1. Background

Sudokkho signed an MOU with the Construction Industry Skills Council (CISC) in January 2015 for a

period of about 4 years from 13 January 2015-31 March 2019. The MoU outlined the broad areas of

the support from Sudokkho to CISC and the obligations of the CISC in this regard.

The CISC has a governing body with representatives from ten (10) industry associations and one (01)

labour representative organization of the construction sector. The CISC has also formed four

Standing Committees: i) Skills Planning Standing Committee (SPSC), ii) Curriculum Development and

Training Support Standing Committee (CDTSSC); iii) Assessment, Moderation, Verification and

Certification Standing Committee (AMVCSC); and iv) Administration, Finance & Procurement

Standing Committee (AFPSC). Nevertheless, further to the MoU between CISC and Sudokkho, a

yearly collaboration agreement was signed in order to specify the discrete technical package offers

to CISC for implementing the planned programme activities.

Sudokkho, under its 1st collaboration agreement, supported CISC to formulate a business plan for a

three-year period which was subsequently approved and accepted by SEIP. CISC also signed a 3-year

funding agreement with SEIP to meet up its operational expenses. Additionally, Sudokkho-SEIP-CISC

has signed tripartite agreement for smooth functioning of the different areas of supports to CISC. As

per the agreement, the Skills for Employment Investment Program (SEIP) is committed to support

the CISC financially to cover its operational costs, while Sudokkho is committed to complement this

with strengthening the CISC's institutional capacity and support the implementation of its key

functions. This is mentionable that funding from SEIP to CISC is contingent to the technical supports

from Sudokkho. Sudokkho strengthens the institutional capacity and supports key functions of

Industry Skills Councils (ISC) and supports capacity building of national training consultancy service

providers (TCSP) to sustain a long-term development process. Given the above context, Sudokkho

signed its 2nd year collaboration agreement with CISC for the period 1 October 2017-30 September

2018.

1.1 Goal of 2ndCollaboration Agreement

The goal of the 2nd collaboration agreement was to contribute to the financial and technical

sustainability of the Council at the end of the agreement period.

1.2 Objective of 2nd Collaboration Agreement

The cooperation between Sudokkho for the second time running was to ensure that CISC executives

and members have technical capacities and are capable to effectively and efficiently perform

various activities of the Council to the required standards and achieve the objectives within the

stipulated time.

1.3 Overall support from Sudokkho to CISCs capacity building in 2nd year

During the implementation of activities of the 2nd agreement (October 2017 – September 2018);

Sudokkho assigned experts to liaise with CISC to coordinate interventions and support in

operational activities.

Sudokkho bore direct costs related to engagement of subject matter experts and costs relevant

to the facilitation of developing and or reviewing competency standards, curriculums, CBLMS,

Board meetings, standing committee meetings and annual general meetings including relevant

workshops, promotional events etc.

Additionally, Sudokkho engaged international consultantsperiodically to undertake the

following organizational development tasks which were based on the business plan of CISC and

related to above mentioned support scheme:

o Intensive orientation and capacity building for the management team, the technical

members of the Standing Committees and the Board members on their roles in the

CISC,

o Support the CISC in establishing formal relationship with all key government agencies

such as the NSDC, BTEB, DTE, BMET and other relevant Ministries to understand and set

up management systems to comply with government policy, legislative and regulatory

requirements, lines of communication and reporting;

o Support the CISC in setting up and managing a process to develop a skills strategy for

the sector and the production of annual training plans.

o Support CISC to establish Labour Market Information System (LMIS) for construction

sector in collaboration with the relevant industries and business associations like BACI,

REHAB etc.

o Support CISC to develop/review and approval of skills competency standards in line

with NTVQF levels 1-4 in collaboration with BTEB.

o Support CISC to develop/review and approval of curriculum framework and align

existing curriculums developed by Sudokkho and other skills development projects with

the approved curriculum framework in collaboration with BTEB.

o Support the development of a Monitoring and Evaluation instrument to track the

performance of the CISC against agreed objectives and targets. It should also be able to

generate statistical data on training activity for purposes of reporting to the governing

body, donors, other funders and the NSDC.

o Support CISC to review and formulate career mobility path for the construction workers

in different occupations well-suited with the NTVQF levels and the industry work-

structures.

o Capacitate CISC’s payroll staff including the CEO to a level that they could deliver their

assigned tasks independently in line with the core responsibilities the CISC.

o Facilitate to develop a guideline for a sustainability plan for the CISC once the funding

from the development partners will be reduced.

