    CHAPTER 1SCOPE AND MISSION

    Section I. GENERAL1. DEFINITION. a. The term oversea port as used inthis manual refers to those ports which are located in anoversea base or defense command, oversea department ortheater of operations and under the direct jurisdiction of thecommander thereof (except certain ports or subports desig-nated by the War Department as having the same status asports of embarkation in the continental United States).

    b. The term includes the headquarters and headquarterscompany of the major, medium, or small port (oversea) to-gether with the attached operating and housekeeping unitswhich it controls, administers, and supervises.

    c. The commanding officer of an oversea port is knownas the port commander. His duties and responsibilities areestablished in AR 55-75 and are described in greater detailunder section III, chapter I.2. SCOPE. The general fundamentals set forth in thismanual establish certain principles governing the mission,organization, and operation of the oversea port as defined inparagraph I.3. MISSION. The oversea port will provide for the re-ception, debarkation, embarkation, and transshipment oftroops, animals, supplies, and mat6riel. Other missions

    may include: Staging of troops, reequipment of troops, andoperation of Army-owned or Army-chartered transport andcargo vessels including dredges and port repair ships.4. COORDINATION. To accomplish its mission, anoversea port coordinates and maintains liaison witl the UnitedStates Navy, the United States Coast Guard, the War Ship-ping Administration, and other interested United States agen-cies as well as the military, naval, and authorized civilianagencies of allied countries.5. REFERENCES. a. The 55-series of Field and Tech-nical Manuals contain approved doctrine governing thetraining, operation, and employment of Transportation Corpsorganizations. These manuals are based on the Field Serv-ice Regulations and the Staff Officer's Field Manual. Thoserelating to oversea port activities include-

    FM 55-Io5, Water Transportation: Oceangoing Ves-sels.

    FM 55-i30, Small Boats and Harbor Craft.FM 55-I50, Amphibian Truck Company.TM 55-3Io, Stevedoring.

    b. Further reference should be made to the 55-series ofArmy Regulations; to FM Ioo-5 and Ioo-Io; and to theappropriate Field and Technical Manuals of other supplyservices.

    Section II. TYPES OF OVERSEA PORTS6. GENERAL. a. Oversea ports are described as major,medium, or small depending on the strength of the organi-zation, the assigned mission, and the expected capacity fordebarking or embarking troops, supplies, and materiel.The subport is established by and operated under the juris-diction of the major, medium, or small port.2

    b. The figures used in estimating capacities of overseaports are for planning purposes only and will vary in ac-cordance with existing facilities, available equipment, and thenumber of units attached for operational purposes.7. MAJOR PORT. The headquarters and headquarterscompany activated under T/O &E 55-II0-I is organized tosupervise a port organization with an approximate capacityof 300,000 ship tons, i,ooo animals, and 50,000 troops permonth.8. MEDIUM PORT. The headquarters and headquarterscompany activated under T/O &E 55-I20-I is organized tosupervise a port organization with an approximate capacityof I50,000 ship tons, 500 animals, and 25,000 troops permonth.9. SMALL PORT. The functions of a small port dependupon its mission. It includes such component parts of aport organization as may be necessary for the fulfillment ofits mission. Normally, appropriate sections from T/O & E55-500 are selected to provide a composite battalion whichincludes maintenance and repair, harbor craft, and stevedoreunits with sufficient supervisory personnel for a headquartersand administrative overhead. The units are supplementedto meet changing situations by the attachment of additionaloperating or service units.10. SUBPORT. The oversea subport is established by andoperated under the jurisdiction of a major or a medium port(oversea). Usually a portion of the administrative person-nel and one or more operating units are detached from themajor or medium port to make up the subport.

    Section III. ORGANIZATION11. GENERAL. a. The major, medium, and small port(oversea) function as an agency of the theater commanderunder the operational control of the theater chief of trans-portation.

    b. Tables of Organization and Equipment (pars. 7through 9), allotment of personnel, and special instructionsissued from time to time by the War Department prescribethe details of the organization.c. To meet changing situations, adjustments in strengthand composition of operating and service units are madeby the theater commander.12. ORGANIZATION. a. War Department Tables ofOrganization and Equipment of the 55-series provide for aheadquarters and headquarters company to administer andsupervise the port with its component parts.

    b. The number and type of operating and service unitsattached to the headquarters and headquarters companiesfor housekeeping duties and operations depend on the sizeand type of operations required; the capacity the port is ex-pected to develop; and the natural or physical limitations ofthe port and its facilities.13. PORT COMMANDER. a. The movement of troopsand matriel, the protection of property, and the maintenanceof good order and military discipline are functions of com-mand. Command functions of an oversea port commanderinclude-(i) Responsibility for and authority over all port activities.

    (2) Command over all troops assigned or attached to theport organization.

    (3) Responsibility for effective measures to insure thesmooth and orderly flow of personnel, supplies, and mate-riel through the port.

    b. Normally the commander of a major port (oversea)delegates authority for administrative functions to a direc-tor of port services and delegates authority for operationalfunctions to a director of operations. (In a headquarters andheadquarters company, medium port (oversea), the directorof port services acts as deputy port commander in additionto his other duties.) (See fig. I.)14. DEPUTY PORT COMMANDER. Functions ofthe deputy port commander include--a. Acting in the absence of the port commander.

    b. Supervising the administration, discipline, and train-ing of all attached units.c. Directing the issue of routine, general, and specialorders, directives, memoranda, and bulletins for the admin-

    istration and operation of the port.d. Supervising the installations and activities of the port,taking such action as desired by the port commander for

    improvement and progress.15. DIRECTOR OF PORT SERVICES. a. The directorof port services supervises the administrative functions ofthe port organization through a chief of administration.The administrativedivision is divided into various brancheswhich include: The adjutant general's branch, subdividedinto personnel, mail and records, publications, and miscel-laneous sections; the judge advocate's branch; claims, dutiesand imports branch; fiscal and procurement branch; specialservice branch; and intelligence and public relations branch;in addition to attached units including the finance branchand service organizations of the Signal Corps. (See fig. 2.)

