The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
The U.S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.
At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS usersare encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or byusing the NAVCEN Website to submit a GPS problem report.

**** Cancellation of NOAA Paper and Raster Nautical Charts ****The National Oceanic and Atmospheric Administration (NOAA) is undertaking a multi-year program to end production and maintenance of its suiteof over 1,000 traditional paper nautical charts and all associated raster chart products and services, including: Print-on-Demand (POD) paper nautical charts, Full-size chart PDF files, BookletChart™ PDF files, NOAA raster navigational charts (NOAA RNC®), the NOAA RNC tile service, and the online RNC viewer.Six months notice of the intent to cancel a specific chart is provided in a “Last Edition” notice. The final cancellation of a chart is made in a “Canceled” notice. Both types of notices will appear in LNM Section IV, “Chart Correction”. A comprehensive list of all canceled NOAA charts is available at: http://www.charts.noaa.gov/MCD/Dole.shtml.Traditional paper nautical chart production is ending to enable the creation and maintenance of larger scale, more up-to-date, higher quality coverage of NOAA’s electronic navigational chart (NOAA ENC®) product. This will significantly enhance the amount of charted detail available to mariners. More information about NOAA’s program to sunset traditional paper charts is on the NOAA Coast Survey website at: https://nauticalcharts.noaa.gov/charts/farewell-to-traditional-nautical-charts.html.An online NOAA Custom Chart application at: https://devgis.charttools.noaa.gov/pod is available to create chart images from ENC data, which may then be printed. Notices to Mariners will not be issued for NOAA Custom Charts.

U.S. COAST GUARD - NATION-WIDE - 2021 LIGHT LIST AIS-ATON INFORMATION
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex: Copperas Zone (Mile 145.5 – Mile 129.0), Havana Zone (Mile 128.9 – Mile 102.0), Beardstown Zone (Mile 101.9 – Mile 80.3), Meredosia Zone (Mile 80.2 – Mile 50.0) and Hardin Zone (Mile 44.9 – Mile 10.0).Mariners should exercise caution and minimize their wake in all high water zones. The laying up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid down-streaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Exercise caution in all meeting situations, as swift currents may be present. Navigational buoys may have been dragged off station,so remain alert while transiting. Recreational traffic is discouraged.
Water levels have returned to normal, the COTP Upper Mississippi River Safety Advisory has been cancelled.
Commencing 7:00 a.m., July 20, 2021 and continuing until 9:00 p.m., July 23, 2021, a canoe, paddleboard and kayak race will be held between approximate Miles 367.0 and 29.0. Mariners are urged to transit the area with caution during the event period.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex: Zone 28 (Mile 185.4 – Mile 160.1) andDown-streaming operations are not recommended unless the vessel is equal to or greater than 75 feet in length and the vessel has a minimum of 1,800 h.p. Towboat operators should exercise caution, minimize their wake where possible and be experienced in high water operations. Mariners should remain vigilant to an increase in debris in the water and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action, to prevent any breakaways from occurring. Exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Buoys may have been dragged off station, so remain cautious while transiting. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit transit to daylight hours only. Towing vessels should have a minimum of 250 h.p., for each loaded barge. A loaded barge is considered to be a barge with up to 2,000 tons of cargo. If a towing vessel has barges in tow, loaded to more than 2,000 tons, it should have a minimum of 250 h.p., for every 2,000 tons of cargo. Zone 29 (Mile 493.2 – Mile 482.9).All towing vessels are advised to favor the center of the channel and proceed at the slowest safe operating speed based upon prevailing conditions in order to minimize wake damage to personal property. Towboat operators should be experienced in high water operations, use caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may be a hazard to navigation and may drag buoys off station, so remain cautious while transiting.
Attached as an enclosure to this LNM is USACE Mobile District Notice to Navigation Interests 21-57, regarding channel conditions/L/D restrictions along the Tennessee-Tombigbee Waterway.
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate ina user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A.
