Instructions to Tenderers:
1. For full details and terms and conditions etc., please see the enclosed annexures.
2. Tender documents can be obtained from the Administrative Officer, NESAC, Umiam.
3. Tender Fee shall be paid in form of CROSSED Demand Draft only. The Demand Draft should be in favor of Director, NESAC drawn on State Bank of India, Umiam (branch Code 2010). The Tender Fee is NON-REFUNDABLE. Your request letter along with Tender Fee may be addressed to the Administrative Officer as indicated above.
4. Interested tenderers may, at their option, download the tender documents from the NESAC website www.nesac.gov.in and submit the Expression of Interest along with the prescribed tender fee as per details given in the tender notification.
5. While requesting for Tender Documents, please superscribe on the cover as “Request for Tender document against Tender Notice No. NESAC/889/2017
6. Expression of Interest received after the due date/time will not be considered.
7. While sending sealed quotation/offer/ Expression of Interest, superscribe respective Tender Number and Due Date on the envelope.
8. NESAC, UMIAM is not responsible for any postal delays/loss of documents in transit.
9. Director, NESAC reserves the right to accept or reject any/or all the quotations/Expression of Interest in part or full.

Invitation for “Expression of Interest ” (EOI) for supply of Furniture for
the New Outreach Facility at NESAC Umiam, Meghalaya.
1.1 NE-SAC, located at Umiam (near Shillong), Meghalaya, is a joint initiative of DOS and
North Eastern Council to provide developmental support to the North Eastern region using
space science and technology. The centre has the mandate to develop high technology
infrastructure support to enable NE states to adopt space technology inputs for their
development. At present, NE-SAC is providing developmental support by undertaking
specific application projects using remote sensing, GIS, satellite communication and
conducting space science research.
1.2 The proposal is to invite Expression of Interest to supply & install furniture for the New Outreach Facility. The type of furniture includes dining tables & chairs, class room furniture, conference hall furniture, hostel furniture, office furniture, etc. Description, Scope of work, etc., is available in the EOI Document. The EOI document can be downloaded from our website www.nesac.gov.in and www.isro.gov.in under “ Tenders”
1.3 Interested Vendors having sufficient know-how, experience and financial background are
invited to express their interest for empanelment.
1.4 Tender fee of Rs.1000/- (Rupees One thousand only) is payable in the form of Demand
Draft [DD] drawn in favour of Director, NESAC, Umiam, Meghalaya payable at SBI,
Barapani. No other mode of payment for tender fee is acceptable. EOI without tender
fee will be treated as incomplete and will be rejected.
1.5 NESAC reserves the right to accept or reject any EOI without assigning any reason.
1.6 The Expression of Interest (EOI) received shall be evaluated on the basis of a
predetermined criteria and only those qualifying the same shall be considered for the next
stage of bid. After preliminary scrutiny of the bidders documents, the firms short listed will
be called for presentation of their design before evaluation committee for final short listing.
1.7 The evaluation of the bidders will be carried out by a Committee comprehensively, based on credentials, manufacturing capability, quality control system, financial background, dealer/distributor network, past performance, after sale service, range of furniture items manufactured by the firm, etc.

3. Pre- EOI meeting for Expression of interest:
3.1 A Pre EOI Meeting for Expression of interest is arranged at NESAC, Umiam,
Meghalaya in order to have a better understanding of our EOI Document, Clarify doubts, if any and other allied technical details for empanelment of suppliers to supply required furniture.
3.2 The interested Vendor(s) are hereby requested to take part in the Pre-EOI
meeting for Expression of Interest on the date, T ime and Venue mentioned
here below:-

5. Procedure for evaluation of EOI
Attributes with maximum marks
(A) Evaluation by committee based on presentation and details
(100 marks)
1. Technical Evaluation of designs of furniture by the evaluation
committee. (Based on presentation)
(60 marks)
2. Evaluation of criteria as mentioned below based on the documents/ details submitted: (by inspection of the factory premises if necessary)
i. Manufacturing capability,
ii. quality control system,
iii. dealer/distributor network,
iv. past performance,
v. after sale service,
vi. Range of furniture items manufactured by the firm, etc.
(40 Marks)
To become eligible for short listing, the bidder must secure at least sixty five percent
marks in each category and seventy five percent marks in aggregate. The
department, however, reserves the right to restrict the list of such qualified bidders to any
number deemed suitable by it.

