DFA opens passport office in Legazpi mallLEGAZPI CITY -- The Department of Foreign

Affairs (DFA) has formally opened its consular of-fice in Bicol in a commercial shopping mall in this city for easy processing of passport applications.

DFA Undersecretary Rafael Seguis led DFA of-ficials and members of the Bicol Regional Develop-ment Council (RDC) in inaugurating DFA’s Bicol Consular Office at the third floor of the Pacific Mall, the biggest commercial center in Albay.

Seguis said the transfer of the DFA Bicol Con-sular Office is among the programs of the agency in bringing its services closer to the public.

He said the Bicol of-fice is the 11th DFA unit to have transferred in a shop-

ping mall nationwide through the public-private partnership (PPP) arrangement.

In Bicol, the DFA has part-nered with the Pacific Mall in Legazpi, owned by the Gai-sano family from Cebu that is operating a chain of shopping malls nationwide.

laws, the income of minimum wage earners are exempt from income tax, so their (sole) employers are no longer required to withheld I/T from their wages. Computation of the “minimum” wages is exclusive of de minimis benefits, and allowances (of not more than P30,000- per year). If deficiency income taxes are discovered (in post-audit by BIR), surcharges, interests and compromise penalties are added to the amounts due.

STOCKS: The year past was a phenomenal period for our stock exchange – with the price index rising to record highs, thirteen times. As of January 30, 2013 – the PSEI closed at 6,271. The high rise was sustained last week with the PSEI finishing at 6,319! With the continuing upsurge of stock prices - more foreign investments, albeit “hot moneys” are coming in – which shows the global interest in our local stock trading.

Stock analysts are truly bullish – as they

expect the PSEI to breach higher levels within the year at the back of brighter indicators for our domestic economy. On the last trading day last week – total net foreign buying stretched to P5.6 billion. The most actively traded stocks were Ayala Corp., SMD2A, Metrobank, BDO and PLDT – all classified as “blue chips”. PHL GDP averaged 6.% during the last quarter – and the annual GDP was rated at 6.6%.

KASAMBAHAY: A new law was signed by Pres. P-Noy Aquino granting more benefits and privileges to house helpers or maids. Accordingly, more membership benefits will be afforded them by the Social Security System. In fact, SSS will soon release the guidelines to incorporate Kasambahay privileges as called for under the new law known as “An Act Instituting Policies for the Protection and Welfare of Domestic Workers” (RA No.10361).

The positive side to the law is that honest-to-goodness, loyal maids will now receive legal benefits – whether or not their bosses voluntarily give what are due to them. With the higher costs of hiring maids, more housewives and “house-bands” may find it difficult to maintain housemaids. Thus, they may just decide handle the household chores themselves or - require their children to do their bit in family home maintenance.

WISDOM: Work, not just words – is the proof of love. Obedience is active love in working clothes.

TY 2012: The deadline for filing income tax returns for tax year 2012 is on April 15, 2013, Said due date is the same for both natural (individuals) or juridical (corporations, etc.) persons. ITRs must be accompanied by audited financial statements attested by external auditors accredited by PRC-BOA and SEC. Other accreditations are needed by taxpayers holding secondary licenses (banks, insurance companies, etc.).

Our taxation system is “pay-as-you-file”. Initial tax payments are usually done via the withholding system. Payments to sellers of goods and services are subject to withholding by payors in such amounts approximating the computed income tax of the recipient. If withheld amounts are insufficient, the balance payable must be paid by the taxpayer as the final (annual) income tax return is filed.

EXEMPTED: If the estimated income tax of an employed taxpayer has been withheld by his employer (zero sum), he need not file any ITR. If he has other income (from business or other employments) – he must submit an ITR showing both the income subjected to withholding and his income from other sources (business or other employment). He shall deduct from his computed (consolidated) income tax the amount previously withheld by his employer.

It is true that we have in this country a version of the old American Wild West. Look around you. Do you not see killings everywhere? What we do not have is an exact copy of a high noon duel between two gunslingers in the middle of a deserted street.