The introduction section Buoys, Beacons, and AIS-ATON of the 2021 Light List, has been updated to include the differences, attributes, and chart portrayal of Physical AIS-ATON, Synthetic AIS-ATON, and Virtual AIS-ATON. Mariners are urged to positively identify the type of AIS-ATON and their unique attributes during voyage planning. Refer to the Light List and the AIS-ATON information in the introduction section Buoys, Beacons, and AIS-ATON. Current Light Lists are available at https://www.navcen.uscg.gov/?pageName=lightLists. Due to shoaling and the project depth not being maintained at or above Allegheny River Lock and Dam 5 at mile 30.4, the Coast Guard is unable to maintain the channel aids to navigation. GenOn Power Midwest L.P., at the Cheswick Generating Station, has reported the installation of 7 Temporary Special Lighted Buoys located outside of the navigation channel between approximate Miles 15.5 and 14.7, Allegheny County, Cheswick, Pennsylvania. The 7 Temporary Special Lighted Buoys will be deployed seasonally to perform a scientific study until April 2022. Any questions or inquiries should be directed to: GenOn Power Midwest LP, P.O. The Arkansas Department of Transportation (ADOT) has reported commencement of a bridge maintenance project on the Highway 430 Bridge on the Arkansas River, at Little Rock, AR. This bridge project will temporarily effect navigation in the Arkansas River between approximate Miles 127.0 and 126.0. ADOT has installed 36 Temporary Lighted Exclusion (KEEP OUT) Buoys, 16 Temporary Unlighted No Wake Buoys to mark the project area and 8 Temporary Unlighted Lateral Buoys to divert navigation away from potential navigation hazards resulting from the bridge maintenance project. The ADOT bridge maintenance project is expected to last until June 2022. Water flow at the Murray L/D 7, in the vicinity of Mile 125.0 has exceeded 70,000 C.F.S. The Regulated Navigation Area from Mile 125.4 to Mile 118.2, is now in effect. Mariners are requested to follow the operational procedures outlined in 33 CFR Part 165.817 and 117.123.
Due to shoaling, mariners are advised that up-bound and down-bound tows, need to favor the long wall, in the down-stream approach to Emmett Sanders L/D 4 in the vicinity of Mile 66.0. Continuing until approximately October 1, 2021, Amherst Madison will conduct dredge operations between approximate Miles 9.0 and 0.0. Work willcommence at the river mouth and proceed up-stream ending at Mile 9.0. The contractors floating plant will consist of the M/V BUS BROWN and theM/V LUCEDALE, 2 barge mounted cranes and 6 material barges. Work will be conducted from 6:00 a.m., until midnight, Monday through Friday. During nonworking hours, the contractors floating plant will be moored at the worksite and lighted accordingly. The M/V BUS BROWN, will be utilizedto transport material barges from the dredge site to the disposal area between approximate Miles 321.0 and 322.0, RDB, Ohio River. The M/V BUS BROWN and the M/V LUCEDALE, will monitor VHF-FM Channel 13. The M/V LUCEDALE, will be operating in the vicinity of the dredge site and should be contacted for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
Continuing until July 24, 2021, from 7:00 a.m. until 6:00 p.m., each day, dock inspections involving divers will be conducted in the vicinity of Mile 3.8, LDB. The Dive Boat Marine Solutions will be onsite during operations and will monitor VHF-FM Channel 16. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed keeping a safe distance from operations.
Continuing until July 25, 2021, the Bankhead L/D in the vicinity of Mile 365.1, will be closed for maintenance/repairs. Mariners should contact the lock, to receive updates on the status of work. Mariners may contact Mr. Chad Brumelow, BWT/Alabama-Coosa Project Management Office at (205) 752-3571.

A rock pile and shoaling have been reported in the vicinity of Mile 8.1. Mariners are urged to exercise caution in the area.
