Water and Sanitation Program
External Evaluation for FY 2004-2008
Terms of Reference
Recognizing that the sector is continually evolving, a periodic review and evaluation was part of the strategy identified in 1999. It was proposed that such a periodic review be carried out under the auspices of the council, with full buy-in from individual financing partners, to minimize costs and maximize the resources available to support a detailed evaluation and planning exercise. These Terms of Reference (TOR) describe activities required for the full external evaluation of the operations of the Water and Sanitation Program (WSP) during the period of fiscal years 2004-2008. The WSP management has prepared the TOR, and will manage the selection of the consultant on behalf of the WSP Council.

11 .. 11 TT hh ee WW aa tt ee rr aa nn dd SS aa nn ii tt aa tt ii oo nn PP rr oo gg rr aa mm The Water and Sanitation Program, which began in 1979 as a cooperative effort between the World Bank and the UN Development Program, is now an international partnership which aims to provide increased access to improved water and sanitation services for poor people living in rural and urban areas across the world. The Program is an independent unit within the Department of Energy, Water and Transport in the Sustainable Development Network Vice Presidency of the World Bank. Financing is provided by a consortium of donors while the Program is managed by the World Bank, which also retains fiduciary responsibility for the partnership. The Program has four decentralized regional operations in 25 countries (Africa, East Asia and Pacific, Latin America, and South Asia) and approximately 130 staff based in field offices and some 20 in Washington HQ. Program management is provided by a team comprising regional managers based in the field and a financial, technical, and managerial unit based in Washington, DC. The Program’s governing Council, consisting of donors and a representative group of partners, oversees the direction, strategies, and work program of WSP. Governance issues are outlined in the Program Charter.
11 .. 22 CC oo mm pp aa rr aa tt ii vv ee AA dd vv aa nn tt aa gg ee ss WSP is one of a range of agencies operating internationally and regionally in the water supply and sanitation sector. WSP aims to deliver a unique set of services which complement both the work of its clients and of other international organizations. WSP specifically seeks to have impact on the capacity of local and national governments to effectively support the delivery of sustainable water and sanitation services and support good hygiene practices. To achieve this impact WSP recognizes that some interventions must be made consistently over long periods of time at national government level (to modify policies and remove structural constraints, as well as to create national incentives for innovation); at local government level (to maximize innovation and learning across municipalities and to build up capacity); with local and national civil society and the private sector (to increase understanding of sustainable service delivery and to develop new marketable skills); and with local communities (to participate effectively in the reform debate and to become responsible consumers).

WSP continuously reviews its comparative advantage to strengthen and refocus it to provide enhanced services to its client countries. Specifically, WSP aims to maintain the following combination of relevant characteristics which together give it a comparative advantage to deliver impact in multiple countries down to the local level:
1) Special knowledge through its high caliber staff that is representative of some of the most up-to-date thinking and knowledge, who are field-based and therefore able to effectively deal with local conditions;
2) Global regional and country presence and work programs. The network of WSP operations and skills deployed around the world enables it to draw relevant global experience and create links between countries grappling with similar problems. In this evaluation period, the number of field-based staff increased rapidly, from 80 in 2004 to 130 today, and WSP has placed greater emphasis on its global work and focus.
3) Independence: WSP is uniquely placed to provide independent advisory services which are not subject to lending and project pressures;
4) Wide network of partnerships: With about 30 years of experience and a unique partnership structure, WSP is able to attract a wide range of partners and coordinate interventions to maximize impact; and
5) Potential to leverage World Bank operations: WSP’s location in the World Bank enables it to create linkages between policy development and capacity building and future investment programs, and provides potential to expand WSP influence beyond our client and focus countries.
11 .. 33 PP rr oo gg rr aa mm SS tt rr aa tt ee gg yy While the 2004 evaluation’s1
overall findings concluded that WSP was effective and efficient in the service of valuable objectives, it made specific recommendations, including a multi-year, untied core funding to allow for greater programming ability and flexibility, better information sharing between regions, improved planning and monitoring of program’s strategy, planning, monitoring and resource management. A number of measures have been undertaken to act on these recommendations. Some actions have yielded very positive sustainable results, such as improving inter-regional cooperation and knowledge exchange, as showcased by the establishment of the Global Program Teams and global programs, and increasing inter-regional cooperation on topics of common interest. While there is still room for improvement, there is currently greater emphasis on fostering knowledge sharing across countries, regions and teams. WSP is also working to improve project quality at entry and implementation monitoring as part of on-going internal process improvements for business formulation and monitoring.
However, there is still room for improving WSP’s resource planning and management, particularly through securing untied core funds several years in advance. WSP has recently established a Multi-Donor Trust Fund with the aim of increasing its flexibility with resource allocation and management, but progress has been slow. As a result, WSP’s ability to plan with a multi-year perspective continues to be limited, contrary to the evaluation’s recommendations.
The chief focus of WSP’s work in this review period is achieving the MDGs. WSP’s Global Strategy, which has been prepared for discussion at the June 2008 council meeting, provides a detailed vision of the program's goals, approaches, and implications going forward, and is intended to serve as the organizing framework for ensuing documents including WSP’s medium term sub-sector strategies, and the rolling

three year business plan. These high-level strategy papers are work in progress, designed to be flexible and responsive to changing business environment and needs.
At the business planning level, there are three-year rolling plans based on a series of regional and country-level strategies that discuss WSP’s key role and activity selection in the context of the challenges faced by the water and sanitation sector at the regional or country level. The project sheets accompany the three-year rolling business plan. These project sheets and the overall business plan are completed through an annual bottom-up planning exercise in which government and stakeholder inputs are the starting point.
The current strategy and activities of the WSP can best be understood by reference to:
• The global strategy document for FY09-18 (“Scaling Up Sustainable Services”)and supporting sub-sector documents;
• Rolling three-year business plans with mid-year and end year reviews;
• Background documents prepared for WSP Council meetings; and
• Minutes of WSP Council meetings.