    b. The director of port services is further responsible forcoordinating the functions of the various service sections in-cluded in the Table of Organization of headquarters andheadquarters companies, major and medium ports (oversea).16. DIRECTOR OF OPERATIONS. a. The directorof operations is responsible to the port commander for theproper operation and maintenance of all water transporta-tion controlled by the Transportation Corps, and the load-ing and unloading of all supplies and materiel. Normallyhe delegates this authority to the chief, water division.b. The director of operations is further responsible forplanning, supervising, and controlling the movement throughthe port of all military and civilian personnel, includingmedical evacuees and prisoners of war and for the shipmentto and from the port of all freight by rail and motor trans-port. Normally he delegates this authority to the chief,transportation division. (See fig. 3.)17. PLANNING AND LIAISON DIVISION. Thisdivision originates and disseminates plans for the operationof the port organization. It is further charged with main-taining liaison with the United States Navy, the United StatesCoast Guard, the War Shipping Administration, and otherinterested United States agencies, as well as the military,naval, and civilian agencies of allied countries. In addition,this division supervises plans and training programs; makesnecessary studies of all directives from higher commandand adjacent commands in making recommendations to theport commander, and prepares the historical report which isa brief narrative of events of importance and submits thisreport to the historical officer of the theater chief of trans-portation.

    18. OTHER STAFF DIVISIONS. Other staff divisionsprovided for headquarters and headquarters companies, majorand medium ports (oversea) include those of the inspectorgeneral, the provost marshal, and the chaplain. The dutiesand responsibilities of these divisions are similar in characterto those performed by like divisions in ports of embarkationin the zone of interior, but are carried out in accordance withtheater directives and such plans and policies as may be established by the port commander. (See fig. I.)19. SERVICE SECTIONS. a. The director of port serv-ices coordinates the functions of the various service sectionsincluded in the Table of Organization of headquarters andheadquarters companies, major and medium ports (over-sea). T/O & E 55-Io0-I and 55-I2o-r include the follow-ing: Army Air Forces section; engineer section; quartermastersection; ordnance section; chemical section; signal section;medical section; and transportation corps supply section.

    b. In accordance with directives from the theater com-mander, the theater chief of their respective service, andsuch plans or policies as may be established by the portcommander, representatives of the various services withheadquarters and headquarters companies, major and me-dium ports (oversea), perform the following functions:(I) Act as technical advisers to the port commander or;all matters relating to the identification and movement oftechnical service cargo.2) Comply with all cargo distribution procedures.(3) Insure that all safety rules and regulations of the WarDepartment, theater headquarters, and port commanders

    are complied with at all times.(4) Insure that all rail cars, vehicles, or vessels loadedwith technical service cargo are properly prepared for ship-

    ment, and that every precaution is taken to insure that sup-plies and mat&riel will not be damaged during unloadingoperations or in transit.

    (5) Furnish advice and instructions 6n methods of load-ing and stowing shipments of technical service cargo.(6) Process requisitions for conformity with T/BA, T/A,and appropriate T/E's for units assigned or attached to theport.

    c. Chiefs of the quartermaster, engineer, signal, ordnance,medical, and chemical sections, in addition to the functionsnoted above, are charged with providing the oversea portwith the station services normally prescribed for their re-spective service. For this purpose Table of Organizationunits are attached to the port and operate under the com-mand of the respective chiefs of the service sections. (Seepar. 20.)20. ATTACHED UNITS. a. Table of Organizationunits of the Transportation Corps and other services are at-tached to headquarters and headquarters companies of majorand medium ports (oversea) to provide station services and toperform specific operations.

    b. The number and type of units attached will dependon the proposed activity and capacity of the port. The unitsdiscussed herein are not to be construed as being the onlyunits which may be attached to headquarters and head-quarters companies of major and medium ports (oversea).Others, of equal importance, may be attached in order toaccomplish the mission of the port.21. OPERATING UNITS. The term operating unitsas used in this manual refers to labor battalions and to thoseunits which provide stevedoring, marine maintenance, water8

    and land transportation, and traffic regulation. Such operat-ing units normally include:) a. PortMarine Maintenance Units (T/O &E 55-500).This provides personnel with skills and equipment to per-form maintenance and repair work upon harbor craft, smallboats, floating cranes, tugboats, barges, and in some instanceslimited repairs to larger vessels. ab. Port Battalions (T/O & E 55-116). This providesa headquarters and headquarters detachment to supervisethe operation of two to six port companies.

    c. Port Companies (T/O & E 55-117). This providespersonnel trained in the loading and unloading of ships,using ship's gear, winches, cranes, fork-lift trucks, tow trac-tors, and other cargo handling devices. The estimated han-dling capacity of a port company with its io hatch sections isI5 long tons per hour per hatch section.

    d. Harbor Craft Companies (T/O & E 55-500). Theharbor craft company is organized for the purpose of ferry-ing cargo to shore from freighters and transports and for allintraport water activities. The composition of the com-pany selected from current tables will depend on the cir-cumstances surrounding the job to be done. The numberand size of tugs and towboats, barges and floating craneswill be determined by the amount and nature of the sup-plies and mat6riel to be unloaded or loaded and the facilitiesavailable. (See FM 55-I30.)

    e. Quartermaster Battalions (T/O & E io-56). Thisprovides a headquarters and headquarters detachment tosupervise the operation of two to six quartermaster truckcompanies. T/O & E I0-536 provides for a headquartersand headquarters detachment to supervise the operation oftwo to six quartermaster service type units (laundry com-panies, service companies, etc.).

    f. Quartermaster Service Companies (T/O & E Io-67 . This provides a quartermaster service company with

    sties include signal communication, signal intelligence andsecurity, photography, and signal supply and repair. (Seepar. 47.)

    b. Engineer Utility Detachments (T/O & E 5-500).These utilities detachments are responsible for performingnecessary engineering operations under the provisions of ARIoo-8o. Principal duties of engineer utilities detachmentsinclude-(I) Maintenance and repair of buildings, structures,grounds, and utility systems, and the permanently installedproperty attached thereto.