6. Expression of Interest (EOI) for Procurement of furniture
Brief scope of work:
The work involves supply of Standard Furniture for office, dining hall,
conference hall, class rooms, hostels & reception area in the newly constructed Outreach facility at Umiam.
Who can participate: 6.1 The bidder i.e. manufacturer / companies having own manufacturing
units / infrastructure or their Authorized dealers should satisfy the following
eligibility criteria:

Note: Similar nature of Supply/ Purchase shall mean:
“supply & installation of furniture for
academic/ R&D institution/Govt.
Organization/hostels, etc
i) Certified copy of the supply orders/ purchase orders and completion certificates issued by authority concerned to establish work expoerience.
Note:
The value of executed works shall be brought to current costing level by enhancing
the actual value of work at simple rate of 7% per annum, calculated from the date of
completion to last date of submission of the tender.

b. Should have had average annual
financial turnover not less than `150.00
lakhs during the last three years ending

6.2 The bidders should be a Manufacturer or Authorised Dealer of the Manufacturer Registered. 6.3 The bidders should have sales & service setup at Shillong or Guwahati for faster & better service since last 3 years. Supporting documentary evidence has to be submitted.
6.4. The bidders should not have been black listed by any government / Semi
government / Board / Corporations / Autonomous Body. An Affidavit on Non
Judicial Stamp paper has to be submitted by the firm to this effect.
6.5 The bidders should possess relevant certifications related to quality & safety possessed by most of reputed brands of furniture manufacturers e.g. ISO-9001/ ISO14001 / ISO-18001 / BIFMA (Certificates to be attached).
6.6 The bidder shall satisfy all the above mentioned eligibility criteria (Sl No.6.1
to Sl No. 6.5) failing which the bids shall stand disqualified. 6.7 The qualified bidders only will be allowed for the next stage of bidding. 6.8 The bidders should participate as a single party and no consortium is allowed
6.9 There shall be warranty of minimum one year for the quoted items. A declaration may be given.
6.10 The tenderer shall be capable of supplying all the furniture items within 3
months to NESAC. A declaration may be given.

7. Notes to Tenderers
7.1 The architectural drawings showing the floor plans are enclosed as part of the EOI document in „pdf‟ format. AutoCAD drawing will not be supplied.
7.2 The bidders may assess the type of furniture, quantity, design of the furniture,
etc considering the dimension of the room/ area indicated in the drawings. 7.3 The design& quality of the furniture proposed shall be of standard quality
which also shall satisfy the ergonomics and aesthetics requirement.
7.4 The approximate furniture requirement is enclosed for reference which is only indicative and not final. The quantity & type of furniture may vary at the final stage.
7.5 The bidders shall submit typical designs of Chairs, tables, beds, cupboard, dining tables, centre tables, etc to be provided in the outreach facility with the
EOI documents. The designs / models of furniture shall be presented before the evaluation committee for technical evaluation of design and date for same shall be communicated by this Office separately.
7.6 NESAC reserves the right to award the supply as a whole or split & award the supply into packages. 7.7 The bidders are free to quote for whole (all packages A to D) or any of the
packages provided the bidders have to quote for all the items in the individual package. 7.8 This proposal is initiated as a Pre-EOI Qualification. NESAC reserves the right to
accept /reject all or any such “Expression of Interest” without assigning any reason what so ever.
7.9 Director, NESAC, Umiam reserves the right to cancel the EOI process
without assigning any reasons thereof.

SUBMISSION OF EOI:
The tenderer may express their interest by communication in written form in
their letter head along with submission of the copy of documents as listed out
in tender documents with respect to the eligibility criteria within 07.11.2017 at
1330 hrs. to the following:

SELECTION METHODOLOGY
1. There will be pre-EOI meeting of the bidders on 31.10.2017 at 1100 hrs at
NESAC, Umiam. The tenderers may seek clarifications for the doubts if any
and other allied technical details with regard to the items specified in the
tender.
2. The bidders shall submit the documents as listed out in tender documents
with respect to eligibility criteria on or before 07.11.2017 at 1330 hrs. and
the same will be opened on 1530 hrs. in the presence of intending bidders.
The documents will be scrutinized with respect to eligibility criteria and other
documents in detail and those bidders who fulfills the eligibility criteria and other
requirements will be intimated the time and date for the presentation of their
products
3. The bidders shall arrange for presentation of their products with their design
before the NESAC Committee on the specified date and time. The bidders will
be evaluated based on the evaluation criteria specified at Sl. No. 5. Those
bidders who secured the qualifying marks will be qualified for the next stage of
bidding.
4. The qualification of the bidders shall be valid for 06 months from the date of
qualification.
5. No transportation and logistic support will be provided to the bidders for the EOI
meeting / presentation meeting.
