He would be a spotter and possibly assessor ofHamburg businessmen on their way to China and be able to forecast thevisit of Communist Chi9ese to the city and the nature of their business.For our part,i_ : .._.. said clearly that we were not Interested indragging out the period which would tell whether or not China opportunitiesexisted in Hamburg. The agent assented, saying he didn't want anothersituation as he had with CAVATA where little or nothing was being donewith the information he provided. So, the meeting came to an end with hisagreeing to pound the Hamburg payements for a month, drop in on old contacts,and then in a December meeting, give an estimate of whether an extendedperiod of similar scouting would have any point to it.

-75. On the night of 8 December __; held his second meeting

with the agent in Hamburg and received ffoui hill-a written account of hisactivities and findings during November. During the period he dropped inon the top four DCO men and laid the basis for becoming active again. Asdirected, the agent also dropped in on a Rickmers-Linie medium levelemployee whom he's known for a long while. He has laid firm plans forcontacting four more Hamburg businessmen engaged in international tradeduring the balanoe of December and in January, and during the middle of -January will participate in meetings held by SCHEME in Unterlass bel Celle andby Herman SCHWANN in Hannover. What ha-tiad done, learned, and plannedwas adequate, and the agent andL_ 'agreed that at least three moremonths of activity was in order. ' 7. Our present thinking on the revival of CAMP! is to let himrun for six more months and see what he can turn up to supplement thetrickle of leads we are getting to people in the Hamburg area. It maywell develop that the level of Chicom involvement with Hamburg businessmenevennretes as it did once before. If it does and a combination of

material and CAHELM's roadwork should tell us he aid we will be;capered to quit the relationship.
