1. INTRODUCTION: from PRO-Dialogue to TRANS-Dialogue

• TRANS-Dialogue builds on PRO-Dialogue

• Both projects are co-funded under the European Social Fund [ESF], Article 6 - Innovative Measures

• ESF supports improving and increasing employment in the EU, investing e.g. in training, equal opportunities, modernisation of labour market institutions

• Article 6 funds innovative actions [pilot projects, studies, exchanges of experience and information activities] which help develop future policy and programmes by exploring new approaches to the content and/or organisation of employment



2.1 PRO-DIALOGUE Key Data

• Call: “Adaptation to the new economy within the framework of social dialogue” [VP/2001/005], Grant Agreement VS/2001/0398

• Full Title: “Enhancing and Promoting Social Dialogue in the Agricultural Sector, including industry, by developing Innovative Activities with regard to Employment and Sustainable Business Patterns”

• Consortium: Business Innovation Centre of Attika, Leader; 11 additional partners from Greece, France, Italy, Portugal and Spain

• Duration: November 2001 - January 2004

• Total Budget: 2 368 563 €



2.2 PRO-DIALOGUE Objective & Approach

Overall Objective: Build an innovative framework of social dialogue and collaborative action at regional and local level helping agriculture and agro-industry face structural change

Approach: • Case study of two Greek target territories Imathia

[peach canning] and Messinia [olive oil production] • Transnational exchange of expertise



2.3 PRO-DIALOGUE Activities & Outputs

Activities: • In depth analysis of target sectors and anticipation

of economic and social changes• Development and pilot implementation of response

mechanisms re. management processes, training and social dialogue with a view to sustainable development

Key Outputs:• Model Integrated Management System• Mechanism for adapting occupational skills• Methods and practices for effective social dialogue



3.1 TRANS-DIALOGUE Key Data

3.2 TRANS-DIALOGUE Objective & Approach

Overall Objective: Extract innovative content from the PRO-Dialogue project and transfer it to agents who can capitalise on it so as to facilitate social dialogue and change management in agriculture/agro-industry and beyond

Approach: • Involvement of specialised intermediary agents • Dissemination to them and through them for a large,

sustained multiplier effect



3.3 TRANS-DIALOGUE Structure & Scope

• Providing Agents: BIC of Attika [EL], Militos Emerging Technologies & Services [EL], former partners in PRO-Dialogue

• Receiving Agents: Irecoop Veneto [IT], Citagro S.A. [ES], professional facilitators of change management

• Wider target audience: stakeholders and potential end-users who face structural change and need to embark on change management and social dialogue in the EU 27 across sectors



3.4 TRANS-DIALOGUE Activities

• Joint selection of innovative content from PRO-Dialogue and transferability analysis

• Adaptation of the selected innovative content to the needs of receiving agents and wider target group and multilingual publication [EN, ES, IT]

• Transfer of innovative content to and through the receiving agents [seminars, workshops]

• Overall dissemination and exploitation



3.5 TRANS-Dialogue Main Outputs

• 3000 information packages of adapted multilingual content [Booklet, CD Rom] and complementary DVD

• Transfer Seminars and Stakeholder Workshops in Italy and Spain

• Multilingual website, electronic newsletters, media publicity and promotional material

• European dissemination event in Athens

• Follow-up Report



4. Conclusion & Outlook

TRANS-Dialogue:• Confirms the great need for proactive change

management in European enterprises, especially SMEs

• Promotes innovation at all levels of business organisation including management processes

• Underlines the importance of appropriate human resource development

• Asserts the crucial role of effective social dialogue [local, regional, sectoral…] for sustainable development

• Encourages stakeholders to explore the concept of Corporate Social Responsibility