That is the only scene absent here.In that period, human life was so cheap

that one could lose it with little provocation. Everybody had a gun in his holster for defense. And many would use that gun without thought of the consequence.

You can, however, forgive them for their readiness to resort to violence. Survival depended on one’s skill to draw his gun with lightning speed and to fire it with precision. That was a time when only the fittest could live and prosper.

The weaklings and the faint-hearted had no place.

The American cowboy movies do not actually depict the real condition of the period but they can give us much hint of the day to day occurrences.

If you have a fertile mind, you won’t fail to see the similarity between that violent era and the Filipino version today.The difference is that over here, guns are outlawed while over there, guns were not.

Everybody could carry a gun at work or at the bar enjoying a drink or card games.

The American Wild West is very much alive today as seen in repeated killings, hold ups, carjackings and other offenses occurring in surprising regularity. One

example was the shooting to death of a man with a bag of money withdrawn from a bank in broad daylight witnessed by a crowd.

The shootout or rubout in Atimonan, Quezon which claimed l3 lives at a police checkpoint is an example of the Wild West high noon drama. Still another example was what occurred at a mall. The robbers slipped inside unnoticed by security guards, held up a jewelry store and escaped in the same manner.

Many more crimes are attributed to loose firearms in the hands of hoodlums. The strict implementation of the election gun ban, believe it or not,has triggered more violence.That is not funny.

What is happening to our country? Filipinos, because of their Catholic orientation, are supposed to be God-fearing, law-abiding, peace-loving people. But the abundance of crimes has depicted a different picture of men who are thirsty for human blood.

Pinoy’s version of American Wild West

add 3 tbsp sea salt, 3 tbsp natural vinegar, and 3 tbsp baking soda. Wash all foods, vegetables, fruits, fish, chicken, etc. in this mixture for 15 minutes. Or, get an ozonator and place the little tube contraption and disc into the plain bowl of water with your food for 15 minutes. An affordable ozonator is available at Biosafe (tel. 4165618).

Avoid cigarette-smoke-filled places at all cost. Even if it is a popular meeting place, don’t go. The price you will pay in the long run will be your health. If people pull out a cigarette in front of you, tell them it is offensive to you.

Add more indoor plants to your office. They help filter the air. (Except for bromeliads, because they trap water, thus inviting mosquitoes and dengue.)

Try to attach a water filter to your faucets. Some health stores carry them. This is to screen out fluoride and chlorine.

Colonic therapy and irrigation cleanses 5 feet of the colon as compared to plain enemas that clean up only eight to 12 inches. This is an effective way to cleanse accumulated waste products. Do this monthly, if possible.

Boost your immune system—load up on antioxidants like multi-mineral/vitamin supplements. If you want to go more aggressive, see your doctor and ask about vitamin C infusions through IV-drip. Remember that vitamin C is a free-radical killer.

Help the lymphatic system—have a lymphatic massage monthly. There is more lymph fluid in the body than blood. It’s job as toxic garbage collector is to cleanse the body.

Like a gift, exactly on my 25th birthday, my formation as a worker in the vineyard of the Ateneo de Naga University began. I started at the Social Involvement Office, where I understood community outreach in a more enlightened perspective and received basic office work training. Soon enough – exactly six months after, I knew that I was not to stay for long in this first job as I was given an offer I could not refuse: to be a formator of student leaders and organizations at the Office of Student Affairs (OSA). At first, I found formation work too much for me to chew, but with the support of people and a lot of self-confidence, I took up the challenge. Being a former student leader myself, it was a fitting opportunity for me to help facilitate student leadership formation through concrete development programs. Amazingly, in a short span of time, positive evaluations, responses, and even awards affirmed my work. Overjoyed, I imagined myself working at the Ateneo de Naga for a long time.

But at twenty-six, I was just too fluid. What I thought quickly changed. At this time, I left OSA to work for no less than the President of the university. In my new niche, I met, talked and dined with prominent people – some of them, grownups, others, not -- listening to and being inspired by their” matters of consequence.” I worked with nice colleagues who, mostly, did not think like grownups, thankfully. With them, I was pushed to live out excellence, be it in writing, organizing, or even clerical work. True, I had a prestigious and convenient job. But I was looking for something more. It came to a point when I was so sure of leaving the Ateneo de Naga.

