun. Each person received an entry gift and
prizes throughout the evening. Irish history, trivia,
folklore, songs, jokes and gaiety abounded, with vari-
ous members contributing their singing voices along
with Eileen. Lucky Charms with Irish quotes, prov-
erbs, blessings, curses, Gaelic words and limericks
were given to each attendee.
Sunday morning the boaters, Bob Wiley, and Eileen
and Simon met at Front Street Park for juice, coffee
and donuts.
I would like to leave you all with a limerick created by

Fun was had by those who came; Those who missed it ‘twas a shame. They said it was the Luck of the Irish Not just ECSA club members’ wish That we had good weather once again. No rain. No rain.
