The Committee is interested in an experienced professional with a proactive, creative, flexible and service-oriented approach in their daily work. As well, we are looking for a demonstrated ability to work effectively in an environment that sometimes can be high-pressure, and at other times is a very quiet, heads-down environment. In addition, someone who has a proven commitment to providing non-partisan and confidential services to legislators, legislative staff, state agencies, and stakeholders. Background The Joint Transportation Committee was created by legislation in 2005 to conduct transportation studies and perform policy oversight at the direction of the Legislature. Some studies are conducted using consultant services; others are done by legislative staff, which includes House and Senate Transportation Committee staff in addition to JTC staff. The JTC operates in a bipartisan fashion, and is governed by a four-person Execu- tive Committee, who are the Chairs and Ranking Members of the House and Senate Transportation Committees. JTC members include all members of the House and Senate Transportation Committees. In addition to undertaking studies, the JTC holds monthly meetings during legislative interim periods, typically May through December. The JTC also organizes the occasional tour of transpor- tation projects and activities for legislators and staff as well as others, and coordinates the biennial update of the Transportation Resource Manual, a 500+ page compendium of facts and data about Washington’s statewide transportation system. The JTC is located in beautiful downtown Olympia, on the Intercity Transit bus line, near many restaurants, the Olympia Farmer’s Market and walking distance to the beautiful Puget Sound. The JTC has four staff, two of whom are full-time (Coordinator and Accountant/Legislative Assistant) and two of whom are part- time (Policy Analysts). Currently one part-time position is 80% time and the other 60%. The 2017-19 biennial budget is $2.3 million, including funding for consultant studies. • Working with the JTC Chair to develop agendas for monthly interim meetings;• Providing coordination and direction for non-study related activities such as tour planning and other

tasks;• Coordinating joint activities with House and Senate Transportation Committee staff.

Administration• Leading a small legislative agency, with all the responsibilities associated with operat-

ing a state agency;• Performing budget and fiscal analysis and preparing the agency budget;• Ensuring that the accounting and budget processes at JTC are in accordance with the

Office of Financial Management policies and procedures;• Maintaining and working with the Executive Committee to update agency policies,

by-laws and procedures, as needed;• Approving Committee expenditures;• Assisting Committee Members in recruiting, interviewing, and screening candidates for professional level

staff positions; and• Performing other work as required.

Project/Research/Study Activities• Providing advisory services to the JTC members on policy issues, organization, communications and other

areas of interest;• Assisting House and Senate Committee staff to write budget provisos directing the studies;• Developing budget estimates for studies;• For studies and projects involving consultants: working with JTC staff to coordinate

consultant selection, including writing and issuing RFPs, screening consultants andverifying qualifications, conducting interviews and scoring proposals; preparing con-tracts for execution by the JTC;

• Coordinating JTC staff assigned to support projects and studies;• In addition to coordinating all JTC studies, also acting as lead staff on some studies;• Approving contract and consultant expenditures.

Knowledge, Skills and Abilities Desired• Knowledge of legislative, administrative and budget processes; methods and tech-

niques of research and policy analysis; relevant issues in Washington State as wellas other jurisdictions; and understands the structure, functions and culture of theWashington State Legislature;

• Ability to analyze, evaluate and develop transportation and budget policy; plan, orga-nize, coordinate and lead study/project activities; communicate effectively, both orallyand in writing;

• A Bachelor’s degree with a major study in public policy, public administration, political science, transpor-tation or a related field;

• Graduate level work is desirable;• Knowledge of transportation issues in Washington State.

CompensationThe Coordinator reports to and serves at the pleasure of the JTC Executive Commit-tee. Annual compensation is competitive, depending on qualifications. The JTC offers a generous benefits package including medical, dental, retirement, life and disability insurance, and paid holidays as well as vacation and sick leave.
