IMPORTANT NEWS

Travel alert

All EU MS advise their citizens to monitor closely the situation, particularly in Bangkok, giving the sources of information (e.g. disaster center, local media, etc). The Embassies factually update their advices. None of the MS have decided to downgrade the level of travel advice as it has been extended for the unspecified period of time (initially 27th – 31st October 2011 has been indicated). The situation is closely monitored and should it remain stable for another few days, most of the MS will consider downgrading their advice.

13 EU MS (IE, AT, ES, IT, FI, DE, HU, NL, SK, CZ, UK, DK, PL) and NO advise against non-essential

travel to Bangkok and most of them also to the flood-ridden Northern and Northeastern provinces of

Thailand. It is stressed though, that the Suvarnabhumi international airport remains open, can be reached from the city centre and flights to destinations elsewhere in Thailand continue to operate normally.

Major causes of flooding in the City of Bangkok: /remains unchanged/

1. Rain City is located within the monsoon zone exposed to the southeastern monsoon and an annual rainfall of 1,400 mm. City is also affected by the tropical storms and depressions which also cause heavy rainfall and flooding for short periods of time.

2. Influx of water from the northern runoff In a year of low influx the rate would be 1,000-2000 m3/sec. whereas in the peak year the rate would be 4,000-5,000 m3/sec. Chao Phraya River can withhold only 2,000-3,000 m3/sec. The excess amount of water implies flooding in the areas adjacent to the River.

3. Tides The level of water in the River is subject to tides. The high tide could reach up to 2,1 m. Hence, at the time of the inflow of water from the north incorporating with high tide flooding is also inventible.

4. Location City is located in a very low area (1,5 m above sea level) and additionally is flat. This means that in case of flooding the water needs to be pumped out since it cannot flow itself to the sea.

BMA Draining System and its capacities: /remains unchanged/

MBA utilizes the concepts of closed and containing areas as measures on flood prevention in the area of Bangkok Metropolitan the application of which enables BMA to be contained under the rise of the level of water of Chao Phraya River up to 2,50 m above the Mean Sea Level (MSL), the flow of the River up to 4,000 cu.m./sec, and draining of rain water of not above 60 mm/hour. If any of the three conditions is above the limits, flooding in certain areas is likely.

BMA’s draining system consists of:

1. Water barriers - King’s Dike - permanent one, 72 km of length to protect inner Bangkok; - Water barriers along the bank of Chao Phraya River, Khlong Bangkok Noi (next to Siriraj

Hospital) and Khlong Maha Sawat (eastern part of Bangkok) - permanent one, 77 km of length. The barrier serves to protect the City from influx of water from the northern part and also from high tides.

2. Sewers The sewers serve as passages of draining water at the total length of 6,400 km.

3. Canals and ditches 1.682 canals and ditches serve as passage of drained rain water into the Chao Phraya River at the total length of 2,604 km.

4. Pumping stations, water gates and pumping wells The system is capable of draining out the water at the rate of 1,588 cu.m./sec. comprising of 158 pumping stations, 214 water gates and 180 pimping wells.

5. Mobile pumps The total of 1,152 mobile pumps is ready for operations in areas sensitive to flooding and areas of contingent flooding at the total capacities of 692 cu.m./sec.

6. Water catchment areas The total of 21 catchment areas is capable of containing 12.75 cubic meters of water.

7. Super draining tunnels 7 super tunnels with approximate diameter of 5-5.60 meters are capable of draining water at the rate of 155 cu.m./sec.

Measures implemented to cope with the flooding in 2011 /remains unchanged/

High tide The height of the existing barriers along the River (2,5 m) has been reinforced to reach 3,5 m. The high tide comes twice a day (morning and evening) and persist for 2-3 hrs. High tide is over. The highest sea level was recorder at 2,65 m. The next high tide is expected mid of November 2011. Until that time Thai authorities need to maintain the northern runoff.

The level of the Chao Phraya River is currently at 2,44 m MSL which means it is lower than predicted and much lower than the previous day (2,48 m).

Northern runoff The influx of water was unexpected in terms of speed and quantity. Temporary barriers have been built in addition to the existing King’s dikes to prevent the inner Bangkok from the water to overflow. The water has been partly drained and partly redirected. It is expected that 2/3 of thw water amount shall be maintained. 1/3 will need to overflow but shall not case a great impact to the inner Bangkok.

