As a passionate supporter of the Palais, Council is proud that its hard work and $7.5 million contribution have helped secure the theatre’s long-term future. We have partnered with the Victorian Government and Major Projects Victoria on urgently needed repairs to this iconic heritage building - with work starting later this year. We are grateful to the community members who joined us in saving the Palais.

Port Phillip’s Seniors Festival starts on 12 October with dozens of wonderful events for the 55+. Highlights include a pop-up tea pot exhibition, digital story booths at town halls and a host of guided walks, luncheons and get togethers. Most events are free, so grab a program and get involved.

Port Phillip is one of only three Victorian councils to have zero road deaths in the last financial year. This great achievement has been possible due to partnerships with the community, VicRoads and the TAC. Port Phillip will continue to invest in road safety and advocate for protected bike lanes especially on St Kilda Road.

October is walk to school month where students, parents and grandparents are encouraged to walk, scoot or ride to school as much as possible. As the weather gets warmer it is a great way to start and end the day with some relaxed time with your children.

Parking pressurePort Phillip is home to around 48,000 vehicles; this will rise to 55,000 by 2021.

Kickstart pitch for renewal precinctCouncil is proposing early investment into community facilities, including a kinder and public open space, at the Ferrars Street school site to help get Fishermans Bend urban renewal off to the best possible start. The state’s planning and education ministers are considering the proposal.

Local residents have launched a community solar project, Port Phillip Solar Bulk Buy, in a quest to add solar systems to 300 local buildings. If the bulk buy reaches its target, the project will be able to donate up to 15 solar systems to local community buildings such as schools, kindergartens and public housing. The group is inviting residents and community

groups to join the project by registering an expression of interest before 31 December 2015. The community bulk buy is not limited to households. Roof space on any building is welcome to participate.

Remedy for Arts ParkFollowing agreement between the Victorian Government and Council, soil remediation at the Gasworks Arts Park is a step closer. The State has agreed to plan and undertake necessary soil remediation, while Council will manage revegetation and landscaping. A remediation action plan, which will be completed next year, will include the investigation of ways to retain mature trees.

Take a break in a comfy chair and hear some stories recorded by local seniors when you visit a town hall in October. Authors featured in the Seniors Festival Port Phillip Writes program have recorded oral histories that showcase Port Phillip’s rich heritage.

With the author’s matching historical images from the Port Phillip City Collection, the Speaking Stories: Digital Histories exhibition will travel around the town halls for visitors to enjoy. Entry is free and no bookings are required.

It’s all part of the Port Phillip Seniors Festival which starts on 12 October. See page 10 for highlights or grab a program at a library, town hall or online.

World Cup sailing coming to St KildaSt Kilda is the place to be for sailors and spectators when the ISAF Sailing World Cup launches in December.

Over 300 junior and youth sailors will join 600 Olympic aspirants in races over 10 classes in this international event.

Based around the St Kilda foreshore, the event will give locals a spectacular view across the seven day program.

With hundreds of onshore and on the water roles to be filled, locals are invited to be volunteers. Expressions of interest can be made online before 1 november.

Local makers are invited to be listed on an inner Melbourne makers map. The project, an initiative of a joint council Inner Melbourne Action Plan and the University of Melbourne, presents small scale manufacturers on an interactive map. All sorts of makers can get involved, from boutique cycle makers to makers of funky furniture, cutting-edge electronic equipment, artisan foods, clothing and hand crafted wares. Get listed by answering a few simple questions and participating in research to map future trends in the maker space.

Zero milestone Port Phillip was one of only three Victorian municipalities to record zero road deaths in the 2014/2015 financial year. In that year, Council completed more than 14 road safety projects for pedestrians, bike users and motorists, helping to achieve the zero road deaths milestone. Towards Zero is the message in the latest Transport Accident Commission road safety campaign.

Port in a Storm, by local design students Elly, Maegan and Ying Jie, pictured with program leaders Michael and Carlo, was the first in a series of exhibitions being held in shipping containers along the Station Pier shopping precinct. The exhibition series will remain open until April 2016. Funded as part of the Vibrant Villages program, ARTcontained will display work by Multicultural Arts Victoria, RMIT, local artists and community organisations.

Passionate campaign saves the PalaisCouncil and Victorian Government investment in essential building repairs means there will be another chapter in the Palais’ story.

Opening in 1927 as a 3,000 seat picture theatre, crowds flocked to St Kilda for decades to see movies at the Palais.

By the 1960s, TV had taken its toll and movie audiences declined to a trickle.

