IntroductionWhile the nuclear power project was initiating in France in

1974, i.e. it was planning to build 58 nuclear reactors, Valinox

Nucléaire was founded in Montbard. Since the Montbard

Factory was established, the company has provided more

than 360 bundles of nuclear steam generator tubes for various

categories of Pressurized Water Reactors (PWRs) in the world.

Mr. Gérard Kottmann said that “we only produce nuclear steam

generator tubes and other nuclear-related tube products. We

are totally depending on the nuclear power industry, which

sounds we seem to be confined, but actually it demonstrates

that we are specialized in the nuclear products. Thus, we can

dedicate to production improvement.” Valniox develops rapidly

under the powerful support of parent company of Vallourec

Group – world leading enterprise providing special steel tube

solutions for energy filed. Benefited from large investment by the

parent company, Valinox will achieve the target that productivity

quadruples within five years by the end of this year.

Two Expansions in FranceValinox Montbard Factory maintained a productivity of about

1300km tubes per year before 2008. However, the company

determined to expand its productivity to meet the increasing

demand of new market in China and the maintenance and

replacement market in France in 2008. “We first optimized

and reconstructed the production equipment which leads to

30% increase in productivity. Then, we adopted the production

mode of 7×24. Thus, the productivity was increased by 10%”

Mr. Kottmann continued that “therefore, our productivity was

increased by 40% in 2008. This was a successful investment

because we soon received orders which equaled to our

productivity.”

At the same time, the company also determined to construct

a new factory and correspondingly took actions. This was the

second large expansion in France. The foundation stone laying

ceremony of the new plant was held in October 2009 in the

Montbard Factory. Mr. Kottmann explained that “the reason that

we constructed a new factory in the former site was that we

hope to ensure the staff from the new factory can also master

the same specialized level, and it was necessary to build the

factory near the old one where senior workers are located to

make better training for new workers.”

The annual productivity of the company has increased to

5000km, plus the first expansion. Therefore, the company

will receive long-term orders from customers around the

world, which lays a firm foundation for future production of the

company. Though it is a fact that the opening ceremony of

the new factory was held in April 2011 – only one month after

Fukushima accident in France, but the factory upon built are

always operating at full load, which is particularly attributable to

the demands of the market in China.

Certification and ProductTwo factories of Valinox in France are certified by RCC-M and

ASME (MM+MS). The company is also the first manufacturing

enterprise received HAF604 issued by NNSA. Nowadays,

most steam generator tubes are alloy 690 U tubes which are

produced in in the modern factories. In fact, the bundles of

alloy 690 tubes for the first steam generator in the world were

delivered by Valinox Company in 1985. Moreover, the company

also produces alloy 800 tubes and square bending tubes.

“We can carry out production as required by all leading

certifications”, Mr. Kottmann introduced that “we are providing

tube products for the third generation of ERP and AP1000

reactor. Besides, we also delivered special tubes made of

690 alloy for AP1000 reactors in the world, which are called

as ‘C tubes for PRHR heat exchangers’. You can only find

this product in Valinox. All tubes should be bent to 90 degrees

for two times, the bent-tube section is long, and the legs are

short. Furthermore, these tubes will also be used for CAP1400

project.”

Valinox also produces tubes for other areas of the nuclear power

(referred to as NEP) in addition to the steam generator tubes.

Mr. Kottmann explained that “although each nuclear power plant

requires hundreds of thousands of meters nuclear SG tubes,

a large number of tube products with small specifications are

also required for reactor buildings. These tubes are located

from the reactor vessel to drive mechanism of control rod and

pass through the main pressure vessel from top to bottom. The

production specification for NEP is quite accurate and NEP is

mainly made of alloy 690. Tube specifications are multiple, but

the demand for each specification is small, e.g. only several

meters or even several centimeters. Each tube should be

provided with complete records. We are most famous for one

of the products of base for Control Rod Drive Mechanism

(CRDM) in pressure vessel, which is also called as the cover

penetration assembly of the pressure vessel. CRDM allows the

control rod probe into reactor vessel rapidly and stop / delay the

nuclear reaction. CRDM is produced strictly in accordance with

the subtle allowance. Each reactor requires 50 to 90 CRDMs.

Valinox is one of two companies in the world that can provide

this product. We also supply other products including heater

sleeve and vent pipe.”

Experiences in China’s MarketSuppliers deem the new nuclear power markets in China as

most important markets currently. Valinox’s experience in

China’s market may be traced back to 1992. In 1992, Valinox

provided steam generator tubes for Dayawan NPP through

AREVA (called as Framatome in 1992). Mr. Kottmann introduced

that “after Dayawan project, we also provided products of alloy

800 SG tubes for many projects in China, such as Qinshan

Phase II project (CNPE600 model) and Qinshan Phase III

project (i.e. currently the only CANDU reactor in China) in

addition to Lingao Project of Phases I and II, Fangchenggang

NPP and Ningde NPP. What makes us quite proud of is that

we have provided nuclear SG tubes for 80% of existing and in-

construction NPPs in China.”

Expansion in ChinaInvestment by Valinox will not terminate in building the new

factory in France. “Our strategy is to meet the market demand,

and the most promising market is in China nowadays”, Mr.

Kottmann continued that “at the beginning of the second

expansion plan in France, we analyzed the market investigation

and realized that our productivity is far more than meeting the

demand. Plus in order to set up close relationship with Chinese

customers and save the lead time (two months to transport

products from France to China), we decided to build a new

factory in Guangzhou of China in 2010. The reason why the

Guangzhou was selected is that the facilities there are full and

complete, French enterprises are centralized there, and it is also

a place where most of our customers of Chinese are located.”

In spite of influences from Fukushima accident, Valinox held

the foundation stone laying ceremony of new factory in China

on May 26, 2011 – two months after Fukushima accident,

which actually fully demonstrated Valinox’s determination to be

committed to the development of the nuclear power market in

China. Mr. Kottmann recalled that “before the ground-breaking

ceremony, we asked ourselves that should we stop the project.

But, eventually we selected to believe the nuclear power industry

in China will have a bright future. Actually, after Fukushima

accident, China took some time to examine its nuclear power

project and adjusted many general requirements, especially

improving requirements for security, guarantee and quality of

nuclear power components. As I remembered, our selection

of following nuclear power project in China was actually well-

placed, especially when considering that we completely know

how to meet the new safety requirements.”

New factory built in Guangzhou by Valinox covers an area of

13000m2, and recruited 200 staff. The laboratory was also built

to meet the testing requirements of customers in addition to the

workshop and office.

“The only difference between the Chinese factory and the

French factory is that factory in China only produce U tubes or

even longer tubes” Mr. David Bousquet, project general manager

of the Chinese factory introduced that “construction of a new

factory is to provide better services for Chinese market. We will

copy the best manufacturing process and experience including

production equipment from the factory in France. Therefore,

products quality will not have difference.”

The company lays special emphasis to training of Chinese

workers for new factory through lots of centralized training

projects in order to maintain the same “proprietary technology”

level. “We also have at least three phases of training project

in addition to the regular training” Mr. Bousquet continued that

“Chinese staff will be trained by French specialists. The Chinese

engineers who can speak English employed by us will also

be trained in France. Then, these engineers will come back

to China to train the workers here and supervise and manage

the running of the factory. The training will be carried out within

several future years. Chinese and French teams will also

maintain smooth communication though video telephone.”

The opening c-eremony of the new factory was grandly held on

June 6, 2013.

The company now is applying for HAF 601 certification and

hope to achieve the targeted productivity by the end of this year.

Mr. Bousquet concluded that “we are always responding to the

demands of Chinese customers through our sales representative

office in Beijing. Now, the larger team in the new factory will

make us provide better services for our customers not only in

the delivery period. Our target is to make Chinese market into

the most excellent manufacturing plant of nuclear power SG

tubes in the world!”

Consistent QualityFor many years, Valinox Nucléaire has been famous for its

excellent performance in nuclear power field. It is the record that

the product quality is unquestionable supports the reputation.

“Maintaining such a high standard requirement requires

excellent specialized level. Our fortune are the knowledge and

experience of our staff integrated into the product”, Mr. Kottmann

explained that “the public utilities require experienced and

trust-worthy cooperators. The nuclear power industry has high

requirements for companies involved in it, which include strong

financial, technical and human resources. The product provided

by us cannot be directly procured through distributors, and it

is essential to make direct communication with manufacturer.

The reasons why the customers select our product are that

the quality is excellent and we are focusing on the customers,

e.g. our staff is required to understand the customers’ needs

and know about the application areas of the product. We hold

two “information day” activities per year, during which we stops

the operation of the entire factory to ensure all the staff can

be involved. The reason why we do this is that we work for the

customers and require making staff to understand our customers

and their demands.”

Look at the FutureWhen it comes to the future of the nuclear power industry, Mr.

Kottmann is full of confidence. He said that “it has no doubt

that Fukushima accident had great influences on the nuclear

power industries in Germany, Italy and Spain. But when looking

at the market nowadays, many countries still chose the nuclear

power such as China, Saudi Arabia, United Arab Emirates,

India, or even some European countries such as the United

Kingdom, Poland, Czech and Finland. For these countries,

nuclear power is an integral part of their demands for long-term

energy. The nuclear power is environmental-friendly because

the emission of carbon dioxide can be reduced. For example,

75% power in France is from the nuclear power generation,

which truly responses to the call for reducing the emission of

carbon dioxide.” He continued that “in fact, Fukushima accident

can be used as a good warning that the first requirement for

our nuclear power is the requirement for absolute quality, long-

term experience and extremely specialized equipment. While,

we can meet this requirement and can do better than any other

companies.”

As new technology such as CAP1400, ACP1000 and ACPR1000

develops fast in China, Valinox will also pay more attention to

the export market. “We know that an extremely large nuclear

power production base is in-construction in China, and the

China will export nuclear power technique to other countries in

the future. We believe that Valinox can be regarded as a good

asset on the nuclear power industry chain with the support of an

excellent global reputation, powerful productivity and abundant

supply experience. For Customers who have the plan to build

nuclear power plants all around world, Valinox is a good choice

to realize win-win cooperation!”

DPS: Would you introduce your background to us? When did you join in the KSB?

Zhu Xiangdong: After graduated from machinery manufacturing major in 1987, I began to work in the Shanghai Pump Factory (being subordinate to the current Shanghai Electric Group). Shanghai Pump Factory was involved into Qinshan Nuclear Power Project and Chashma Nuclear Power Project in 1980s, and developed and provided pumps of nuclear classes II and III for them. In the end of 1994, Germany KSB Company founded the first joint venture in cooperation with the Shanghai Pump Factory. KSB Group is a world-famous company which has a history of more than 140 years and majors in producing pumps. It is a fact that the joint venture did not introduce the nuclear class pump techniques from KSB Company in its early period, which was mainly due to the market. But, Shanghai Pump Factory had the experience in self-producing pumps of nuclear classes II and III. So, KSB Company officially accessed the Chinese market as a joint venture on January 1, 1995.

DPS: What were your main responsibilities in Shanghai Pump Factory? And what are your working responsibilities in KSB (Shanghai) joint venture?

Zhu Xiangdong: Shortly after the founding of the joint venture, I engaged in mechanical sealing in another joint venture of the Shanghai Electric Group which is cooperated with Germany Burgmann. The mechanical sealing is a key component in the pump. In June 2008, in order to focus on the national strategy of nuclear power development, Shanghai Electric Group established a new joint venture together with the Germany KSB, which is fully called as Shanghai Electric-KSB Nuclear Power Pump & Valve Co., Ltd and referred to as KSB Nuclear Pump (or SEC-KSB), with 55% shares under the control of the Chinese side, majoring in production and manufacturing and serving for the nuclear power market. This company is just where I work now. My post is the executive deputy general

manager of the Chinese side and responsible for work in all aspects of the company, particularly in technique introduction, market development and domestication etc.

DPS: After KSB cooperated with Shanghai Electric Group, did Shanghai Electric Group request HAF certificate? As it is quite difficult for the foreign enterprises to access the Chinese market, so when did you obtain the HAF604 certificate, and what obstacles did you encounter and how did you overcome them?

Zhu Xiangdong: The Germany KSB had registered HAF604 in our national nuclear management authority before SEC-KSB was founded. Actually, KSB participated in the construction of our national nuclear power stations in very early period. For example, it provided main pumps for the first nuclear power station in our country, i.e. Qinshan Nuclear Power Station in Phase II. All the relevant certificates are applied by the joint venture. So far, we have obtained the design and manufacturing certificates for pumps of nuclear classes II and III, with the design and manufacturing certificate for the main pump of the nuclear class I under the application.

DPS: In addition to the main pump in the nuclear power project, are there any products in nuclear power project for which the Shanghai Electric Group is responsible?

Zhu Xiangdong: Our joint ventures almost cover all the main pump products for common nuclear power. In addition to the main pump, we still have charging pumps, safety injection pumps, safety ejection pumps, residual heat removal pumps and important common pumps etc. of nuclear classes II and III, as well as relatively important main feed pump and condensate pump etc. So, our products are widely ranged.

DPS: Where are your products also applied in China in addition to the Qinshan Nuclear Power Project of Phase I?Zhu Xiangdong: In addition that KSB Company provided the main pump for our national first Qinshan Nuclear Power Station in Phase I, currently, the joint venture (SEC-KSB) and KSB are manufacturing the main pump for Hainan Changjiang Nuclear Power Station and it is forecasted that the pump is to be delivered in the end of this year. Besides, we developed and manufactured the main pump for the special CAP1400 reactor which is important in our country together with SNPTC in 2011. Before 2011, we also in advance began manufacturing a first main pump prototype for CAP1400, and the manufacturing and testing of the prototype will be accomplished in 2014. Our pumps of nuclear classes II and III are used almost in all the domestic nuclear power stations, such as residual heat removal pumps, and condensate pumps etc. for Sanmen, and Haiyang AP1000 demonstrative reactor projects; important house-service pumps and charging pumps for Fangjiashan Nuclear Power Station and Fuqing Nuclear Power Station; charging pump for Hongyanhe Nuclear Power Station; charging pump, safety injection pump and safety ejection pump for Ningde Nuclear Power Station; and electric auxiliary feed pump for Yangjiang Nuclear Power Station etc. Certainly, a lot of pump products are also used for conventional islands of nuclear power stations.

DPS: How did Shanghai joint venture divide work with the Germany KSB Company in joint manufacturing of main pump project for Hainan Changjiang Nuclear Power Station? Is operation of each company independent of the Germany KSB Group?

Zhu Xiangdong: The Germany KSB Group has its own mature techniques. Therefore, the techniques and quality are its responsibilities. But, the joint venture is responsible for the domestication of some components and installation and full flow testing of the entire pump. Now we have the main pump flow test bench most advanced in the world. As a joint venture controlled by the Chinese side, SEC-KSB is independent, its techniques are guided by the Germany KSB Group, and its operating decision is identified by the board of directors (4 directors in the Chinese side and 3 in the Germany side).

DPS: Since KSB has four branches in China, i.e. KSB (Shanghai) Pump Co. Ltd., KSB (Hongkong) Co., Ltd., KSB (Dalian) Valve Industry Co. Ltd. and KSB Valve Industry Co. Ltd., what are their main businesses? Are main markets of each branch different? Are products sold in China, or manufactured in China and then exported?

Zhu Xiangdong: Actually, there is another valve company in Changzhou of Jiangsu, which is making valve business with the (Dalian) Valve Industry Co. Ltd., including non-nuclear class valves for nuclear power. KSB (Shanghai) Pump Co. Ltd.’s business is pump for non-nuclear power market. But, SEC-KSB is responsible for sales and services of pumps and valves and production and manufacturing of nuclear class pumps and valves for nuclear power market. Now, as the main global market is in China, the pumps produced by our nuclear pump companies are not exported. The export will eventually depend on “opening up” of our national nuclear power and nuclear power market development of the Germany KSB Group in the world. As one of the bases for nuclear pump production and testing, we believe the export will be achieved sooner or later.

DPS: Are your raw materials from China or overseas? Was the main target of KSB to expand the Chinese nuclear power market at that time? If not, when KSB will start to develop the Chinese nuclear power market?

Zhu Xiangdong: The procurement of our raw materials is based on the China without exclusion of the world. When

KSB accessed the Chinese market in 1995, no new nuclear power project was constructed in China, so the nuclear power pump market was also not involved. Afterwards, we defined the nuclear power development plan. Soon, a technical and marketing team was established specific to the nuclear power market by the Germany KSB and all the nuclear class pumps were produced by the Germany KSB. SEC-KSB was founded in 2008 to allow the domestication of nuclear power pumps, mainly responsible for nuclear power market and production of nuclear class pumps and valves.

DPS: Though many of your products were applied for different nuclear power projects such as AP1000 and M310, but how did you meet the demands of different nuclear power stations?

