PREFACE The Immigrant Language and Vocational Assessment-Referral Centre (ILVARC) was commissioned by Alberta Ministry of Labour to compile the Directory of ESL Programs and Services for Immigrants and International Students in Calgary. Information was provided by ESL providers in August 2017 for programs offered from September 2017 to March 2018. This compilation of information was designed to serve as a general guide of ESL programs and services. It should not be considered a fully authoritative list of programs and services in Calgary, nor as an endorsement of the programs and services listed. For the most part, the information provided was transcribed verbatim into the directory. Users should confirm the current information by contacting the organizations directly, or by contacting the Immigrant Language and Vocational Assessment-Referral Centre (ILVARC) in Calgary. We would like to acknowledge the many ESL Providers for their support in providing the necessary information required to complete the directory and the Language Training Programs of Alberta Ministry of Labour for their funding support.

IMMIGRANT LANGUAGE AND VOCATIONAL ASSESSMENT - REFERRAL CENTRE (ILVARC)

A Service of Immigrant Services Calgary Funding Presently ILVARC is funded by: Federal: Immigration, Refugees and Citizenship Canada

Provincial: Alberta Ministry of Labour Purpose/Target Group(s) The Centre assists immigrants and refugees to:

determine their English proficiency and/or their first language literacy access language training opportunities and/or advance their vocational/career/employability goals and/or enhance their educational opportunities and/or access support services

These services are primarily offered through first-language assistance. In order to accomplish its mission the Centre also serves the stakeholders and the community by:

identifying and analyzing clients’ needs referring clients to appropriate language, education and training programs sharing information providing networking/liaison opportunities, and conducting workshops

In addition, the Centre undertakes special projects related to its mandate. The purpose of the Centre is achieved through the provision of the following services: 1. LINC/ESL Eligibility Determination, Assessment and Referral ILVARC provides comprehensive same day service to its clients. Upon completion of the intake

procedure, beneficiaries are assessed using the Canadian Language Benchmarks assessment instruments, and the results of the assessment are provided on the same day. The test results are clearly explained to the beneficiaries and the beneficiaries are provided with Directory of LINC service providers in Calgary. At a later appointment, a comprehensive counselling session in beneficiary’s first language is also provided. During this session, beneficiary’s individual needs and circumstances are discussed and they are informed of various available options. Prior to referring beneficiaries to different programs, their unique needs and situations are assessed and identified and a referral to most suitable language training program is made.

2. Literacy Assessment Literacy screening and assessment of English language skills based on the Canadian Language

Benchmarks.

3. Educational Planning Educational planning assists immigrants and refugees in a linguistically and culturally sensitive milieu to:

evaluate their educational needs assess their present situation/circumstances including the level of integration into Canadian society

and the educational background of clients set educational goals explore available educational choices take the necessary steps to attain/set goals prepare an alternative plan of action if needed

access accreditation information and procedures/services if needed obtain information on financial resources available

4. Education and Career Planning

Education and career planning, including assistance with goal setting, short and long term planning, information on accreditation procedures, apprenticeship, academic and technical upgrading, employability requirements, job-search and employment programs, professional associations, etc.

5. Follow-up Clients are contacted by their first language counsellor after an initial interview in order to determine the

result of the referrals, to assist with follow through and to inquire if any additional information or assistance is needed.

6. Outreach and Liaison ILVARC maintains an on-going communication with ESL/LINC providers, institutions offering educational

and vocational programs and services, and with other relevant community agencies in order to provide comprehensive services to clients. ILVARC is committed to promoting the Centre’s services to all immigrants and refugees including the under-served and under-privileged population of newcomers, and to provide them with the opportunity for equitable access to programs and services.

Language Capacity:

Amharic, Arabic, Bosnian, Cantonese, Croatian, Czech, Dari, English, Farsi, French, German, Hindi,

Hungarian, Indonesian, Italian, Korean, Macedonian, Mandarin, Nepali, Nuer, Pashto, Polish, Punjabi, Romanian, Russian, Serbian, Slovak, Spanish, Tagalog, Tamil, Tigrinya, Urdu, and Vietnamese.

An interpretation service for clients who speak other languages is provided by staff and volunteers of

ISC. Service in over 70 languages is available. Catholic Social Services SERVICES OFFERED: Assessment of newcomers’ learning needs, including previous education, work experience, personal

goals, and family situations.

Literacy screening and assessment of English language skills based on the Canadian Language Benchmarks.

Referrals to English as an Additional/Second Language, academic upgrading, career and occupational skills training and employment-bridging programs.

Definitions for the various ESL streams are as follows:

Language Instruction for Newcomers to Canada (LINC) is a language-training program funded by Immigration, Refugees and Citizenship Canada. This program is free of charge for immigrants and convention refugees over 16 years of age, who are non-Canadian citizens and meet all eligibility requirements.

Prior to studying at a LINC school, learners are assessed for linguistic eligibility using the Canadian Language Benchmarks (CLB) tools at the Immigrant Language and Vocational Assessment-Referral Centre (ILVARC), a service of the Immigrant Services Calgary.

Students will graduate/ exit from the LINC program once they become Canadian citizens.

