Elementary commended rates Reading: 25% (2010-11) Reading: 34% (2010-2011)
Graduation rate 49.4% (Johnston, 2006-07)
~ <60% (EMHS@JC, 2010-11*)

School Vertical Team attendance zone is college-bound. This
means:
− Dramatically higher elementary level commended rates
− A feeder middle school developed
− 100% high school completion and graduation rates
* Estimated percentages using three years of data. The 2010-2011 data is expected to be final in Spring 2012.

Development of Annual Facilities Recommendations Driven by Academics and Balanced by Operations
7
The overlap of Academics and Operations determines the AFRs. This
overlap can be larger or smaller, depending on the impact of board
priorities, emergency needs (i.e. natural disasters), available resources,
unexpected population shifts, and urgent facilities conditions in any
given year.

In-District Charters: Historical Context
June 2001 Board Policy authorized applications for a
charter campus or program. Policy was updated in 2005.
In 2002, AISD discussed targeted support in east Austin.
AISD received two formal charter proposals from KIPP
and Edison Schools Inc. Administration recommended
negotiations with KIPP Academy. Board voted to create
local programming – “Blueprint Schools”
January 24, 2011 Board approved changes clarifying the
creation of an in-district charter on an existing school
campus
On June 20, 2011 Board approved for Administration to
begin preliminary discussions with IDEA Public Schools

In-District Charters: Historical Context September 7, 2011 site visit to IDEA Public Schools in Weslaco and
Brownsville
IDEA is a member of the Gates District Charter Collaborative for
Austin
IDEA submitted an in-district charter application to AISD, in
accordance with district policy
4,350 students eligible to attend AISD are current charter school
students
Loss of students from AISD to external charter schools is a drain of
funds and loss of motivated students from AISD
- More than $26 million loss of ADA funds annually
• Of which $6.6 million revenue lost is from the EM Vertical Team
- Creates competition in educational programming in our community