Zhu Xiangdong: It is the fact that the Germany KSB Company has strong R & D capacity, understands pump techniques for different reactors, and makes many achievements within the world. 60% nuclear power stations in the world used the technical products of nuclear pumps from the Germany KSB Company, including reactors. These techniques are in hand for KSB. Our joint ventures introduced their mature nuclear pump techniques and are gradually achieving the domestication. The Germany KSB completed the R & D of the main pump for AP1000 project in 2010. We now are developing the main pump for the national important and special CAP1400 nuclear power project together with the Germany KSB and SNPTC, and the basic design is subject to the design for AP1000.

DPS: Whom did you cooperate with?Zhu Xiangdong: we cooperated with all the national design units, which is necessary for market expansion. Aiming

at CAP1400, we built a cooperative relationship with the Shanghai Nuclear Engineering Design and Research Institute being subordinate to the SNPTC, and the main pump for CAP1400 was developed actually together with the Germany KSB. Subsequently, we will also develop the main pump for CAP1000 project together. At present, China has two main pumps of technique, one is the main pump with shielding motor for AP1000 project and introduced from America, and the other is the main pump with wet winding motor for AP1000 and CAP1400 and introduced from the Germany KSB. This technique for main pumps has an international leading position.

DPS: Did you participate in the ACP1000 and Fuqing 5&6 Projects?Zhu Xiangdong: We entered the bid for main pumps for Fuqing 5&6 and ACP1000 projects. The technique for these pumps is similar to that for main pump of Hainan Changjiang. So, the technique is not introduced. In addition, we also entered the bid for other pumps in addition the main pump and were awarded the contract. We can cover all the related nuclear pumps required for nuclear power project in the coming decades.

DPS: Do you have R & D center in China and what is the proportion of R & D expenditure against the total? Does the Germany Company provide corresponding support such as financial support?

Zhu Xiangdong: Our joint ventures have built their own R & D teams to target the independent innovation based on the introduction, digestion and absorption, for which the expenses are included in the R & D expenditure. It is the fact the now SEC-KSB is at the preliminary stage and main expenses are from investment which accounts for more than 100% (very large). The Germany KSB is our investment shareholder. The founding of the joint venture is mainly to gain full support of both investment parties. The Germany KSB supports us to fulfill the independence and domestication, which meets the requirements for joint benefits of both investment parties and is just where our technique used.

DPS: What quality assurance system is used for your product, Chinese, French or Germany system?

Zhu Xiangdong: Our quality assurance system is mainly subject to the national requirements in addition to international standards (such as ASME and RCC-M). The management experience of the Germany KSB is also adopted in concrete details. The requirements of nuclear management authorities of each country for nuclear power equipment are largely identical but with minor differences. The requirements of our national nuclear management authority are more careful, and the Test Bench for Nuclear Main Pump

decision right and supervisory right of equipment manufacturing enterprises in European countries are larger.

DPS: Do you cooperate with BV (Bureau Veritas) in standards and train the personnel for the standard system?

Zhu Xiangdong: We invite the specialized company to hold training. We just began to contact with BV. We participated in the training organized by the nuclear management authority, Suzhou Thermal Institute, China Nuclear Energy Association, and National Nuclear Security Administration for RCC-M and held training with the specialized company for ASME.

DPS: Did you build cooperative relationship with universities?

Zhu Xiangdong: Now, KSB has built cooperative relationships with some famous universities in China such as Tsinghua University, and Zhejiang University etc. for taking main responsibilities for financial support, projects and guidance, as well as training opportunities in German. We use the two-way selection mechanism for the operating post.

DPS: An agreement was entered between the SNPTC and Westinghouse that the suppliers may participate in their global projects, and the Shanghai Electric Group is just in the list of suppliers. Is KSB in the list? Do KSB make participation directly or as a subcontractor of the Shanghai Electric Group?

Zhu Xiangdong: We may participate in directly. If the signature is in the name of the Shanghai Electric Group, all the enterprises under it will be qualified for the participation.

DPS: What are your competitive advantages?

Zhu Xiangdong: The first advantage is the technique for KSB pumps. KSB is a world-famous pump manufacturing enterprise and has advanced pump techniques and pump R & D experience; the second advantage is the good performance in the world, especially the performance in the nuclear power pump are better within the world; the third advantage is that KSB deems joint ventures as its bases for manufacturing and testing and gives full support to them in fulfillment of independence.

DPS: What is the further development plan of KSB? Will KSB develop the global market with China as a springboard?Zhu Xiangdong: Actually, KSB expanded other markets in Asia earlier than the Chinese market. But, as the current and main nuclear power markets in future are in China, so, KSB including other nuclear power giants will come to China. Our joint ventures are bases for manufacturing and testing of the nuclear power pumps of the Germany KSB, and mainly direct towards the Chinese market though facing towards the global market. The participation will be made either from foreign nuclear power projects of the state or from the global projects of the Germany KSB.

DPS: Could you give some suggestions for access to the Chinese nuclear power market by the foreign nuclear power companies, which is finally raised on behalf of the readers?Zhu Xiangdong: First, it is quite important to find a suitable, substantial and wholehearted cooperator and have common cooperative target; second, build a talent team based on the team in China; third, it is of same importance that transfer the technique and gain technical support.

1 –INTRODUCTION

After a quick description of the EDF dismantling program, this paper focuses on special developments accomplished in terms of organization, design of specific tools, containment, waste conditioning for the removal of operational waste from the reactor pressure vessel at Bugey 1 gas cooled and graphite-moderated power plant.

This waste removal process is planned to take place between 2012 and 2015.

2 - EDF’S DISMANTLING PROGRAM

Electricité de France (EDF) is currently decommissioning nine Nuclear Power Plants (NPP). Most of them are first generation units that started operating in the 60s and were definitively shutdown between the end of the 80s and the beginning of the 90s. [1].

In 2001, EDF decided to completely dismantle its 8 first generation nuclear plants, as well as the fast breeder reactor of Creys-Malville within the following 25 years, EDF has set up a specific organization and defined a detailed program in order to implement this new strategy cf. [1].

3 - BUGEY 1 POWER PLANT PRESENTAION

Constructed between 1965 and 1972, EDF Bugey 1 NPP was the last in the line of the natural uranium fuelled, gas cooled, and graphite-moderated reactors (known as UNGG) to be built in France. With an output of 540 MWe it was the largest UNGG reactor in France and was operated successfully until its closure in 1994.

The Bugey 1 dismantling project is considered as the lead project for 5 other EDF UNGG reactors located at Chinon and St. Laurent in the Loire region. More information on the Bugey 1 reactor dismantling project can be found in [2] and [3].

Since the final shutdown of Bugey 1 (1994), the operational waste such as control rods, bins, shock absorbers etc… has been stored inside the upper part of the reactor pressure vessel protected by a thick layer of concrete, as illustrated on the figure below.

This paper deals with all the technical developments proposed by AREVA/STMI as well as regulatory requirements necessary

for the removal of the operational waste.4 - SCOPE AND 4

4- SCOPE AND DESCRIPTION OF OPERATION

During plant’s operation, 19 tons of LILW (Low and intermediate level waste) was created. This waste is made up of 10 components with both short and long half lives depending on the time spent inside the reactors neutron flux.

This waste is mainly composed of control rods (173), shock absorbers (96), shock bins (26) and control rod dampers (96). Its contact dose rate is up to 10 Sievert’s per hour, thus requiring a high level of biological shielding and treatment via remote control.

with an overall activity of about 200 Tera-Becquerel’s per container (each container will contain about 17 control rods).

This waste has to be removed from the reactor’s channels and vaults, (where it is currently stored) and transferred beneath the reactor pressure vessel, 55 meters down for waste management processing, including cutting, packaging and removal from site. Furthermore, samples have to be taken from the majority of the waste in order to complete the radiological characterization.

The removal of operational waste is divided into five main steps described in the next chapters:

(1) Preliminary arrangements.

(2) Dismantling of the existing zone.

(3) Preparation for waste removal work.

(4) Waste removal, cutting, packaging and temporary storage.

(5) End of work.

The next figure gives a general view of the waste management processing necessary for its removal and treatment. The waste is taken from vaults located inside the top of the reactor pressure vessel. Then, they are carry down to the treatment area (cutting and packaging) using the tubular channel inside the reactor pressure vessel (an identical process to that used during the plants operation for the transportation of fuel assemblies). Finally, they are packed in appropriate containers in the waste route gallery.

4.1 - Step 1 - Preliminary arrangements

The “Prel iminary arrangements” consist mainly of the preparation of the controlled area, the fire protection installation, the improvement of the ventilation system and upgrading of waste transfer containers.

The EUVv ventilation system used during the plants normal operation and stopped many years ago will be totally upgraded and recommissioned.

The waste transfer containers (cf. next figure) used for fuel transportation (during operation) on the top of the reactor pressure vessel, will be decontaminated and upgraded before use.

4.2 - Step 2 - Dismantling of the existing zone

The “dismantling of the existing zone” consists of the dismantling and packaging of 35 tons of waste present in different zones that will be used during the next steps of the project.

Among this work, a difficult dismantling operation consists of removing the 55 meter long tube installed inside the reactor tubular channel (cf. figure below) used during operation for the removal of spent fuel from the top of the reactor to the treatment room. This tube has to be removed to allow the larger waste components and materials to pass down the tubular channel.

This dismantling procedure will be carried out from the pile cap using a special containment airlock (cf. figure below). The tube will be lifted by the main reactor crane, flipped horizontally with a specially designed tool, cut into pieces and transported to the packaging workshop.

4.3 - Step 3 - Preparation of waste removal work

All the necessary remote control tools are installed during this step, including:

- Waste container automatic transporter and handling cranes. Two different types of container have to be transported, a 5 m3 container and cylindrical R73® container (depending on short on long half life waste).

- About 150 tons of lead biological shielding has to be installed to protect operators during waste transport.

- Remote manipulators.

- Automated manipulators for control rods and other waste during the cutting process.

- Automatic cutter for control rods and other waste, five different cutting tools will be developed and installed depending on waste shape.

- Table and remote manipulators for waste sorting and conditioning.

- Necessary measurements taken for waste container control.

- Control room for remote control of all processes.

4.4 - Step 4 - Waste removal, cutting and packaging

During this step, the waste removal and treatment will be

undertaken. At the same time sampling will be carried out in

order to document the waste radiological characteristics.

5 - AREAS OF CONCERN

The major concerns regarding the preparation of this operation are:

- Safety requirements to avoid the spread of contamination.

- Supply and installation of 150 tons of shielding in order to limit radiation.

- Upgrading existing tools and development of new tools for gripping and cutting components remotely.

- Handling of components with high reliability to avoid security and safety related incidents.

- Use of radiological measurements for waste management by category and choice of packaging.

The basic operational design has been defined. It provides that one of the essential project data are the radiological figures.

In order to measure radiation and contamination values, a heavily shielded specific shutter (cube of approximately 1.5 meters square and 30 tons in weight) has been designed (cf. figure below).

Furthermore, during cutting processes, about fifty metal samples will be taken for complete radiological characterization.

Another major issue of the waste removal is the control of zoning radiation (the waste contact dose rate is up to 10 Sievert’s per hour for the control rods).

To avoid an accident a carefully planned process with several safety features (lead shielded automatic doors) will be necessary.

Between 3 and 4 shielded doors for radiation protection, areas 1, 2 and 3 are totally remote controlled, areas 4, 5, 6 & 7 are accessible by the operator.

Because of the high levels of radiation, the doors between areas 3 and 4 / areas 4 and 5 are not allowed (by I&C) to be opened at the same time.

5 - Opening and closing of waste containers (the closure of full containers is possible in this area (access is permitted for operators), because of the shielded cap put in place in 2).

6 - Waste radiological control area.

7 - Waste container transfer area.

Waste containers are placed in transitory waste storage before their final removal.

All this work will be undertaken in two 8 hour days in order to reduce the waste treatment duration. This step of waste removal is planned to take approximately 1.5 years.

4.5 - Step 5 - End of work

The last step consists of the cease of operation, and removal of all installed components.

5 - PROJECT STATUS

Step 1 “Preliminary arrangements” is currently in progress and step 2 “Dismantling of the existing zone” is planned to begin during summer 2012.

The main step, “Waste removal, cutting and packaging” presently planned from 2014 to 2015.

HighlightsFieldwork Meeting on Demonstration Project of SNPTC Kicks OffOn April 28, major projects of the leading group of the State National Power Technology Corporation (SNPTC) held the 16th conference &fieldwork meeting on the demonstration project in Rongcheng, Shandong province.

The State Nuclear Power Technology R&D Centre (Major Projects Office), the State Nuclear Power Demonstration Plant Co., Ltd and other departments and units reported on the overall progress of the major CAP1400projects, including the preliminary design review, construction progress of the design, research progress, test verification progress and the construction preparation of the demonstration project.

It was agreed thatscientific research programs and major milestone schedule adjustment programswill be added in 2014. Also, SNPTC signed a new research topic mission statement of the major projects in 2013 with its related units.

The Chairman of SNPTC, Wang Binghua, delivered a speech requiring completion of the demonstration project system documents, the executable files, "two assessment reports," the preliminary safety analysis report, pre-research report and other review work as soon as possible.

The General Manager of SNPTC, Gu Jun, asked for close attention to be paid to the foundation work such as the construction of technology system documents and play the role of wing in the aspect of project management system to further strengthen the program’s management.

The leadership team members, relevant departments and subordinate units of SNPTC attended the meeting.

Bill Gates to Support China’s Nuclear PowerAccording to CNNC, the founder of Microsoft and Chairman of Terra Power, Bill Gates showed in an interview that China will absolutely become the world leader in nuclear energy given the size of its nuclear power development and commitment.

Analysts believed that China’s total investment will be up to one trillion RMB if it is calculated according to the total installed capacity of 80 million kW of the NPPs under operation and construction by 2020. And if the localization rate of the nuclear island, conventional island and the auxiliary equipment reaches 70%, 80% and 90% respectively, the nuclear power equipment manufacturers in China will share a market worthy of more than 300 billion RMB in the next decade.

Haitong Securities believes that units with a total installed capacity of at least 12 million kW (about 12 units) will start to be reviewed and constructed in three years after the 12th Five-Year Plan according to the 12th Five-Year Plan on Energy Development. In October, 2007, the National Development and Reform Commission issued its Long-Term Nuclear Power Development Planning (2005-2020), in which the goal by 2020 was that the nuclear installed capacity will reach to 40 million kW; meanwhile, the nuclear power capacity under construction should stay at about 18 million kW by the end of 2020 considering the follow-up development. According to the report on comprehensive safety inspection of the national civilian nuclear facilities released in June, 2012 and the Tianwan Phase II Units 3 &4 started to be constructed on December 27, 2012. 15 units are in operation with a total installed capacity of 12.444 million kW,31 units are under construction with total installed capacity of 33.80 million kW, and 28 units started being constructed between 2007 and 2010.

Although the overall valuation of the listed companies related to nuclear power equipment is on the high side, the nuclear power sector may have theme investment opportunities under the two positive industrial stimulation policies. Nuclear power is a high-tech industry with large inputs and high efficiency and is the leader of nuclear industry. Currently running NPPs in China are Qinshan NPP and Guangdong Daya Bay NPP, while the ones under construction are Qinshan NPP phase II & III, Tian Wan NPP and Ling ' ao NPP.

After a dozen years of construction, Qinshan nuclear power base has already began to take shape. Construction of Qinshan NPP Phase II is one of the important points of nuclear power work. Unit 1’s primary loop hydrostatic test and the containment strength and tightness test have been successfully completed. In June 2013, Qinshan NPP’s phase II unit 1 will be put into commercial operation.

The CANDU NPP construction of Qinshan phase III is progressing smoothly, and unit 1of phase III will reach its critical state in October 2013. It is expected to be integrated into the grid at the end of this year. Ling Ao NPP unit 1 will also be grid-connected this year.

The reactor pressure vessel, steam generator and other major equipment and instruments of Tianwan NPP unit 1, the fourth NPP under construction in Jiangsu province will be installed in place, and its unit 2 will basically complete the civil engineering tasks of the nuclear island and the conventional island.

Head of CNNC said that eight nuclear power units with a total installed capacity of 6.6 million kWwill be put into operation after Qinshan phase II & III, Tianwan NPP and Ling Ao NPP are completed on schedule at the end of the 15th Five-Year Plan. The on-grid energy of only four NPPs will reach to more than 300 kWh/year, which is more than 15 times the current figure. Sales revenue will be close to 13 billion RMB. CNNC’s economic growth will accelerate.

By the end of 2001, Qinshan NPP had realized safe and steady operation for 235 days with on-grid energy of 2.3 billion kWh and sales revenue of 800 million RMB; all of these were the best levels in history. Last year, Daya Bay NPP continued to maintain safe and stable operation and retained a leading position among the same kind of NPPs.

CEEC First Million-Kilowatt Steam Turbine of Sanmen III Starts Cylinder BuckleOn May 9, the steam turbine of the first million-kilowatt unit1 of Sanmen III, contracted by Zhejiang Thermal Power Engineering Corporation, began cylinder buckling.

