• Selection of an energy manager is the first and most important step in building an EMT (energy management team).

Role of Energy Manager
• Organizations’ top management has neither the time nor the knowledge to manage or oversee day-to-day activities.
• Energy managers must constantly keep track of the progress of all conservation activities and periodically inform the EMT.
• The energy manager develops a strategy for achieving energy reduction goals, – assigns tasks to various organizations, and – monitors goals and task progress.

Role of Energy Manager
• Energy management tasks are frequently assigned as additional duties to a junior engineer.
• Energy managers usually do not have staff of their own; therefore, they must rely on staff from various base organizations to perform specific conservation tasks.
• Because of resource constraints and limited authority, energy managers must gain strong support from top management.
• Without their support, it is almost impossible to implement a successful energy management program, because this requires broad participation from all parts of organization.

Role of Energy Manager• The energy manager’s job is to assist management and
sub organizations of the industry on all matters concerning – energy conservation and awareness, – fuel management, – and the use of alternative energy sources.
• The energy manager must – understand the required duties, – organize an energy program, – and determine what resources are available.
• The energy manager should be familiar – with and understand the conservation measures applicable to
all energy-using equipment, devices, buildings, or vehicles assigned to his or her custody so energy usage is improved.

Role of Energy Manager
• The energy manager will be responsible – for evaluating energy conservation requirements, – summarizing all energy-related statistical data for progress
reporting and planning purposes, – and initiating energy-awareness programs.
• The energy manager should also take the initiative to educate all members of the team on energy-related issues and initiate actions to conserve energy in every possible way.

• Planning and Organization: – Prepare a Facility Energy Plan. – Review and monitor energy-use trends and patterns. – Track progress toward meeting energy goals. – Monitor monthly utility bills. – Identify and monitor high energy-use facilities. – Organize an Energy Management Team. – Conduct energy audits (preliminary & detailed)

• Budgeting and Project Programming:
– Assist in preparing an energy budget. – Request funds for energy projects. – Calculate avoided energy costs. – Keep track of energy projects funding status.

• Program Management: – Establish a peak load-shedding program. – Establish and promote an energy awareness

Role of Energy Manager
• Because energy managers play a key role in the success of resource management for an organization, they must be familiar with the – procurement – storage, – distribution, and end use of all fuels, – other forms of energy, and water.
• They should also maintain complete files of applicable energy policies, regulations, and instructions that might further the effective use of all forms of energy and water.
• The energy manager should be familiar with all current Service-specific directives relating to energy and water resource management.
