1. General Specification

- These specifications cover the design, manufacturing,

assembly, and supply of 50 c/s, 0.4KV low voltage

distribution panels (some items are concerned with

the contractor only).

- The distribution panels should be connected to 0.4

KV solidly-earthed networks and should be fed

from distribution transformers with variable rating

up to 2500KVA according to the load.

- The panel should be earthed (by the contractor) and

connected to the earthing bus-bar using a stranded

copper conductor of cross-section as following:

35 mm2 for transformers for 50, 63, 100 KVA.

50 mm2 for transformer for 200 KVA.

70 mm2 for transformer for 300 KVA.

95 mm2 for transformer for 500 KVA.

150 mm2 for transformers ≥1000 KVA.

- The dimensions of the panels should comply with the

size of the inner components and according to the

technical industrial standards.

- The panel should be made from sheet steel

(galvanized or non-galvanized according to …EDC

requirements) with a thickness of at least 2 mm

(before painting) and the doors should be provided

with vertical metal support (Or any other suitable

supporting method accepted by …EDC).

- The panel should be painted with a light gray rust-

resistant electrostatic powder painting.

- The panel should be firmly locked and weather-

proof with a degree of protection "IP54" or "IP41"

for indoor or outdoor, respectively.

- In case of outdoor installation, connection with TR.

Via cables, cable entry from the bottom with glands,

the panel should be installed inside an enclosure

with thickness 2.5 mm, the panel should be

provided with a sloping roof to prevent rain accumulation (slope angle should not be less than

6° horizontally) to achieve a protection degree of

IP54.

- The front doors of the panel should be installed

using galvanized metal hinges and locked with a

nickel-plated lock with a master key and

provided with an internal mirror for C.Bs &

switch fuse.

- No mechanical process should take place after painting.

2- Technical Specification

2.1 Bus-bars:

- All the bus-bars should be rectangular high-grade

electrolytic copper with a purity of at least

99.999% (conductivity 57 SM/m) (supplier should

be submitting a certificate from independent and

approved lap and …EDC reserve its right to take a

random sample during examination and testing for

analysis at supplier's expense

- All the bus-bars should be insulated with "heat-

shrinkable" colored in (red, yellow, blue, and

black) for the 3-phases and neutral bus-bars,

respectively.

- The cross-section area of the neutral bus-bar

should be at least 60% of the CSA of the phases

bus-bars.

- The cross-section area of the earth bus-bar should

be at least 25% of that of the phases bus-bars.

- The bus-bars should be mounted on insulators

made from porcelain or cast resin according to the

IEC Standard.

- The bus-bars and the insulators should withstand

thermal and mechanical effects resulting from

short circuit current according to IEC 61439-1

- The neutral bus-bar should be equipped with the

necessary compression lugs Bimetal (Al / Cu)

suitable for connection to Aluminum neutral

conductors and PVC insulated cables (concerned

by the contractor).

2.2 Circuit-Breakers and Switch fuses:

A. For incomings: -

- The panel includes one main 3-poles CB (ACB or

MCCB) complete with overload current and short

circuit current Protection and without under

voltage release coil to avoid voltage dips (as

shown in Table-1).

B. For outgoings: -

- The panel should include a number of outgoing

MCCB or switch fuse (as shown in Table-1) and

according to the attached specifications.

- The main C.B should be installed at separate

compartment (cell). It is totally prohibited to install

switch fuses or MCCBs below the main CB.

2.3 Low voltage fixed capacitors with M.C.C.B

- The capacitor unit should be dry type or oil-

impregnated or filled with gas and has self-healing

properties.

- The thickness of the dielectric insulation depends

on the voltage rating.

- The metal part and the capacitor's terminals make

the capacitor withstand high currents and make a

capacitor's capacity value stable when operating at

high operating temperatures.

- The capacitor and its components should have the

following technical data: -

Design voltage (Un): 525 Volt

Operating voltage: 400 Volt

Frequency: 50 Hz

- Capacitor rate should be related to operating

voltage

- Discharge resistors: the capacitor discharges up to

50 Volt within 60 Sec or up to less than the initial

peak voltage of √2 times of rated voltage Un.

3. DESIGN CRITERIA

- The inverse time-current characteristic of the release

coils should comply with the latest applicable IEC

standards.

- Anywhere within the panel, the clearance distance

between the main insulated bus-bars should be at

least 2 cm for panels for transformers less than 500

KVA and 4 cm for panels for transformers from 500

KVA and above with using the supporting insulator

(BB sandwich).