    (2) Operation of utilities.(3) Construction, including the extension, alteration, andrehabilitation necessary to a proper discharge of duties inmaintenance, repair, and operation of facilities.

    c. Engineer Fire-fighting Platoons (T/O &E 5-500).The .primary mission of fire-fighting platoons is to providefire protection for the port. Their secondary mission is toprovide trained instructors in fire-fighting methods and infire-prevention measures.

    d. Military Police Companies (T/O & E I9-37 or19-500). The military police company enforces law andorder and provides for a 24 -hour guard or patrol at com-munications zone installations. The company is an elas-tic organization which may be changed by increasing or de-creasing the number of each platoon to conform with thesize of the port to be served. The assignment of desk, rec-ord and investigation sections depends on the type and re-quirements of the port to be served in a theater of operations.

    e. Base Depot Companies (T./O. 55-260). This or-ganization furnishes the necessary administrative and tech-nical personnel to operate Transportation Corps warehousingfacilities at supply establishments and for the operation

    of Transportation Corps base depots. Where in-and-outmonthly tonnage does not exceed 2,500 tons, the functions ofa base depot company may be handled by a TransportationCorps supply section from T/O & E 55-500.f. Staging Area Companies (T/O & E 55-I47). Thefunction of a staging area company is to provide messingfacilities and maintenance of quarters for troops embarkingor debarking in a theater of operations. The number ofstaging area companies attached to a headquarters and head-quarters company, major or medium port (oversea), willdepend on the type of port and the probable number oftroops to be embarked or debarked through the port.

    g. Army Postal Units (T/O & E 12-605). The typeof postal unit will depend upon the number of tr6ops tobe served, since its capacity increases in direct proportionto the number of personnel given postal services. Com-plete postal services and directory services are maintainedfor units composed of nondivisional troops.23. UNIT COMMAND. The commanders of each ofthe units will be responsible for performing internal admin-istrative and housekeeping duties and are charged with theinitial responsibility for clothing, feeding, housing, and main-taining all required records relative to the execution of suchduties.

    CHAPTER 2ADMINISTRATION

    SECTION I. DIRECTOR OF PORT SERVICES24. GENERAL. The Director of Port Services as amember of the port commander's staff is charged withformulating policies pertaining to, and the supervision, direc-tion, and coordination of, all administrative activities of theheadquarters and headquarters company, major or mediumport (oversea). Such activities normally include: Judgeadvocate and adjutant general branches; fiscal and procure-ment branch; claims, duties, and imports branch; specialservice branch; intelligence and public relations branch;signal communications and message center; and the financedetachment. (See fig. 2.)25. ADJUTANT GENERAL. a. Normally the adju-tant general acts as chief of the administrative division. Inhis capacity as adjutant general, he is charged with thehandling of all official correspondence not specificallyassigned to other divisions.

    b. The adjutant general's branch is divided into personnel,mail and records, publications, and miscellaneous sections.Personnel and publications sections are discussed herein.

    (I) The personnel branch handles all procedures pertain-ing to procurement, assignment, reassignment, transfer, re-lief, classification, reclassification, and discharge of officersand enlisted men. This branch prepares and processes

    efficiency reports, recommendations for promotions, requestsfor reports, consolidated strength and miscellaneous statisti-cal reports on military personnel. It is further charged withmaintaining personnel records and liaison with other divi-sions and branches pertaining to military and, in appropriatecases, civilian personnel.

    (2) The publications branch disseminates information topersonnel of the command concerning the regulations pub-lished by port and higher headquarters; distribution of pub-lications and blank forms to the port and its attached units;prepares general orders, special orders, memoranda, dailybulletins, special courts-martial orders and other necessaryand appropriate publications; republishes, when necessary,publications and directives of higher headquarters; operatesa message center for messages not handled by the SignalCorps; operates a mail collecting and distributing station;performs all mimeographing, binding, and stapling duties;and maintains an up-to-date record of all correspondence,directives, and publications of port and higher headquarters.26. JUDGE ADVOCATE. a. The judge advocate ren-ders legal advice and opinions to all elements of the porton questions concerning legal phases of all business, prop-erty, and financial operations under the jurisdiction of theport commander. In addition to these duties, the judgeadvocate is charged with-

    (I) Examining and reviewing records of trials by courtsmartial convened under authority delegated to the command.(2) Examining and reviewing boards of 'officers, and re-ports of investigating and claims officers on accidents andincidents involving personnel or property of the report.