This is the most important and complex work of a turbine’s equipment installation, which requires strict technology and high precision.

The steam turbine of unit 1is 8.5 m high from the engine room floor, adopting a reactionary and condensate gas turbine with single axis, four cylinders with six exhaust holes and a reheater with intermediate separation of vapor-water. Hoisting of the clapboard below Unit 3’slow pressure cylinder will be started first. The whole buckle cylinder process is estimated to last for two weeks.

At present, the main civil construction of the project has been completed with support from the national related ministries and provincial and municipal governments. Now equipment installation and debugging are being carried out. The parts processing workshop has been delivered and ready for production.

During the 12th Five-Year Plan period, with the rapid development of nuclear power and increasing demand for nuclear fuel components, the insufficient capacity contradiction on nuclear fuel components of CNNC Jianzhong was gradually highlighted. The original production capacity of 400-tons of uranium per year is unable to meet the requirements for 1600 tons of nuclear fuel components per year by 2015. Planned and step-by-step expansion is needed for CNNC Jianzhong’s production line of nuclear power components considering the demands.

As a key construction project of CNNC Jianzhong’s 12th Five-Year Plan, the goal of this expansion project is to increase the capacity of the production line from 400 tons per year to 800 tons per year, at the same time, to further strengthen storage capacity and product transportation.

Using the company’s existing technology, the production line is extended to newly-built chemical industry, powder metallurgy as well as single rods and components, spare parts processing production line constructionon on the basis of existing production lines. New added comprehensive uranium production capacity reached 400 tons per year with supply capacities of multispecies, mass, rapid and flexible. This project has been listed in the “611” plan of Sichuan province’s strategic emerging industries and was provided with the financial support as a strategic emerging industry in December 2011.

China Grasps ACP1000 Main Pipe Forging TechnologyChina’s independent 3G ACP1000 Main Pipe Forging Technology passed the expert appraisal organized by the China Machinery Industry Federation and the Department of Science & Technology of Shanghai Province. The committee of experts

agreed that both the material and manufacturing technique of the ACP1000 main pipe forging have made a breakthrough and its main technical indices have reached the international advanced level, signifying that China has mastered all technologies of ACP1000’s main pipe forging.

The main pipe is one of the eight key pieces of equipment in nuclear power plants, and is called the "main artery". Compared with the second-generation nuclear power plants, third-generation onesare more secure and their design lives have been increased from 40 years to 60 years. One of the biggest changes is that the processing technology has been transformed from castingto forging.

The ACP1000 forged main pipe was designed by the Nuclear Power Institute of China and is manufactured by Yantai Taihai Manoir Nuclear Equipment Co., Ltd. (THM). Both sides signed a cooperation agreement in late 2011. THM formally launched the development and manufacturing work in June 2012, and completed the entire process of manufacturing the main pipe in just six months. According to reports, this main pipe adopts ultra-low carbon stainless steel with overall nitrogen control forging technology. This achieves a number of breakthroughs: to optimizethe material compositionthrough a unique smelting process, giving it superior performance to reach the international advanced level; to adopt self-developed bending molds and the internationally leading overall roll forming technology to ensure high-precision bending dimensions; gives it a global lead to use the nesting hole processing technology in main pipe manufacturing, which greatly improves the material’s utilization. In addition, during the development process, THM completed the entire workfrommaterial smeltingto forging, bending, heat treatment and machining. The welding qualified rate has ever reached 99.86 % in the case of Ningde NPP unit 1. With automatic welding efficiency being improved significantly, the single-seam welding period has been shortened by 20 days compared to manual welding shrinkage, which directly shortened the critical path construction period of nuclear island’s installation by 60 days. By far, the technology has acquired three key technologies for a national invention patent license. At present, the pipeline automatic welding technology still has extensive promotion prospects in the nuclear power construction and operation maintenance phase. ZZEP Plans to Increase Capital of RMB 1.62 Billion for Qinshan NPPOn May 27, the controlling holder of Zhejiang Southeast Electric Power B (900949), Zhejiang Zheneng Electric Power Co., Ltd (ZZEP) said it was planning to provide registered capital of 1.4 billion RMB for Qinshan NPP from its own funds of 1.62 billion RMB. After the capital increase is completed, the equity ratio of Qinshan NPP will grow from 0% to 28%.

ZZEP believes that the installed capacity and generating capacity of the NPP belonging to them will further increase. The asset quality of the foreign-invested generating sets will continue to be improved and its profitability will also be increased accordingly.

By May 26, 2013, Daya Bay NPP unit 1 had realized continuous safe operation for 3,845 days. There has been no shut-off in case of accident for 11 consecutive years since January 12, 2002. At present, the unit has the highest operational safety record among domestic NPPs and is ranked first out of 64 units of the same type in the world. In 2013, 34 WANO (the World Association of Nuclear Operators) lists these six units among 54 which reached international advanced level, compared with 104 NPP units in America. The operation performance of Daya Bay nuclear power base has ranked first for consecutive 12 quarters.

The report revealed that the grid-connected electricity of six units at Daya Bay NPP will reach 45.113 billion kWh. This is equivalent to reducing standard coal consumption by 14.71 million tons, carbon dioxide emission by 36.19 million tons, sulfur dioxide emission by 350,000 tons and nitrogen oxide of 230,000 tons. Its environmental protection effect equals to 100,000 hectares of forests.

According to the plan, CGN’s annual electricity output will reach 420 billion kWh, which equals reducing standard coal usage by 130 million tons and carbon dioxide emission by 320 million tons -3% of the national primary energy consumption in 2020.

The ACP1000 forging main pipe is a thick-walled and pressure-bearing kind of pipe with a wide caliber, it connects the reactor pressure vessel and steam generator. It is the “artery” of the nuclear steam supply system (NSSS) to remove in-core heat and one of the key pieces of equipment of PWR NPP I level.

Shangshang Cable Group delivered cables to Sanmen NPPOn 27th April, Shangshang Cable Group delivered the AP1000 cables to Sanmen NPP.

Sanmen NPP was the first self-reliance supported project approved by the Chinese State Council in 2004. It functions as the first NPP in the world applying the 3rd generation AP1000 technology.

Shangshang Group signed a cooperation contract with SNPTC in 2010 and developed the 3rd generation AP1000 nuclear cables. Based on that technology, Shangshang Group developed the special AP1000 cables used for containment, and applied for a patent on the core technology. Later, this company received written approval for the manufacturing of internal containment cables.

China XD Group 500 kV High Voltage Shunt Reactor Re-Entered the Field of Nuclear Power China XD Group signed a contract with China Nuclear Power Engineering Co., Ltd on purchasing the high-voltage shunt reactor for Fangchenggang nuclear power plant. According to

the contract, China XD Group will provide two sets of 500kv voltage shunt reactors for Units 1 & 2 of Fangchenggang NPP Phase one.

In recent years, products of China XD Group, such as the power transformer of 110kV, 220 kV, 330kV, 220 kVGIS and the 500kV have successively entered the domestic wind power, nuclear power and other new clean energy markets. Nuclear Control Acquired Civil Nuclear Safety Equipment Design/Manufacturing CertificateCNNC China Nuclear Control System Engineering(hereinafter referred to as “Nuclear Control”)has obtained its Civil Nuclear Safety Equipment Design/Manufacturing Certificate approved by the National Nuclear Safety Administration. In January 2011, Nuclear Control formally submitted its application to the National Nuclear Safety Administration. After being accepted in April 2011, the company started the design, purchasing, integration, testing and whole qualification test of the 1E model machine, including aging test, pre-delivery test (H point, experts of safety review center, witnessed the test), IP protection-class test, temperature-rise test, power change test, vibration aging test, EMC test, high-temperature test, low-temperature test, cyclic heat test, long-term operation test and earthquake resistance test (H point, experts of safety review center, witnessed the test).

CNNC Stainless Steel Cladding Tube Used for 300-Megawatt NPP Realizes Independent ProductionThe stainless steel cladding tube used for components of 300-megawatt NPPs, developed by Shanghai Gaotai Rare & Precious Metals Co., Ltd (SGTC) hassmoothly passed the product eligibility identification. This is an important milestone for CNNC which enables it to realize the independent production of this kind of stainless steel cladding tube.

Relevant experts and leaders from CNEIC, CNNC Jianzhong Nuclear Fuel and Shanghai Nuclear Engineering Research & Design Institute attended the product appraisal meeting.

After discussion, Experts agreed that SGTC productive process meets all the requirements of the quality control plan, manufacturing outline and technical condition, with complete and effective documents on quality control as well as complete records.

Since October 2011, SGTC has been dedicated to the R & D of the stainless steel cladding tube, pipe run, tube neutron flux measurement and other products used for nuclear power. On the basis of the drawings, technical conditions and raw materials provided by CNNC Jianzhong Nuclear Fuel, SGTC implemented the equipment, tooling and development technical preparation and related development. In April 2013, SGTC signed a sales contract on safety stainless steel pipe with CNNC Jianzhong Nuclear Fuel, in which SGTC will deliver the first batch of cladding tube to Jianzhong at the end of June and the first batch of pipe run at the end of July. KINWA will Share Market Opportunity of Trillions of RMB A statement released by China-KINWA high technology Co. Ltd shows that the company has obtained the Civil Nuclear Safety Equipment Design/Manufacturing Certificate approved by the National Nuclear Security Administration. The nuclear market has become another development field for KINWA to expand its profit space. At the recent 9th Annual China Nuclear Energy Congress, Xu Yuming, Deputy Secretary-General of the China Nuclear Energy Association, said that the development of nuclear power may reach a higher level than expected.

First Domestic Circling Water Pump Test was Conducted SuccessfullyOn May 21st, the load test of the circling water pump in the PX pump house of Fuqing NPP unit 1 was successfully completed, with each parameter staying normal and stable during the operation. It marks that function test of China’s first localization of a circling water pump was successfully conducted.

The circling water pump was developed by Shanghai Apollo Machinery Co., Ltd, which is the first domestic circling water

pump. Its main motor was provided by Shanghai Electric Machinery Company and its gear case was provided by Zhengzhou Machinery Research Institute. The load test of the pump has a very complex procedure, with high risk, strong logic and wide boundary. The whole test process involves nearly ten systems related to machines, electricity and instruments as well as six workshops or items.

Rich experience was accumulated in obtaining the successful result which will benefit subsequent installations and debugging. It also provides reference for other pumps of the same type, and at the same time, verified performance of the domestic circulating water pumps.

CNNC Cooperated with Sinopec to Explore Uranium ResourcesOn May 22 a joint venture uranium industry company, an open cooperation platform was formally founded, which was jointly created by CNNC and Sinopec. The joint venture has realized the marketing and business connection of the uranium, a kind of particular product. Kexin Jidian Signed First Contract on Nuclear Power ProductSichuan Kexin Mechanical and Electrical Equipment Company (hereafter referred to as Kexin Jidian) have signed a supply contract with Huaneng Shandong Shidao Bay Nuclear Power Plant on hot gas duct equipment for an HTR NPP demonstration project. It is the first project contract for nuclear power products since September 2011 when the company obtained its Civil Nuclear Safety Equipment Manufacturing Certificate. This will benefit product transformation and upgrading as well as market development in the new energy field.

On March 29, Kexin Jidian said Chinergy Company Ltd., had confirmed they had won the bidding on this project for about five million RMB.

Kexin Jidian, as the project’s general contractor, signed the supply contract on hot gas duct equipment for the HTR NPP demonstration project with Chinergy and China Aviation Gas Turbine Co., Ltd (Shenyang branch) on May 17thwith the final contract amount of RMB 5.25 million. The contract should be performed before October 20, 2014.

People from Kexin Jidian said in an interview on www.cnstock.com that winning this bid equals getting a “ticket” to enter the field of nuclear power products, though the contract amount is not so much. However, Kexin Jidian’s recruitment project and manufacturing base construction in Sinkiang has been successfully completed. Now it has begun to gradually release its production capacity.

In 2012, Kexin Jidian’s sales revenue from both its pipeline equipment and pressure vessels has declined substantially, at the same time, order price and gross margins also fell year on year which have lead to the company’s business revenue and net profit attributable to shareholders of listed companies falling to 21.71% and 79.63% respectively. In the first quarter of this year, the company’s net profit attributable to parent company owners lost 2.47 million RMB. It was expected that it would have lost 6.5-11 million RMB during the first half of 2013.

Biggest China-Invested Project of Husab Uranium Mine Kicks off Construction

The construction of Namibia Husab uranium mine has started.

It belongs to CGNPC and is the biggest China-invested mining project in Africa at present. The site has one of the most significant uranium resources in Africa discovered during the last

decade, ranking the third in the world.

The lifecycle of Husab uranium mine is over 20 years. Once in production, it will become the second largest uranium mine in the world and its total output will meet the natural uranium demands of 20 nuclear power units of a million kilowatts each for nearly 40 years. Meanwhile,the mine’s construction will create 6,000 temporary and 2,000 permanent jobs for Namibia when the mine goes into full production. In addition, the Husab mine is expected to boost the exports and GDP of Namibia by 20% and 5% respectively.

In recent years, on the basis of mutual benefit and win-win results, China and African countries have strengthened their cooperation in various fields, especially in energy and mineral resources. In May 2012, CGNPC together with the China-African Development Fund completed the 100% stock acquisition of this project. From October 2012 to the present, 15% of the project has been finished and the whole construction is scheduled to be finished at the end of 2015.

Westinghouse and China's State Nuclear Power Technology

Corporation (SNPTC) will work together to develop a small

modular reactor (SMR) design licensable in both the USA and

China.

A memorandum of understanding (MOU) signed by the two

companies, which have a long history of working together for the

deployment of AP1000 pressurised water reactors (PWRs) in

China, will see them establish a partnership to develop an SMR

based on Westinghouse SMR technology.

Westinghouse senior vice president and chief technology

officer Kate Jackson said the companies both wished to build a

framework for SMR cooperation that would explore the potential

of both domestic and international markets, and were in the

early stages of negotiations on an agreement that would provide

design, licensing, construction and operational certainty that

other SMR suppliers would be unable to match. "We expect to be

the first to market," she declared.

SMRs are smaller and simpler units than conventional power

plants - typically up to around 300 MWe in capacity - offering

advantages over larger units in various circumstances such as

in remote locations or where grid systems are not suitable for a

large nuclear plant. They are expected to offer greater simplicity

of design, economy of mass production, and reduced siting

costs, with large components being fabricated remotely and

transported to the operating site.

The GT13E2 gas turbine is one of the most successful products

of ALSTOM and also the most efficient one compared with

the products of the same level in the current market. With

the characteristics of saving fuel and reducing emissions, it

possesses strong prospects in the new energy market.

Westinghouse teams up with SNPTC to develop Chinese nuclear supply chain

Westinghouse Electric Company and State Nuclear Power

Technology Corp. (SNPTC) today announced the opening of a

joint venture, SNPTC-WEC Nuclear Power Technical Services

(Beijing) Co., Ltd, to provide supplier qualification services to the

global AP1000 nuclear power plant market.

The joint venture will work to accomplish the goal of qualifying

suppliers and further developing the supply chain within China

for AP1000 nuclear power plant equipment and components to

be used there. State Nuclear Power Technology Corporation

(SNPTC) is the general contractor of the first four AP1000 units

in the world being built in China. The JV will also work toward a

goal of exporting equipment and components made by qualified

Chinese suppliers to other global markets, and importing

components and equipment made by qualified suppliers

elsewhere in the world for use in China.

This joint venture will incorporate the international experiences

and standards in quality and safety of both companies and work

to improve the performance of the global nuclear industry, said

Westinghouse President and CEO Danny Roderick. "One of the

most important roles of this joint venture is the contribution it

can make to the overall quality and safety of nuclear equipment

worldwide," he said.

"This joint venture also provides the opportunity for collaboration

in new markets. We expect to provide new opportunities for

business both within and outside of China. By forming this joint

venture, we have a mechanism for delivering our goods and

services together to a broader range of customers, delivering

mutual business success," said Roderick.

"This joint venture is the latest case to show that Westinghouse

Several different SMR designs are in development around the

world. The Westinghouse SMR is a 225 MWe integrated PWR

in which all primary components are located inside the reactor

pressure vessel. It is designed to be completely fabricated in the

factory and is scaled to be shippable by rail, with passive safety

systems and components drawing on the full-sized AP1000

reactor design.

Westinghouse has been working towards developing its SMR

in the USA, applying for funding through federal development

schemes as well as setting up collaborations with US utilities to

support licensing and deployment activities. The company said

that it expects the new partnership with SNPTC to accelerate the

deployment of its SMR technology in the USA, but emphasized

that SMR plants deployed in the USA would be domestically

sourced and manufactured.

Four AP1000 reactors under construction at Haiyang and

Sanmen in China are due to start up in 2014-2015 and form the

first of a planned fleet of AP1000s in the country. Technology

transfer to general contractor SNPTC has formed a major part

of the project. The announcement of the latest Westinghouse-

SNPTC collaboration comes days after the companies launched

a joint venture to develop the global supply chain for the

AP1000.