I realized that, at twenty-six, I was underpaid. I did not have my own house or my own car. I had no savings in the bank. I was dependent on the grown-ups. I felt underappreciated, unable to maximize my potentials and skills. But I kept myself busy at work and with extra-curricular activities when not at work to sustain my busyness and to evade the thought of leaving due to some frustrations. My desires to help my family and to have a stable future kept me hanging on when, at the end of each day, I was forced to confront issues at work. My reflections – in the silence of my retreats and in the noise of my daily struggles - always led me to stay and to be grateful for my gifts. They, however, also led me to be attentive to my internal movements and to the options that life presented me with. As apparent answer to my prayer, I found myself home at OSA again before the summer ended, this time with a new assignment. I then embarked on a new journey that has been challenging, not materially rewarding, but inspiring.

At twenty-seven and twenty-eight, I was a jetsetter, flying near and far, awe-inspired by the Byzantine and Ottoman landscape of Turkey, the skyscrapers and subway of Singapore, the motorbikes and conical hats of Vietnam, the chopsticks and “kimchi” of Korea, and the fun in the Philippines. More importantly, I met and interacted with many people of different races, backgrounds, and matters of consequence. My perspectives widened, my linkages, expanded. But underneath all this personal and professional development, I was still on another journey – this time, to depths within myself: chasing liberty again, but a more guided one this time; seeking deeper meanings in life; forming interpersonal relations; finding my true place under the sun; desiring to be a better person.

Alcala launches ‘Year of Rice’ in BicolNAGA CITY - Agri-

culture secretary Proceso J. Alcala thanked the Bi-colano farmers and other agriculture stakeholders for doing their share in ensur-ing that our country attain self-sufficiency in rice by year end of 2013 as he as-sured them that the country is on track in its target to attain this goal. Addressing some 2,000 farmers, con-sumers, retailers, fisherfolk and other agri-stakeholders who attended the Regional launching of the National Year of Rice (NYR) last Thursday (Jan. 31), at the J. M. Robredo Coliseum here, secretary Alcala said Bicol region is one of the regions that has already at-tained rice self-sufficiency and even exceeded its target as of last year recording a 113% sufficiency level.

He said that at the national level , rice production in our country has increased by 8% from 16.68 million metric tons in 2011 to 18.03 million met-ric tons last year. This is the highest recorded production increase for the past 12 years.

Although the secretary stayed only briefly as there was an urgent call from the president, he delighted the Bicolanos with his bantering, warm and sincere interaction with them and his practical down-to-earth approaches to achieve food sufficiency for the country. Before he left he made sure that par-ticipants have something to bring home as he authorized the DA regional officials to raffle off right there and then

UNEP welcomesPACUCOA visitorsAccreditors from the Phil-

ippine Association of Colleges and Universities Commission on Accreditation (PACU-COA) visited the University of Northeastern Philippines (UNEP) over the weekend to review the facilities, teaching instructions, laboratories and other areas of concern in rela-tion to its on going accredita-tion process.

Dr. Jaime Buzar , Chairman of the visiting team was wel-comed by UNEP President Atty. Remelisa Alfelor-Moraleda to-gether with the university’s top officials , Department Deans and officers.

Moraleda said that the visit will open more doors for im-provement, not just for the university but also for the stu-dents.

“This will benefit not only to the academic institution but also the faculty members and our students who will be assured that the programs being offered to them have passed through quality standards,” Moraleda said in an interview.

The team went around the university for three days, in-spected the facilities and looked at various areas for improve-ment. Each visiting PACU-COA member had their respec-tive responsibilities and areas of concerns.

NAGA CITY -- Operators and drivers of utility vehicle express in Camarines Sur will have to stop conveying passengers if they are still us-ing old-model passenger ve-hicles. Pursuant to the latest ruling of the Land Transpor-tation Franchising and Reg-ulatory Board (LTFRB), it prohibits passenger vehicles aged 13-years-old and more from operating.