    (3) Maintaining liaison, through proper channels, with therepresentatives of interested allied governments, on all legalmatters affecting personnel or property of the port.14

    b. The judge advocate reports directly to the chief of theadministrative division (adjutant general) on all mattersexcept those which, by law or regulation, require the personalaction of the port commander. In such cases, the judgeadvocate is authorized to report directly to the port com-mander. The investigative and liaison duties of this branchare discharged by direct contact with the personnel oragency affected.27. CLAIMS, DUTIES, IMPORTS. The chief of thisbranch investigates and handles all claims, in conjunctionwith the communications zone claims officer and the theaterchief of claims service. His branch is responsible for main-taining all accounts and records of duties and imports andcustoms regarding the regulations of the allied country inwhich the port may be situated. All agreements regardingcustoms and imports with other than United States agenciesmust be submitted to the port commander through theinspector general.28. FISCAL AND PROCUREMENT. This branch ischarged with controlling and administering, in accordancewith basic directives issued by higher authority, all fundsallotted to the port commander, and for performing allprocurement functions for supplies and services required inthe operations of the port. In the execution of these duties,the Fiscal Officer performs the following:

    a. Advises port commander on all fiscal procurementmatters.b. Performs all budget estimating, budget administration,fiscal accounting, fiscal reporting, and internal auditing forthe port.

    c. Certifies as to availability of funds to cover all obl.ga-tions in connection with procurement, operation, and payrolls prior to time they are incurred.

    d. Surveys operating costs of port and makes recom-mendations on fiscal aspects of operating problems.

    e. Insures that property accountability records are installedand maintained in accordance with prescribed procedures.

    f. Determines method of purchase and supervises theproper award procedure.

    g. Maintains liaison with vendors and War Departmentcomponents required for the preparation of vouchers.h. Maintains system of price analysis and issues priorityratings in accordance with priority regulations.29. FINANCE OFFICER. a. The chief of the financebranch acts as port finance officer. In this capacity, he isa member of the port commander's staff and is chargedwith the proper administration of all finance and accountingmatters pertaining to the finance branch. His major dutiesinclude paying all troops in the area; examining records ofagent finance officers aboard army transports; handling allexchange of currency of debarking or embarking troops inaccordance with theater directives; receiving and accounting-for funds from post exchange sales and from other mis-cellaneous nonappropriated sources in the port area.

    b. The finance officer reports directly to the theater financeofficer qn matters affecting the receipt, accounting, exchange,and disbursements of funds.30. INTELLIGENCE AND PUBLIC RELATIONS.a. The port intelligence officer is chief of this branch andis charged with safeguarding military information throughthe formulation and execution of appropriate security andcensorship measures. His duties include-16

    (I) Maintaining intelligence files on personnel within theport.

    (2) Initiating all investigations within the port on mattersinvolving espionage, disloyalty, violations of AR 380-5, dis-affection, sedition, and any other incidents occurring withinthe port and having the appearance of acts of sabotage.(3) Controlling the processing and disposition of allphotographs taken within the port.

    (4) Supervising, coordinating, and directing all censor-ship activities within the port.(5) Collecting files and disseminating information, de-rogatory or otherwise, which might be of interest to otherdivisions.

    (6) Maintaining, in cooperation with the provostmarshal, control of all visitors entering the port.

    b. The public relations officer, who is assistant port in-telligence officer, is charged with handling all public relationsmatters of the port in conformity with pertinent directivesand regulations. His duties include-

    (i) Maintaining liaison with accredited newspaper andradio correspondents and newsreel photographers for thepurpose of aiding them in the gathering and disseminationof reliable information so far as this information iscompatible with existing security measures.

    (2) Writing and distributing publicity material concern-ing the personnel of the port and its attached units for usein hometown newspapers, radio broadcasts, trade and fra-ternal journals and magazines, service publications, andother media.(3) Making arrangents for, and conducting tours ofofficial or accredited visitors to the port.

    c. In addition to the liaison channels which are inherentin the performance of his duties, the port intelligence officer

    maintains direct liaison with the War Department, Intelli-gence Department, Office of Naval Intelligence, Federal Bu-reau of Investigation, and local law enforcement agencieson all intelligence matters which do not affect the internalfunctioning of the port itself.31. SPECIAL SERVICES. This branch is charged withincreasing the effectiveness of officers and enlisted menthrough planned programs of athletics and recreation. Thisbranch organizes and coordinates athletic activities to insuremaximum benefit to participating personnel; stimulates in-terest in, supervises production of, and publicizes soldiershows and other activities such as musical programs, hob-bies, etc.; makes arrangements for the accommodation of,and escorts visiting show troupes through the port area; andsupervises the installation, maintenance and operation ofsuch projection equipment as may be allotted to the port,including all United States Army Motion Pictures Servicefacilities.32. SIGNAL COMMUNICATION. The port signalofficer, in addition to his other duties, is charged with pro-curing, supervising the installation of, and maintaining,necessary signal communications for the internal functioningof the port and its attached units.

    SECTION II. STATISTICAL CONTROL33. GENERAL. a. The port commander is responsiblefor the prompt and efficient movement of supplies, mat6riel,equipment, and personnel through the port. To accomplishthis mission, it is a function of the statistical records sectionof the planning and liaison division to furnish the portcommander with a clear and concise picture of the functionsof all port activities.     /i:r, is primarily concerned with analysis and comparisons.T he compilation of this material should aid in establishingcontrol over various operating units by bringing out de-ficiencies in performance and indicating factors that couldbe related to improve the efficiency of the port.

    b. Speciiic data is kept daily by all the divisions, branches,and sections to show main activities and utilization of portfacilities. From these daily records, certain reports, charts,and graphs show the trend of operations. It is a functionof the statistical records section to furnish any reports madenecessary by changing conditions, to discontinue any thatbecome obsolete, and to prepare any special reports requiredby higher authority.34. DAILY REPORT, CARGO UNLOADING. a.This report shows in clear and concise form the number ofvessels that are unloaded daily, total cargo on board ship,amount of cargo unloaded from each vessel, and balanceof cargo remaining on board each vessel at the end ofthe day.

    b. The report will also show the total cargo received onall ships, total cargo unloaded each day from all ships, andtotal cargo remaining aboard at the end of the day on allships.