Chinese Companies Pitch Their Reactor Designs for Tentative South African Nuclear Project

China's nuclear industry is wasting no time in wooing South

Africa as it considers building several new reactors to meet its

expanding energy needs.The country's government will make

a decision on whether to move forward with a 9,600 megawatt

Rumors of a potential bid solicitation to build new plants have

circulated for more than a year.At a conference Tuesday, three

Chinese companies publicized their interest in the project. They

included China National Nuclear Corp., according to a report in

Engineering News, an Africa-focused magazine. At the Energex

Africa exhibition near Johannesburg, the State Nuclear Power

Technology Corp. also made the case for its Westinghouse

AP1000-based CAP1400 reactor, while China Guangdong

Nuclear Power Holding Corp. pitched its ACPR1000 design

based on French technology.

ENUSA Technology for the Chinese Nuclear Market

ENUSA has recently signed a contract with the Chinese fuel

manufacturer CNNC JianZhong Nuclear Fuel Co. (CJNF) for

the design, manufacture and supply of high-tech equipment that

will be used for ultrasonic inspection of fuel rods and whose

design is equivalent to the units installed in the Juzbado factory.

The equipment will be made in collaboration with Tecnatom

(a leading Spanish company in global advanced engineering

services that is active in more than thirty countries), with which

Enusa has signed a collaboration agreement for marketing this

equipment. Enusa will be in charge of the commercial leadership

and providing the technology and Tecnatom of manufacturing

the equipment. Manufacturing of the new equipment will begin

immediately and the delivery date is set for the end of 2013,

which means a demanding delivery schedule.

First Sale of In-House Technology Abroad

This new contract represents an important novelty in the

company’s trajectory, since it is Enusa’s first sale to the Chinese

nuclear market. The state-run company is making a major effort

to stay competitive by opening up new lines of business that

respond to the increasingly demanding conditions of the current

economic context. Opening up new markets like China and also

Brazil is part of this effort.

Furthermore, it is the first sale of equipment developed with in-

house technology. This type of technology has been applied

in the Juzbado factory for some years, and now Enusa and

Tecnatom are marketing it for the first time to serve other similar

factories. Two equipment units of this sort, developed by a very

professional, experienced human team, have been installed

in the Juzbado factory since several years ago.This very

sophisticated equipment is closely linked to the final product

quality, as it can detect the presence of defects in fuel rod welds

with great precision.

New Lines of Business to Open Up Markets

Although the core business of Enusa is the manufacture of fuel

assemblies in its Juzbado factory, the company is making major

efforts to extend its experience and expertise to new lines of

business linked to its main activity. One of these lines is the

development and supply of inspection equipment, on which it

has been working for many years and which is now beginning

to yield its early fruits, since this agreement marks the end of a

long period of more than three years of technical discussions

and negotiations between the parties.

Enusa, as well as Tecnatom, are members of the Spanish

Nuclear Group for Cooperation (SNGC), an association of high

technology Spanish companies devoted to the promotion of their

nuclear business in new markets.

CJNF

The Chinese fuel manufacturer CJNF belongs to the state-

owned conglomerate CNNC (China National Nuclear Co.). CJNF

operates the main nuclear fuel manufacturing facility in this

Asian country, which is located in the city of Yibin in the province

of Sichuan. The Yibin factory plans to triple its installed capacity

by 2020 due to the rapid growth of the demand for fuel in China.

Vallourec inaugurates its new tubes for nuclear power plants in China

Boulogne-Billancourt, June 6, 2013 - Vallourec, world leader

in premium tubular solutions, today announced the opening of

its production of tubes for steam generators located in Nansha

(Guangzhou), in southeastern China. This new plant Valinox

Nuclear, a subsidiary of Vallourec specializing in tubes for

nuclear power plants, represents an investment of 55 million

euros and will eventually employ 200 people. Is expected to

begin during the third quarter of 2013 and will enable Vallourec

to support the strong growth of the Chinese nuclear power,

including the ability to rise from 15 GW in 2013 to 58 GW in

Completing the extension in 2011 of the French nuclear plant

Li Ganjie: Nuclear Energy Cooperation between China and America has Broad Prospects

On May20, the Vice-Minister of the Ministry of Environment

Protection, Li Ganjie, met with Francisco J Sanchez, Deputy

Director of the US Department of Commerce and a delegation

fromthe US nuclear power trade. Both sides discussed the

nuclear security cooperation between China and the United

States and other issues.

Li Ganjie said that both China and the United States are

large nuclear countries and play an important role in global

nuclear security issues. China has maintained a long-term and

close cooperation with the United States Nuclear Regulatory

Commission and the US Department of Energy. The nuclear

energy cooperation between China and the United States is

beneficial to realize a win-win situation on both sides.

He also showed that fossil energy accounts for more than 70%

of energy consumption in China’s existing energy structure.

China’s coal consumption amounts to3.6 billion tons per year. It

means that China is facing immense pressure for environmental

protection, especially regarding air pollution which has wide

spread concern. In this case, the development of China’s nuclear

power is an inevitable choice for environmental protection and

NPP News Hydraulic Pressure Test of Fuqing NPP Unit One Secondary Loop CompletedThe hydraulic pressure test of Fuqing NPP Unit One was carried out on April 26. Each pressure platform successfully held 12.8 million mpa for 10 minutes. The Ministry of the Environment Protection of China Northern Regional Office (NRO), the Nuclear and Radiation Security Center (NSC), the Supervision Company and the special group of this test witnessed the results which met their requirements.

This test is one of the most important milestones for Unit One and has a very important significance in testing the design, manufacturing and installation quality of the steam generator’s secondary side, MFIV and the main steam system.

Haiyang NPP to Generate Power in 2014According to reports, Haiyang NPP is the first one to be constructed in Shandong province and more than half of the 80 project milestones have been completed. A few days ago, a journalist went to Haiyang NPP and investigated this new energy provision which has had a total investment of one hundred billion RMB.

Xiao Bin, a worker at Haiyang NPP, has worked there for 14 years. Since the plant started its pipeline construction, Xiao Bin and his colleagues have moved to this site from their hometowns. What flows in the nuclear power plant pipes is the reactor cooling water and the piping installation is the heart of the NPP. He said that project cannot be put together without pipes - just like the human intestinal system.

Chen Lianfa, a colleague of Xiao Bin is responsible for testing conduit slope. He told the journalist that the slope must be accurate to 0.0035 meters, like the pipe.

Haiyang NPP is the earliest one starting construction in China with 3G technology. More than 4,000 workers and technicians from all over the country are working there. With so many jobs and technologies, a strict construction indicator is the key of the engineering management.

He also said that safety and quality is their first control point

in order to ensure the quality of the nuclear power. There are a total of 84 milestones of Haiyang NPP Phase One and 43 of them have been completed. According to the plan, Haiyang NPP is expected to generate power in 2014. He added that the unit will generate 1.25 million KWh once it is opperational. After formal power generation a year later, Unit 1 and 2 will begin commercial operations. Then the Shandong power grid will receive the new power from Haiyang nuclear power reactor.

CNM Provides Auxiliary Products for Ningde NPPAfter Ningde NPP Unit 1was officially put into commercial operation on April 18, Zhejiang Cangnan Instrument Factory (CNM) equipped the plant with flow measurement devices and other ancillary products. The technical performance and product quality meet all the requirements after an NPP commissioning with full load operation for 168hours. The product has achieved the same international level and will gradually replace the imports. It has left an indelible markfor the localization of Chinese nuclear power’s auxiliary products.

Ningde NPP is having the shortest construction period, the highestlocalization rate of the million-kilowatt nuclear power units and the lowest cost among the NPPs to be constructed in domestic China. Providing some of the auxiliary products is one of CNM’s major scientific and technological projects. In recent years, CNM has kept in close cooperation and exchanging with Areva, CNPE, CGN, Zhejiang University and China Institute of Metrology through implementingthe combined innovation and development strategy of "production, learning and research". The factory has made major breakthroughs in developing and manufacturing each new technology for the auxiliary products.

Xiaomoshan NPP is Expected to Started Construction in 13th Five-Year Plan

Accord ing to the Nat ional Development and Reform

Commission, Xiaomoshan NPP project in Yueyang city, Hunan

province has completed land expropriation of 766 mu and

relocated 35 households – a total of 136 people. Construction

of a specialized wharf to be used for large parts for Xiaomoshan

NPP was approved by the Hunan Provincial Development and

Reform commission. According to the actual status of the inland

NPPs that are not intended to begin construction in the next

three years, the special plan approval and the feasibility study

report compilation of each item will be completed as soon as

possible. It strives to start construction in the early 13th Five-

Year Plan.

Hunan nuclear power companies are required to strengthen

their communication and liaison as soon as possible with

relevant departments and push forward administrative measures

of on-site protection of Xiaomoshan NPP - aiming to promote an

early approval of the project, early construction, early operation

and early benefit to Xiaomoshan NPP project. At the same time,

site protection should be intensified and land acquisition and

demolition work should be progressed steadily.

the “nuclear engineering austenitic stainless steel weld phased array ultrasonic testing technology” was successfully applied. The testing result showed that this technologynot only can discover the defects found by the ray detection, but also can effectively detect the area-type defects which are not easy to find by radiation detection.

This scientific research project is one of the basic national defense scientific research projects designed and undertaken by CNNC, with a research period from January 2011 to December 2013. After more than two years’ research, members of this group basically finished the related research goal. The successful application in Yangjiang NPP effectively validated these scientific research results, meanwhile; it was also shown that the phased-array ultrasonic testing technology has broad application prospects in the development of nuclear power.

Nondestructive testing (NDT), is also known for its non-destructive flaw detection, except five conventional testing methods (radiographic, ultrasonic, magnetic particle, penetrant and eddy current), it also includes other testing methods such as infrared, laser, acoustic emission, microwave and industrial CT. Compared with conventional ultrasonic testing technology, the phased-array ultrasonic testing technology has five major characteristics: to control the beam angle, focus distance and focal point size by computer software; to perform multiple-perspective testing at the same location through a single small electric multiple probe; to test the complex geometric shapes; to take specimen sat high speed and full scan of mechanical fixtures; to realize the visualization of the ultrasonic testing, to store data and complete off-line analysis through sampling signals and data processing.

Stimulator for Shandong NPP Unit 1 Ready for TrainingWestinghouse has completed its turnover of Unit 1 simulator to Shandong Nuclear Power Company, marking a new milestone for Haiyang NPP that the Unit 1 simulator is ready for operator training.

Haiyang NPP Unit 1’s simulator is based on the engineering data of Units 1 & 2 and designed and manufactured by the US-based Westinghouse. Since 2008, Shangdong Nuclear Power Company has made positive communications, sent simulator maintenance engineers to America to tract the project’s progress many times and dispatched operational engineers to engage in the software testing and validation work.

Reactor Pressure Vessel Installed at Ningde NPP Unit 3

On May 23rd, the reactor pressure vessel (RPV) was lowered

into place at unit 3 of Ningde NPP. This achievement followed

the installation of the pressurizer, steam generators and the

main pump equipment. This has created favorable conditions for

the subsequent pipeline welding work.

The net weight of the reactor pressure vessel is 262 tons. The

hoisting work was divided into two processes - the equipment

turning and lifting. During the process of hoisting, part of the

project fully applied its hoisting experience from Unit 1 & 2.

Detailed feedback and careful planning have been well done to

complete the work safely and effectively.

Containment Vessel Bulge Test of NPP Unit one completed before to be in Service

On May 24th, the bulge test of the containment vessel at

Fangjiashan NPP Unit 1 was completed 20 days ahead of

the mainline program, before it goes into service. After the

preliminary analysis of test data, the overall sealing performance

of the containment were proved good and the structure

performance meets the design requirements.

completed all the B & C class experiment implementation

work and document preparation of the overall bulge test in two

months under the close cooperation of all parties, overcoming

all difficulties, with a reasonable test plan arrangement and

multilateral coordination. Within one week before the test, the

company finished the cleaning, equipment maintenance, water

filling system online and emergency exercise for inside the RX

plant. There was a temporary test of the communication network

and establishment of the seal and intensity laboratories, physical

examination and training of the RX listening inspectors, as well

as a series of preparatory work regarding the logistical support

arrangements. These all laid a solid foundation for the smooth

implementation of the overall bulge test of the containment

vessel.

Haiyang NPP Unit One’s Takes Delivery

On May 3, the supporting project, Haiyang NPP Unit One,

successfully had its lifting rig and tripod assembly for reactor

internals and the work platform delivered.

The lifting rig of the internal components is anti-seismic class II

equipment. It is an integrated design and plays an important role

in hoisting internal components and refueling. It also provides

strong support for the installation of the internal components of

Haiyang NPP Unit One.

介绍  Valinox Nucléaire 于 1974 年在蒙巴(Montbard)成立,当时法国正

启动其核电项目,计划兴建 58座核反应堆。自建厂以来,公司已经为全

球所有种类的压水堆(PWR) 提供了超过 360 套核电蒸发器管束。Gérard

Kottmann 先生告诉我们说:“我们只生产核电蒸发器管以及一些其他核电

用管材产品,100% 依附核电行业。这听起来好像很受限制,但实际上表明

我们在这类产品方面极为专业,这样也能让我们心无旁骛地不断改进我们

的生产。”在母公司 Vallourec 集团——这个为能源领域提供特级钢管解

决方案的世界领军企业的强有力的支持下,Valniox 的发展蒸蒸日上。得益

于母公司的巨资投入,到今年底,Valinox 将实现产能五年内翻两番。

在法国的两次扩产  2008年前,Valinox蒙巴工厂一直保持每年大约1300公里管材的产能。

但在 2008 年,为满足来自中国新建市场和法国维修替换市场日益增长的需

求,公司决定扩大产能。“我们首先对生产设备进行了优化改造,消除了

瓶颈问题,这样就将产能提高了 30%,然后我们采用了每周 7天,每天 24

小时的生产模式,这样又增加了10%的产能,”Kottmann先生接着介绍,“因

此在 2008 年我们提高了 40%的产能。这是一项成功的投资,因为我们很快

就收到了足以满足产能的订单。”

  与此同时,公司还决定建造一座新工厂,并在随后付诸行动,这也是

公司在法国的第二次大扩产。新厂房的奠基仪式于 2009 年 10 月,在蒙巴

尔工厂内举行。Kottmann 先生解释说,“我们在原址建新工厂的原因是我

们希望确保新工厂的员工也具备同样的专业水平。为了更好得培训新工人,

有必要将工厂建在拥有资深工人的老厂附近。”

  至此,加上第一次扩产,公司的年产能已经增长到 5000 公里,有了来

自世界各地客户的长期订单,公司已经为未来多年的生产奠定了坚实的基

础。虽然事实上法国新工厂开业典礼的举办是在 2011 年 4月——福岛事故

后仅一个月,但自建立以来,其一直在满负荷生产,这尤其要归功于来自

中国市场的需求。

认证与产品

Valinox 位于法国的两家工厂都获得了 RCC-M 和 ASME (MM+MS) 标准认证,

公司也是同行中第一家获得中国核标准 HAF 604 认证的制造企业。如今,

在其现代化的工厂内,所生产的大部分蒸汽发生器管都为 690 合金 U型

管。—— 事实上,世界上第一台蒸发器 690合金管束便是由 Valinox 公司

于 1985 年交付的。另外,公司还生产 800合金管和直角弯管。

  “我们可按照所有主流认证的要求进行生产,”Kottmann先生介绍说。“我

们一贯为三代 ERP和 AP1000 反应堆提供管材产品。对于全球所有的 AP1000

反应堆,我们还交付了一种非常特殊的采用690合金制成的管束,称为‘非

能动余排 C型管’。这种产品只有我们能够提供。所有管子要经两次 90度

弯管,弯管部分较长,两根管腿短。而且,这类管子也将用于CAP1400项目中。”

  除了声名在外的蒸汽发生器管,Valinox还生产核电其他领域用管材(简

称 NEP)。Kottmann 先生解释说:“虽然每家核电厂都需要数十万米长的

核电蒸发器管,但是反应堆建筑中也需要大量小规格的管材产品。这些管

材从反应堆容器通到控制棒驱动机构,从上到下贯穿主压力容器。NEP的生

产规范极为精确,主要采用 690 合金制造。这些管材规格繁多,各规格要

求的量也很少,比如只需要几米甚至几厘米,但是每一根都需提供完整的

记录。我们利用 Vallourec 集团的全部资源,提供 NEP,作为我们为客户提

供的增值服务。我们最出名的产品之一就是压力容器驱动机构管座(CRDM),

也称作压力容器顶盖贯穿件。这种重要的管件可以让控制棒迅速探入反应

堆容器,并停止 /延缓核反应。CRDM 的生产对公差要求极为严苛。每个反

应堆需要的 CRDM 为 50 至 90 个,Valinox 是全球唯一两家能提供这类管材

的公司之一,其他产品还包括热套管和排气管。”