LTFRB Memorandum Cir-cular No. 2012-0217 and 2012-030 reiterate the mandatory phase out of old UV Express units in all parts of country to

ensure the road-worthiness of the vehicles and the safety of passengers.

Tamban Van Operators and Drivers Association Treasurer Leous Andal said that they will follow the LTFRB order since they were already in-formed that the said regulation will take effect on January this year.

She further said that it is already stipulated in the cir-cular that they have to acquire new units of van in their next renewal.

But like other van organi-zations in the province, Andal said that they would also like to request for a one or two-

year extension before LTFRB decides to fully implement the order. She said that not all op-erators can afford to buy new units and dispose their old ve-hicles quickly.

But, since 2007, opera-tors and van owners already knew about the substitution of units and the discharge of the old ones as public con-veyance system, stated Arnel Sebillo,engineer and LTFRB OIC.

He said that this year, they will already refuse renewal of franchise of operators still us-ing old-models.

Based on the records of LTRFRB, there are 291 util-

ity vehicle express plying the routes of Naga, Balatan, Bula, Del Gallego, Goa, Iriga, Lag-onoy, Libmanan, Nabua, Pasa-cao, Ragay, Sabang, Sipocot, and Tamban in Tinambac.

Goa to Naga routes has the highest count of UV Express numbering 42 units, followed by Iriga City with 36 and Pasacao with 34.

There are 256 UV Express units traversing the Daet-Na-ga, Daraga-Naga, Iriga-Le-gaspi, Legaspi-Nabua, Legaz-pi –Naga and Naga to Tabaco City via Sabloyon, with the Daet-Naga route having the highest number of said vehi-cles numbering to 98 units.

The raffled items in-clude 2 units hand tractors with trailer worth P130,00 each; 2 units threshers worth about P85,000 each ; 2 cara-bao with implements worth P33,000 each; 400 pieces lam-inated sacks worth P500 each, 300 bags of palay seeds worth P1,200 each ; 24 bags of open pollinated corn seeds worth P700 each; and 400 fruit bear-ing pili trees worth P20.00 each. BFAR also raffled off 5 units 16 HP engine for mo-torized banca worth P30,000 each and 25 units gillnets worth P3,000 each. Due to limited time other items slated to be raffled to lucky partici-pants were no longer given away but will be raffled in the forthcoming activities.

The Philippine Coconut Authority through deputy ad-ministrator Roel M. Rosales also turned over check incen-tives worth P415,800 for 68 farmers who planted a total of 29,700 coconut seedlings. The checks were received by Tinambac municipal coun-cilor Francisco Alvarez.

Also present during the launching were assistant sec-retary Dante S. de Lima, national rice program coordi-nator who presented the over-view of the Food Staples Suffi-ciency Program, Dr. Eufemio T. Rasco Jr., executive director of Philippine Rice Institute (PhilRice) and also a Bicolano who presented the rationale and the planned activities for the NYR celebration.

underappreciated. I am still not romantically in love. I am still having questions of whether or not to leave my present work or the country.

But today, I recall having earned a Mayoral Award at a young age. I have traveled to many countries abroad in the last two years. I have gained 788 Facebook friends from 35 countries all over the world. I have true friends. I have found a new passion – photography -- that has resulted into the creating of 44 albums in eight months. My brother has just been promoted Associate Manager of Manila Water. My mother is in the peak of her career as a teacher and school administrator. My father is still the kindest and most hardworking father a son can ask for. My sister has been blessed with a child, Princess Reigne, who has made our home livelier and the grown-ups happier.

In the Ateneo de Naga University, I have been given opportunities which have allowed me to create a positive impact on the life of other people, especially the youth and the external community.

Today, God affirms His great love for me though the love of my family and other people and the many gifts I have received all these years. It would be too ungrateful and unjust of me if I ended up just ranting a lot. After all, I am not underpaid in the area of blessings.