Worst scenario (by FROC and GISTDA) /unlikely at the moment/ /remains unchanged/

Inundation of Inner Bangkok from 10 cm up to 1,5 m depending on the distance from the river and canals, particularly the areas of one-storey houses as well as the areas that usually are inundated during heavy rain in the rainy season. BMA will make announcement for specific areas or districts. The worst scenario presumes that the water might remain in Bangkok from 15 days up to 1 month depending on the area.

Water maintenance plan (by FROC and GISTDA) /remains unchanged/ In order to facilitate maintenance as well as to control the flow of the water from the North, Bangkok has been divided into 3 parts:

WEST: 30% - drainage via Tha Chin River to the sea CENTRAL: 50% - drainage via Chao Phraya River to the sea EAST: 20% - drainage via Bang Pakong River and Nakhon Nayok River to the sea

The water is consequently pushed down to the sea during the low tide. Until 31st October the drainage was rather difficult as at the same time Thailand was facing enormously high tide of the sea in the Gulf of Thailand. Therefore, the volume and mass of water was too large for the Thai authorities to drain it before it reached Bangkok Province. The water needed to flow through the particular districts of the Province and will be trapped from 15 up to 30 days. However, as Bangkok is rather flat, the water will not have a great speed and will not cause a great threat to life.

Great volume of flood water has reached Khlong Maha Sawat (connection between Nonthaburi and Nakhom Pathom) resulting in a further influx into Thawi Watthana and Taling Chan districts (both evacuated) and also further endangering Bang Khae district which has been alerted to prepare for eventual evacuation. The increase of water may result in evacuation within the next few days as the area has already been affected due to the water flowing from flooded Salaya and Putthamonthon.

Central part of Bangkok province has been assigned as the main passage for the maintenance of the northern runoff (50%).. The water is currently being drained via two passages:

1. Khlong Song – Khlong Bang Khen – Khlong Bang Bua – Khlong Lad Phrao – Khlong Saen Saeb – Rama 9 Super Tunnel (5 m of diameter) – Chao Phraya River;

2. Khlong Song – Khlong Bang Khen Mai – Vibhavadi Gate – Khlong Bang Sue - Chao Phraya River.

The overflows of water from Khlong Song and Khlong Rangsit, as previously alerted, has flown down to 4 districts: Chatuchak, Lad Phrao, Huay Kwang and Wang Tonglang. Huay Kwang and Wang Tonglang currently remain unaffected as the water flows via Rama 9 Super Tunnel and overflows are unlikely to take place. Chatuchak and Lad Phrao (40-50 cm along the Khlong Lad Phrao) districts have been further flooded though (see affected roads below) and the residents have been advised to move their belongings to higher ground. Evacuation alert has not been issued yet.

Due to the incident at Sam Wa water gate (Lam Luk Ka, Pathmum Thani Province) which has been damaged by the local residents who wished to speed up the water drainage in that manner, further districts and sub-districts have been threatened and the alert has been announced to: Bang Kapi (6), Bueng Kum (27) and Saphan Sung (44). The water has caused flooding at Ram Intra Road, soi 21, 39, 19 and 3-5 km (30-50 cm of water covering road surface). Damages are being currently fixed. The situation is closely monitored as eventual further overflow of the water needs to be dealt with until the upcoming high tides, that is November 11th – 17th and 25th - 30th . There is no guarantee that the gate will hold on still upcoming water from the North.

There will be no further influx of water from the North. Therefore, once the water in the Western part of the province is maintained and the Northern runoff redirected via central part of it flows down to the sea – the situation will be considered as controlled in the whole country. It is expected that remaining flood water will be drained within 15 up to 60 days depending on the province and area.

1. Electricity The Metropolitan Electricity Authority INFO: 1130 (Hotline) or 02-256-3388, 02-256-3389 or 02-256-3222 (Flood Operation Center)

Metropolitan Electricity Authority is closely monitoring the situation especially in the alerted districts. The power shall be cut off if the water is over 70 cm to 1 m as this is the height of the electricity meters in most buildings – currently no power shortages are planned for the affected areas in Bangkok. The power shortages will be performed regionally and once the water decrease, the inspection will need to be performed in order to turn it on again. Most buildings in Bangkok have generators, however in case of power shortage it is used for elevators back up and is sufficient for few hours only. No electricity in the areas of:

