“ENGINEERING: INNOVATION WITHSOCIAL RESPONSIBILITY”
December 2 - 6, 2008
What are the engineering and the technology roles in the world scenery? How can everyone contribute to a fair and socially responsible world? Engineers from several countries will share experiences and ideas during the 3rd World Engineers’ Convention, which will be held from December 2 to 6, 2008, in Brasilia. The WEC 2008 theme is “Engineering: Innovation with Social Responsibility”, focusing on the developing world and its challenges. More than 5,000 people, among professionals and students, will participate in discussions, forums, lectures and technical visits.
A journey throughout time
Hannover, Germany (2000)
The 1st World Engineers’ Convention was held in Hannover, Germany, from June 19 to 21, 2000, during EXPO 2000. It was organized by the World Federation of Engineering Organizations (WFEO/ FMOI) in a partnership with the Association of Engineers in Germany, VDI, and with UNESCO’s support. At that time, the theme was “Humanity, Nature and Technology”. As a result, WEC 2000 published the first edition of the series “World Report on Engineering and Technology”, from UNESCO.
Shanghai, China (2004)
The 2nd World Engineers’ Convention was held between November 2 and 6, in Shanghai, China. At that time, WFEO/FMOI had the support of the Chinese Association for Science and Technology (CAST), the Shanghai Association for Science and Technology (SAST) and the Chinese Academy of Engineering (CAE). Its theme was “Engineers form the Sustainable Future” and the meeting gathered about 2,5 thousand professionals. The new generation of the world engineering and the massive presence of women were the highlights in this edition. The Program had the Students’ and Young Engineers’ Forum, the Women’s Forum and technical visits.

Brasilia, Brazil (2008)
Brazil has about 700,000 professionals from the technological field and 300 engineering schools. The Confea/ Crea System and the national entities from the technological sector have made great efforts to increase the participation of the Brazilian engineering
worldwide.
WEC 2008 will bring to Brazil professionals from all over the world. It will promote the exchange of experiences and the search for
solutions and challenges for the developing and underdeveloped countries.
Engineering can and must contribute to finding solutions to the complex problems of mankind and it must be the basis of the
sustainable development in the planet. The main actors of these actions, engineers will work in order to improve the quality of life.
The world inequalities demand this challenge.
World Federation of Engineering Organizations(WFEO/FMOI)
Nowadays, WFEO represents more than 15 million professionals in about 90 countries. It is WEC’s creator and, every four years,
it organizes the event in a partnership with UNESCO and with engineering entities of the hosting country. WFEO/FMOI works
for the technological development of the nations, promoting the exchange of experiences in technology and educational systems. Its
headquarters is in Paris and its chairman is the Electrical Engineer Barry Grear, from Australia.
Federal Council of Engineering, Architecture and Agronomy (Confea)
Confea, partner of WFEO/FMOI in the organization of WEC 2008, has been defending the social interests for 75 years,
in order to promote the planned development of Brazil and to value the professionals of the technological field.
Its headquarters is in Brasilia and its chairman is the Civil Engineer Marcos Túlio de Melo.
Brazilian Federation of Engineers’ Associations (Febrae) Febrae was created 72 years ago and it represents the
Brazilian engineering internationally. It is a co-founding member of the Pan American Federation of Engineering
Societies (Upadi) and of WFEO/FMOI. With more than 100,000 Brazilian professionals registered, its headquarters is in Rio de
Janeiro and its chairman is the Civil Engineer Carlos Roberto dos Santos Moura.