Today, I remember myself at seventeen and my plan to be a grown-up at 30, and I laugh at my foolishness. Maybe, given that only a year stands between now and this self-imposed deadline, I will still not yet be ready for the matters of grown-ups when I do hit that age: settling down, getting married, having kids, fulfilling responsibilities and obligations, and confronting some serious stuff that my parents still think, talk, quarrel and worry about. Maybe I should give myself five more years instead -- or maybe more – to reach my goal . Maybe I should plan a bit less and let life surprise me a bit more. Maybe I should just live each day like it were the last.

Maybe I should learn from the past thirteen years of my life how I, in each year, tried to control my life, succeeded and failed; how I sought and found happiness and love, succeeded and failed; how I tried to make myself productive and relevant in my community, succeeded and failed. Maybe I have not reached my best form yet or uncovered my real purpose and vocation, but my journey has been towards something good. And I believe God will not protest if I claim that despite my inadequacies and excesses, I have been good. Not perfect. But good.

TOMORROW, on my 29th birthday, I will still be the little prince that I was at sixteen. I will still not be a grown-up. Rather, I will only be a year older than yesterday. However, with my hairline receding, I would be lying if I say that the thought of being a grown-up someday does not affect me in any way. Truth is, it does cause me some emotional stress to go through the normal transition from 20s to 30s and make some adjustments in my lifestyle. There just seems to be so much in youth that I have not outgrown yet. There is so much that I have not yet experienced. And these youth issues have surfaced of late. It is funny, but maybe I am just having either a premature midlife crisis or a late quarter-life crisis. Maybe I am just too anxious of the future. Maybe I am just overanalyzing things. Or maybe, I am just normally living. Maybe, I am growing up – without being a grown-up.

BE that as it may, tomorrow, when I turn twenty-nine, I will continue to grow up. Tomorrow, at twenty-nine, I will seize the chance to be stronger, wiser, more grateful, more forgiving, more loving than today. Tomorrow at twenty-nine, I will continue to search for deeper meanings and long-lasting happiness.

-September 5, 2011***EpilogueThe old musty smell or the rough feel of textured pages in

books read during my teenage years no longer exists. In its stead now sits an iPad on my lap with its cold, weighty, and disengaging visual display. One day, I browsed through an e-copy of “The Little Prince,” which I had downloaded, once again. The emotional connection was still there. But I was reading the book with the eyes of a 29-year-old this time. In one chapter, the little prince says: “The people where you live grow five thousand roses in one garden... yet they don’t find what they’re looking for...” What fitting backdrop these words were as my long journey to self-awareness continued.

At twenty-nine, I had asked myself: What is my one matter of consequence - one that motivates me in all my endeavors, one that could sustain me. These are serious questions. Yet they are not questions of a grownup as they lead one to reflect on things beyond figures. With ‘being thirty’ lurking just around the corner, I felt a bit of pressure to engage in more serious discernment so as to, hopefully make bigger decisions when I turned thirty. Being thirty, I imagined, would be a turning point in my life, a time when I would get to have a clearer picture of how and where I would spend my life at least for the next ten years. I did not want to grow old regretting what I should have done today.

Now, finally, I am on the saddle of my thirtieth year. As I sit here today, a few hours before the year 2013, I find that this thirty-year-old still has no complete grasp of the future. So at some point, I ask myself, “What happened to my experience of retreats and other discernment activities? Meaning next year, should I expect to still feel the same feelings and confront the same questions about recurrent issues - such as my career, for instance?

More than frustration and impatience, however, what I feel while writing this is a sense of courage, openness, and excitement about life’s options. I believe that surprises await me as well as opportunities which shall be given to me as a consequence of my decisions and life’s inherent kindness. These positive energies are enough self-reassurance that things will turn out right. For indeed, despite some personal struggles, my 30th year has been unfolding as one of the best years of my life. In 2012, I experienced some firsts, went to places near and far, and achieved dreams that have changed me forever. I met new people, strengthened old relations, and made fresh ones that I hope to nurture for good.

Being thirty today, I have so far made more conscious efforts to move towards my personal happiness. And yes, I’m happy to be happy. It is a new and strange feeling, but it is the feeling that, nonetheless, has settled within me after many years of pain. For all that I have done and accomplished in the last thirty years of my life, however modest they may seem to the world, I deserve to be happy.