    c. At the end of the month, a recapitulation of this dailyreport is made to give a complete picture of how muchcargo was unloaded during the month. A graph may bedrawn to indicate daily fluctuations of unloading operations.35. DAILY ANALYSIS ON OUTBOUND VESSELS.This report gives a brief picture of the cargo and personnelmoving out of the port, whether back to the zone of in-terior, or to other theaters of operations, or to other portswithin the theater. This report is recapitulated at the

    end of the month to give a clear picture of outbound activi-ties for the period. A suitable graph may be drawn toindicate the outbound flow of both personnel and cargo.36. DAILY RECORD OF PERSONNEL DEBARKED.This report shows the total personnel arriving aboard theships, the number unloaded daily and the balance leftaboard at the end of the day. A recapitulation is made atthe end of each month to indicate the numbers and classof personnel moved through the port during this period.A graph may be drawn from these figures to show the dailyflow of personnel.37. ANALYSIS OF UNLOADING OPERATIONS.This report gives a concise analysis of the efficiency inthe unloading operations of the ships. If gang hours areused as a unit of measure, the report will show the lengthof time it took to unload each ship. It also includes the ton-nage unloaded in gang hours. From this report the portcommander may determine the average amount of cargothat a gang should unload per hour, in addition to de-termining the efficiency of the various gangs used in theunloading operations.38. WAREHOUSE ACTIVITY (PORT STOCKS).This report shows, in brief form, the amount of materielthat went in and out of the warehouses of each of the eightport service sections during the month.39. INTRANSIT STORAGE AREAS. This reportshows the cargo on hand in the intransit storage space by con-signee and by technical services. This is broken down intoground storage, warehouse storage, and wheeled equipment.The ground storage cargo is further classified as POL (petrol,

    oil, and lubricants) and other cargo. The latter being every-thtmg except POL.40. TEMPORARY STORAGE. This report shows theamount of material being temporarily stored in the porttechnical warehouse. It will give a break-down of thecargo according to consignee by code or force giving dateof receipt of each shipment. It will show each item re-ceived giving the number of pieces and weight, in tons, instorage. This report is submitted daily to the statisticalrecords section by each of the eight port service sections.

    Section III. SERVICE SECTIONS41. ARMY AIR FORCES SECTION a. The chief ofthis section is a member of the port commander's staff and actsas technical adviser to the port commander and to all operatingsections on matters pertaining to the identification, classifica-tion, intransit storage, movement and distribution of ArmyAir Forces. personnel and supplies, and on all other matterspertaining to activity of the Army Air Forces under thejurisdiction of the port commander. He also serves as arepresentative at the port of the commander of the theaterArmy Air Forces upon such subjects as advance planning,allocations of tonnage, aircraft bookings, and passengerpriority in which Army Air Forces personnel and propertyare involved. This sectidn maintains records of the move-ment of Army Air Forces troops and supplies throughthe port.b. The chief of the section maintains direct liaison withthe appropriate representatives of the Army Air Forces inthe theater upon all questions relative to the Army AirForces under the jurisdiction of the port.

    42. CHEMICAL WARFARE SECTION. In addition toserving as port chemical officer, the chief of this section is amember of the port commander's staff and acts as technicaladviser to the port commander and to all operating sec-tions of the port in all matters pertaining to identification,classification, movement and distribution of Chemical War-fare Service supplies, munitions, and mat&iel. He ischarged with supervising the safe handling of chemicalmunitions and bombs; the disposition of leaking shells,bombs and containers, and insuring that necessary safetyprecautions are being observed at all times; and inspectingand supplying with decontamination equipment and sup-plies all Army transport vessels entering or leaving the portof embarkation carrying 20 or more United States Troopsor War Shipping Administration vessels under contract to befurnished with same. In the capacity of port chemicalofficer, he is responsible for-

    a. Conducting all training activities of personnel assignedto the port in defense against chemical attack.

    b. Assisting the fire marshal and the engineer section intraining of personnel in methods of handling incendiarybomb fires.

    c. Supervising decontamination operations.d. Advising the theater chemical officer, or other officers

    designated by the theater commander, of any special equip-ment or materiel which may be required for the specialhandling of Chemical Warfare Service equipment andsupplies.

    e. Processing requisitions for such Chemical WarfareService supplies and equipment as may be required by theport and its attached units.43. ENGINEER SECTION. a. In addition to servingas port engineer officer, the chief of the engineer section22

    is a member of the port commander's staff, and acts astechnical adviser to the port commander and to all operatingsections on all matters pertaining to the identification,classification, intransit warehousing, movement, and dis-tribution of Corps of Engineers cargo.

    b. In coordination with the fiscal and procurement sec-tion and the judge advocate section, the port engineer isresponsible for the acquisition of rights of either permanentor temporary nature in and to real estate and facilities,including land, buildings, piers, docks, wharves, and officeand storage space. Close liaison will be maintained withthe engineer officers of adjacent or higher commands forthe purpose of coordinating, with such commands, theacquisition of rights in and to facilities and real estate bythe port in order to insure full military utilization and useof such acquired property.

    c. The port engineer is also charged with supplying andservicing Corps of Engineers equipment for the various unitscomprising the port and for the construction andmaintenance of all structures and utilities.

    d. The port engineer is responsible for the operation ofengineer utility and fire-fighting detachments and for theoperation of dredges and port repair ships.44. MEDICAL SECTION. a. In addition to his dutiesas port surgeon, the chief of this branch is a member of theport commander's staff and is charged with advising theport commander and all operating sections on technicalmatters pertaining to the inspection, classification, movement,and distribution of medical supplies.

    b. As port surgeon, he is charged with advising the portcommander and his staff on all medical and sanitary mat-ters; supervising all medical activities in the port area, in-cluding procurement, training, and supervision of such

    medical personnel as may come under the jurisdiction ofthe port commander; making necessary administrative re-ports of the health of the command; causing necessary in-spections to be made for the prevention of disease andmaintenance of the health of the command; providing andsupervising hospitalization and medical care for port andtransient personnel; providing for the inspection of incom-ing and outgoing ships, port installations and staging areas;and coordinating and directing the evacuation of sick andwounded as well as supervision of functions of the Army inforeign quarantine. He is also charged with responsibilityfor the activities of the port veterinarian and port medicalsupply officer.