PORTANCE FOR BRAZIL ORGANIZERS
Juscelino Kubitschek’s Bridge
Brazil’s capital, Brasilia, is located in the center of the country. Brasilia is internationally known for its architecture and is a World Cultural Heritage Site by UNESCO. The Ulysses Guimarães Convention Center (CCUG), which will host WEC 2008, is one of the biggest and most complex exhibition centers in Latin America. Strategically located, it has more than 54,000 m² and it can accommodate around 10,000 people.
Women’s Forum
The Women’s Forum will be held during WEC 2008 and its goal is to evaluate the women engineers’ participation in the world. Aspects such as politics, economy, culture and social responsibility will be discussed. During the Forum, papers, researches, exhibitions and effective programs will be presented.
Students’ and Young Engineers’ Forum
During WEC 2008, the Students’ and Young Engineers’ Forum will take place and issues like professional formation, labor market and ethics in the educational institutions will be discussed. The focus will be on the technological development and on innovation, from the viewpoint of how engineers can contribute to a fair world.
World Technological Exhibition
The World Technological Exhibition (ExpoWEC 2008) will be held during WEC 2008 and it will gather institutions from the professional, academic, business and productive fields. Brazil, with one of the most complete energetic matrixes, will have a lot to show on clean and renewable energy, which is able to assure social-economic success in a sustainable way. ExpoWEC, whose theme is “Energy for the Future”, will be a great opportunity for companies to get in touch with extremely qualified professionals.

Main ThemeEngineering: Innovation with Social Responsibility
Program PrinciplesSix principles have been developed based on certain axioms, which are
behind the model of our society:
1. Natural resources can be non-renewable.2. Nowadays, Engineering Professional must transcend boundaries.
3. Engineering must be committed to unlimited social responsibility.4. Innovating means producing and not causing degradation.
5. Access to information means not only connectivity but also being able to interpret reality.
6. Engineering must be able to foresee the future and foresee its own systemic limits.
Thematic FrameworkSocial Challenges
It will discuss the challenges faced by society concerning the climate changes, uncontrolled urbanization, the challenges authenticated by the UN in Johannesburg (2002) related to water, energy, health, agriculture,
biodiversity and Knowledge Society.Engineering beyond Boundaries
A space for discussing the way to overcome two boundaries: the geographic and the academic. The first one is related to aspects such
as professional mobility, local opportunities and competitiveness. The academic boundary is about challenges such as relating subjects,
professional profile and new methods and experiences in the educational processes.
Engineering: Ethics and Social Responsibility Discussions related to human beings and their individual challenges;
society and the perspective of a collective development, and the adversities suffered by the environment due to the fact that it is a
counterpart to a generation guided by comfort, to individuals and to society as a whole.
Innovation without DegradationDiscussions about the engineering roles in the innovation process and
in the productivity improvement. It also deals with the effects of this innovation over the generation of competitive differences in production,
in providing services and in the introduction of the paradigms of clean energy and the green industry.
Information Technology for InclusionDiscussions about the infrastructural and conceptual aspects that condition the existence of a Knowledge Society with actual social
participation, such as the technological infrastructure, the industrial productivity in the ICT field, the ICT contribution to the industrial
competitiveness and the debate on the consequences of digital exclusion.Advanced Technologies: Engineering with Strategic Vision
Discussions about new technologies, in which professionals and experts will be able to get in touch with the limits of Science, the experiences and
the perspectives for the development of society.

He is the general director of the National Electrical System Operator (ONS), entity in charge for the control of the generation and transmition of
electrical energy in the National Linked System.Claudio Boër
Chairman of IMS (Intelligent Manufacturing Systems), which is the only multi-lateral and government-supported program to facilitate global
cooperative research in advanced manufacturing. Its member countries are the European Union, Japan, Korea,Switzerland and the United States.

Innovation without Degradation
José Sérgio Gabrielli de AzevedoPresident of Petrobras, PhD in Economics by the Boston University, he is also a licensed Professor at the Federal University of Bahia. He has written many articles and books about productive restructuring, labor market, macroeconomy and regional development.
Daniel Favrat Director of the Industrial Energy Systems Laboratory and of the Institute of Energy Sciences in the “Ecole Polytechnique Federale de Lausanne”(EPFL, Switzerland). He is also a member of the Swiss Academy of Engineering Sciences and Vice-Chairman of the Energy Committee of WFEO.
Angela Wagener Scientific consultant, she is a Professor at Pontifícia Universidade Católica in Rio de Janeiro, and a researcher for the National Council of Scientific and Technological Development (CNPq).