Cordell Hull Lock will be available, upon appointment, to lock every Friday and Sunday, through September 26, 2021. All lockages must be scheduledat least 48-hours in advance. Fridays lockages will be between 8:00 a.m., through 2:00 p.m. On Sundays (and Federal Holidays), operations may start at 7:00 a.m., and must be initiated by 11:00 a.m. No lock operation will occur in excessive wind or inclement weather. No lock operation will occur if there is rough water below the lower lock gate. Lockages will be limited to vessel with a maximum beam (width) of 40 feet.
State Route 13 Bridge Replacement; Pier construction for the new bridge and pier demolition from the old bridge are ongoing simultaneously on both sides of the river. The floating workplant may at times be moored at the edge of the channel. A minimum 250 feet of horizontal clearance will be maintained at all times. The workplant will move upon request. Mariners may contact M/V FALCON via VHF-FM Channel 13 or 16, or telephone at (870) 377-1889, for more information.
Continuing until further notice, the COTP Ohio Valley has established a temporary Safety Zone between Mile 64.0 and 61.0. This Safety Zone is required for salvage operations of a vessel aground. Vessels may not enter or transit the Safety Zone. Entrance into the Safety Zone is prohibited unless specifically authorized by the COTP Ohio Valley or a designated representative. On August 24 and 25, 2021, from 6:00 a.m. until 6:00 p.m., each day, the Dresden L/D in the vicinity of Mile 271.0, will be closed to facilitate offloading of contractor equipment. During these closures, mariners are requested NOT to tie up to the guidewalls, unless directed by L/D staff. Continuing until further notice, the M/V LaSALLE is conducting dredging operations/strike removal between approximate Miles 241.1 and 240.4, RDB,Bulls Island. Work will be conducted from 6:00 a.m. until 8:00 p.m., each day. The M/V LaSALLE will monitor VHF-FM Channel 14 or 82 and requests30-minutes advance notice of passage. Pekin Railroad Drawbridge; Continuing until further notice, the bridge will be unattended and left in the open-to-navigation position. The bridge shall initiate the closing sequence for an approaching train by broadcasting the closure on VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence. For additional information, mariners may contact Chad Toussaint, with Union Pacific Railroad at (979) 665-5541.
Continuing until further notice, dive operations are being conducted at the LaGrange L/D in the vicinity of Mile 80.2. The L/D is closed to navigation. Mariners MUST contact the LaGrange L/D and the M/V CREVE COEUR via VHF-FM Channel 13, 14 or 82, a minimum of 1 mile away from the L/D. Mariners may be requested to hold up before transiting over the dam, to enable divers to safely exit the water and the maintenance fleet to reposition. The purpose of this closure, is to replace wickets which require the dam to be down. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. Mariners may contact the USACE Rock Island at (309) 676-4601, ext. 4104, for additional information.
Fireworks displays will be held in the vicinity of Mile 1.0, along the shoreline, on July 15, 22, 29, 2021, August 5, 12, 19, 26, 2021 and September 2, 9,2021, from 9:30 p.m. until 10:00 p.m., each day. Mariners are urged to exercise caution in the area, during event periods.
Low water and shoaling conditions have been reported between approximate Miles 902.0 and 898.0, Winchester area. Mariners should review the USACE surveys and transit the area with caution. Mariners are requested to report any unsafe conditions to U.S. Coast Guard Sector Ohio Valley Command Center at (502) 779-5422.
The I-40 (Memphis) Bridge (LLNR-10255) in the vicinity of Mile 736.7, is damaged. The repair time is unknown. Mariners are requested to transit from Mile 737.0 to Mile 736.0, with no meeting, passing or overtaking. Mariners are urged to exercise caution in the area and report areas of shoaling, hazardous conditions or missing aids to navigation to the U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2784.
A nun buoy has been reported not properly marking the channel, mid-channel, in the vicinity of Mile 617.4. Mariners are urged to exercise caution inthe area.