中国市场经验

  中国新建核电市场被各大供应商视为当前最重要的市场。Valinox 涉

足中国市场的经历可追溯至 1992 年。那时,公司通过 AREVA(当时称

Framatome)向大亚湾核电站提供了蒸汽发生器管。Kottmann 介绍说:“在

大亚湾项目之后,我们为许多中国的项目提供了产品,比如秦山二期工程

(CNPE600模型),以及秦山三期工程,即中国现行的唯一一座CANDU反应堆,

我们则供应了 800 合金核电蒸发器管,其他供货项目还包括岭澳一期和二

期工程,防城港核电站和宁德核电站。让我们感到非常自豪的是,目前为止,

我们已经为中国 80%现行及在建的核电站提供了核电蒸发器管。”

在中国的扩张

  Valinox 的投资脚步并不止于在法国兴建新工厂。“我们的战略是满足

市场需求,而今天最有前途的市场在中国,” Kottmann 先生接着说,“刚

启动在法国的第二次扩产计划时,我们查看了市场调查并意识到我们还不

具备足够的产能,同时也是为了更贴近中国客户,并缩短交货时间——从

法国将产品运至中国通常需要两个月的时间,最终,2010 年在中国广州建

一座新工厂的决定孕育而生。选址广州,是因为其设施齐全,当地的法国

企业集中,同时该地也是我们最大的中国客户所在地。”

  不顾福岛事故影响,Valinox 于 2011 年 5月 26日——福岛事故发生的

两个月后,为中国工厂举行了奠基仪式,这事实上也充分展示了公司致力

于进一步服务中国核电市场的决心。Kottmann 先生回忆道:“在破土动工

仪式之前,我们自问是否应当停止该项目,但最后还是选择坚持相信中国

核电一定会进一步发展。事实上,福岛事故发生后,中国花时间审查了其

核电项目,并调整了大量要求事项,尤其是提高了核电用部件的安全、保

障和质量要求。现在回想起来,在当时,我们选择继续跟进中国核电项目,

实际上是占尽了天时地利,尤其是考虑到我们完全知道如何满足这些新的

安全要求。”

  Valinox 广州新工厂占地 13000 平方米,计划招聘 200名员工。除了车

间和办公室,还设有实验室满足客户各项检测需求。

  “中国工厂和法国工厂的唯一区别在于这里只生产 U型管,并且可以

生产更长的管子,”中国工厂项目总经理David Bousquet先生介绍说,“建

立新工厂的目的是为了更好地服务中国市场,我们将法国工厂最好的制造

工艺和经验包括生产设备都复制移植到这里,所以,产品质量方面不会有

任何差异。”

  为了保持相同的“专有技术”水平,公司特别注重通过大量集中的培

训项目对新工厂的中国工人进行培训。“今年除了定期培训,我们还有至

少三期培训项目,” Bousquet 先生继续介绍说,“中国员工将接受法国专

家的培训,同时,我们招聘的会说英文的中国工程师将在法国接受培训。

然后他们将回来培训这里的工人,并监督管理工厂的运行。培训将在未来

几年继续定期举行。中法两国团队之间也将通过视频电话保持通畅沟通。”

  新工厂的开业典礼将于 2013 年 6月 6日隆重举行;第一根钢管有望于

6月底下线;公司目前也正在申请HAF 601认证,并期待于今年底实现量产。

Bousquet 先生总结说:“一直以来,通过我们设在北京的销售代表处,我

们得以及时反馈中国客户的需求,现在,新工厂更大的团队将能使我们为

客户提供更好的服务,不仅仅表现在交货期上。我们的目标是将中国工厂

他们长期能源需求中不可或缺的一部分来源。核电很环保,因为它能减少

二氧化碳排放。比如法国,它 75% 的电力来自核能发电,也真正响应了减

少二氧化碳排放的号召。”他继续说:“福岛事故实际上是个很好的提醒,

它提醒我们核电的首要前提就在于对绝对品质、长期经验和极其专业的设

备的要求。而我们完全满足这些要求,并且比其他任何公司都做得更好。”

  随着中国新的设计如 CAP1400、ACP1000 和 ACPR1000 的发展,Valinox

也将目光锁定在这些技术的出口市场。“我们知道中国正在建设一个极为

强大的核电生产基地,并将在未来向其他国家出口核电技术。在优秀的全

球声誉、强大的生产能力和丰富的供货经验的支撑下,我们坚信,Valinox

能成为这个核电产业链上一个很好的资产。对于所有那些将在许多国家兴

建核电站的客户来说,与 Valinox 的合作必将是双赢的!”

打造成全世界最优秀的核电蒸汽发生器管制造厂!”

始终如一的品质

  多年以来,Valinox Nucléaire 凭借其在核电领域的优异表现而声名卓

著。名誉的背后则是其产品质量保持着无可挑剔的记录。

  “保持如此高的标准要求生产上具备杰出的专业水准。我们最重要的

财富就是融入到产品中的我们员工的知识和经验,” Kottmann先生解释说,

“公用事业需要一个经验丰富的、值得信赖的合作者。核电行业对参与企

业要求很高,需要其具备强大的财力、技术和人力资源实力。我们所提供

的产品不是通过分销商就能直接购买的,与制造商的直接沟通是必不可少

的。客户选择我们的产品,因为我们卓越的品质,另外也是出于我们对于

客户的关注,譬如,我们的员工要求必须理解客户的需求,了解我们产品

的应用领域。我们每年会举行两次‘信息日’活动,每次活动持续一整天,

我们会停运整个工厂保证所有员工都能参加。这么做的原因就在于我们为

客户工作,我们需要让员工了解我们的客户,了解他们的需求。”

放眼未来

  谈到核电行业的未来,Kottmann 先生充满信心。他说:“福岛事故无

疑对德国、意大利和西班牙的核电行业产生了很大影响,但放眼如今的市场,

你会发现仍然有许多国家选择核电之路,比如中国、沙特、阿联酋、印度,

甚至一些欧洲国家如英国、波兰、捷克以及芬兰。对于这些国家,核电是

兄弟公司 --------Valtimet

Valtimet 长期以来一直支持中国的核电事业, 并为大部分中国核电厂提供焊管产品。Valtimet 于 15 年前就开始本地化生产,以支持中国的蓬勃发展,由于对本地化需求越来越多,以及中国市场特殊设计的发展,这种本地化生产最近加快了速度。

Valtimet 于 1996 年开始本地化生产。如今该公司向其常州工厂输出了高压给水加热器技术, 向其与宝鸡钛业股份有限公司合资的西安工厂输出了钛冷凝技术。 Valtimet 一直与中国的一些工程公司和设计院合作, 支持他们进行新核电技术设计,特别是 MSR 设备的设计。

二,三级泵的设计和制造证书,核一级主泵的设计和制造证书正在申领过

程中。

DPS:在上海负责核电的公司,除了主泵会用在核电当中,还有哪些其它产品应用在核电当中?

朱向东:我们的合资公司涵盖了几乎所有的核电常用的主要泵类产品,

除了主泵以外,还有用于核2、3级的上充泵,安注泵,安喷泵,余热排出泵,

和重要常用水泵等,以及用于常规岛上比较重要的主给水泵、凝泵等等,

可以说我们的产品范围还是很广的。

DPS:贵公司的产品除了应用在秦山一期核电项目中,还应用在了哪些中国核电项目当中?

朱向东:除我们国家首座秦山一期核电站的主泵由 KSB 公司提供外,

目前,海南昌江核电站的主泵是由合资公司(SEC-KSB)与 KSB 以联合体

的形式制造提供,预计于今年年底交货。2011 年又与国家核电技术公司

一起开发承制国家重大专项 CAP1400 堆型的主泵。在此之前,我们会提前

制造一台全球首台用于 CAP1400 的主泵样机,样机的制造与测试工作将于

2014 全部完成。至于我们的核二,三级泵几乎在国内所有核电站都有应

用。例如用于三门、海阳 AP1000 示范堆项目的余热排出泵、凝结水泵等;

方家山核电和福清核电的重要厂用水泵、上充泵;红沿河核电站的上充泵;

宁德核电站的上充泵、安注泵和安喷泵;阳江核电站的电动辅助给水泵等,

当然,还有不少应用在核电站常规岛的泵产品。

DPS: 您能否介绍一下您的背景?您是何时加入KSB 的?

朱向东:我于 1987 年毕业于机械制造专业,随之来到上海水泵厂工

作(隶属现在的上海电气集团)。上海水泵厂在 80 年代就已参与了秦山

核电项目和恰西玛核电项目,为这些项目研发并提供了核二、三级泵。

1994 年年底,德国 KSB 公司与上海水泵厂合作成立了第一家合资企业 ,

KSB 集团是一家拥有 140 多年历史、世界著名的专业制泵公司。实际上,

合资公司刚刚成立时,没有从KSB公司引进核级泵技术,主要是市场原因。

而上海水泵厂已经具备核二,三级泵的自主制造经验。1995 年 1月 1日,

KSB 正式以合资公司的形式进入中国市场。

DPS:早先您在上海水泵厂主要负责的什么?您进入上海 KSB 合资公司后负责的又是哪些方面的工作?

朱向东:合资公司成立后不久,我在上海电气集团另外一家与德国博

格曼合作的合资企业从事关于机械密封的工作。机械密封是泵产品中的关

键部件。2008 年 6 月,为聚焦我国发展核电的国家战略,上海电气与德

国 KSB 又成立了一家新的合资企业,全称是上海电气 KSB 核电泵阀有限公

司,由中方控股 55%,简称 KSB 核泵(或 SEC-KSB),专门生产制造和服

务于核电市场,就是现在我任职的公司,我的职务是中方的常务副总经理,

负责公司全方面的工作,偏重于技术引进、市场开发和国产化等方面的工

作。

DPS:在 KSB 与上海电气合作后,上海电气是否对 KSB 提出了 HAF 证书

的要求?外资企业想要进入中国市场是很难的,那么你们是何时获得的

HAF604 的证书,在取证过程中遇到了什么样的阻碍?是如何克服的?

朱向东:德国 KSB 在 SEC-KSB 合资公司成立之前就已在我们国家的核管当

局注册了 HAF604。其实,KSB 参与我国的核电站建设的时间很早,我们国

家第一个核电厂,秦山一期核电厂所用的主泵就是由德国KSB公司提供的。

随后相关的取证工作就全部由合资企业出面申领,目前,我们已经获得核

DPS:上海合资公司与德国 KSB 公司在联合制造海南昌江核电站主泵项目上如何分工?各个公司和德国 KSB 集团是独立运作的吗?

朱向东:德国 KSB 有其自己成熟的技术,那么技术和质量是 KSB 负责

的,合资公司负责部分部件的国产化、整个泵的安装和全流量测试。目前,

我们拥有全世界最先进的主泵流量试验台。SEC-KSB 作为一家中方控股的

合资公司,是一家独立运行的公司,其技术由德国 KSB 主导,而其经营决

策由公司董事会确定(中方有 4名董事,德方有 3名董事)。

DPS:KSB 在中国有四个公司,上海凯士比泵有限公司,KSB 香港公司,KSB 大连阀业有限公司,KSB 阀业有限公司,其主营业务是什么?每个公司的主营市场是否不同?在中国进行产品销售还是在中国制造,然后出口?

朱向东:实际上在江苏常州还有一个阀门公司,和大连阀业有限公司

一起主营阀门业务,包括核电用的非核级阀门。上海 KSB 泵有限公司主营

非核电市场用泵。而 SEC-KSB 则负责核电市场的泵、阀的销售和服务以

及核级泵、阀产品的生产制造。目前我们核泵公司生产的泵还没有出口,

因为目前全球的主要市场还是在中国,其最终出口与否还要依赖我国国家

核电“走出去”的情况和德国 KSB 在全球的核电市场发展情况,我们作为

KSB 集团在全球范围内的核泵生产、测试基地之一,相信发展出口业务是

迟早的事。

DPS:贵公司产品的原材料是来自中国本土还是从国外进口?当时 KSB 进入中国市场的主要目标就是开拓中国核电市场吗?如果不是,那么何时开始发展中国核电市场?

朱向东:我们的原材料采购方案是立足于中国本土但不排斥全球采

购。在1995年 KSB进入中国市场时,由于当时中国并没有新建核电项目,

因此并没有涉及核电泵市场。之后我国明确了发展核电的规划,德国 KSB

随即在上海建立了一支专门针对核电市场的技术、营销团队,当时所有的

核级泵生产都是在德国 KSB 进行。为符合国家对核电泵国产化的要求,08

年成立了 SEC-KSB 合资公司专门负责核电市场和生产核级泵、阀。

DPS:贵公司很多产品用于不同核电项目,例如AP1000,M310,那么不同核电站的不同需求是如何满足的?

朱向东:实际上,德国 KSB 公司具有很强的研发能力,掌握了不同堆

型所需的泵技术,德国 KSB 在全球范围内有很多的业绩。全球 60% 的核电

站采用了德国 KSB 的核泵技术产品,包括不同堆型。对于 KSB 来说,这些

技术几乎都是现有的。我们的合资企业引进了他们成熟的核泵技术,并逐

步实现国产化。关于 AP1000,德国 KSB 早在 2010 年就完成了 AP1000 项

目主泵的研发工作。现在我们正在同德国 KSB 与国家核电技术公司共同开

发国家重大专项 CAP1400 核电主泵,其基本设计都来源于 AP1000。

DPS:贵公司与哪些中国设计单位有合作?

朱向东:我们与我国所有的设计单位都有合作,这也是拓展市场所必

须的。针对 CAP1400,我们与国家核电技术公司下属的上海核工院建立了

合作关系,实际上是同德国 KSB 三方联合开发 CAP1400 的主泵。后续我们

还将共同开发 CAP1000 项目的主泵。中国目前有两种主泵技术,一个是从

美国引进的用于 AP1000 项目屏蔽电机主泵,另一个是从德国 KSB 引进的

用于AP1000和CAP1400的湿绕组电机主泵,该主泵技术位于国际领先地位。

DPS:关于 ACP1000 福清 5&6 项目,贵公司是否有参与?

朱向东:我们参与了福清 5&6 项目 ACP1000 项目的主泵投标,该项目

的主泵技术与海南昌江主泵是相类似的,因此不存在技术引进的问题。另

外,我们还参与并获得了除主泵之外的其它泵类产品合同。中国未来几十

年的核电项目所需的核泵,我们都有相关的产品可以覆盖。

DPS : 在中国,我们是否有研发中心,研发经费占总额的多少?德国公司是否会提供相应的支持,比如资金支持?

朱向东:我们的合资公司已经建立了自己的研发团队,目标是在引

进、消化、吸收的基础上实现自主创新。并且这种引进、消化、吸收、再

创造是包含在研发经费内的。实际上,目前 SEC-KSB 还处于起步阶段,主

要的费用都投入在这方面,比重是非常大的,超过 100%。德国 KSB 也是

我们的股东投资方,得到投资双方的全力支持也是成立合资公司的重要目

的,德国 KSB 支持帮助我们实现自主化和国产化是符合投资双方的共同利

益的,也是我们引进技术的重要目标。

DPS:你们的产品采用什么样的质保体系?中国、法国、德国是否会有不同?

朱向东:我们采用的质保体系,除了一些国际标准以外(如 ASME,

RCC-M),主要是按照我们国家的要求来做的,在具体细节方面,也吸收

了德国 KSB 的管理经验。每个国家核管当局对于核电设备制造要求的质保

体系都大同小异,但还是有差异。我们国家核管当局的要求相对来说更细

致一些,欧洲国家设备制造企业的决策权和监督权力更大一些。

DPS:关于标准,贵公司是否与 BV(必维国际检验集团)这样的公司进行相关合作,并对这些标准体系进行人员培训?

朱向东:我们邀请专业的公司对我们进行培训。至于 BV 集团,我们

也是刚刚接触。关于 RCC-M 标准,我们参加了核管当局、苏州热工院、国

家核能协会和国家核安全局组织的培训。关于 ASME 标准,我们与专业的

公司合作进行培训。

DPS:贵公司与大学是否建立了合作关系?

朱向东:KSB 目前与中国一些著名大学,例如清华大学,浙江大学建

立了合作关系,在合作上, KSB 主要负责提供资助、项目和指导,还会

提供相应的到德国进行培训的机会。关于工作岗位,我们采取的是双向选

择机制。

DPS:国核与西屋签订了一项协议,其供应商可以参与他们的全球项目,上海电气也在供应商名单中。KSB 是否也在名单之列? KSB 是直接参与,还是会作为上海电气的分包商参与其全球项目?

朱向东:我们可以直接参与。实际上,以上海电气集团的名义签署之后,

其旗下的所有企业都有资格直接参与全球项目。

DPS:贵公司的竞争优势是什么?