2 Expected Outputs, Activities andDeliverables

The expected outputs for the implementation period were as follows:

PTPs assessed and marked as RTOs by BTEB according to the required standards Occupational skills standards developed, validated and approved for a number of

occupations on the NTVQF for levels 1-4 CBT Curricula and CBLMs developed and validated at levels 1- 4 of the NTVQF Trainer and Assessor training programme consistent with NTVQF levels Assessment and Certification of trainees conducted in line with NTVQF levels Skills Planning and Labour Market Information System in place Meeting/workshops etc, conducted.

Various activities were undertaken during the period to achieve the above outputs.

3 Deliverable of CISC to Sudokkho

In the implementation of the 2017/18 year activities of the agreement, was expected to provide the

following deliverables to Sudokkho .

4 Assessment of the status of implementation.

An assessment of progress against the last year work plan of collaboration agreement between

Sudokkho and CISC was undertaken to:

Review scope of cooperation agreement of Sudokkho and CISC and find out the agreed

technical assistance package planned for CISC

In collaboration with the CISC, review progress of technical assistance against the existing

workplan starting from 1st October 2017 to 30th September 2018.

The review process was a collaborative exercise between CISC and Sudokkho with facilitation by an international consultant made up of the following.

Six different meetings were held at CISC offices to review progress ofimplementation of the activities and deliverables as against the planned ones indicated in the agreement document.

4.3 Assessment Matrix

The assessment of progress is indicated in Appendix 1 attached. It includes achievement as against planned, deviation, challenges and recommendations

5 General Observations

The following general observations were made

Out of the 21 planned activities 6 (representing 28.6 %) of them were fully achieved, with

one activity exceeding the target by over 200%.Nine (9) of the activities (representing 42.8%)

have been initiated and reached various levels of completion. While six (6) representing

28.6% planned activities were not initiated at all.

The existence and activities of CSIC are not known to the general public

CISC and Sudokkho had cordial working relationship and worked as a team

CISC relied mainly on Sudokkho staff to lead the implementation of the activities, thus in the

absence of Sudokkho staff (especially the passing away of Engr. Md. Belayet Hossain)the

implementation of most of the activities have been delayed.

The CISC team (paid staff) for implementation of the planned activities, comprising of the

CEO and three technical staff are very committed in performance of their duties butneeded

enhanced technical and management capacities to fully carry out the planned activities

successfully.

Some of the planned activities were ambitious, while some of them required third party

support to achieve the set targets.

Some of the activities were not properly planned in terms of the usage of technical

expertise, sequencing and alignment of implementation.

CISC did not take up ownership of the activities and had no exist strategy for sustainability

after the support of Sudokkho comes to an end.

6 Future Outlook

The following recommendations are made based on discussions on the assessment of activities and

mainly looking at the future performance and sustainability of the Council.

Sudokkho is encouraged to renew the technical agreement for another year and focus on

the under-listed areas for the cooperation agreement.

o Capacity building for CISC office staff and members

o Teaching and Learning material development and validation

o Embankment on advocacy activities to bring the existence and activities of CISC to

the public domain

o Development of partnership with public and private institutions

Activities that were initiated in the previous year’s agreement but have not been completed

should be fast-tracked for completion.

The staff of CISC should be in the driving seat in all activities and only request for technical

support from Sudokkho

Looking beyond the support from Sudokkho, CISC should intensify their internally generated

funds (IGF) activities as indicated the sustainability document.

They also need to be pro-active and do not have to wait for Sudokkho to initiate activities

There should be lot of team work, delegation and proper coordination of activity

implementation.