    c. The port veterinarian is charged with the supervisionand conduct of the veterinary service of the port. He main-tains veterinary, meat, and dairy hygiene service for allactivities within the jurisdiction of the port commander,including the inspection of all foods of animal origin cominginto or going out of the port; the inspection of all foodstoring and transportating facilities, and the inspection ofestablishments supplying food of animal origin to the port.He advises the port surgeon on all veterinary activities ofthe port and arranges for veterinary service on transports,including the inspection of animal transports, animals beingembarked and debarked, and for medical supplies foranimal transports.

    d. The medical supply officer serves as technical adviserto the port surgeon on all matters pertaining to identification,classification, movement, and distribution of Medical Corpssupplies. He is also charged with maintaining 'a sufficientstock of medical supplies for the use of personnel and activi-ties of the port, for supplying the maintenance level ofmedical supplies aboard troop transports and hospital ships,

    and for the furnishing of emergency medical supplies topersonnel being debarked through the staging areas withinthe jurisdiction of the port commander.

    r the port surgeon maintains liaison with the theatersurgeon and subordinate medical officers and establishmentsas may be designated by the theater commander or as maybe necessary to the efficacious performance of his duties.He also maintains direct and continuing liaison with sani-tary and medical agencies or representatives of the localgovernment or interested allied government, the U. S. Navy,and the U. S. Coast Guard upon matters relative to thehealth of personnel and the sanitation of the port andsurrounding area.45. ORDNANCE SECTION. a. In addition to hisduties as port ordnance officer, the chief of this section is amember of the port commander's staff and acts as technicaladviser to the port commander and to the various operatingsections in all matters relative to the inspection, classifica-tion, movement, and distribution of all ordnance mat&rielpassing through the port. This section is charged with in-suring that all safety precautions and practices are employedin the storage and handling of ammunition and other ex-plosives and the destruction of ammunition when required,including the destruction or removal of duds or delayedaction ammunition.

    b. As port ordnance officer, the chief of this section ischarged with requisitioning, receiving, inspecting, storing,maintaining, and repairing ordnance materiel used. in theoperation of the port and its installations. In accordancewith the directives of the theater and other competent com-manders, he is also responsible for maintaining a stock ofordnance materiel of emergency character for issue to unitsand personnel passing through the port.

    46. QUARTERMASTER SECTION. a. In addition tohis duties as port quartermaster, the chief of this sectionis a staff officer and acts as technical adviser to the portcommander and to the various operating sections in allmatters relative to quartermaster activities in the port area,and to the receipt, identification, classification, intransitstorage, movement, and distribution of quartermaster cargo.

    b. As port quartermaster, he is charged with processing,inspecting, storing, and issuing quartermaster supplies to allport installations and to such other units as may be pre-scribed by the theater commander or other competent au-thority. He is charged, also, with maintaining a sufficientstock of rations and clothing for emergency issue to personnelbeing staged in, or passing through, the port.

    c. The quartermaster section maintains direct liaison withthe theater quartermaster and with the quartermaster staffofficers of other intervening commands, if there be any, onmatters affecting the quartermaster supply responsibilities ofthe port and the movement of quartermaster cargo throughthe port.47. SIGNAL SECTION. In addition to his duties asport signal officer, the chief of this section is a staff officerand acts as technical adviser to the port commander and tothe various units of the port operating divisions on allmnatters affecting the receipt, inspection, classification, in-transit storage, movement, and distribution of all signal cargopassing through the port.

    a. Estimating requirements, procuring, installing, operat-ing, and maintaining all facilities for signal communicationwithin the port area.

    b. Inspection, installation, and maintenance of such radioequipment as may be required aboard Army transports.26

    c. Installation, operation, and maintenance, in accordancewith the directives of the port commander, of a completestill photographic laboratory service.

    d. Acting as the adviser to the port commander on allsignal matters.

    e. Assigning, with the concurrence of the port com-mander, priorities for communication installations andservice.

    f. Maintaining adequate records and accounts for classi-fied materiel flowing through the port signal office, andsupervising the proper safeguarding of all classified signalequipment assigned to or flowing through the port.48. TRANSPORTATION CORPS SUPPLY SEC-TION. a. The chief of this section is a member of thestaff and acts as technical adviser to the port commanderon all matters pertaining to the receipt, identification, classi-fication, movement, and distribution of TransportationCorps cargo. In addition to expediting the movement ofTransportation Corps cargo through the port, he is chargedwith- procuring, storing, and issuing Transportation Corpsequipment and supplies to the various operating units ofthe port. 0b. Liaison is maintained with the Transportation Corpssupply officer of the base section or communication zone onall matters affecting the procurement, supply, storage, andmovement responsibilities of this section.

    CHAPTER 3OPERATIONS

    Section I. GENERAL -49. LOCAL RESOURCES. Local resources in a theaterof operations are fully utilized, particularly when the theaterof operations is overseas or in a location deficient in routesof communication. In using local resources due considera-tion is given to needs of the local population. Local re-sources particularly to be exploited are shelter, utilities,transportation, means of signal communication, supplies, andservices. A central purchasing agency, under the communi-cations zone commander, is delegated authority to issuepolicies and regulations governing purchases by the com-munications zone installations. Actual purchases are madeby purchasing officers of the several services rather than bythis agency. (See FM ioo-io.) In oversea ports, this is afunction of the fiscal and procurement division.50. LOCAL LABOR. Generally, it is the policy of theport commander to make full use of such local labor as maybe obtained in allied and occupied countries. Provisionsfor this labor are made through The Adjutant General inaccordance with directives from the communications zonecommander. Requisitions for such personnel are made inaccordance with the port commander's policy.51. DIRECTOR OF OPERATIONS. a. The directorof operations in his capacity as staff officer to the port28

    commander is responsible for the planning, organization,and administration of port operations.

