Executive Summary:

Scope of work:

The Hon’ble J&K SERC vide their order dated 16.07.2011 issued directives for carrying out energy audit of all the HEPs. The Hon’ble Commission also provided the formats for energy audit report. The audit was required to be conducted in compliance with the above directive of the Hon’ble Commission.

Audit activity – Methodology & Approach

i. Formats/checklist was prepared and circulated to all the HEPs detailing information/details required for checking and analysis.

ii. All the HEPs were visited at prefixed date and various aspects of the HEPs impacting the energy efficiency including condition of various machinery & equipment was discussed.

iii. All the registers detailing energy generated, auxiliary consumption, breakdowns etc were verified.

iv. Test check of the out puts with regard to the energy generated, auxiliary consumption.

v. The shortcomings as observed vis-a vis operating standards were discussed and reasons/explanations were noted.

vi. Detailed information in the required formats were tabulated after verification from the registers and comments of the project in-charge was incorporated.

Summary observation & recommendations

Achievement of efficiency in energy management requires that proper data with regard to energy and other parameters is maintained. It is essential to record the metered data, maintain database of all the information associated with the energy accounting and audit meters and verify the correctness of metered data. Further, each power house should prepare quarterly, half-yearly and yearly energy account for its system for taking appropriate action for efficient operation and system development.

The energy data is essentially required for proper monitoring and supervision and which can be subjected to checks /further analysis to find out the areas/reasons of energy loss and steps to be taken for minimizing the same.

The energy data recorded should be reliable and therefore it is essential that minimum acceptable metering standards which will affect proper metering of the system parameters for the purpose of accounting, commercial billing and settlement of electrical energy and will also provide information which will help to optimize the system planning.

The above objective can only be achieved if there is standard operating manual with respect to the metering/data recording system. The manual should provide for type, standards, ownership, location, accuracy class, installation, operation, testing and maintenance, access, sealing, safety, meter reading and recording, meter failure or discrepancies, anti-tampering features, quality assurance, calibration and periodical testing of meters, additional meters and adoption of new technologies in respect of following meters for correct accounting, billing and audit of electricity:

(i) Interface meter

(ii) Energy Accounting and audit meter

All interface meters and energy accounting and audit meters should be of static type and should comply with the relevant standards of Bureau of Indian Standards (BIS). If BIS Standards are not available for a particular equipment or material, the relevant British Standards (BS), International Electro-technical Commission (IEC) Standards, or any other equivalent Standard shall be followed and should further confirm to the standards on ‘Installation and Operation of Meters’ as specified in Electricity Grid code issued by CEA/SERC.

It was observed that no such manual/standards are in place as a result required meters/data recording system are not in place in certain cases hence accurate and reliable data required for analyzing/control are not available. Further, the meters were not displaying all the parameters required for proper monitoring/analysis of energy data. It is suggested that steps should be taken to ensure that meters essentially display following parameters:

(i) Unique identification number of the meter (ii) Date

Time Cumulative Wh register reading Average frequency of the previous 15-minute block Net Wh transmittal in the previous 15-minute block, with+/-sign Average percentage voltage Reactive power with +/- sign

Voltage-high VArh register reading Voltage-low VArh register reading.

Energy & accounting meters:

(1) The energy accounting and audit meters should be suitable for measurement, recording and display of cumulative active energy with date and time.

(2) The energy Accounting and audit meters may also have the facility to measure, record and display one or more of the following parameters depending upon the energy accounting and audit requirement. All parameters excluding instantaneous electrical parameters shall also be stored in memory. (a) Apparent power

(b) Phase wise kilowatt at peak KVA

(c) Phase wise KVA(reactive) at peak KVA

(d) Phase wise voltage at peak KVA

(e) Power down time

(f) Average power factor

(g) Line currents

(h) Phase voltages

(i) Date and time

(j) Tamper events

(3) The energy accounting and audit meter should have data storage capacity for at least 35 days in a non-volatile memory.

Energy accounting and audit meters should have facility to download the parameters through meter reading instruments as well as remote transmission of data over communication network.

Location of meters: It was observed that in many cases meters were not installed at proper location hence making recording of data difficult.

It is essential that Interface meters and energy accounting and auditing meters are installed at proper location so as to facilitate to account for the energy generated, transmitted and consumed in various segments of power system and the energy loss. The location of the meters should be as under:

It was also observed that there is no system of comparison of readings of main meter and check meter in most of the power houses. It was also observed that there are no laid down procedures to be followed in case of meter failure/discrepancies

It is essential that a system of regular recording & comparison of energy data from main meter & check meter is introduced as this would ensure correctness of data and identification of any malfunctioning of any meter. Further, there should be laid down procedures to be followed in case of meter failure/discrepancies. Accordingly it is suggested that:

In case of Interface meters:

(a) Whenever difference between the readings of the Main meter and the Check meter

for any month is more than 0.5%, the following steps should be taken:

(i) Checking of CT and VT connections; (ii) Testing of accuracy of interface meter at site with reference standard meter of

accuracy class higher than the meter under test.