General ESL ESL classes which focus on all four-language strands (reading, writing, listening and speaking) for basic to advanced level ESL students. These classes are primarily non-academic (with the exception of more advanced levels) and are fee based. Academic Bridging/Upgrading Programs which assist/bridge ESL students toward post-secondary educational programs. They usually focus on developing specific skills and knowledge in one or more areas such as math, biology, English, literature, etc. Courses may be offered through classroom instruction, self-paced programming and computer assisted learning. Students are placed into courses according to their needs, career goals and results of the CLB assessment and/or other placement tests. Drop-In Centres ESL programs for those students who are unable to attend regularly scheduled ESL classes. May offer morning, afternoon or evening sessions to suit students’ various time schedules. Some programs offer customized, one-on-one, tutorial sessions. Times, frequency of attendance, and fees vary among programs. English in the Workplace Program (EWP)** EWP is an ESL program offered on the worksite. It usually focuses on specific English language skills and vocabulary related to the workplace. It is designed to help employees to improve their English and also their ability to function in an English-speaking environment. The employer may allow time off for employees during their lunch period or any other suitable time, such as before or after work. ** This instruction is done on a contract basis between an ESL service provider and the employer. Customized and Independent ESL Programs This is a program that is designed for the specific needs and interests of a particular student or group of students, or it is a special interest program that teaches topic-related English.

ESL Pre-Employment/Training Programs & ESL Programs for Trades and Professions These programs are designed to assist immigrants and refugees to improve their job search, job maintenance and other skills necessary in order to fully participate in the Canadian Labour Market. The following components are usually included: - career and educational planning - job search techniques (application forms, cold calls, accessing the hidden job market etc.) - development of resumes and cover letters - interviewing skills - the culture of the Canadian workplace - life management skills - the development of support and network systems Some programs offer skill training and/or work experience components as well as language instruction. “ESL Programs for Trades and Professions” are programs offered only to those students who have an education and/or experience in a particular trade or profession. These programs consist of the above components as well as English training within a particular field.

Entrepreneurial Programs

The purpose of these programs is to help individuals reach financial independence through self- employment by developing their own business. The program usually involves the following components: - how to start a business and the steps involved - the development and the principles of a business plan - how to evaluate a business idea and seek business opportunities - investment opportunities and financial planning - the development of support and network systems Specific Language Skills These are specialized classes focusing on one specific language skill or area. Classes are offered to beginner, intermediate and advanced level ESL students. Students may take courses in the following areas: - conversation - pronunciation - reading - writing - grammar - IELTS/TOEFL/TOEIC preparation Some classes may combine two skills such as reading and writing. ESL with Literacy Support Programs are designed to assist “illiterate students1” to become literate in English. Instruction may be done on a one-to-one basis and/or in a classroom setting. Brief Description: The Medical Device Reprocessing Technician Program is a 40 week program designed to provide unemployed or underemployed immigrants who are internationally educated health care professionals with the language skills, technical skills, and employability skills necessary to obtain employment as surgical processor/sterile processing technicians. The program contains 300 integrated hours of Communications English for Health Care professionals; 430 hours of skills training; (including 10 hours of first aid/CPR). Brief Description: The Electrician Upgrading and Certification Program is a free government funded program, developed in partnership with SAIT, to enable foreign trained Electricians to upgrade their skills and knowledge to match the standards of the Alberta Electrician Trade Industry. The program will assist participants in finding employment as electricians, provide the necessary instruction and hands on training to challenge the Inter-Provincial Red Seal examination and practical test, allowing successful program participants to work as licensed Journeyman Electricians in Canada. Training is 14 weeks long which includes Canadian Electrical Code and Theory, PLC (Programmable Logic Controller – PLCI & II), Hands-on Training and Fire Alarm System Installation which are taught at SAIT Polytechnic. Essential Skills Enhancement, Employability Skills Training, Job Search Strategies, Standard 1st Aid / CPR, Workplace Hazardous Materials Information System (WHMIS), Construction Safety Training System (CSTS) and Safety Awareness Training are taught at CCIS and through private contractors. This is followed with 12 weeks of work experience or employment with host electrical companies.

Brief Description: For students who are unable to attend part-time classes, but still wish to have classroom interaction, CIES offers the free LINC Blended Program (LBP). This program is offered in two parts: a once-per-week classroom session, and daily self-directed activities completed online. Classes are offered to clients with benchmarks 3-3-3-3 to 5-5-6-6 who are unable to attend regular LINC classes due to illness, disability, conflicting work schedules, or their role as a family caregiver, but are still able to attend one weekly in-class instruction (unlike LINC Home Study which is completely online). Each week students attend one in-person class, led by a qualified English instructor who provides English language training and essential skills, life skills and cultural awareness about Canada. This also gives students time to interact with other newcomers like themselves and develop new networks, friendships, and partnerships for their settlement process. After this weekly class, students return home and begin exercises and activities that are hosted on the CIES Learning Management System (a website dedicated to online learning). It is here that digital lessons, mirroring the in-class curriculum, provide at-home guidance for students to continue their studies. LBP students can log on anytime and work through the online classes to complete their learning objectives, as well as communicate with their fellow classmates and interact with their LBP instructor. Classes are free of charge and provides self-driven students the opportunity to further their English skills from home.