Continuing until July 25, 2021, from 6:00 a.m. until 6:00 p.m., each day, the M/V SEA WOLF and associated barges are installing electrical power transmission lines in the vicinity of Mile 369.1, Rifle Point Dike. To facilitate this operation, rolling river closures from Mile 370.0 to Mile 368.0, may be required. Traffic control vessels will be positioned at Mile 370.0 and 368.0. Traffic wishing to transit, should contact the traffic control vessels a minimum of 30-minutes, prior to arrival, to allow power line personnel to secure equipment. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after making passing arrangements with the M/V SEA WOLF and traffic control vessels. The M/V SEA WOLF will monitor VHF-FM Channel 16 or 20A or via phone at (985) 518-3292. Continuing until approximately October 1, 2021, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Work will be conducted from 7:00 a.m. until 7:00 p.m., Monday through Friday. Dredge spoils will be placed in the vicinityof Mile 731.9. The Dredge WADE will monitor VHF-FM Channel 13 or 80 and requests 30-minutes advance notice of passage. Mariners are urged totransit the area with caution after passing arrangements have been made.
Due to low water conditions, a navigation obstruction consisting of exposed rebar has been reported in the vicinity of Mile 702.0, near the old I-90 Bridge pilings. It is undetermined if the obstruction is inside the navigation channel. Mariners are urged to exercise caution in the area.
La Crosse Railroad Drawbridge; Work continues Monday through Friday, from 7:00 a.m. to 5:00 p.m., on the up-stream side of the bridge, periodically moving between the left and right descending spans. Cribbing covering the turntable pier and the east rest pier in the left descending span will not be in place periodically through the repair process. Operators should consider these situations when deciding which span to use during transit. During non-working hours, the marine plant will be moored on the down-stream side, LDB, outside of the navigation channel. Mariners should contact the M/V JOHN J. MANNING at least 1-hour prior to transiting the area via VHF-FM Channel 13 or 16. Depending on scope ofwork, there may be intermittent delays of up to 2-hours.
Continuing until further notice, Dredge GOETZ is performing dredging operations in the vicinity of Mile 690.4. Dredging will be performed 24-hours a day, 7-days a week. Douglas MacArthur Bridge; Two suspended platforms are located in the center navigation span. Each platform measures 9 feet wide and hang 5 feet below low steel. One platform is located 60 feet channelward of the right descending pier and the other platform is located 120 feet channelward of the left descending pier. There are also 3 platforms located at various locations in the Illinois span. Mariners are urged to transit the bridge with caution.

Mascaro Construction Co., LP., has installed four (04) Temporary Lighted Danger Buoys with White flash characteristic Fl 2.5s, to mark a turbidity curtain around the perimeter of the construction area located at the Allegheny County Sanitary Authority (ALCOSAN), in the vicinity of Mile 3.6, RDB. The Temporary Lighted Danger Buoys were installed in the following approximate positions: 40-28-42.82N 080-02-51.39W, 40-28-47.97N 080-02-55.63W, 40-28-55.90N 080-03-03.99W and 40-29-00.91N 080-03-09.91W. Neville Island Bridge (Main and back channels); Maintenance and repairs to the bridge will be performed, through October 31, 2021. A containment system will reduce the vertical clearance to 63.0 feet and a barge in the channel will reduce the horizontal clearance to 656 feet.
Commencing July 19, 2021 and continuing until July 24, 2021, from 7:00 a.m. until 6:00 p.m., each day, dock inspections involving divers will be conducted in the vicinity of Mile 316.3, LDB. The Dive Boat MARINE SOLUTIONS will be onsite during operations and will monitor VHF-FM Channel 16. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed keeping a safe distance from operations.
On July 31, 2021, from 9:00 a.m. until 3:00 p.m., the Maysville Paddlefest will be held between approximate Miles 397.0 and 409.0. This event involves numerous paddle craft navigating along the Ohio Shoreline, RDB. The COTP Ohio Valley has issued a Special Local Regulation closing the river from Mile 408.0 to Mile 409.0, from noon until 3:00 p.m., to facilitate this event. Vessels are prohibited from transiting this area unless specifically authorized by the COTP or a designated representative. Brent Spence Highway Bridge; A suspended containment system is being installed following the contour of the bridge and will reduce the vertical clearance approximately 3 feet. Mariners are advised to transit the bridge with caution.