The journey is far from over. But being thirty seems like a good place to be in.

matters of consequence . . . Naga River Revitalization Projectgets foreign backing

NAGA CITY -- The In-ternational Council for Local Environmental Ini-tiatives, international fi-nancing community and international non-govern-ment organizations have given their support to the Naga River Integrated Re-vitalization Project.

Mayor John Bongat of this city arrived last week from Basel, Switzerland assured of the international organiza-tions’ support to the program, basically the core of Bongat’s visit in Switzerland whose trip was sponsored by the Cities Development Initiative for Asia (CDIA) in exchange of his presentation of the Naga River’s program and its concept to potential investors who will be willing to finance the project.

Based on CDIA’s pre-feasibility study, the project’s cost is estimated at $65 mil-lion.

Bongat’s presentation was lauded by representatives from several countries for its integrated approach and his inclusion of the city’s his-toric, cultural and religious prospective to the implemen-tation of the project.

“We now included the word integrated in our project to emphasize that we will be applying a multi-faceted ap-proach in bringing the Naga River blueprint into reality, not just to all the Nagueños

but for all the Bicolanos, particularly Ina’s devotees,” Bongat said in an interview.

Bongat said the project will not only focus on the protection of the environment but will also include disaster risk reduction management, conversion of the riverside into an economic zone, its

preservation as their heritage and as a tourism initiative which will bring to the fore the city’s potential for growth and development.

Part of the big picture is the construction of 6 mini-ports or wharfs along the riverside where small bancas will fetch and embark their passengers.

This is one of the compo-nents of turning the river-banks into economic zones through the river transport system and will give baran-gay residents an alternative livelihood source. The docks or landing stages will be built from Barangay Sabang going to Magsaysay area and will benefit constituents of the 11 barangays located along the Naga River.

Dubbed as the Naga River Rehabilitation Project then when the late Interior and Local Government Secretary Jesse M. Robredo first pre-sented the study in Singapore in 2010, the venture is now elevated in its revitalization status, with the inclusion of making it not just as one of the city’s tourism attractions, but also an economic center where economic growth will be its centerpiece.

The project will cover three phases: the physical re-habilitation of the riverbanks by building green river walks in both sides, the construc-tion and operation of waste water treatment facilities and a greenway development scheme which will intercon-nect the public road leading to the central business areas, government entities and edu-cational facilities.

DENR, DOT team up for ‘sustainable tourism’The Department of En-

vironment and Natural Re-sources (DENR) and the De-partment of Tourism (DOT) have teamed up to ensure that the government’s biodi-versity conservation efforts would not be compromised by ongoing tourism develop-ment projects in various parts of the country.

LIBMANAN, Cama-rines Sur --- Fifty (50) Out of School Youths (OSYs) and Out of School Adults (OSA) benefited from the Launching of the Balik Eskwela Program held here over the weekend. The activity was spearheaded by the Department of Edu-cation through its Alterna-tive Learning System (ALS) program and its partner, the National Grid Corporation of the Philippines (NGCP).

NGCP Head of Corporate Affairs Department Nelson F. Cabangon said that the activity is also in line with their com-pany’s advocacy in pursuing accessible education, particu-larly for children residing in the countryside.

“NGCP is one with the gov-ernment’s campaign in pro-moting education for all, most

especially for those children and students who were just hampered by financial difficul-ties but are still willing to pur-sue their dreams by achieving a diploma,” Cabangon said in an interview.

Cabangon added that this community activity is also in line with the promotion of NGCP’s corporate social re-sponsibility.

The BalikEskwela program is a joint project between NGCP and DepEd, together with their partners, Camarines Sur Electric I Cooperative (CASURECO I) and the local officials of Baran-gays Candato and Bagumbayan in the municipality of Libma-nan, Camarines Sur.

NAGA CITY --- On Feb-

ruary 10, the Philippine Red-Cross (PRC) Camarines Sur- Naga Chapter will join million of Red Cross volun-teers as they run for human-ity and raise the red flag of volunteerism on Sunday here. This is a sequel of the Million Volunteer Run first held in December 4, 2011.