But the theatre capacity and location attracted a new wave of productions. Big name international acts like Eartha Kitt, Bob Hope and Louis Armstrong drew crowds. Opera, ballet and other events, notably Edgley’s Russian Spectaculars and the Bolshoi Ballet, etched the Palais on to the culture scene.

In the 1970s, Jesus Christ Superstar had two highly successful seasons. The 1973 production cost $400,000, featured a cast of over 40 performers and a 35 piece orchestra. It ran for 12 weeks with a top ticket price of $5.20. The opening of the Arts Centre in the 1980s took the opera and ballet shows and the 1990s saw fewer productions but a steady stream of local and touring artists.

In recent years, the Palais has become Australia’s top ranking theatre concert venue with about 120 acts drawing over 250,000 patrons annually to a great variety of touring artists, community events like the annual Sacred Heart fundraiser and enthusiastic school shows.

The 1973 Palais production of Jesus Christ Superstar stared Jon English as Judas and Reg Livermore as King Herod. Tickets ranged from $5.20 to $2.50 for early performances.

Glowing art for Fitzroy StreetThe marine environment under St Kilda Pier has inspired a new artwork (artist impression, right), soon to be installed on the corner of Fitzroy and Jackson streets.

Tethya will rise over 2.5 metres high and be illuminated at night. It’s gentle glow at night will complement new footpath lighting between Grey and Acland streets.

Created by award winning artist Alex Goad, the artwork references the Tethya sponge and the geological change that has occurred in St Kilda since European settlement.

Artwork has been included in the Fitzroy Street Streetscape Upgrade in response to feedback from community consultation in 2014.

Years 10-12 students with the new water tank, which is linked to a new bore that supplies running water for 18 toilets and an extra community tank.

Daily life at Suai Secondary School in East Timor is about to change in a simple but remarkable way. Thanks to a $72,000 fundraising effort by Rotary and the Port Phillip community, 2,000 students and their teachers are about to get toilet facilities and running water for the very first time.

Health and hygiene education, also funded by the project, provides information on hand washing, personal hygiene, menstrual hygiene, reproductive health and HIV/AIDS. It is hoped that the new facilities will improve school attendance, especially for girls.

Port Phillip has had a two-way friendship with Suai-Covalima since 2000, which has created warm relationships between our communities.

Domain station Local geotechnical investigations have started for the Melbourne Metro project. You may have seen rigs drilling boreholes near the corner of Albert and St Kilda roads. Start loving our streets

Hidden letters reveal wartime storiesnotes sent from servicemen’s families during WWI have been discovered in a secret compartment in the nott Street School Old Boys Honour Board, now located in the foyer of the Port Melbourne Town Hall. Thanks to a Port Phillip Cultural Development Grant, this fascinating time capsule is being conserved and displayed in albums for public viewing. The letters will be available to view during History Week, 18 - 25 October. The Port Melbourne WWI Centenary website collects the stories of Port Melbourne people who took part in WW1. Students from Elwood College are among the first to join the Love Our Street (LOS) 3184 project, which aims to reduce the amount of litter entering the stormwater system, Elwood Canal and the bay. Modelled on the successful Beach Patrols, LOS 3184 brings people together for one hour, once a month, for a community litter patrol.

new workshop for men’s groupThe Port Phillip Men’s Shed Association is to open its newest shed at Southport Uniting Care (SPUC) at 325 Dorcas Street, South Melbourne. Construction of the SPUC-funded building was completed in July. The fitout of equipment, benches, cupboards, storage and other internal requirements has been provided by Men’s Shed members. Council provided a $10,000 community grant for the project.

Access boostThe Victorian Government is allocating $110,000 to construct Changing Places toilet facilities during the redevelopment of St Kilda Life Saving Club, scheduled to commence later this year.

Changing Places facilities are cutting-edge accessible toilet, shower and changerooms that includes a height adjustable adult-sized changing bench and a hoist.

Making monkeys ’cause we canEveryone is invited to be part of Space2b’s 100 Stripey Monkeys project, a community effort to produce and distribute 100 stripey monkeys to children in detention. Volunteers can join workshops where they will cut patterns and assemble the monkeys. The monkey’s stripes symbolise inclusiveness, tolerance, acceptance and understanding.

Smalls steps make a big differenceWalk to School month is running through October to encourage primary school students to walk, ride or scoot to and from school. Council is using a VicHealth grant to offer schools a $200 subsidy per term to encourage kids to walk to school. The subsidy could be used to give weekly spot prizes, or to hold a competition or an event.