If the difference exists even after such checking or testing, then the defective meter shall be replaced with a correct meter.

(b) In case of conspicuous failures like burning of meter and erratic display of metered parameters and when the error found in testing of meter is beyond the permissible limit of error provided in the relevant standard, the meter should be immediately replaced with a correct meter.

In case of Energy accounting and audit meters:

Energy accounting and audit meters should be rectified or replaced by the generating company utility/licensee immediately after notice of any of the following abnormalities:

(a) The errors in the meter readings are outside the limits prescribed for the specified Accuracy Class;

(b) Meter readings are not in accordance with the normal pattern of the load demand;

(c) Meter tampering, or erratic display or damage.

Testing & recalibration of meters: It was observed that there is no system of periodical testing and recalibration of meters. In certain cases meters have not been tested since installation. A system of periodical testing of meters is required to be introduced otherwise readings of the meters may not be reliable and lead wrong conclusions. It is suggested that all interface meters should be tested at least once in five years. These meters should also be tested whenever the energy and other quantities recorded by the meter are abnormal or inconsistent with electrically adjacent meters. Whenever there is unreasonable difference between the quantity recorded by interface meter and the corresponding value monitored at the billing center via communication network, the communication system and terminal equipment shall be tested and rectified. The meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory and recalibrated if required at manufacturer’s works.

In-case of energy accounting and audit meters Energy accounting and audit meters should be tested at site at least once in five years or whenever the accuracy is suspected or whenever the readings are inconsistent with the readings of other meters, e.g., check meters, standby meters. The testing must be carried out without removing the CTs and VTs connection. Testing may be carried out through NABL accredited mobile laboratory using secondary injection kit, measuring unit and phantom loading or at any accredited test laboratory and recalibrated if required at manufacturer’s works

HEP wise Observation:

A. Jhelum River Basin

1. Lower Jhelum HEP

The LJHP is in Jhelum river basin and was established/commissioned in the year 1978. The installed capacity of the project is 105 MW. It has three units of 35 MW each. There has been no capacity addition to the project since commissioning.

The LJHP has a head of 61.78 meters and design energy is 609.43 MUs. Total requirement of water for the rated generation is 7700 cusecs.

2. Upper Sindh-1 HEP

The USHP-I is in Jhelum river basin and was established/commissioned in the year 1973. The installed capacity of the project is 22.60 MW. It has two units of 11.30 MW each. There has been no capacity addition to the project since commissioning.

The USHP-I has a head of 150.90 meters and design energy is 106.62 MUs. Total requirement of water for the rated generation is 425 cusec.

3. Ganderbal HEP

The Ganderbal HEP is in Jhelum river basin and was established/commissioned in the year 1955. The installed capacity of the project is 15.00 MW. It has two units of 3.00 MW each and two units of 4.50 MW each. There has been no capacity addition to the project since commissioning.

The Ganderbal HP has a head of 137 meters and design energy is 90.15 MUs. Total requirement of water for the rated generation is 475 cusec.

4. Upper Sindh - II HEP

The USHP-II is in Jhelum river basin and was established/commissioned in the year 2000. The installed capacity of the project is 105.00 MW. It has three units of 35.00 MW each. There has been no capacity addition to the project since commissioning.

The USHP-II has a head of 231.66 meters and design energy is 447.37 MUs. Total requirement of water for the rated generation is 475 cusec.

5. Karnah HEP

The Karnah HEP is in Jhelum river basin and was established/commissioned in the year 1991. The installed capacity of the project is 2.00 MW. It has two units of 1.00 MW each. There has been no capacity addition to the project since commissioning.

The Karnah HP has a head of 36 meters and design energy is 11.36 MUs. Total requirement of water for the rated generation is 250 cusec.

6. Pahalgam HEP

The Pahalgam HEP is in Jhelum river basin and was established/commissioned in the year 2005. The installed capacity of the project is 4.50 MW. It has three units of 1.50 MW each.

The Pahalgam HP has a head of 24.6 meters and design energy is 17.30 MUs. Total requirement of water for the rated generation is 23.10 cumec.

B. Chenab Basin

7. Chenani - I HEP

The Chenani - I HEP is in Chenab basin and was established/commissioned in the year 1971. The installed capacity of the project is 23.30 MW. It has five units of 4.66 MW each. There has been no capacity addition to the project since commissioning.

The Chenani - I HP has a head of 365.76 meters and design energy is 110.02 MUs. Total requirement of water for the rated generation is 6.87 cumecs.