    b. The Table of Organization for headquarters and head-quarters companies, major and medium ports (oversea) pro-vides the director of operations with a water divisionand a port transportation division to carry out the properfunctioning of all operational activities.52. RESPONSIBILITY. a. The port c o m m a n d e r,through his operations division, exercises all command func-tions in connection with cargo discharged. The director ofoperations has full responsibility and jurisdiction. Theservice sections (except for other duties not directly asso-ciated with the handling of cargo) are purely staff sub-divisions of the command.

    b. The specific undertakings of service section chiefs inrespect to operations are twofold. A careful classificationof cargo, in order that it may be carefully segregated, andthe technical recording and reporting of same. The opera-tions division deals with pieces, cube, and weight and theservice sections with items, names, requisitions, and technicalclassification. There should be no overlapping of activitiesif lines of demarkation are accurately drawn.Section II. PORT TRANSPORTATION DIVISION53. MISSION. a. The chief of the port transportationdivision is delegated authority for the operation of all move-ment control within the port area and to the first supplydump, and for the supervision, coordination, direction, andexecution of the functions of the freight, troop movement,and transit accounting branches of the port transportationdivision. In performance of his duties he-

    (I) Receives information from the water division relativeto arrival and departure of ships, and disseminates thisinformation to all interested parties.

    (2) Surveys areas adjacent to the port to determine facili-ties for ground and warehouse storage; surveys rail facilitiesserving the port to determine adequacy both as to carstorage and permitted traffic density.

    (3) Surveys highway facilities serving the port to deter-mine routes of travel to and from the port and the size ofconvoys that could be handled.

    (4) Determines whether freight and passenger move-ments to and from the port will be accomplished by railor motor.

    (5) Maintains up-to-date records of all transportation fa-cilities and other matters that might affect them.

    (6) Observes .constantly the operations of the varioustransportation division branches with a view to simplifying,improving, and making more effective these operations.Also makes recommendations as to adjustment in policy, or-ganization, and methods to the director of operations, andfollows up the execution of approved recommendations.

    (7) Decides on nature of data of all activities of theoperating and freight processing units of the port transporta-tion division and the form in which it should be presented;supervises preparation of activity reports from all operatingunits.

    (8) Prepares progress reports and surveys, comparing,analyzing and digesting the basic date; presents findings togive officers in charge of operating units a clear picture ofwork performed and over-all results achieved.

    (9) Compiles monthly operations analysis indicatingvolume of work performed, tonnage received, shipped, han-dled, freight handling costs, tons per man hour, distributionand utilization of storage space and labor, and such other

    reports as may be desired by the port commander in orderto ascertain labor efficiencies and requirements.

    '(Io) Arranges for proper disposition of freight receivedin excess of quantity called for on supporting papers, suchas War Department shipping documents, bills of lading, etc.

    (II) Arranges for disposition of freight that is divertedto another port.

    (02) Reports damaged freight to agencies responsible forinspection thereof, and to insure that such cargo is recon-ditioned, salvaged, or otherwise disposed of, and that properreports are issued in connection therewith.

    (I3) In general, insures that all freight received is prop-erly checked, inspected for damage, pertinent records kept,and freight promptly disposed of in accordance withestablished procedure.

    (14) Further, insures that the handling of troops will beso carried out, and trains or trucks and schedules be so setup that their movement as well as their equipment will behandled in an orderly and expeditious manner.

    b. Maintains close and direct liaison with the chiefs of thetechnical services on all matters affecting the movement offreight of their respective branches or arms through the port.He also maintains liaison with the chief of the water divisionon any matter affecting the expeditious and efficient per-formance of the duties of the port transportation division.54. TROOP MOVEMENT BRANCH. a. The troopmovement branch plans, coordinates, supervises, controls, and_directs the embarkation or debarkation, and the movement ofmilitary and civilian personnel, including prisoners of war andsick and wounded, through the port. This branch receivesand distributes troop priorities; issues movement orders;makes unit and passenger assignments to ships and stagingareas; prepares embarkation and debarkation tables. Per-32

    sonnel moving through the port, all interested staff and tech-nical service sections, and appropriate transport commandersare notified by this branch of the following movementinstructions:

    (i) Expected time, manner, and mode of movement.'(2) Number included in movement and place or places

    of movement.b. This branch is further responsible for the final dis-

    position of all personal baggage moving in or out of theport, and maintains complete records of all troop arrivalsand all personal baggage disposition.

    c. This branch maintains close liaison with recognized of-ficers of allied nations in connection with the movement ofallied personnel on allied vessels. Makes reports of arrivalof troops direct to the appropriate staff section of the theater,communications zone, or base section commander, whicheverhas jurisdiction, and furnishes a copy of the passenger listto the proper machine records unit.55. FREIGHT TRANSPORTATION BRANCH. a.The freight transportation branch of the port transportationdivision is charged with the immediate responsibility formoving all cargo from the dock to ultimate destination inthe most efficient and expeditious manner. It is organizedinto two sections; a highway section, and a rail transporta-tion section. The chief of the freight transportation branchis responsible for the coordination of the activities of thesetwo sections in order to accomplish the primary mission ofthe branch. This involves the coordination of movement ofall types of transportation which may be available for use bythe branch, the survey of various pertinent traffic regulationsand highway laws, routes of travel and capabilities of thevarious movement units, and the preparation of standing

    logistics data for the use of the serivice sections and theother operating branches of the port. b. The chief of the freight transportation branch is au-

    thorized to establish and maintain direct liaison with thefunctioning civilian traffic control and transportation agen-cies for the purpose of expediting the performance of hisassigned duties.56. TRANSIT ACCOUNTING. This branch is re-sponsible for-

    a. Maintaining accurate records pertaining to all freightmoving through the port by rail, motor vehicle, inlandwaterway, and/or any other means of transportation.

    b. Maintaining accurate records regarding the movementof all passengers and baggage through the port.

    c. Compilation, preparation, and submission of statisticsregarding the volume and rate of movement of freight andpassengers through the port.