朱向东:首先是 KSB 泵的技术优势,KSB 是全球知名泵制造企业,拥

有先进的泵技术和泵产品研发经验;其次是全球范围内的良好业绩,尤其

在核电泵方面,全球范围内的业绩优势更明显;第三,KSB 将合资企业视

为其制造测试的基地之一,全力以赴帮助合资企业实现自主化。

DPS:KSB 下一步的发展计划是什么? KSB是否会将中国作为跳板,发展全球市场?

朱向东 : 其实 KSB 在亚洲其它市场的开拓要早于中国市场的开拓。而

当前以及将来主要的核电市场在中国,因而 KSB 也包括其它核电巨头都来

到了中国。我们的合资公司是德国KSB在核电泵制造方面的测试基地之一,

主要方向是中国市场,但是面向的是全球市场。一方面通过国家海外核电

项目来进行参与,另一面通过德国 KSB 全球的全球项目进行参与。

DPS:最后一个问题是代替我们读者提出的,对于外国核电公司进驻中国核电市场您有什么建议?

朱向东 : 首先,要找到合适的、有实力的、全心全意的合作方,并且

要有共同的合作目标,这一点很重要;第二,要依赖于中国本土团队,建

立人才队伍;第三,技术的转移和支持也同样重要。

1- 介绍

本文首先会对 EDF(法国电力公司)的拆除项目进行简要的介

绍,然后将重点介绍拆除法国 Bugey1 号石墨慢化气冷反应堆压力

容器运行废物的相关活动在完善组织机构和活动中的成果,包括

专业工具设计、去污、废料调整等。

该项目的废料处理活动计划运行时间为2012年至2015年。1、

2-EDF 拆除项目

EDF 目前有 9 个核电站有拆除计划。大部分是一代机组,运行

时间为 60 年代,并于 80 世纪末 90 世纪初关闭。

2001 年,EDF 决定在 2026 年之前拆除 8 个一代核电站和

Creys-Malville 核电站的快堆。为了执行该计划,EDF 专门建立

了一个机构,并制定了详尽的执行方案。

3-Bugey 1 号核电站简介

Bugey 1 号核电站是法国 1965 年至 1972 年间建立的最后一个

也是最大的使用天然铀的石墨气冷堆,产量高达 540MWe。该反应

堆运行平稳,于 1994 年关闭。更多 Bugey 1 号反应堆详情请参照

备注 [2] [3]。

除 Bugey 1 号核电站,EDF 还有 5 个石墨气冷堆,位于法国卢

瓦尔省的希农和圣劳伦斯。但是 Bugey 1 号核电站拆除项目被看

作是领头项目。

Bugey 1 号核电站于 1994 年关闭,其运行废料如控制棒、储

存室、减震器等被储存于反应堆压力容器上层,外层包裹着一层

很厚的水泥,如图。

本文包含 AREVA/STMI 针对运行废料移除提出的技术要求及研

发要求。

4- 核电站运行范围及运行介绍

核电站在运行期间产生了 19 吨的中低放射废料。这些废料由

10 种组件构成,根据它们在反应堆内的中子流中的运行时间,会

产生长期和短期的半衰期。

这些废料主要由 173 个控制棒、96 个减震器、26 个震动储存

室和 96 个控制棒减震器组成。由于每小时接触辐射量可以达到

10 西弗,这就对远程操控中的生物屏蔽和生物处理提出了较高的

要求。

活化废料存放于 R73 储存罐,每罐辐射量高达 200 兆贝尔(每

个储存罐内有 17 个控制棒)。

存放在反应堆通道和拱顶的废料将被转移到反应堆压力容器

底下55米处,进行包括切割、包装和转移等废料处理活动。另外,

还会从主要的废料中抽取样本进行放射性分析。

运行废料移除工作主要有以下五步:

(1) 初步准备;

(2) 进行拆除活动;

(3) 废物移除的准备工作

(4) 废物移除、切割、包装和暂时储存;

(5) 工作结束。

下图为废物处理管理图。首先,废料将从压力容器上方的存

储库移出,通过管道运行至处理区进行切割和包装,该管道在反

应堆运行时的功能是运输燃料组件。最后,这些废料被装在常用

废料通道的储存罐中。

4.1 – 步骤 1- 初期准备

“初期准备”工作包括控制区域的准备、防火设施安装、通

风系统改进和废物转移用储存罐的升级活动等。

EUVv 通风系统在工厂运行和工厂停止后一直在用,运行时间

较久,因此需要对这些系统进行更新和中心校验。

压力容器顶部原先用于燃料运输的储存罐将用于储存需转移

的废料(如下图),但在使用之前需要先对其进行去污处理和升

这次项目各环节所涉及的区域的废物将累计达到 35 吨,拆除

环节将包括对这些废物的拆除和包装。

其中一项较为负责的拆除活动是移除安装在反应堆管状通道

内 55 米长的管子(如下图),该管在反应堆运行时用于将乏燃料

从反应堆顶部运送到处理室。拆除该管以方便大型废部件和废料

在管状通道中的运输。

拆除活动将通过使用专业的安全壳密闭仓(如下图)在承台

上进行。反应堆的吊装机将此管吊起,通过设计工具进行水平旋转,

然后切割运送到包装工作间。

4.3 – 步骤 3 – 废料拆除准备活动

所有拆除用的控制工具将会在该环节进行安装,包括:

- 废物储存罐自动运输机和装卸吊车。运输机用来运输两种储

存罐,一个是 5m3 的储存罐,另一个是 R73® 圆柱形储存罐。根据

废物的短半衰期或长半衰期特性进行分类储存。

- 在废料运输前需要安装约 150 吨的生物屏蔽设施,以保证操

作员的安全。

-远程操控。

-在切割过程中自动操作控制棒和其它废物的操作机。

- 自动切割控制棒和其它废物的切割机,其中有五种切割机是

根据废物的形状进行安装的。

-废物分类和管理的远程表操作设备。

-废物储存罐控制的必要测量。

-对所有活动进行远程控制的控制室。

4.4 – 步骤 4 – 废物的控制,切割和包装

该操作环节将进行废料的移除和处理工作。本环节还将从废料中抽样,对这些废料的辐射特性进行文档记录。

废料处理步骤如图所示:

在废物储存罐中进行废料的切割和包装。

储存罐的机械化装运。

装有废料储存罐密闭仓的运输工作。

区域 3 和区域 4 中间由屏蔽门分隔开,保护操作员不受辐射

侵害。区域 1,2,3 采取的是远程控制,区域 5,6,7, 允许操作员

进入进行操作工作。

由于辐射浓度较高,移控系统不能同时打开区域 3,4 和区域

4,5 之间的屏蔽门。

预防废物储存罐受辐射污染。

由于在区域 2 已经安装屏蔽盖,因此可以对废物储存罐进行开启和封闭的操作,操作员可以进入该领域。

废物辐射控制区。

废物储存罐转运区。

废料最终转移前将放置在中转站进行暂时存储。

以上所有工作都将在 2 个工作日完成(8 时 / 日)以减少废物

处理时间。废料转移将持续 1.5 年。

4.5 – 步骤 5 – 工作结束

最后一步包括终止运行和拆除所有安装的部件。

5 – 项目状态

步骤 1“初期准备”已经在准备中,步骤 2“现存区域的拆除”

活动也在 2012 年夏季开始。

6 – 需要关注的区域准备工作中需要考虑以下几点:

防止污染扩散的安全准备工作。

安装 150 吨的屏蔽以减少辐射。

对现有工具进行升级改造,以进行远程切割和夹持工作。

对部件进行精密操作以防止安全事故的发生。

通过辐射测量进行分类包装和废料管理。

基本运行方面步骤已经设计完成,其中最主要的项目数据是辐射数据。

为测量阀门的辐射和污染数据,我们设计了一个特殊的百叶窗,体积为 1.5 m3,重 30 吨。(如下图)

在切割过程中,我们会对 50 个金属样本进行完整的辐射特性分析。

另一个在废物管理方面需要注意的就是辐射区域的控制工作(控制棒每小时产生的辐射为 10 西弗)。

为防止事故的发生,需要制定详尽的安全计划(如铅制自动屏蔽门等)。

重 点 新 闻国家核电 CAP1400 示范工程现场工作会议召开

2013 年 4 月 28 日,国家核电技术公司(以下简称国家核电)重大专项

领导小组第 16 次会议暨 CAP1400 示范工程现场工作会议在山东省荣成市召

开。

国家核电科研部(重大专项办公室)、国核示范电站有限责任公司等部

门和单位汇报了重大专项 CAP1400 总体进展、初步设计审查及施工设计进展、

科研进展、试验验证进展、示范工程施工准备等情况。

会议同意 2014 年新增科研研究课题计划和重大专项里程碑进度计划调

整方案。国家核电与所属相关单位签订了重大专项2013年新立项课题任务书。

董事长王炳华发表讲话,要求抓好示范工程体系文件落地,尽快编制完

成执行文件,尽快协调完成“两评报告”、初步安全分析报告、可研报告等

审查工作。

总经理顾军要求,抓好技术体系文件建设等基础工作,在项目管理体系

方面发挥联队的作用,进一步加强计划管理。

国家核电领导班子成员、各相关部门和所属单位负责人参加了会议。

比尔盖茨力挺中国核能关注核电设备股

中核集团透露,美国微软公司创始人、泰拉能源公司董事长比尔·盖茨

日前在接受中国记者采访时表示,“鉴于核电发展的规模和承诺,我相信,

以致力于核能科学研究和创新技术发展的决心,中国必将成为世界核能的领

导者。”

分析人士认为,如果按照 2020 年我国在运在建核电总装机容量 8000

万千瓦来计算,我国核电总投资规模将高达万亿元。如果按核岛、常规岛、

辅助设备国产化率分别为 70%、80%、90% 计算,那么未来十年国内核电设备

制造商将分享超过 3000 亿元的市场。

海通证券认为,根据《能源发展“十二五”规划》首次公开明确的核电

“十二五”期间“装机 4000 万千瓦、在建 1800 万千瓦”的建设目标,我们

判断“十二五”后面3年内还将审核开工至少1200万千瓦(12台左右)机组、

年均 4 台以上、有胜于无。发改委 2007 年 10 月颁布的《核电中长期发展规

划 (2005-2020)》提出的 2020 年目标:到 2020 年,核电运行装机容量争取

达到 4000 万千瓦;同时,考虑核电的后续发展,2020 年末在建核电容量应

保持 1800 万千瓦左右。此次《能源发展 " 十二五 " 规划》给出的 " 十二五 "

核电建设目标就是讲 2007 年的核电中长期发展规划提前。根据 2012 年 6 月

发布的《关于全国民用核设施综合安全检查情况的报告》,加上 2012 年 12

月 27 日开工的田湾二期 3、4号机组,我们总结国内已运营核电机组 15台、

总装机 1244.4 万千瓦,在建 31 台、总装机 3380 万千瓦;2007-2010 年,国

内分别审批开工 4台、14 台、6台和 4台机组。

虽然核电设备相关上市公司整体估值偏高,但在产业政策层面两大利好

刺激下,板块或具备主题投资机会,可关注江苏神通、中国一重、自仪股份

等相关核电设备上市公司。核能核电板块周五早盘强势拉升,板块指数涨幅

超过 2%,领衔两市概念板块涨幅榜。个股方面,湘电股份、江苏神通、杭锅

股份逼近涨停,海陆重工涨逾 8%,大唐发电涨逾 5%。

我国四座正在建核电站今年将有三座并网发电

我国正在建设的4座核电工程中,今年将有3座并网发电,我国核电工

业将迈上新的台阶。

核电是高科技产业,投入大、效益高,是核工业的龙头产业。我国目前

正在运行的核电站有秦山核电站和广东大亚湾核电站,正在建设的4座核电

站包括秦山二期、三期、田湾和岭澳核电站。

据介绍,经过十几年的建设,秦山核电基地已经初具规模。秦山二期核

电站建设是核电工作的重点之一,经过建设者们努力拼搏,这座核电工程去

年圆满完成了1号机组主回路水压试验和反应堆安全壳强度及密封性试验。

今年6月,秦山二期1号机组将投入商业运行。

秦山三期重水堆核电站建设进展顺利,三期1号机组也将在今年10月

达到临界状态,年底实现并网发电。岭澳核电工程1号机组今年也将并网发

电。

4座在建核电站中的第四座——江苏田湾核电站1号机组反应堆压力容

器、蒸汽发生器等主要设备、仪表今年将安装就位,2号机组将基本完成核岛、

常规岛土建任务。

中国核工业集团公司负责人今天说,到“十五”末,秦山二期、三期、

田湾、岭澳核电站项目如期建成后,将有660万千瓦8台核电机组投产,

仅秦山一期、二期、三期、田湾核电站年上网电量就将达到300多亿千瓦时,

是目前的15倍多,销售收入也将接近130亿元,中国核工业集团公司经

济增长的速度将显著加快。

截至2011年 12月331日,秦山核电站已经连续安全稳定运行235天,上

网电量 23 亿千瓦时,实现销售收入8亿元,均创历史最好水平。大亚湾核

中国能建承建的三门核电首台百万级汽机扣缸开始

5 月 9 日,由中国能源建设集团有限公司浙江火电承建的三门核电工程

首台百万千瓦级机组——1号机组汽轮机扣缸正式开始。

汽轮机扣缸是汽轮机设备安装中最为重要、最为复杂的工作,是汽轮机

施工中的“重头戏”,技术要求严格,精密度要求高。

1号机组汽轮机布置于汽机房 8.5 米层,采用型号为单轴、四缸六排汽、

中间汽水分离再热器、反动式、凝气式汽轮机,首先开始吊装 3 号低压缸下

隔板,预计整个扣缸过程要持续两周。

为了顺利完成汽轮机扣缸工作,中国能建浙江火电精心组织、合理策划,

做好安全、质量和技术交底,制定了汽机扣缸各项措施,确保扣缸工作如期

顺利进行。

据悉,三门核电项目位于浙江省台州市三门县健跳镇内,程总投资 320

亿元,引进了世界上最先进、国内最大的汽轮发电机组。该工程规划分三

期建设 6 台 125 万千瓦的 AP1000 核电机组,一期工程 1 号、2 号机组计划

2013 年和 2014 年建成发电。

中核建中:最大压水堆核电元件生产线年底投产

中核建中核燃料元件有限公司核燃料元件生产线 400 吨扩建技改工程于

2011 年 12 月 1 日正式开工建设。该工程在国家相关部委及省、市政府的关

心支持下,经过施工建设者们的艰苦努力,目前工程主体的土建施工已经全

面完成,正进行设备安装、调试。零部件加工厂房已交付使用,并已进行生产。

2013年底,中核建中核燃料元件生产线400吨扩建技改工程将竣工投产,

产能将达到 800 吨铀 / 年,届时中核建中将跃升为全球为数不多具有较大规

模的核燃料元件制造专业化公司,标志着我国压水堆核电站燃料元件制造又

跃上了一个新的台阶。

“十二五”期间,随着我国核电快速发展,对核燃料元件需求的不断增

加,中核建中核燃料元件产能不足的矛盾逐渐凸显,原有 400 吨铀 / 年生产

能力已无法满足 2015 年我国所需核电站燃料组件将达到 1600 吨铀 / 年的需

求,需要在统筹考虑核电需求与能力匹配的基础上,对中核建中核电燃料元

件生产线实施有计划、有步骤的扩产改造。

中核建中核燃料元件生产线400吨扩建技改工程作为中核建中“十二五”

