Expression of Interest (EOI) for
Engagement of Project Management Design Consultants (PMDC) for
Extension Centre to Shri Mata Vaishno Devi Narayana Superspeciality Hospital
1. Background: - Shri Mata Vaishno Devi Super speciality Hospital constructed by Shri Mata Vaishno Devi Shrine board was inaugurated in April 2016 at Kakryal near Katra by Hon’ble Prime Minister of India. The state of art tertiary care Superspeciality hospital at Kakryal is being managed by Narayana Hospital who have a chain of multi speciality hospitals in India. The hospital is catering to patients across more than twenty different specialities providing affordable quality Medicare to the people of Jammu & Kashmir.
In order to outreach the OPD services of the Hospital to Jammu and its surrounding areas, a OPD clinic has been started at Jammu with specialist Doctors Consultations to help deliver affordable speciality consultation and initial screening services. The OPD clinic is presently functioning in a private rented building near Bahu Plaza, Jammu. To further strengthen the operations at Jammu by way of enhancing the quality of initial screening facilities, Shrine Board intends to convert one of their Multi-storeyed building viz. Saraswati Dham located at Railway Station Road at Jammu into a state of art extension centre to Shri Mata Vaishno Devi
Narayana Superspeciality Hospital-Kakryal. The objective shall be realized after carrying out alterations/additions/ modifications in the said building and to provide all modern infrastructures to add value to the overall patient care experience. This fully equipped extension centre shall benefit people of Jammu and its surrounding areas where access to speciality healthcare is at best limited.
For realizing this objective, the Shrine Board intends to engage the services of a Project Management and Design Consultancy (PMDC) who is well versed in the field of designing, implementing and executing various works pertinent to a health care facility.
2. Role of the Project Management Design Consultant:- The objective of the engagement of PMDC is to provide the required Engineering & Project Management services to SMVDSB for above named project from the current stage of Project to its Commissioning and handing over for operation to the entire satisfaction of SMVDSB and NH. The consultant shall be required to assist Shrine Board in Retrofitting, carrying out addition/alterations/renovation to the existing building to suit the requirements of an Extension centre to the main Super Speciality hospital at Kakryal by providing innovative solutions so that a state of art healthcare facility can be created.
3. Scope of Services to be provided by Project Management Design Consultant:- The nature of services to be provided by the consultant will include, but will not be limited to design & planning of all MEP services, design of civil engineering works, preparation of BOQ, provide supervision & coordination with all contractors with due emphasis on quality of design and deliverables. The scope of services also include monitoring and management of the project work.

One of the Existing buildings called Sarswati Dham, located on Jammu Railway Station Road is proposed to be converted into the Extension Centre. This building was constructed in the year 2003 to provide the lodging facilities to the pilgrims visiting Vaishno Devi Shrine. The building is having Ground + 4 floors and a basement floor. The total covered area of the building is approximately 45000 Sq.ft . It is proposed to carry out the alterations, modifications in the existing building and to add entrance lobby, lift wells and a ramp to the basement floor.
A brief gist of services to be provided by Project Management Design
Consultants are enumerated as here under:-
General:-
The bidders are informed that Naryana Hospital’s Project team would offer
Architectural and Interior Design services including concept designs, Tender
Drawings and documents , good for construction drawings.
PMDC will provide MEP design Consultancy including Electrical, HVAC, Fire
Alarm and fire fighting Systems etc. The scope of the consultancy is broadly
described below. PMDC is required to provide the expert support for the
implementation of the entire project using best practices, expertise and experience in
the consultancy field, as also appropriate the best intents of drawings and
specifications. The PMDC shall depute suitable and sufficient personnel for day-to-
day supervision, administration, monitoring and management of the project activities.
The details of personnel required to be deputed for this purpose by PMDC are
described in detail elsewhere in this EOI.
A marks wise brief of scope of services to be provided by the PMDC is as follows:-
a) Site evaluation in consultation with engineering wing of SMVDIME.
b) Assessment of the structural health of the Existing building by way of
conducting Non Destructive tests or any other tests as may be required in this
regard.
c) Conducting of Bearing capacity test for new structures.
d) Structural design of Entrance lobby, lift wells and ramp to basement.
e) Preparation of working/good for construction drawings.
f) Planning and design of services including MEP, Building Automation and Fire
Alarm Systems, Fire Protection System, Security Systems, Planning and
design of MGPS, Lifts, OT/Modular OT, HMIS etc & any other work required
for completion of facility.
g) Listing of detailed specifications for various components required for execution
of the work
h) Preparation of BOQs for various components of the project.
i) Preparation of Tender Documents and to provide assistance in bidding
process, Vendor selection and preparation of comparison of bids.
j) Project scheduling/preparation of CPM/PERT Chart to ensure timely
completion of the project.
k) Selection of material/approval of samples
l) Checking and approving of shop drawings as submitted by
contractors/vendors.

m) Preparation of co-ordination drawings for all services indentifying the
responsibilities of each vendor accordingly.
n) To ensure coordination between architect, vendors and engineering wing to
avoid any delay in the execution.
o) To ensure strict quality management and control by getting the tests
conducted.
p) Complete inspection, monitoring and evaluation of works in terms of quality
and time lines on day to day basis by deputing full time engineers at site.
q) Handling day to day affairs at site.
r) Keeping engineering wing updated on drawing revisions/decisions to ensure
that the work is actually carried out as per the latest drawings.
s) Scrutiny and vetting of contractors’/vendors’ bills
t) Vetting of as built drawings prepared by the contractors’/vendors’
u) Preparation of completion and handing over documents.