1) The work plans prepared by WSP countries, regions, and thematic groups. Work-planning has been refined over this period, with progressive improvements being made to the system of planning and monitoring. These work plans are reviewed in the context of overall program resources and finalized by the WSP program management team (PMT), and comprise the following input:
– Global framework and global work plan: providing program-level view of WSP’s strategic directions and focus, its implementation approaches and focus country selection, partnerships, and issues guiding the annual business plan.
– Regional and Country Strategies: providing the overall context for designing region- and country-specific intervention program;
– Project Sheets: providing page-long summaries of the initial goals of every project, which include the outcome indicators, along with the desired outcomes and background information of the project.
2) WSP’s strategic framework, as referenced by the global strategy document and other supporting documents
3) WSP’s institutional framework, i.e., organizational set-up, management structure, accountability and reporting mechanisms.

EE vv aa ll uu aa tt ii oo nn FF YY 22 00 00 44 -- 22 00 00 88 The overall purpose of the evaluation is to provide the Council and WSP management with an independent evaluation of WSP’s performance for FY 2004-2008, in order to seek lessons to improve the program for the coming periods, as well as provide input toward future planning and programming. It is worth noting that during this period, WSP has experienced a significant growth, from a program of $20 million in FY05 to over $48 million in FY08 (projected). However, nearly 70 percent of all funds are earmarked, adding further complexity to program management. Similarly, the program has grown from total of 85 staff (field and HQ) in 2004 to the current 150 (field and HQ). In this context, the evaluation should pay a particular attention to the impact of growth and tied funding on the program’s relevance, effectiveness and efficiency. The information and recommendations generated are expected to: i) improve

the relevance of the program, particularly given its rapid growth during the evaluation period; ii) enhance achievement of results without losing the program’s ability to innovate and be flexible; and iii) optimize resource.
22 .. 11 OO bb jj ee cc tt ii vv ee ss oo ff tt hh ee EE vv aa ll uu aa tt ii oo nn FF YY 22 00 00 44 -- 22 00 00 88 This assessment will be made in terms of: relevance, effectiveness, and efficiency of the WSP medium-term strategy and related business plan, overall institutional arrangements, and strategy for continued sustainability of the program. Each of these aspects of WSP operations will be assessed for the period under consideration as follows:
• A. Relevance
– a. To what extent are the WSP objectives and design of the program consistent with current global/ regional challenges and concerns in the sector and with the needs and priorities of its beneficiary countries and groups?
– b. Did WSP have a comparative advantage in the sector, and if so, was it correctly defined and articulated?
– c. How has the program fulfilled its strategic role in the review period? How can this role be made more effective in the future, and what are the related options and possibilities going forward?
– d. Were the stated objectives of WSP operations commensurate with this comparative advantage, clearly defined in strategy documents and measurable?
– e. In each area of the work plan were the identified activities, outputs, and products appropriate to the objectives?
• B. Effectiveness
– a. To what extent does WSP have the flexibility to design and execute the projects its staff and management feel are most likely to achieve its goals?
– b. To what extent did products, outputs, and activities achieve the intended objectives? (this aspect to be assessed across all work plans)
– c. Which activities were most effective in contributing to stated objectives, what were the characteristics of these activities and to what extent could they have been replicated in other work plans (i.e., in other regions or thematic areas)?
– d. What has been the impact of new type of products (large-scale implementation across multiple countries, in-depth impact evaluation, focus on sustainability, and planning for larger scale replication in the future) on WSP’s own ability to fulfill its core mission and on its operations? What are the benefits and challenges? Should WSP consider doing more of these types of projects?
– e. To what extent have core and/or programmatic funding facilitated flexibility and effectiveness in program planning and management?
– f. How effective were new structures introduced in the review period based on evaluations from 2004?
– g. Is WSP taking enough risks to achieve its goals? If so, are the risks WSP is taking the right risks? If more or different risk-taking is needed, what steps can be taken to support this?
– h. What have been the benefits and challenges associated with the Global Practice Teams (GPTs) that were established during this review period? Have they been successful in reaching their goals? Should they be continued, and if so, should their capacity be expanded?

The review team would consist of three to four professionals exhibiting a range of skills, including the following:

• Proven track record of experience in organizational behavior, strategy, consulting, or other related areas, in an international or national public or private sector organization.
• Demonstrated ability to work with national, provincial and municipal governments and various personnel;
• Seniority and high-level experience in engaging senior policymakers as well as a wide range of stakeholders and facilitating change management initiatives.
• Capacity to think broadly and creatively about WSP’s approaches to water and sanitation; and
• Proven knowledge of the specific government and sector context also desirable.
