II. SITUATION

A. Participating Agencies/Offices/Units:

B. Assumptions:

1. Disaster condition resulting from natural and/or man-made hazards are bound to happen anytime and anywhere in the city bringing about extreme human sufferings, loss of lives and damage to essential facilities.

2. Resources in the affected localities are inadequate to meet emergency situations thus, necessitating the involvement and mobilization of government resources to undertake massive disaster relief, rescue and rehabilitation works.

3. Disasters bring about opportunities profitable for unscrupulous businessmen, hoarders and price manipulators which could aggravate and complicate the sufferings of the victims.

4. Disasters will extremely dislocate government services or decelerate development projects and infrastructure programs for a considerable period of time.

III. GOAL AND OBJECTIVES

A. GOAL

To provide integrated direction and control of manpower, materials, financial and other necessary resources that can be made available and responsive to the disaster/calamity, which may occur anywhere in the city.

B. OBJECTIVES

1. To establish an efficient, effective and systematic means of direction, supervision, control, coordination and other communication in all disaster relief and rehabilitation activities in the city down to the barangay level.

2. To provide pre-disaster planning, disaster preparedness and security response for rescue, evacuation, relief and rehabilitation to endure survival and minimize casualties among the affected inhabitants.

3. To ensure immediate implementation of disaster operations and delivery of rehabilitation services by providing rapid and timely support to all committees and task units in order to minimize destruction of lives and properties during emergencies.

4. To provide means of coordination and linkage among the different DCCs in the city in coping with disaster/calamity conditions through the spirit of mutual assistance.]

5. To provide a continuing program of training and education on disaster preparedness among the various sectors so as to develop the spirit of self-help or “bayanihan” in times of calamities and emergencies.

IV. ORGANIZATION

The CDCC shall, among others, oversee the status of city disaster preparedness programs and coordinate disaster operations and rehabilitation activities by the government and the private sector. It shall advise the RDCC through PDCC on disaster situations in the city and recommend appropriate measures.

The Council shall be composed of the following:

City Mayor - Chairman

City Vice-Mayor - Vice-Chairman

City Administrator - Executive Officer

Heads of City Offices/Units - Members

Heads or Representatives of

Regional Officers stationed

in the city - Members

NGOs - Members

The Council shall establish an operating facility to be known as Disaster Operations Center to be manned 24-hour daily by the members of the Secretariat and the counterpart staff elements of the Intelligence and Disaster Analysis, Plans and Operations and Resources Committees during the three phases of disaster.

The Secretariat shall be headed by the HRMO with members coming from the offices and other offices as the Chairman may designate.

V. EXECUTION

A. CONCEPT OF OPERATIONS

The Plan is intended to adequately meet all conceivable contingencies, making optimum use of all available resources, both government and private. It envisions strong, responsive and self-reliant disaster coordinating councils and encourages the spirit of self-help and mutual assistance among the local officials and their constituents. Each lower DCCs in the city shall utilize all available indigenous resources in the immediate area before asking assistance from the CDSS or higher authority.

The Plan is functional, action-oriented and responsive and is capable of coping with one or various contingencies. It will be carried out in three phases:

Phase 1: Pre-Disaster/Calamity Period

Prior to the occurrence of any disaster the CDCC shall have undertaken the following:

1. Designation of evacuation centers 2. Dissemination of information on the nature of the calamity, causes and prevention and other precautionary measures. 3. Reorganization and training of DCCs at the City and Barangay levels. 4. Preparation and publication of disaster control manuals and other materials related to measures on disaster prevention, control and mitigation. 5. Designation of distribution centers of relief goods in strategic places. 6. Listing of indigenous resources and equipment that may be used in relief, rescue and rehabilitation operations. 7. Stocking of relief goods, supplies and medicines. 8. Conduct of continuous assessment and reassessment of the disaster preparedness plan with the end in view of improving its effectiveness, thereby ensuring

its responsiveness. 9. Conduct of periodic drills and exercises in simulated disaster situations.

