August 2004: Johnston High School rated Academically Unacceptable (AU)

- Year 1 (2004) required a targeted improvement plan

- Year 2 (2005) required reconstitution or closure

- Year 3 (2006) required hearings before TEA Commissioner

- Year 4 (2007) allows for the Commissioner to call for alternative management or closure

- Year 5 (2008) required complete closure or alternative management

August 2007: TEA announced that Johnston HS was rated AU for a fourth

consecutive year

August 2008: Commissioner ordered the closure of Johnston HS before the

2009 school year (TX Education Code 39.107(d)) due to fifth consecutive year

of AU rating

August 2009-11: Eastside Memorial at the Johnston Campus has had AU

ratings for the past three years

In-District Charters: Historical Context

June 2001 Board Policy authorized applications for a

charter campus or program. Policy was updated in 2005.

In 2002, AISD discussed targeted support in east Austin.

AISD received two formal charter proposals from KIPP

and Edison Schools Inc. Administration recommended

negotiations with KIPP Academy. Board voted to create

local programming – “Blueprint Schools”

January 24, 2011 Board approved changes clarifying the

creation of an in-district charter on an existing school

campus

On June 20, 2011 Board approved for Administration to

begin preliminary discussions with IDEA Public Schools

In-District Charters: Historical Context September 7, 2011 site visit to IDEA Public Schools in Weslaco and

Brownsville

IDEA is a member of the Gates District Charter Collaborative for

Austin

IDEA submitted an in-district charter application to AISD, in

accordance with district policy

4,350 students eligible to attend AISD are current charter school

students

Loss of students from AISD to external charter schools is a drain of

funds and loss of motivated students from AISD

- More than $26 million loss of ADA funds annually

• Of which $6.6 million revenue lost is from the EM Vertical Team

Common Elements of Draft Scenarios

1. All four scenarios contract with IDEA Public Schools to

create an in-district charter program focused on college

readiness and science, technology, engineering and

math (STEM).

2. In each scenario, IDEA in-district charter program will

feed/grow into the IDEA in-district charter program at

Eastside Memorial High School at the Johnston

Campus.

3. The differences between the four scenarios are the

impact to facilities, attendance zones, program

configuration and costs.

i. Begin with K-2 and 6th grades at Allan campus

in 2012-13; grow program to K-8 at Allan

campus by 2015-16.

ii. All students within the Martin attendance zone

will be eligible to apply for enrollment and will

be selected through a lottery.

Govalle or Ortega.