重点建设工程,其目标就是将核燃料元件生产线综合生产能力从 400 吨铀 /

年提高到 800 吨铀 /年,同时进一步加强仓储能力及产品的运输能力建设。

该工程项目利用公司现有技术,在现有生产线基础上进行扩建,新建化

工、粉冶、单棒和组件、零部件加工生产线,新增综合产能 400 吨铀 / 年,

具备多品种、批量化和灵活快速的供货能力。该项目被列入四川省战略性新

兴产业“611”计划,并于 2011 年 12 月获得四川省战略性新兴产业发展促

进资金支持。

作为中国核燃料元件制造行业的先行者和主力军,中核建中坚持自主创

新,不断发展壮大,形成了燃料组件齐全、种类丰富的压水堆核燃料元件制

造基地,被誉为“核电粮仓”。截至 2012 年,中核建中已为秦山一期、二

我国自主掌握 ACP1000 锻造主管道技术

我国自主研制的第三代核电 ACP1000 的锻造主管道,5 月 17 日在山东

烟台通过了中国机械工业联合会和山东省科技厅组织的专家鉴定。以叶奇蓁

院士为主任的专家委员会一致认为,ACP1000 锻造主管道在材料和生产工艺

上均实现突破,主要技术指标达国际先进水平。该产品试制成功,标志着我

国自主掌握了 ACP1000 锻造主管道全部技术。

主管道是核电站八大关键设备之一,被称作核电站的“大动脉”。与二

代核电站相比,三代核电站安全性更高,设计寿命也从 40 年提高到 60 年,

其中最大的变化之一是加工工艺从铸造变为锻造。

ACP1000 锻造主管道由中核集团中国核动力研究设计院设计,烟台台海

玛努尔核电设备股份有限公司生产制造。双方 2011 年年底签订合作协议,

玛努尔公司从 2012 年 6 月起,正式开展研发制造工作,仅用半年多时间就

完成了主管道的全工序制造。据介绍,该主管道采用超低碳控氮不锈钢整体

锻造技术,实现多项突破:优化材料成分,通过独特的冶炼工艺,使材料性

能更为优越,达到国际领先水平;采用自主研发的弯制模具和国际领先的整

体冷弯成型技术,保证了弯制尺寸的高精度;全球率先在核电主管道制造中

使用内孔套料加工技术,大大提高了材料利用率。另外,研制过程中,玛努

尔公司完成了从材料冶炼,到锻造、弯制、热处理、机加工的全部工作,拥

有全套先进设备并熟练掌握全套工艺,成为目前全球唯一一家具备三代核电

主管道全流程生产能力的企业。

2020 年清洁能源上网电量达到 4200 亿千瓦时

中国广核集团向社会发布了中国广核集团 2012 年度《企业社会责任报

告》(以下简称《报告》),这是该企业连续第二年发布社会责任报告。

在《报告》中,中广核集团公布了 2015 年和 2020 年中长期发展目标。

中广核提出,2015 年核电装机规模进入全球前五,年上网电量将达到 1720

亿千瓦时,相当于减少标煤消耗 5400 万吨,减排 1.3 亿吨二氧化碳;到

2020 年实现进入全球核电装机前三位。

“安全”,被视为核电发展至高无上的基本法。而正是源于对核电安全

的自信,以及守护核电安全的企业传承,中广核敢于“去神秘化”,在《报告》

中开始公布公众关心的企业经营等相关数据。撕去神秘的面纱

至2013年5月26日,大亚湾核电站1号机组实现连续安全运行3845天,

自 2002 年 1 月 12 日以来,连续 11 年无非计划停堆,目前仍保持并延续着

国内核电站单机组安全运行最高纪录,在国际同类型 64台机组中排名第一。

2013 年,大亚湾核电基地 6 台机组 54 项 WANO(国际核营运者协会)指标中

的 34 项达到世界先进水平;与美国 104 台核电机组对比,大亚湾核电基地

运行业绩连续 12 个季度排名第一。

报告》披露,2012 年,大亚湾核电基地六台机组上网电量达到 451.13

亿千瓦时,与同等规模的煤电相比,相当于减少标煤消耗 1471 万吨,减少

二氧化碳排放 3619 万吨,减少二氧化硫排放 35 万吨,减少氮氧化物排放 23

万吨,环保效应相当于 10 万公顷森林。

根据规划,到 2020 年,中广核年上网电量将达到 4200 亿千瓦时,相当

于减少标煤消耗 1.3 亿吨,减排 3.2 亿吨二氧化碳,约占国家 2020 年一次

能源消费的 3%。

我国核电站主管道自动焊技术达国际先进水平

在 5 月 23 日举行的中国核能行业协会科学技术奖颁奖仪式上,中广核

工程公司联合中国核电工程公司、中核二三建设公司等单位申报的“核电站

主管道安装窄间隙自动焊工程技术研发”项目获一等奖。业内人士介绍,我

国核电站主管道自动焊技术达到国际先进水平。

主管道自动焊工程技术的成功研发与应用是我国核电工程建设领域的一

项自主创新成果。主管道自动焊技术满足了批量化建造核电站的需要,该技

术对提升核电站主管道焊接质量,提升电站安全性,提升施工效率有重要价

值。该项技术已陆续在宁德核电站1号机组、2号机组,红沿河核电站1号机组、

2 号机组和阳江核电站 1 号机组等项目上成功应用。采用该技术焊接的核电

站主管道质量优异、稳定。

以宁德核电 1 号机组为例,一次焊接合格率达到 99.86%;自动焊焊接

效率显著提高,单焊缝焊接工期相对手工焊缩短约 20 天,直接导致核岛安

装关键路径工期缩短约 60 天,具有良好的经济效益。据悉,该技术已达到

国际先进水平,目前已累计获得三项关键技术的国家发明专利授权。未来主

管道自动焊技术在核电建造和运营维修阶段还有广泛的推广前景,后续核电

项目建设主管道焊接、三代核电项目建设主管道焊接、在役机组设备维修和

其他焊接领域均可采用该项技术

东电 B 控股股东向秦山核电增资 16.2 亿

5 月 27 日晚间,东电 B(900949)公告称,公司控股股东浙能电力拟以

自有资金 16.2 亿元向秦山核电增加注册资本 14 亿元,增资完成后浙能电力

持有的秦山核电股权比例由 0% 增至 28%。

公司认为,通过本次增资,浙能电力参股核电机组权益装机容量和权益

发电量将进一步增加,对外投资的发电机组资产质量将继续提高,盈利能力

也将相应增强。

由烟台台海玛努尔核电设备股份有限公司和中核集团—中国核动力研究

设计院研制的百万千瓦级压水堆核电厂锻造主管道成果日前进行鉴定,来自

国内业界权威评审专家们表示,该成果充分体现了三代核电技术对于主管道

产品的自主化设计要求,生产工艺成熟,检测手段完备,质量保证体系有效

运行,完全具备了整台套、全流程的生产能力。

ACP1000 锻造主管道是连接反应堆压力容器和蒸汽发生器的大口径厚壁

承压主管道,是核蒸汽供应系统输出堆芯热能的“大动脉”,是压水堆核电

站的核Ⅰ级关键设备之一。

中国西电 500kV 电抗器再度进入核电领域日前,中国西电与中广核工程有限公司签订防城港核电厂高压并联电抗

器采购合同。根据合同要求,中国西电将向防城港核电站 1 期工程 1#、2#

机组提供 2组 500kV 高压并联电抗器。

近年来,中国西电 110kV、220 kV、330 kV 电力变压器以及 220 kVGIS

产品、500kV 电抗器已相继进入国内风电、核电等新清洁能源市场,屡屡实

现零的突破,打破了国外垄断。截止目前,中国西电已向红沿河核电厂、宁

德核电厂、阳江核电厂等在建核电项目提供了累计 19 台电抗器产品。这些

产品性能先进、质量可靠,服务及时,赢得了客户的充分信任。

防城港核电站电抗器项目是中广核工程有限公司在日本福岛核电站事故

中核控制获民用核安全设备设计 / 制造许可证近日,北京中核东方控制系统工程有限公司(以下简称“中核控制”)

终于迎来了盼望已久的一份许可证书,正式获得国家核安全局颁发的《民用

核安全设备设计 / 制造许可证》(国核安证字第 S(13)03 号)/ 国核安证字

第 Z(13)09 号)。该证书的获取,意味着中核控制向核级仪控设备设计、

制造迈出历史性的一步,具备了核电 1E级仪控机架、机柜设计和制造资质。

2011 年 1 月,中核控制正式向国家核安全局提交“核岛通风就地控制

系统 1E 级设备设计、制造许可证”的申请,开始了中核控制本次艰难而又

充满突破的取证之路,在当年 4 月份国家核安全局受理后,先后开展 1E 级

样机的设计、采购、集成、测试和全部质量鉴定试验,包括元器件运行老化

试验、出厂试验(H 点,安审中心专家到场见证了试验)、IP 防护级试验、

温升试验、电源变化影响试验、振动老化试验、EMC 试验、高温试验、低温

试验、交变湿热试验、长期运行试验和抗地震试验(H 点,安审中心专家到

场见证了试验)。

经过 2 年的不懈努力,所有试验均符合鉴定大纲要求,研制总结和质量

鉴定评审资料经过核安全局专家评审会通过,获取“核岛通风就地控制系统

1E 级设备设计、制造许可证”。

中核控制一直以推进核电数字化仪控自主化进程为使命,随着 4 年的发

展,中核控制逐步从最初的DCS集成、测试工作到承担非安全级系统技术责任、

负责核电站 DCS 系统的基本设计、详细设计以及验证和确认(V&V),最终

将向取代国外厂家担任项目总负责转变。而在这发展过程中,HAF601 取证是

中核控制的必经之路。本次取证虽然只是开始,但是展示了中核控制自主创

新,不断进取的核工业精神,也展示了中核控制有能力向广大用户提供优质

和经验证的核电数字化仪控系统产品。

中广核更名中国广核集团 中广核15日在深圳召开发布会,宣布集团名称由“中国广东核电集团”