- Bang Bua Thong (Nonthaburi) – INFO 1130 - Bang Yai (Bangkok) – INFO 1130 - Bang Khen (Bangkok) – INFO 1130 - Thonburi (Bangkok) – INFO 1130 - Pathum Thani (only areas where water is above 1 m) – INFO 1129 - Ayutthaya (only areas where water is above 1 m) – INFO 1129

2. Tap water The Metropolitan Waterworks Authority INFO: 1125 (Hotline)

The damaged dike near Wat Nawong (Don Muaeng) caused the inflow of the floodwater into Khlong Prapa which supplies tap water to Bangkok. The Metropolitan Waterworks Authority confirmed that the tap water quality is still in compliance with the WHO standard. However, in some areas it might be slightly contaminated (yellowish color and smell). The contamination is not health threatening though. It is advisable though to boil the tap water first if considered drinking. So far there is also no risk of tap water incapacity. Water shortages might be expected in the flooded areas to prevent water contamination.

The Thai authorities have warned the people not to further destroy the water barriers along Khlong Prapa which prevent the waste water flow. The damages would cause water contamination which would affect nearly all communities in Bangkok.

CH expert currently working with Thai authorities on water management and drainage advise as very efficient water filter among those available in Thailand (see attached picture). The filter kills all (micro) bacteria even if the water has “dirty, yellowish” color.

3. Diseases and medication The Ministry of Public Health INFO: 1669

The Ministry has advised that so far there is no epidemical threat due to the flooding. The situation is being very closely monitored especially in the affected areas for the occurrence of: pinkeye, measles, diarrhea, leptospirosis, dengue fever, malaria and cold. The top 5 reported illnesses are: 1) tinea pedis, 2) strained muscles, 3) fever, 4) skin disease and 5) headache.

Shortages of certain medications have already been reported and some are expected. Therefore, the Ministry has instructed respective authorities to verify the shortage and supplies in order to increase production or import particular medication.

4. Food and drinking water Shortage of dried / tinned food and bottled water has been reported in most supermarkets due to supply chain disruption as well as high. A product distribution centre has been opened at Don

Muaeng airport and more other locations are planned (e.g. Chon Buri and Nakhon Ratchasima). The production of the missing items has been increased as well as extra imports of consumer goods have been allowed by the government. The Ground Water Resources provides clean water for the flood victims in affected areas. People need to bring their containers though. SUVARNABHUMI – operating normally The air traffic has been reported due to flights rebounded from Don Muaeng airport. Only minor delays confirmed as of the moment. The airport is well-secured and local authorities insist on confirming it will not be affected by the floods. U-Tapao military airport is ready for eventual overtaking of flights. There are few airlines which already delegated their staff to U-Tapao (e.g. Singapore, Air Asia, Thai airlines). The water level is still controllable and is not threatening the flights at the moment.

There are 3 main ways to transfer to Suvarnabhumi airport:

Bang Na - Trade – fully passable Motorway – fully passable Onnuj – Lad Krabang – fully passable

In case of Suvarnabhumi closure, U-Tapao may take over only small part of the flights (capacity about 3,000 passengers a day whereas for Suvarnabhumi its aprox. 140,000). Most flights will be redirected to other airports, though further transportation to the destination points will be difficult due to affected roads.

Flood walls surrounding the airport are of 3.50 m height (flood walls are permanent). Current water level is up to 80 cm depending on the area. The water level is controllable. Water in front of the terminal 1 and 2 is controllable at the moment (currently over 50 cm). Don Mueng – Rangsit brigde as well as Vibhavadi Road up to Rangsit intersection remains closed.

North (In-Out Bound) route starts from Bangkok Bus Terminal (Chatuchak) – Don Muang Toll Way and exit at Royal Thai Mint Factory – take regular route of Asia Highway. If the first route is congested, the alternate one is Bangkok Bus Terminal (Chatuchak) – Lamlukka Road – Klong 13 (Canal 13) – Rangsit-Ong Ka Ruk Road – Ban Na, Nakhon Nayok Province – Saraburi Province – Lopburi Province. From this passengers can take Tak Fa-Phai Salee to Phichit, Phitsanulok, Uttaradit, Nan, and Chiang Rai Provincetake. Passengers also can take Tak Fa-Takhlee to Nakhon Sawan, Kamphangphet, Tak, Lampang, and Chiangmai Province.
