The energy policy debate intensified towards the end of last year. In its report of October 2018, the IPCC (Intergovernmental Panel on Climate Change), a body under the United Nations for assessing the science related to climate change, stated that global warming would be about 1.5oC by the 2050s. According to this report, there is clear evidence that climate change will result in strong and extreme weather conditions that will appear more frequently. Today, we need to use all possible measures and efforts to tackle this development, which mostly results from CO2 emissions.
In Finland, 80% of electricity production is already based on CO2-free production, when we sum together the figures from renewable-based energy and nuclear energy. Therefore, we cannot respond to climate change by changing the energy production methods alone; we need to combine the efforts of industry, agriculture and transport too, and this will affect everyone.
In this climate change debate, the term technology neutrality has been used to enhance the change towards CO2-free energy production. The use and construction of nuclear energy plants to meet these goals will be necessary together with renewables. We need nuclear energy to provide electricity that is not dependent on the climate or weather conditions. The value of constant and reliable electricity production will increase as a growing part of the output for the grid comes from renewable sources, which are dependent on the weather conditions. At the same time as the change towards CO2-free energy production, a change towards electrifying industrial processes and transport will take place as well, and this in turn will mean an increase in electricity consumption.
Under these circumstances, the use of nuclear energy needs no further justification. The acceptability of nuclear energy in Finland is already on a good level, thanks to the functioning nuclear waste management programmes of the license holders and excellent safety and operating indicators. We have also been able to make decisions on nuclear new build and lifetime extensions in Finland. In autumn 2018, the Government gave a license to operate Olkiluoto units 1 and 2 for the next 20 years. At the beginning of this year, the first operating license of Olkiluoto 3 will come into force. The handling of the construction license for Hanhikivi 1 is ongoing and the schedule of this process is currently under review. However, we know that the granting of a license is a long and very demanding process.
To speed up nuclear projects we would need more harmonisation of requirements and processes on the European or even on the global level. Only in China, where several units are built at the same time, can the benefits of volume be gained. In 2018, the Finnish nuclear power companies initiated a joint project, KELPO, to study these possibilities. One goal of the KELPO project is to enable the use of industrial high quality components in nuclear power plants without compromising the safety classification. This study is important and could raise the interest of suppliers and manufacturers in the challenging nuclear industry.
One important aspect in developing the processes is to have an active and competent supplier network and supply chains. This would benefit nuclear safety as well. At the beginning of 2018, the EU nuclear safety directive was implemented in our Finnish Nuclear Energy Act. According to the legislation, the licensee is now responsible for the quality of the supply chains and the products purchased for the site. Thus, a nuclear power company needs to know and trust its suppliers. Moreover, the company also needs to rely on the willingness of the suppliers to develop their competences and products continuously.
This is the challenge of today, and when it is met, it will be time to look outside Finland too. A business card from Finland is highly appreciated abroad in nuclear projects. However, the technologies are complex and require multi-faceted knowledge, and thus co-operation and networking are vital. This type of need was identified in 2018 and our ministry, MEAE, has also supported this development by contributing to several international seminars and meetings and by prioritising the funding of this work to enhance the export of our nuclear knowledge and products.
This year, Finlandia Hall in Helsinki will be hosting the activities of the Nordic Nuclear Forum 2019 event, where the Finnish actors have joined forces. The hopefully wintry environment will provide a perfect backdrop for our involvement and support in showcasing our competencies to the international guests.