更名为“中国广核集团”,英文名称为“China General Nuclear Power

Group”。同时,中广核发布集团新的品牌形象,“善用自然的能量”为集

团新的品牌口号。

分析人士表示,去年 9 月,国务院同意中广核股权关系调整为国资委持

股 82%、广东省持股 10%、中国核工业集团持股 8%。股权关系的理顺为中广

核上市扫清了障碍。此次公司通过更名进一步向外界阐明公司主业方向和发

展脉络,有为上市打伏笔之意。

中广核新闻发言人胡光耀表示,新名称核心要义集中在一个“广”字,

丰富了发展理念,内涵更广;明确了四大主业,业务外延更广;立足中国面

向全球,市场空间更广。

胡光耀表示,中广核坚持“引进、消化、吸收、再创新”,始终致力于

推动和提升核电自主化、国产化。2005 年至 2013 年,中广核实现自主品牌

核电技术集约化、规模化、标准化建设,研发具有自主知识产权的三代先进

核电技术。公司围绕核电进行上下游开拓,成功构建铀资源保障体系,同时

进军风电、太阳能发电等可再生能源领域。

目前中广核清洁能源项目分布于广东、广西、辽宁、福建、湖北、

内蒙古、吉林、新疆、云南、西藏、青海等全国 24 个省、市、自治区,国

际业务横跨亚、非、欧、大洋洲,海外铀资源业务延伸到纳米比亚、哈萨克

中核集团 300 兆瓦核电站用不锈钢包壳管实现自主化生产

近日,由上海高泰稀贵金属股份有限公司(简称“上海高泰”)研制的

300 兆瓦核电站燃料元件用不锈钢包壳管顺利通过了产品合格性鉴定,这标

志着中核集团 300 兆瓦核电站燃料元件用不锈钢管材自此实现自主化生产,

具有重要的里程碑意义。

来自中国原子能工业有限公司、中核建中核燃料元件有限公司和上海核

工程研究设计院的有关专家及领导参加了此次合格性产品鉴定评审会。

与会专家讨论后认为:上海高泰进行的核电用不锈钢包壳管产品合格性

鉴定批生产过程受控,满足质量控制计划、制造大纲的要求,鉴定批产品满

足技术条件的要求,制造过程中的工艺作业文件、质量控制相关文件齐全有

效,质量记录完整,一致同意通过核电用不锈钢包壳管产品合格性鉴定。

上海高泰自 2011 年 10 月起开始核电用不锈钢包壳管、导向管、中子通

量测量管等的研制工作,在中核建中提供的图纸、技术条件和原材料基础上,

上海高泰实施了装备、工装和研发技术准备并进行了研制,于 2012 年 8 月

通过了不锈钢包壳管、导向管、中子通量测量管研制工艺合格性鉴定评审,

2013 年 1 月通过了导向管、中子通量测量管的产品合格性鉴定评审,并于

2013 年 5 月最终通过不锈钢包壳管产品合格性鉴定评审。至此,上海高泰已

经具备了核电用不锈钢包壳管、导向管、中子通量管等的技术能力和生产能

力。

据悉,2013 年 4 月,上海高泰与中核建中签署了《核级不锈钢管材买

卖合同》,上海高泰将于 6 月底交付中核建中第一批包壳管,于 7 月底交付

第一批导向管。上海高泰将依托多年从事不锈钢精密管材研究、生产所具备

的技术、装备优势,借助中核集团核燃料制造管理平台,积极开拓进取,具

备规模化生产制造能力和质量保障能力,努力建成中核集团核级不锈钢管材

生产制造基地,并力争成为中核集团核燃料循环产业链条中重要的一环。

海狮泵业获民用核安全设备许可证近日,江苏省靖江市海狮泵业制造有限公司接到国家核安全局通知,同

意为其颁发《民用核安全设备设计许可证》和《民用核安全设备制造许可证》,

这标志着,海狮泵业成为我省首家取得核级泵设计、制造资质的企业,也成

为全国具备核级泵设计、制造的 11 家企业之一。

2000 年,海狮泵业开始进入核电市场,多年来,只能向国内核电站常

规岛提供一些非核级泵。在近两年的时间里,公司投巨资扩建了新的生产厂

区,添置了高精度的机加工、检测设备,并引进了一批高技术的人才,和具

有现代管理水平的 ERP 管理软件,建立了核级质量保证体系,培养了一批具

有核级资质的检验人员。今年,海狮泵业终于通过了国家核安全局的严格审

查。这标明海狮泵业真正具备了参与核级泵市场竞争的能力。

核电建设提速中科英华将分享万亿市场机遇

日前,中科英华发布公告称,公司获得国家核安全局民用核安全设备设

计和制造许可证。核电市场成为中科英华拓展盈利空间的又一发展领域。而

就在不久前举办的第九届中国核能国际大会上,国核能行业协会副秘书长徐

玉明明确表示,核电发展甚至有可能超过规划预期,达到更高的水平。

徐玉明指出,国务院去年 10 月讨论通过的《核电中长期发展规划

(2011-2020 年)》对核电规模,布局以及技术路线提出了明确的要求。至

2020年,运行核电的载机5800万千瓦,在建3000万千瓦,总计8800万千瓦。

核电发展提速,且国产化程度越来越高,核电设备及相关配件制造公司

无疑将受益。分析人士认为,如果按照 2020 年我国在运在建核电总装机容

量 8000万千瓦来计算,我国核电设备及相关备件总投资规模将高达万亿元。

作为国内首家申请 K1 级别核电附件生产许可证的企业,中科英华核电

业务发展也将顺势提速。据悉,早在 2005 年,中科英华就启动了核电产品

研发项目,2011 年初成为国家核安全局的核电缆附件设计、制造许可的首家

受理单位,并相继通过了国家核安全局主持的申报材料审核、方案确定、现

场审核、模拟件出厂验证等检查程序。2012 年底,中科英华核电缆附件产品

顺利通过了国家电线电缆检测中心的全系列检测。

目前,中科英华已陆续获得中国核工业集团公司、国家核电技术公司

所属的十余套在建机组壳外核电缆附件的供货合同订单并陆续供货;在国内

建设的世界首台首套第三代先进核电 AP1000 技术机组中,中科英华研发的

AP1000 壳外核电缆附件产品成功取代美国瑞侃(Raychem)公司产品,有效

解决了国内对核电附件产品的进口依赖。

首台国产化循环水泵试车成功5 月 21 日,福清核电 1 号机组 PX 泵房循环水泵负载试车成功,运行期

间泵的各项参数正常稳定。这标志着中国首台国产化循环水泵功能试验在福

清现场验证完成。

该循环水泵为中国上海阿波罗机械股份有限公司生产,为国产化首台循

环水泵,其主电机由上海电机厂提供,齿轮箱由郑州机械研究所提供。循环

中核集团与中石化集团合作勘查开发铀资源

5 月 22 日,由中核集团与中石化集团携手打造的开放型合作平台——

中核石化铀业有限公司挂牌成立。该合资公司实现了铀这一特殊产品的市场

运作和商业联接,充分体现了“勘查社会化、矿权市场化、投资多元化、开

采专业化”的理念。

当日,中核石化铀业有限公司召开了第一次股东会暨董事会、监事会,

选举产生了公司董事、监事和经理层,审议了合资公司发展规划和 2013 年

科新机电签下首个核电产品合同科新机电 29 日晚间披露已于日前签署华能山东石岛湾核电厂《高温气

冷堆核电站示范工程之热气导管设备供货合同》,这是公司 2011 年 9 月取

得民用核安全机械设备制造许可证以来,签订的首个核电产品项目合同,将

对公司产品转型、升级以及在新能源领域的市场开拓带来积极影响。

此前,科新机电于 3 月 29 日曾披露,公司已收到中核能源有限公司发

来的《中标通知书》,确认公司投标的“华能山东石岛湾核电厂高温气冷堆

核电站示范工程中的热气导管项目”已中标,中标金额约为人民币伍佰万元。

而根据 29 日晚的公告,科新机电作为该项目的总包方已于 5 月 17 日正

式与中核能源科技有限公司、中航世新燃气轮机股份有限公司沈阳分公司签

订了《高温气冷堆核电站示范工程之热气导管设备供货合同》,最终合同金

额为 525 万元,履行期限为 2014 年 10 月 20 日之前。

科新机电相关人士接受中国证券网记者采访时表示,虽然本次核电产品

合同金额并不算大,但是由于公司 2011 年 9 月才取得民用核安全机械设备

制造许可证,取得的时间较晚,此前一直还没有相关领域产品业绩,本次中

标等于真正在核电产品领域取得了“敲门砖”,对公司未来的新能源领域市

科核电技术服务(北京)有限公司在北京正式成立。合资公司将为全球客户

提供完备的 AP1000 核电市场供应商资格认证。

合资公司将会努力完成供应商资格认证与进一步开发供应链服务的目

标。国家核电技术公司是世界首4台中国在建的AP1000核电机组的总承包商。

合资公司将会为中国核电设备制造商进军国际市场、国外核电设备制造商参

与中国市场架起一座新的桥梁。

西屋集团总裁兼首席执行官 Danny Roderick 称合资公司将会涵括双方

公司在质量与安全方面的国际经验和技术标准,并且合资公司将会努力增强

西屋电气将与中国国家核电技术公司共同开发可在中美两国取证的小堆

标准设计。

双方公司共同签署了小型模块化反应堆合作谅解备忘录,双方在中国

AP1000 压水堆项目建设过程中一直保持着长期的合作。备忘录的签署意味着

场拓展意义重大。该人士也坦诚,公司在核电领域的市场开拓还需要一个过

程。另外,公司过去传统领域的压力容器制造和管道产品在宏观经济不景气

的状态下依然面临较大挑战。不过,科新机电的募投项目和新疆科新制造基

地去年均已顺利完工,目前已开始逐步释放产能,将对公司今年经营带来有

利影响。

2012 年科新机电管道设备和压力容器设备销售收入均有较大幅度的下

降,同时,公司产品订货价格和毛利率也同比下降,导致公司营业总收入和

归属于上市公司股东的净利润分别较上年下降 21.71% 和 79.63%。今年一季

度,公司归属于母公司所有者净利润为亏损 247 万元,且公司预计今年 1-6

月归属于上市公司股东的累计净利润可能亏损 650 万元 -1100 万元。

中国在非最大矿业投资项目湖山铀矿开工

日前,中广核集团所属纳米比亚湖山铀矿项目开工,这是目前中国在非

洲最大的矿业投资项目。该矿为近十年来非洲乃至世界铀资源勘查领域的重

大发现之一,资源储量丰富,位列世界第三。

湖山铀矿项目全寿期在 20 年以上,投产后将成为全球第二大铀矿山,

生产总量可保证 20 台百万千瓦级核电机组近 40 年的天然铀需求。项目建设

同时可为纳米比亚提供约 6000 个临时就业岗位和 2000 个长期岗位。该项目

不仅是中纳两国间规模最大的合作项目,也是中国在非洲最大的投资项目之

一。投产后,项目将使纳米比亚出口增长 20%、GDP 增长 5%。

近年来,我国与非洲国家在互利共赢的基础上,加强了各领域的合作,

特别是在能源矿产领域。2012 年 5 月,中广核集团联手中非发展基金完成了

对湖山铀矿项目 100% 股权的收购。自 2012 年 10 月获准开工至今,项目进

展已达 15%,全部矿山建设工作计划于 2015 年年底完成。

尔斯通(ALSTOM)和哈尔滨汽轮机厂有限责任公司的联合评审,成为法国

双方将建立合作伙伴关系共同开发基于西屋 SMR 技术的小型模块化反应堆。

西屋公司高级副总裁兼首席技术官 Kate Jackson 坦言,双方希望建立

SMR 合作框架来探寻国内外潜在市场,目前,双方都处于早期谈判阶段,一

旦协议达成,将会提供其它 SMR 供应商所无法匹敌的设计、许可、建设和运

营保证。

比照之容量通常为高达约300兆瓦的常规发电场,小型反应堆规模更小,

操作更简单,在各种情形下都比大型机组更具优势,比如在偏远地区以及电

网系统不适合某个大型核电站等的情形下。小型反应堆的大型部件是通过远

程制造完成并运送到作业现场的,小型模块反应堆设计更为简单,具有大规

模生产的经济性并且可降低了选址成本。

世界上几种不同的 SMR 设计目前正在研发当中。西屋电气的 SMR 是一种

225 兆瓦的一体化压水堆,其所有的主要部件都安装于反应堆压力容器的之

内。其设计可完全实现工厂化预制,并且大小适合于铁路运输。同时,它还

具备了为 AP1000 机组开发设计的非能动安全系统和部件。

西屋电气一直致力于在美国开发 SMR,通过联邦开发方案申请基金并与

美国公共事业部建立合作关系来支持认证和活动的开展。西屋电气期盼与中

国国家核电技术公司建立合作伙伴关系以加速其 SMR 技术在美国的推广,而

且强调其在美国建设的 SMR 核电站将在国内进行采购和生产。

4台中国海阳和三门在建的AP1000核电机组将于2014年至2015年启动,

并将成为中国首个 AP1000 计划机组。技术转移至其总承包商国家核电技术

公司成为了项目的重要组成部分。西屋电气与中国国家核电技术公司在建立

中国公司向试验性南非核电项目推广反应堆设计

中国核工业正在积极争取南非的核电项目,因南非正在考虑建设几

个新的反应堆来满足不断扩大的能源需求。 近日,公共事业部部长,

MalusiGigaba 在《投资非洲》中透露南非政府将会决定是否在今年推进一个

9,600 兆瓦的项目,如果项目得到批准,将会分为三个阶段进行,每个阶段

将建设 3,200 兆瓦的装机容量。

在周二举行的一次会议上,三个中国公司表示出对这个项目感兴趣。根

ENUSA 技术应用于中国核电市场

近日,ENUSA 与中国燃料制造商中核建中核燃料元件有限公司(CJNF)

签署了一份合同,主要就关于燃料棒超声检测这一高科技设备的设计、制造

和供应等方面的情况达成了一致,该设备和 ENUSA 在 Juzbado 工厂所用的检

测设备相同。该设备的生产将在与 Tecnatom 公司(西班牙领先的全球工程服

务公司,活跃于 30 多个国家和地区)的合作下进行,ENUSA 与 Tecnatom 已

签署了一项同意销售该设备的合作协议。ENUSA将主管商业,并提供技术支持;

Tecnatom 公司则负责该设备的制造工作。该项新设备的制造将立即开工,并

于 2013 年底完成交付工作,这也意味着交货日程紧凑。

内部技术的第一次外售

这份新合同代表了该公司发展轨迹中的一项重要的创新,因为它是

ENUSA 在中国核电市场的第一笔生意。ENUSA 面对目前竞争日益加剧的经济环

瓦卢瑞克中国新核电管材工厂落成

2013 年 6 月 6 日,布洛涅—比扬古 - 今天,优质钢管解决方案领导

者——瓦卢瑞克集团宣布,位于中国东南部城市广州南沙的蒸汽发生器管材

生产工厂正式落成。该工厂正式成为瓦卢瑞克集团旗下瓦卢瑞克核电产品的

新成员,专门从事核电管材的生产。工厂投资 5500 万欧元,员工人数最终

将达 200 人。该工厂计划于 2013 年第三季度投产,帮助瓦卢瑞克集团满足

中国核电站的巨大增长需求。中国核电站 2013 年总装机容量为 15 GW,至

2020年有望达到58 GW,届时还将有25 GW装机容量的核电站处于在建过程中。

瓦卢瑞克集团董事会主席 Philippe Crouzet 与广州市委常委、南沙区

委书记丁红都、法国原子能委员会主席毕戈先生共同出席了落成仪式,在落

成仪式上 Philippe Crouzet 表示 :“为了服务于中国石油和天然气市场以及

2011 年,瓦卢瑞克核电管材公司法国蒙巴尔工厂进行了扩建。此外,南

沙新工厂的建立,有望将瓦卢瑞克蒸汽发生器管材的年生产能力增加 2,000

公里 / 年。得益于在中、法两国的投资,瓦卢瑞克集团蒸汽发生器管材的总

生产能力在 5年间将增加近 4倍,达到约 7,000 公里 /年。

目前,中国 80% 在建和已建核电项目蒸汽发生器管材来自瓦卢瑞克。因

4 月 26 日 00 时 58 分,福清核电 1 号机组二回路水压试验压力历经各

压力平台,并升至 12.8 兆帕成功保压 10 分钟。经核安全局华东监督站、监

理公司、二回路水压试验专项组共同见证认可,1 号机组二回路联合水压试

验结果满足要求,“二回路联合打压试验”节点按期顺利完成。

二回路水压试验是 1 号机组关键里程碑节点之一,是对蒸汽发生器二次

侧、主给水、主蒸汽系统设计、制造、安装质量的检验,具有极为重要的意义。

山东海阳核电工程节点完成过半明年正式发电据报道,海阳核电是山东开工建设的第一个核电站,80 多个工程节点

现在已经完成过半。前几天,记者走进烟台海阳,对这个总投资千亿元的新

能源项目进行了探访。

40 多岁的肖斌干了 14 年电站工程,海阳核电是他干过的最大一个。从

三年前核电站开始管道施工,肖斌就和同事从湖北老家搬进了这个工地。核

电站的管道里流的是反应堆的冷却水,管道安装也是电站的核心工程。肖斌

说,就像人的肠道系统一样,没有的话肯定就不行,没有管道这个工程肯定

就运转不起来。

工程师陈连发是肖斌的工友,他正在忙活的事,是检测管道坡度。陈连

发告诉记者,像这种管道的坡度,必须要精确到 0.0035 米的坡度。

海阳核电是国内最早开工的第三代技术的核电站。在方圆两千多亩的工

地上,来自天南海北的工人和技术员超过了 4000 人。这么多的岗位和技术

环节,严格的建设指标是工程管理的重中之重。

陈连发告诉记者,为了就是确保我们的核电质量,安全质量就是我们第

一的控制要点。

海阳核电一期工程一共有 84 个工程节点,现在已经完成了 43 个。按照

工程规划,海阳核电预计于 2014 年开始正式发电。陈连发介绍说,建成后,

一台机组的发电量将达到 125 万千瓦,正式发电一年后,1 号机组和 2 号机

组将开始进入商业运行。山东的电网也将第一次迎来核电反应堆带来的新电

力。

宁德核电配套产品苍南造宁德核电厂1号机组于4月18日正式投入商业运行后,今天传来好消息,

浙江苍南仪表厂为宁德核电站提供了流量测量装置等配套产品,并经过核电

厂调试,通过 168 小时满负荷运行,各项的技术性能、产品质量均符合要求,

达到了国际同等水平,将逐步替代进口,为中国核电配套产品的国产化写下

浓墨重彩的一笔。

宁德核电厂已成为了国内计划建设工期最短,百万千瓦级核电机组国产

化程度最高,单位造价最低的核电站。为宁德核电厂提供部分配套产品是苍

南仪表的科技主攻项目之一。该厂近年来通过实施“产、学、研”相结合的

创新发展战略,与法国阿海珐公司、中国核二院、中广核集团、浙江大学、

中国计量学院相互密切合作与交流,在核电配套产品等各项新技术的研发与

生产上取得了重大的突破。

近几年,该厂通过引进国内外先进设备,加强与各大院校的合作,搭建

企业创新平台,引进人才,不断提高企业设备力量和技术力量,提升企业竞

争力,取得了长足的发展。2012 年企业实现产值 3.56 亿元,销售收入 2.89

亿元,缴纳税收 3757 万元,企业每年均以 20% 以上的速度稳步增长。

相控阵超声检测技术首次在阳江核电项目应用并获成功

5 月 8 日,“核工程奥氏体不锈钢焊缝相控阵超声检测技术”科研项目

成果在阳江核电项目某管道施工中进行了现场应用。检测结果表明,相控阵

超声检测技术能够发现射线检测所发现的缺陷,而且对射线检测不容易发现

的面积型缺陷也能有效检出。

该科研项目是中核设计承担的国防基础科研项目之一,研究周期为

2011 年 1 月至 2013 年 12 月。经过两年多的潜心研究,该科研项目组成员已

基本完成相关研究目标。此次在阳江核电现场的成功应用,使该科研项目成

果得到了有效验证,同时也表明相控阵超声检测技术在核电建设中拥有广阔

的应用前景。

无损检测(NDT),又称无损探伤,除 5 种常规方法(射线、超声、磁

粉、渗透和涡流)外,还有红外、激光、声发射、微波、工业 CT等检测方法。

相对于常规超声检测技术,相控阵超声波探伤法有 5 大特点:一是可用计算

机软件控制声束角度、聚焦距离和焦点尺寸;二是可用单个小型的电控多元

探头在同一位置作多角度检测;三是可对复杂的几何形状进行检测,机动、

灵活性较大;四是配置机械夹具 , 可对整个试件做高速、全面扫查;五是采

用计算机采集信号和数据处理,实现了超声检测的图像化,数据可存储及离

线分析。

山东核电一号模拟机可正式用于操纵员培训近日,山东核电一号模拟机由西屋向山东核电的移交工作全部完成,至

此,一号模拟机可正式用于操纵员培训,实现了海阳核电项目又一工程里程

碑节点。

海阳核电项目一号模拟机以海阳核电项目1、2号机组设计数据为参考,

由美国西屋公司设计制造。自 2008 年模拟机建造以来,山东核电积极沟通、

协调,并多批次派遣模拟机维护工程师前往美国及时跟踪项目进展、派遣运

行人员参与软件测试和教材验证工作,积极推进模拟机项目开发工作进展。

一号模拟机可用于培训这一工程节点的顺利实现,为海阳核电项目首批

操纵员 /高级操纵员按计划取得资格证提供了保障。

小墨山核电站项目或“十三五”开建从湖南省岳阳市发改委获悉,小墨山核电项目目前已完成征地 766 亩,

搬迁 35 户、136 人,小墨山核电厂大件专用码头获省发改委批准立项。根据

国家近 3 年暂不启动内陆核电的实际状况,项目将尽快完成各专项规划审批

和可研报告的编制,力争“十三五”初开工建设。

据悉,为促进小墨山核电项目早获批、早建设、早投运、早发挥效益,

市发改委要求湖南核电公司加强与相关部门沟通与联络,尽快敦促出台《小

墨山核电厂址保护管理办法》。同时,加大厂址保护力度,稳步推进征地拆

迁工作,形成工作亮点,力争“十三五”初开工建设。

宁德核电 3 号机组压力容器成功吊装就位

5 月 23 日 15 时,宁德核电 3 号机组压力容器平稳就位于压力容器支撑

环上。这是3号机组继稳压器、蒸汽发生器、主泵后的又一重大设备就位成功,

为后续主管道焊接工作创造了有利条件。

本次吊装的压力容器净重 262 吨 , 吊装工作分别经历设备翻转和起吊就

位两个过程。吊装过程中,项目部充分吸取了 1、2 号机组压力容器吊装施

工经验,认真做好详细的经验反馈和周密计划,安全有效地完成了压力容器

的就位工作。

方家山 1 号机组安全壳役前打压试验完成5 月 24 日 , 方家山 1 号机组安全壳役前打压试验比主线计划提前 20 天

完成。经试验数据初步分析,安全壳整体密封性能良好,结构性能符合设计

要求。

在试验过程中,中核核电运行管理有限公司一厂调试队在各方的密切配

合下,克服重重困难,合理安排试验计划并多方协调,在 2 个月内完成了全

部的 B、C 类试验实施工作和整体打压试验的文件准备工作。试验前一周内

完成了 RX 厂房内清理,RX 厂房内设备防护、系统充水在线、应急演习,试

验临时通讯网络、密封和强度两个试验室建立、RX听音检查人员体检和培训,

现场值班人员和生活设施及试验期间后勤保障安排等一系列准备工作,为安

全壳整体打压试验的顺利开展打下了坚实的基础。

受英国机械工程师协会(IME)的委托,ICM 调查公司进行了一项全国范围内的民意调查。调查结果显示,约 43% 的英国公众认为英国政府应该向国内核电厂的建设提供补贴。同时有 28% 的英国公众持反对意见,另外 29% 的公众对此不置可否。IME 委托 ICM 调查公司进行此项调查时,英国政府仍在与希望在萨默塞特郡欣克利角建立两套 EPR 反应堆的法国公用事业公司 EDF(法国电力公司)就英国政府愿意保证的新反应堆发电量的“敲定价格”进行讨价还价。“对于公开向核电开发商提供补贴,英国政府多年来一直态度勉强,其部分原因在于担心公众反对。”IME 能源和环境部门主管蒂姆·福克斯在 5 月 28 日发表的公布调查结果的声明中说。“调查结果说明这种担心是没有根据的。”

在印度总理曼莫汉·辛格与日本首相安倍晋三在东京举行会晤期间,5月29 日发表的一份联合声明称,日本首相和印度总理“指示其官员加快一项关于和平使用核能的合作协定的谈判进程,以期尽早缔结协定”。虽然福岛事故中断了双方就核合作协定(NCA)进行的谈判,但日本其实本来就不情愿与《防止核扩散条约》(NPT)的非签约国达成如此交易。但是安倍一直未间断其鼓励核出口的行动,例如与阿联酋和土耳其分别签订核合作协定,而且同样表现出与印度签订核合作协定的意愿,虽然印度并非 NPT 的签约国。日本媒体报道称辛格向安倍口头保证称印度将签署《全面禁止核试验条约》(此条约尚未生效)。
