Dear Dan:

On behalf of National Presto Industries, Inc. (NPI) in EauClaire, Eder Associates Consulting Engineers, P.C. (Eder) issubmitting the enclosed completed Chapter 30 permitapplication for construction of a groundwater dischargepipeline and outfall in the Chippewa River at Riverview Parkin Eau Claire. The pipeline would be used to convey treatedgroundwater to the river from an on-site remedial action atNPI that is being required by the Wisconsin Department ofNatural Resources (WDNR) and the U.S. Environmental ProtectionAgency (EPA) . The application has been signed by both NPI andthe city of Eau Claire since the proposed pipeline would belocated on city property.

Included with the application are plan drawings showing anddescribing the pipeline and outfall details. Figure 1 showsthe proposed pipeline and outfall location relative tosection, township, and range.

Where the pipeline crosses the backwater area in RiverviewPark, conventional construction support mats will be used tosupport a backhoe during trenching activities. The trenchacross the backwater area will be kept to the minimum widthpossible, and materials excavated for the trench will be usedas backfill once the pipeline is placed in the trench. Thepipeline below the bed of the Chippewa River will also beinstalled using a backhoe. Since the pipeline only needs toextend into approximately six feet of water, it should bepossible to drive the backhoe out into the river far enoughthat a barge will not be needed. Since the pipeline will onlybe eight inches in diameter, trenching activities will not beextensive, which should minimize disturbance of bottomsediments. The bottom sediments excavated for the trench willbe used as backfill once the pipeline is in place.