PRC-Camarines Sur Chap-ter Administrator Nanette Rodrigazo is encouraging members of the community, from the academe to various government agencies and pri-vate institutions to enlist them-selves and join the 2nd leg of the Million Volunteer Run as they inch their way to another historic feat.

“We would like to invite ev-eryone to join us in this activ-ity as we endeavor to raise the awareness of the community in

addressing pressing humanitar-ian challenges. The funds that we can get from this activity, will be used for the Red Cross 143 Volunteers training pro-gram on disaster management, including related programs on disaster preparedness that Red Cross is pursuing, “Rodrigazo said in an interview.

Volunteers and runners for the MVR2 here in Naga will converge at SM City Naga, the venue where the sports event will commence. Gun start will promptly be at 5:30am.

The route will start from SM City Naga all the way to St. Joseph School , Pangani-ban Drive, Circle Rotonda, Magsaysay Avenue going to Villa Caceres Hotel as the turn around point and back at SM Naga parking as the finishing area.

PRC Chairman of the Board of Directors (BOD) Pete Servano is hopeful that

just like the MVR1, this sports event would encourage more runners to run, not just to save themselves, but also to save the lives of others.

“The spirit of volunteerism is innate in each and every one of us. The very essence of this run is to empower ourselves and our nation against the dan-gers of disasters. Red Cross has always been in the forefront of this campaign, with the help of our selfless volunteers, “ Ser-vano added.

To encourage more runners, Rodrigazo has announced that a prize awaits the biggest dele-gation. For those who were not able to register with a singlet, they are encouraged to run with their red shirts or sports sando during the run.

At the same time, Paje cited the important role of the govern-ment’s convergence initiative in pursuing environmental protec-tion programs, saying it “could double or even quadruple the impact of a project.”

A government undertak-ing, he said, would yield bet-ter results if two or more line agencies will work together to achieve its goals. “There are so many commonalities between the DENR and DOT when it comes to tourism. We can

In a recent forum with the media at the Embarcadero De Legazpi in this city, Guinto said the validation teams from every provincial police office in the region deployed to check the conduct of checkpoints in towns and cities have not reported any police unit found not in the place and time of scheduled checkpoint operation.

The recent haul of gun ban implementation was the arrest of a riding in tandem in Sto. Domin-go, Albay, over the weekend and the immediate filing of charges against the suspects for illegal possession of firearms in viola-tion of Comelec regulations.

Senior Insp. Edgar Azotea, town police chief, reported to Guinto that they were manning the checkpoint along Barangay San Isidro of the said town be-fore dawn Saturday when they received a request for police as-sistance from a nearby night es-tablishment.

Some of his men left the checkpoint and responded to the scene but along the way they chanced upon the suspects parked on the roadside beside a passen-ger tricycle.

The suspects tried to confuse the police by saying they were out of gas and asking the tricycle driver to tow their motorcycle.

One of them was seen plac-ing inside the tricycle a black bag which later was confirmed with a .38-caliber revolver inside and upon checking the suspects’ mo-torcycle, they found out the fuel tank remained almost full with gasoline.

The arrested suspects later turned out to be the same suspects in the string of car theft activities in this city and the adjacent towns of Daraga and Santo Domingo.

Guinto said policemen have been briefed about possible alibis or strategies by suspects to hide firearms, especially when nearing or are flagged down at the check-point areas.

“We are grateful that out of all the arrests we made since the start of the gun ban, our men have not been on situations of the same magnitude as those reported in other areas. But our policemen are keen in pursuing intensified checkpoint operations in the re-gion,” Guinto said.

Late last month, he issued memoranda to all provincial po-lice offices for submission of a daily consolidated accomplish-ment report on the conduct of Comelec checkpoints, intelli-gence-related patrol system, and enhanced visibility and security measures in highly populated ar-eas--all in relation to the ongoing election period.