Continuing until approximately December 10, 2021, Southern Marine Construction Company will install an outfall line in the vicinity of Mile 537.0, LDB. Work will be conducted during daylight hours, Monday through Friday. The contractors floating plant will consist of the M/V LOW BID WON, a 195-foot by 35-foot crane barge, a 195-foot by 35-foot deck barge and 3, 200-foot by 35-foot hopper barges. The M/V LOW BID WON will monitor VHF-FM Channel 13. During non-working hours, the contractors floating plant will be moored at the worksite. Two nun buoys have been reported not properly marking the channel between approximate Miles 564.0 and 565.0. Mariners are urged to exercise caution in the area.
Continuing until July 23, 2021, the north chamber (river chamber) at the McAlpine L/D in the vicinity of Mile 606.8, is closed for repairs. The south chamber (land chamber) will remain open to pass traffic. Mariners shall take direction from the McAlpine L/D Operators.
Continuing until September 1, 2021, the Cannelton L/D (auxiliary 600-foot chamber) in the vicinity of Mile 720.7, will be closed for repairs. During thisclosure, all vessels will utilize the main (1,200-foot chamber).
Continuing until July 15, 2021, the Dredge AMHERST is conducting maintenance dredging for the USACE Louisville District, in the vicinity of John T Myers L/D, upper land chamber, Mile 846.0. The contractor’s floating plant will consist of a crane barge, 2 dump flats and the M/V LAWSON W. HAMILTON JR. Dredging operations will be conducted 11-hours a day, 7-days a week, from 6:00 a.m. to 5:00 p.m. The crane barge and dump flat will be located above the 600-foot land chamber. The land chamber will be closed temporarily, until dredging of the intakes. M/V LAWSON W. HAMILTON JR., will be monitor VHF-FM Channel 13.
Three can buoys have been reported missing in the vicinity of Mile 848.0. Mariners are urged to exercise caution in the area.
Attached as an enclosure to this LNM, is USACE Louisville District Notice to Navigation Interests 2021-015, regarding demolition of L/D 53.
Vessel traffic has shifted to the navigation pass at the Olmsted L/D in the vicinity of Mile 964.6. The navigation lane is 900 feet in width as marked by buoys. Down-bound tow maximum dimensions are 175 feet by 1,200 feet, including the towboat, with no more than 25 regulation barges and not to exceed 5 wide. No hip barges or other deviation that could degrade normal steerage characteristics are allowed for down-bound tows. Up-bound tow maximum dimensions are 140 feet by 1,600 feet including the towboat, with no more than 28 regulation barges and not to exceed 4 wide. Up-bound tows shall have adequate h.p., to maintain speed. All mariners shall take direction from the Olmsted L/D Control Tower.
A barge is reported aground mid-channel in the vicinity of Mile 212.0. The river is closed between approximate Miles 212.0 and 211.0. Salvage operations are ongoing. Mariners may contact U.S. Coast Guard Sector Western Rivers at (314) 269-2332, to be placed in the vessel queue.
Continuing until July 16, 2021, the USACE is dredging below Lock 2, at Mile 74.5. Lock 2 will pass traffic at 6:00 a.m. and 6:00 p.m., only. Dredging will commence once queue is cleared. Mariners are requested to proceed with caution.
Shoaling has been reported in the vicinity of Mile 6.5, at the mouth of the Kinnickinnic River. Buoys in the area may not properly mark the channel orbe missing. Debris and snags may be present in the area. Mariners are advised to transit the area with caution and at their slowest safe speed.
Due to recent flooding, USACE hydrographic surveys have found significant channel restrictions at Mile 353.0 and Mile 357.5 Columbus Lake. USACE’s Navigation team is current working on placing virtual buoys in the Rose Point navigation chart. The available channel will be marked with buoys at both locations.

