1 Background This Deliverable is linked to the sub activity SA3.2: Foster the participation of research teams from INCO target countries (ITC). The greatest wealth of biodiversity and range of cropping systems is located in subtropical and tropical countries. These countries face complex crop-pest systems with high pest and disease pressure. Research studies that are completed or ongoing in these countries are often generating data and knowledge that remains unpublished. Increasing the documentation and dissemination of this knowledge would be highly beneficial both for Europe and ITC. In addition, most ITC are facing major development challenges and the responses they make to these challenges may have significant impacts on European countries (i.e. through product importation and possible invasion by alien pests). It is, therefore, important that ENDURE develops links with teams from ITC to get them acquainted with ENDURE activities, and to facilitate their partnering in most actions (know-how exchanges, workshops, education degrees, and specific advanced training courses). This is addressed under SA3.2 (building links between North and South partners). In particular SA3.2 helps in bringing together European organisations with significant R&D potential with ITC organisations in international projects and programmes from now and beyond 2010 (end of ENDURE contract). As this requires extra funding, donors’ programmes are being listed and examined in the field - and related fields - of ENDURE including:

- EC programmes in addition to FP7 (e.g. AIDCO programmes not excluding research activities like the FSTP programme)

- Specific national or private funding sources (e.g. Rothamsted International Fellowships)

- Regional or International donors such as the World Bank and Regional Development Banks (e.g. African Development Bank), as well as COLEACP (Comité de Liaison Europe Afrique Caraïbes Pacifique), and especially its Program Initiative Pesticide (PIP). …

This is intended to be a continuous process with planned up-dates work coordinated by AU, CIRAD, RRES and SZIE and involving all ENDURE’s participants and their partners worldwide. This work requires an in-depth analysis of on-going initiatives and procedures for participation.

2 Method Tables were built so as to address several main tasks which were specified in the second JPA:

• TS 3.2b – Foster the participation of ITC in Resear ch Activities. In connection with RAs activities, foster scientific exchanges and the progressive inclusion of ITC teams in given projects within Endure or linked to Endure.

• TS 3.2c – Foster the participation of ITC in Endure Education and Training Activities

In connection with SA1, identification of funding for: - Actions to promote participation PhD students from ITC in ENDURE PhD

events (i.e. summer school) and endure or endure-linked projects - Specific capacity building actions targeted to young and mid-career scientists

• TS 3.2d – Foster the participation of ITC in a staf f mobility scheme:

In connection with IA3, identification of funding source allowing ITC scientist to join Endure research teams for a given scientific project.

3 Presentation of the tables The present tables use an Excel format and show specific worksheets: Research (linked to TS 3.2b), Training (linked to TS 3.2C), Mobility (linked to TS 3.2d). The table on each worksheet is built with a one-line extra-funds identification, developed on several columns following the criteria we want to get. The most important is the last column which refers to the specific web site of each action where all detailed information may be get.

Evolution and updating

Extension

Currently the tables have been established by the participants of SA3.2 (CIRAD, RRES, AU and SZIE). Input will be sought from other Endure partners, where possible from all European Countries, so as to have an exhaustive tool to identify simply and rapidly extra-funding sources available to foster the participation of INCO countries to ENDURE activities.

Generalisation

Extra sources of funding must be identified as well for many others Endure activities and to others aims than ITC. Presently these table are presented on excel format as a starting point. However the future extension and updating will need an evolution toward a database. In ENDURE, some activities are planning to develop databases and the developers are regularly meeting in order to make all these databases interact with each other. Therefore the specific database for extra-funding sources will be linked with the other ENDURE’s tools. Thus the table format (template) should be generalised as a unique format fitting the needs of any activity and aim. As a first step there will be a common approach with SA1 (Education and Training) and IA3 (mobility plan).

Updating

Obviously funding sources and calls are evolving permanently. Therefore, these tables are being updated permanently so as to ensure that they are useful and usable at any time by any one.

This updating will be presented as successive Deliverables on a yearly basis.