The MOA signed between the DENR and DOT forms part of the implementation of a project entitled “Partnerships for Biodiversity Conservation: Mainstreaming in Local Agri-cultural Landscapes” or sim-ply the Biodiversity Partner-ships Project (BPP) launched in December last year.

The project involves train-ing local government units (LGUs) in pilot sites, mostly threatened by unsustainable agricultural production and in-compatible land use, on plan-ning and managing economic activities without affecting re-maining natural habitats. The sites were selected for being key biodiversity areas where conservation of the threatened species within them is a high priority.

Under the MOA, the DOT is tasked to provide technical assistance to local communi-ties in establishing sustainable tourism enterprises and activi-ties under a Sustainable Tour-ism-Biodiversity Conservation Framework and Implementa-tion Plan, and to facilitate its adoption.

Meanwhile, the DENR, along with the Department of

denr, dot team up for . . .Trade and Industry and other partners in the program, would assess the feasibility of poten-tial tourism projects in the BPP areas.

The BPP is a US$17 mil-lion project funded by the Global Environment Fund (GEF) through the United Na-tions Development Programme (UNDP), and implemented by the DENR through its Protect-ed Areas and Wildlife Bureau (PAWB). Total grant proceeds from the GEF and UNDP are pegged at US$4.8 million, while US$12.2 million will be the counterpart from the Philippine Government and its partners, who come from LGUs and conservation orga-nizations in the pilot sites.

The BPP started in Septem-ber 2010, with actual operations commencing a year later, and is scheduled to end in December 2016. The eight pilot sites for the project are in the following areas: Peñablanca Protected Landscape in Cagayan Prov-ince; Quirino Protected Land-scape in Quirino Province; Mt. LEGAZPI CITY -- The Bureau of Internal Rev-enue in Bicol Region has recognized the heads of the revenue district offices in Naga City, Catanduanes and Masbate City for being the top performers in last year’s tax collection drive of the agency.

The three RDOs’ perfor-mances along with other col-lection districts that exceeded their tax goals for 2012 alto-gether propelled the BIR’s overall revenue generation of P5.6-billion, which is way above its regional aim of P5.4-billion.

Almost 94 per cent of the P200-million excess in tar-get collection in the region was contributed by the three top RDOs, earning for the concerned collection officers awards of certificates of rec-ognition.

Socorro Lafuente of RDO-65 in Naga City was the top collection performer, remit-ting to the BIR over P1.5 bil-lion—which is P129 million above the P1.4-billion goal.

The second place was shared by Ma. Teresa Noemi Pizon of RDO-69 in Catand-uanes for surpassing the target by P27 million and Melquia-des Cancela of RDO-70 in Masbate City, with excess collection of P32.5 million.

As to amount of excess collection, RDO-70 was higher, but as to percentage of excess, it was RDO-69 which had better accomplishment.

BIR Bicol Regional Di-rector Esmeralda Tabule also commended the performances of other RDOs that exceeded their collection targets: Iriga City, P8.0 million or 40.2 per

cent; Sorsogon City, P3.5 mil-lion or 8.7 per cent, and Daet, Camarines Norte, P1.8 million or 5.4 per cent.

A simple awarding ceremo-ny was held at the BIR regional office in this city last week.

Tabule attributed the good collection performance of the Bicol Region to at least three supplemental programs she initiated last year and the good working chemistry among BIR personnel established jointly with newly-installed Assistant Regional Director Janette Cruz.

One of the programs is the intensified posting of stickers in every establishment in the re-gion bearing the message: “Sa kada Pagbakal Mo, Obligasyon ko an Mag-Resibo” (For every purchase you make, it is my ob-ligation to issue a receipt).

Tabule also credited the Oplan 2305, which requires the updating of tax exemptions, and Oplan “NV-2-V” (Non-VAT to VAT), requiring all non-VAT registered taxpayers to change registration to VAT if they al-ready exceeded the required threshold amount of yearly gross sales.

“The attainment of 2013 goal is never far-fetched,” she said in her appeal to the vari-ous RDOs in Bicol to sustain the efficient implementation of tax administration to attain this year’s collection target of P7.1 billion. -PNA