- All C.B. should be adjacent and in a vertical position,

the distance between the C.Bs. and between any C.B.

and the panel should not be less than 6 cm and the

distance between switch fuses should not be less than

2 cm.

- All the conducting parts within the panel should be

made from high-quality electrolytic copper purity

99.9 % while the insulating materials should be non-

flammable and non-hygroscopic.

- Moulded case circuit breakers output terminals

should be provided with additional copper bars that

have a suitable cross-sectional area and insulated

with heat shrinkable tube with suitable length using

supporting insulators when needed and as per ….

EDC requirements.

- The switch fuse should come with copper droppers

(with CSA 250 mm2) which are insulated with heat-

shrinkable tubes to connect the cables to protect the

switch fuses from being damaged due to overheating.

- The metal parts connecting every fuse base with

cable terminal should be provided with a galvanized

bolt (12 mm or 0.5 inches) with two washers, one

spring washer, and one nut, all washers and nuts

should be galvanized.

- The main contacts for fuse-holders should be totally

smooth and silver plated with a minimum coating

thickness of 4 microns.

- Neutral bus bars should be prepared with holes to

install feeders and also with necessary galvanized

bolts, nuts, washers, and spring washers.

- All metal parts of the panel should have earthing bolts.

- All cable terminals should be at a proper height (not

less than 55 cm from the panel bottom).

- The panel should be provided with necessarily needed

cable ties of 8 cm diameter at least (for switch fuse

panels only).

- The distribution panel should be designed to provide

maximum reliability and safety.

- All the components of the distribution panel should be

accessed in a manner that is easy to handle.

- Method of connection between the transformer and

the distribution panel:

- The connection between the transformer and the panel

is via upper busbars, these outgoing upper busbars

should be coming out from the panel with the height

of 20 cm, through an insulated fiber plate with a

suitable degree of insulation and the upper outgoing

busbars should be of the same cross-section area of the

main busbars in the panel.

- The distance between the upper busbars above the

panel should not be less than 6 cm and of the

same horizontal level.

- All main and subsidiary Bars up to the connections

points of the panel should be insulated with colored

heat shrinkable tubes.

- In case, the connection between the transformer and the

low voltage distribution panel to be via cables, the

distribution panel should be equipped with bottom holes

of the panel for incoming and outgoing cables, the slot

for each cable should have a diameter of at least 8 cm

and equipped with gaskets to tighten the lock on cables

and to prevent reptiles from entering the panel.

- All opening of Incoming and outgoing cables should be

closed by a suitable method.

- The panel should be equipped with the following:

Three Digital Ammeters (0-X) A. CL 0.5.

one Digital Voltmeter (0-500) V, CL 1.5.

Three Current Transformers (X/5) A, CL 0.5.

Three indication Lamps (LED Type),

Space for KWH meter with its terminals for

connection, as well as a spare it.

- All holes in the panel must be provided with glands to

prevent dust from entering the panel.

- The internal wiring should be non-flammable and made

of copper conductors insulated with PVC and with

C.S.A at least 2 mm2 and approved by the Egyptian

electricity holding company (EEHC).

- The insulation (PVC) of the internal wiring should

withstand voltage up to 600V.

- The panel should be provided with socket 220 volt with

M.C.B. and lightening lamp LED (not less than 9 watts)

with separate M.C.B.

- All MCCB circuit breakers should be supplied with 3

extension copper bars (6 bars as an option) of vertical

length not more than 7 cm with current density not more

than 1.5A/mm2 and the middle phase bar must be in a

different level than other adjacent phases bars.

according to IEC.

6) Attendance of (…EDC) inspection engineers during

fabrication stages and testing should not relieve the

manufacturer from his full responsibility for

manufacturing the distribution panels under the

requirements of this specification and should not give

him the right to invalidate any claim that (…. EDC)

may make because of defective or unsatisfactory

material or faulty workmanship.

7. Drawings, Catalogs, Samples, and Guarantee

Tables:

- The tenderer must deliver with the offer a complete

copy of catalogues and guarantee tables (stamped

and signed) for each component containing the full

technical data and quality assurance processes.

- The offer which is not accompanied by a complete

copy of catalogs and filling guarantee tables will

not be considered.

- The tenderer should submit with his offer an

approval certificate from the Egyptian electricity

holding company (EEHC) for the panel and its

main components.

8. Spare parts: -

20% of the circuit-breakers/switch fuse of the same