    Section III. WATER DIVISION57. MISSION. a. The chief of the water division is re-sponsible to the director of operations for the proper mainte-nance and operation of all water transportation under thejurisdiction of the port commander, for the loading andunloading of all water-borne cargo, and for the properfunctioning of all branches of the division. The accom-plishment of this assignment involves-I) Preparation of sailing orders for transportation and

    chartering of ships and harbor boats.(2) Cooperation with transportation officers in the move-

    ment of troops and supplies from staging areas to shipside.(3) Control of freight traffic operations on piers.(4) Control of the operation of all water transportation

    assigned to the port, including chartered facilities.34

    any matter affecting the expeditious performance of themission of the division.58. PLANNING BRANCH.. a. The planning branchprepares a preliminary and, later, a detailed plan for loadingor unloading each vessel, with specific instructions as tothe stowage of freight and availability of troop quarters,and in the case of discharge, it prepares definite instructionsfor initial disposition of cargo. It maintains liaison withport and subterminal facilities to coordinate and controloperation procedures and obtain information on warehouse,dock, and vessel accommodations. It cooperates withvarious arms and services to arrange port accommodationsand schedule ship movements. The boarding officer's sec-tion is responsible for the boarding of troop and freighttransports prior to loading or discharging for the purposeof reporting on the general condition of the ship, equipment,troop, facilities, and passenger accommodations.b. The chief of this branch maintains liaison channelsbetween ships' officers and port officials, coordinatingvarious reports of medical, armament, and other safetyrequirements.59. OPERATIONS BRANCH. The operations branchis responsible for the proper functioning of pier operationsand for the control of inbound and outbound cargoes. Thebranch is composed of the following sections: cargo opera-tions, pier officer's, pier superintendent's, and harbormaster's.

    a. The cargo operations section directs administrativeoperations for control of cargo movements, vessel movements,berth allocation, checking of cargoes, preparation of mani-fests, cargo reports, customs and other shipping documents.It prepares tonnagerecords and loading plans, and cooper-36

    ates with the freight transportation branch in the promptdispatch of cargoes to and from vessels. The stevedoreofficer assigned to this section supervises the loading andunloading of vessels and the shipside handling of cargoes.

    b. The pier officer's section directs movement of cargoon the pier. It is responsible for the accomplishment ofloading and discharging plans prepared by the planningbranch. It allocates pier space for intransit storage ofcargo and keeps records and prepares reports of loadingand unloading operations.

    c. The pier superintendent's section supervises the mainte-nance and repair of pier loading equipment and gear, thedocking of vessels and compliance with safety regulations.It inspects and maintains gangways, platforms, catwalks,air-raid devices, cargo lights, and other pier equipment. Itcollects information on vessels, such as drafts, measurements,and type of power.

    d. The harbor master's section controls all harbor craftoperating within the port. It obtains tugs for shifting oflighters and ships; prepares shipping schedules; leases, inconjunction with the fiscal and procurement branch,privately-owned equipment; and maintains pertinent recordsand reports.60. MAINTENANCE BRANCH. a. The maintenancebranch is responsible for the maintenance and repair ofvessels, marine equipment, and harbor craft. It inspectsvessels to determine extent of necessary repairs to hulls,superstructures, and power plants; directs preparation ofworking drawings and specifications; and supervises repairwork effected as a result of its recommendations. Aftercompletion of repairs by an outside contractor, it reviews thatwork to determine whether it was done according tospecifications. This branch conducts marine surveys to de-

    termine the condition of all chartered vessels at the inceptionof the charter. It also conducts such surveys to determinethe amount of damage and estimated cost of repairs to anyvessels or marine equipment which may be damaged as aresult of the operations of military personnel.

    b. The maintenance branch reports directly to the chiefof the water division and maintains liaison with units ofthe U. S. Coast Guard, U. S. Navy, and such civilian ship-yards as may be in existence on matters pertaining to sur-vey, maintenance, and repair and replacement of vessels,harbor craft, and floating equipment of the port. Uponrequest, it conducts, prepares, and furnishes marine surveysto the chiefs of the procurement or claims branches.

    Section IV. DOCUMENTATION61. GENERAL. a. The procedures worked out forsimplified documentation are based upon the fundamentalconcept of expediting cargo through the port. These proce-dures take into consideration the immediate shipment opera-tion and the temporary storage operation. There should beno difference in the forms used for these operations exceptin the case of temporary storage, classification, and identifica-tion tags may be used to serve as locator cards. Thenumber of forms should be kept to a minimum consistentwith efficient operation.

    b. Prior to the arrival of cargo ships, the chief of trans-portation in the theater dispatches cargo disposal instructionsheets to the port receiving the ship. This document is asummary of the supply manifest and contains additional in-formation concerning the oversea consignee. Chiefs of thetechnical service sections of the headquarters and head-quarters company and the port companies working thevessel must receive copies of these sheets.38

    62. TEMPORARY STORAGE. a. When cargo mustbe temporarily stored, there should be no change in thebeginning of documentation, however, classification andidentification tags now become necessary.b. The use of the tag will simplify classification since thecolor of the tag classifies the cargo and all cargo classifica-tions are uniform for all the technical services as well as theArmy Air Forces.

    c. Identification is effected by placing the shipping docu-ment or voucher number on appropriate sections of thetag. Distribution of these sections will be to the chiefs ofthe services concerned as well as to the freight branch ofthe port transportation division.