On July 31, 2021, from 11:00 a.m. until 5:00 p.m., and on August 1, 2021, from 12:30 p.m. until 5:00 p.m., the Demopolis Parks and Recreation will sponsor boat race between approximate Miles 216.0 and 214.5, Demopolis City Landing. Marine police will monitor traffic during the time of the event; however, traffic will not be required to stop. Mariners are urged to exercise caution when transiting this area. The Norfolk Southern Railroad Bridge in the vicinity of Mile 89.9, in Jackson, Clarke County, Alabama, is being repaired. The bridge will be closed to vessel traffic July 26 through 30, 2021, from 8:00 a.m. until 8:00 p.m., each day. Vessels that do not need the bridge to open may pass. Mariners should contact the Norfolk Southern Railroad Bridge tender via VHF-FM Channel 13, for any updates to repairs.
Continuing until approximately September 1, 2021, dredge operations will be conducted in the vicinity of Mile 49.0, AM/NS Calvert Dock Facility. Dredge spoils will be placed upland in the Cooper Marine and Timber’s permitted area, north of the dredge operation. The M/V MS. BARBER will be on scene during operations and will monitor VHF-FM Channel 74 or 76. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution. The USACE has conducted a survey of the lower approach to the Kentucky L/D in the vicinity of Mile 22.4. A buoy has been set approximately 75 feet up-stream of the point at Powerhouse Island, marking the rip-rap contour to assist with lining up for the L/D. Mariners should make a controlled approach, to transit the L/D safely. Proper alignment of the tow, by use of the protection cell is required, prior to entry of the L/D.

LOCKS AND DAM 53
TRAFFIC RESTRICTIONS AND NAVIGATION LANE CHANGE FOR
DEMOLITION BLASTING
OHIO RIVER
The Corps of Engineers’ contractor, CJ Mahan, will be working on the demolition of Locks and
Dam 53 (Ohio River Mile 962.6) for the entire low water season of 2021. Explosives will be
used for the demolition. Blasting will begin on or after 28 June 2021 and is expected to take
place during periods when the river stage is below 26 feet on the Olmsted Locks and Dam
Headwater gage. A blast may take place up to once every day (Monday – Saturday), conditions
permitting. It will be necessary to close the river to traffic around L&D 53 while the contractor is
in the process of loading the explosives and detonating the blast. These closures are expected to
be 4 hours or less and will typically occur between 1000 and 1400 Central Time. The plan is to
conduct the blast at approximately 1200 noon Central Time, after all vessels and personnel have
cleared the blast area. A US Coast Guard safety zone will be enforced during loading and
blasting activities. The exact details for each day that blasting will occur will be broadcast by the
US Coast Guard in a Broadcast Notice to Mariners.
During this time, vessels will take all direction of the Olmsted Locks and Dam Control Tower.
Northbound vessels will be stopped at Olmsted Locks and Dam (Ohio River Mile 964.6) and
southbound vessels at Ohio River Mile 961 upstream of L&D 53 so that there will be no vessels
in the vicinity of L&D 53 when the blast is scheduled to occur. CJ Mahan will be operating 1
patrol boat upstream of L&D 53 when wickets are raised at Olmsted L&D and 2 patrol boats
when wickets are lowered at Olmsted L&D. See attached drawing for the blasting safety zone.
Once the blast has been completed and the all clear issued, the traffic will be released.
In the event that a misfire occurs and the closure will extend beyond 4 hours, an immediate email
notification will be sent out to industry representatives notifying them. A second email
notification will be sent as soon as the misfire is cleared and traffic is released.
The navigation lane at L&D 53 (Ohio River Mile 962.6) will be approximately 850 feet in the
center of the Navigation Pass to facilitate demolition activities as shown in the attached drawing.
All mariners must exercise caution when transiting. The contractor’s vessel M/V Charlene will
be working in the area and can be reached on Marine Radio Channel 13.
