1About the Event

INTRODUCTIONAsia’s transportation funding needs remain immense. According to the Asian Development Bank, Asia as a whole needs to invest US$14tn by 2030 to resolve a serious transport infrastructure deficit to keep pace with the rapid growth of economies, population and urbanization. Many of these economies are now embracing Public Private Partnerships as an alternative to traditional public financing and procurement methods to deliver road and surface transport programs. Earlier this year, Chinese authorities signaled they would promote the use of PPP contracts in countries involved in its Belt and Road infrastructure initiative, representing a major turning point for China and the region.

In partnership with the China Highway & Transportation Society and the China Academy of Transportation Sciences, the International Road Federation is sponsoring a three-day PPP training program lead by renowned international practitioner with experience in the public and private sectors planning and delivering PPP projects in North America, Europe and Asia.

The program will involve presentations, case studies and discussions covering the PPP process and enabling environments for planning and implementing projects, public and private sector roles and functions, project risk assessment and proper allocation of risks, available tools to assess the financial viability of PPP projects, contractual relationships and conflict mitigation factors.

LEARNING OUTCOMESThe program is designed to provide attendees with the knowledge of PPP projects from the planning stage of a project through screening, value-for-money and risk analysis, procurement documentation development and procedures, bid evaluation, achieving Financial Close, and discussing operations phase roles, activities and non-conformance mitigation and resolution.

At the end of the course, attendees will:

• Understand PPPs, their role in delivering road infrastructure services and the importance of creating an “enabling environment” for successful PPPs

• Utilize available tools to assess project viability and screening

• Gain an understanding of risk allocation in PPP projects

• Understand procurement documents and steps to achieving Commercial and Financial Close

Mehran Avini has over 20 years of experience working in Canada, US, Asia and Central America – including work across China in road operations and maintenance. He is a Professional Engineer in the US and Canada and has a Master of Science degree in Civil Engineering. His areas of practice are Public-Private Partnerships Transaction Advisory, and Infrastructure Operations and Maintenance Advisory. His clients have included government agencies, PPP bid teams, infrastructure developers and operators, lenders, and international funding institutions and development agencies. Mehran has provided transaction and technical advisory services on PPP projects from the planning stages through project screening, risk analysis, preparation of procurement documents, bidding, implementation and the operations and maintenance phase.

MARC RIBO PEDRAGOSASENIOR ECONOMIST

ABERTIS INFRAESTRUCTURAS S.A

Marc Ribo Pedragosa is an Economist and holds an MBA from the ESADE Business School as well as a Master in Public-Private Management of Infrastructures by the Polytechnic University of Catalonia (UPC). In 2009 he joined Abertis Group in the Studies and Corporate Communication Department to support them with economic analysis. In 2011 he was assigned to the Studies and President’s Office, supporting the Chairman in his different roles. In 2014, he was appointed as Senior Economist to the International Affairs Unit where he has been promoting contacts with international institutions, elaborating advocacy papers as well as economic and in-depth analysis about the sector. He has developed collaborations with several institutions in the infrastructure field such as the International Road Federation (IRF), the World Economic Forum (WEForum), the European Highway Association (ASECAP), and maintains regular contacts with different administrations, universities, and companies.

MAGID ELABYADVICE PRESIDENT, INTERNATIONAL PROGRAMS

INTERNATIONAL ROAD FEDERATION

Elabyad has been employed with the International Road Federation for the past 12 years. As the Vice President of International Programs, he oversees the IRF’s training programs and regional capacity building efforts around the world. He has been a member of IRF’s Asset Management committee for the past 7 years and he leads the IRF Committee for Alternative Finance & Procurement. Elabyad is also the program director for IRF’s long running Performance-based Contracting training program which has helped educate over 900 high level officials form over 40 countries in the past 10 years. Elabyad conducted his undergraduate studies at George Mason University and has a Masters in Business Administration from Ohio University. He is also a CP3P foundation certified professional on Public Private Partnerships.