4. Eligibility Criteria:
i) Bidders should have an experience of at least 5 years in providing Similar consultancy for health care projects.
ii) Bidders must not have been black listed or de-registered by any Govt. authority/ agency public sector entities in India/ Abroad.
iii) Bidder should have Designed, Supervised and Monitored at least 3 (Three) Health care projects with a minimum area of one of these projects as not less than 50,000 sft with project cost of one of these projects as not less than Rs, 25.00 crores.
Proof of assignment should be furnished in the form of letter of allotment and completion certificate issued by the each client.
iv) The consultancy must have following minimum strength of technical personnel in its organization for providing wholesome consultancy for the project. These personnel may be either in permanent or temporary employment of the consultancy. The consultant must furnish a proof of their employment with the firm.

The deployment of personnel at site, however shall not be limited to above and may need augmentation as per the instructions of Chief Executive Officer/ Chief Engineer, Shri Mata Vaishno Devi Shrine Board. Nothing Extra on account of additional Mobilization shall be paid by SMVDSB.
Besides, the technical head of the consultancy shall be required to pay visit to site of work as per the requirement at site during the tenure of the contract.

5. Instructions to Bidders
Instructions and guidelines for submission of application form for selection of
consultant:-
i) EOI can be downloaded from our web site www.maavaishnodevi.org
ii) Application form shall be submitted in Sealed envelope super scribing “Expression of Interest forExtension Centre of “Shri Mata Vaishno Devi Narayana Superspeciality Hospital at Jammu” on or before 06-06-2018 within 15.00 hrs. in the office of Chief Executive Officer, SMVDSB, Kalika Dham ,Railway Road, Jammu. The application can also be sent through Courier/ Registered Post to be delivered well before the date and time of receipt of applications. No application will be received after the due date and time.
iii) The application shall be submitted only as per enclosed format (s) along with Annexure I to VIII. Self-attested documentary proofs in respect of the details furnished in the application form shall be submitted along with the application. The intending firm shall also submit the list of such projects where due to any disputes litigation/arbitration was involved and/ or the consultancy services were abandoned/ suspended by the consultants. Suppression of any information in the regard may lead to disqualification of the firm/ consultant concerned, if such information comes to the notice of SMVDSB. Incomplete applications will be summarily rejected.
iv) The application shall be signed by the authorized person(s) of the firm. All pages of the EOI document shall signed/sealed.
V) SMVDSB reserves the right to accept or reject any application or cancel this EOI process without assigning any reason or incurring any liability thereof.
vi) All annexures duly completed should be submitted. The annual turnover & profit loss statement by way of professional fees for consultancy for last three years duly audited by a chartered accountant should be submitted. Certified copies of award letters, completion certificates etc. should be enclosed.
vii) Summary of regular /permanent professional employees & key personnel including the nature of specialization, qualification & experience should be enclosed along with certificate.
viii) Applicant should give an undertaking, certifying that the firm has not been blacklisted by any Govt./Local bodies/PSO.
The Evaluation of applications submitted by the firms shall be undertaken
based on details submitted by them strictly as per requirement of this EOI document.
Applicants shall not be required to submit their own additional information or material
subsequent to the date of submission and such material if submitted will be
disregarded. It is therefore essential that all details are submitted by the applicants
accurately and specifically as per requirement of this EOI. However, Shri Mata
Vaishno Devi Shrine Board reserves the right to ask any clarification from the
applicants for details submitted if it so desires during evaluation.
6. Conflict of Interest
Shri Mata Vaishno Devi Shrine Board requires that the consultants should provide professional objective and impartial advice and at all times hold the Employers interest paramount, strictly avoid conflicts with other assignment/jobs or their own corporate interests and without any consideration for future work. The

consultants and any of their associates shall be considered to have a conflict of interest and shall not be hired under any of the circumstances given below:-
a) Conflicting activities or assignment is providing goods or works or assignment other than consulting assignment.
b) Conflicting relationships i.e. business/ relationship with a member of Employer’s staff involved in the job.
c) The consultants shall be required to observe the highest standard of ethics during rendering of professional services.
7. Evaluation Criteria.
The bidders shall be evaluated on the following parameters on a scale of
100 marks. The bidders will be awarded marks on the following basis.

3. Strength of Technical Team of the Bidder Company

SMVDSB reserves right to modify the criteria and take its own decision if
required so.
Only those applicants who secure a minimum of 70% marks shall be considered for issue of Request for Proposal (RFP). In case, the qualifying bidders are less than 3, SMVDSB reserves the right to relax the criteria for qualifying the bidders.
