Dear Eastside Union School District (EUSD) Faculty and Staff Members:

The District Negotiating Team met with their counterparts from the Eastside Teachers Association (ETA) at the CTA

Office yesterday. Here is a summary of what occurred and what was presented during the discourse.

Who was present:

ETA: Shelly Wade, Kim Vierra, Stephanie Price and Paul Scott

EUSD: Christa Waldvogel, David Howard, Francisco Pinto, Maria Palmer and Maggie Chidester

Georgina Bybee served as the EUSD Scribe.

What Occurred:

ETA and EUSD negotiations teams met in a full-day negotiation session.

ETA presented their Counter Proposal #1 Package to EUSD (Exhibit 1).

EUSD presented: Proposed Agenda (Exhibit 2); Counter Proposal of March 11, 2015 ETA Initial Proposal with

EUSD Counter Calendar attached (Exhibit 3); copy of approved AVUHSD calendar for reference (Exhibit 4).

A presentation regarding the School Nurse was provided by the ETA. Several items were discussed in regards to

salary, hours, work days and assignment.

The parties discussed the 2015-16 teacher work calendar. ETA provided a sample calendar attached to their Counter

Proposal #1 Package (last page). EUSD reviewed the calendar and prepared a second Calendar Counter Proposal

(Exhibit 5) with a beginning school date of Monday, August 10, 2015 and June 3, 2016 as last day of school.

ETA stated that with Summer School now being offered, this was a new item they were not aware of, they would

need to present the EUSD Calendar Counter Proposal to members for review. EUSD clarified that Summer School

was presented in the LCAP presented at the EUSD Board meeting of June 9, 2014.

EUSD gave a small presentation regarding fiscal information. The full power point presentation was sent

electronically to all ETA team members (Exhibit 6). EUSD presented ETA with a verbal counter proposal on salary.

A 1.5% salary increase retroactive to January 1, 2015 was offered.

The primary expectation is that site administrators will ensuresupervision for students during recess (supervision not provided by teachers).Teachers may use recess time at their discretion for preparation, collaboration,student/parent conferences, or any other activity required to perform their job(including nutrition or relief breaks).

one ( l) hour limit on required meetings, such as åculty meet¡ngs, grade levelmeetings, department meetings and team meet¡nts.These meetings shallnormally be scheduled after the regular school da¡ however if a majority of theschool site staff agrees, earlier meet¡ngs may be scheduled prior to the beginningof the school day.These meet¡ngs will not normally exceed a total of three two(Ð (2) meet¡ngs per month.The District agrees not to schedule any meet¡ng,that unit members would be required to attend on the third Thursday of eachschool month.There shall be no required åculty or committee meetings duringthe weeks of Back to School Night and Parent Conferences.All District and sitelevel committees are voluntary.

Provided that parents have been given the opportunity to conferencebetween the release of students at the end of the regular workda¡ teachersconducting eyet+int conferences beyond regular duty hours shall be permittedto leave at the conclusion of any scheduled conferences between the releaseof students and the end of the regular work day.Teachers shall return for

conferences, if scheduled.

Assembly Bill rzoo (Statutes of r99t, Chapter ,rry) andAssembly Bill ry56 (Statutes of zoo4) are both integralcomponents of the adoption and interim reporting processfor school districts. Education Code 4zLzT requires schooldistricts to include a projection of the general fund for thecurrent and two subsequent years at each interim reportingperiod. The followitg assumptions were used based on theSchool Services of California (SSC's) dartboard and LACOEInformational Bulletins in determining the LCFF fundingand other Revenues.

B - Qualified Tone ca emy Bond

The QZAB program is a way for school districts to obtaininterest free financing for renovation, repair projects,and other needs. CDE does not provide the fundirg,but provides auth orization to a school district toobtain the interest free financing if the school districtqualifies. Some of the requirements are as follows:

35o/o or more of the school's students must qualify fotfree and reduced lunch. Programs established withQZAB must have the goal of enhancing the academiccurriculum, increasing graduation and employmentrates or better preparing students for college.