Phase 2: Disaster/Calamity Period

During this period, the following shall be done:

1. Activation of the CDCC Operations Center and strict observance of disaster alert Standard Operating Procedures. 2. Activation of education centers and distribution centers for relief goods. 3. Conduct of rescue, evacuation and recovery operations as may be necessary. 4. Provision of relief and medical assistance to victims. 5. Maintenance of law and order in calamity/disaster-stricken areas and in evacuation centers as well in relief distribution centers. 6. Monitoring and gathering of data regarding the extent of the disaster/calamity. 7. Subdivision/rendition of periodic reports to higher authorities (to RDCC thru PDCC Secretariat/Office of Civil Defense). 8. Coordination with higher authorities through PDCC for assistance in cases not within the capability of the CDCC. 9. Conduct of rehabilitation operations. 10. Adoption of remedial measure, including immediate repairs of damaged facilities and infrastructures.

Phase 3: Post Disaster/Calamity Period

During this stage, the following shall be undertaken:

1. Continuation of rescue, relief, recovery and evacuation operations and relocation activities as the situation ALLOWS AND DICTATES. 2. Provision for restoration/rehabilitation and assistance. 3. Conduct of intelligence and analysis of the calamity/disaster and maintenance of records for further study and reference. 4. Assessment/reassessment of emergency situation, disaster efforts capabilities and submission of reports, including recommendations. 5. Re-planning in order to improve effectiveness based on experience other factors.

B. TASKS/DUTIES/RESPONSIBILITIES

1. The Chairman, CDCC

a. Establishes a physical facility to be known as the City Disaster Operations Center (CDCC). b. Coordinates the disaster operations activities in the city from the CDCC. c. Implements within the city the guidelines set by the NDCC on emergency preparedness and disaster operations involving rescue, relief and rehabilitation. d. Advises the lower DCCs on disaster management. e. Submit reports and appropriate recommendations to the RDCC thru PDCC. f. Advises the chairman, RDCC thru PDCC on the status of disaster preparedness programs, disaster operations and rehabilitation efforts undertaken by the city

and the private sector. g. Creates Action Group composed of permanent representatives from the member-agencies/offices/units. h. Convenes the Council as often as necessary to effectively coordinate the city efforts on disaster preparedness, emergency operations, relief, recovery and

rehabilitation activities. i. Provides the RDCC thru PDCC copy of Sangguniang Panlungsod Resolution declaring the city or part of it as under a State of Calamity per IRA of RA 8185 and

NDCC Memo Order No. 04 s 1998.

2. The Executive Officer, CDCC

a. Organizes a Secretariat, which shall provide services to the Council. b. Advises the chairman on matters concerning disaster management operations. c. Disseminates CDCC issuances and orders to all concerned and monitors compliance therewith and signs for the Chairman implementing letters/issuances. d. Establishes and strengthens linkages between and among GOs and NGOs in the city.

3. Secretariat/Operations Center

a. Maintains complete record of all directives, issuances, minutes of meetings of the CDCC and documentation of the Council’s activities. b. Prepares agenda items and facilities conduct of meeting of the Council. c. Undertakes other administrative functions of the Council. d. Monitors, gathers and evaluates date regarding calamity/disaster situations. e. Directs and ensures compliance with coordinating instructions provided in the Plan, including submission to timely and accurate reports from Council

Members, other participating organizations and lower level DCCs. f. Prepares and submits reports to higher authorities.

STAFF COMMITTEES

4. Intelligence and Disaster Analysis Committee

a. Evaluates and analyzes information gathered or received about the occurrence of an impending or actual disaster as well as its extent and/or effects. b. Advises the members of the Council and the lower level DCCs of the results of its evaluation/analysis of such information. c. Makes recommendations including precautionary measures that can be adopted to prevent disasters and minimize their effects. d. Submits recommendations for allocation of needed resources. e. Prepares appropriate recommendations to Sangguniang Panlungsod as bases for the declaration of a state of calamity in affected areas, the release of the local

calamity funds to ameliorate the disaster victims and other appropriate action.

5. Plans and Operations Committee

a. Determines courses of actions to be taken and/or responses to be made based on recommendations of the Intelligence and Disaster Analysis Committee. b. Determines which Task Units and resources should be utilized in the disaster area and initiates their mobilization. c. Recommends implementation of existing plans.

d. Maintains and/or supervises progress of operations and determines the necessity of utilizing additional task units and resources. e. Prepares appropriate reports upon termination of operations.

6. Resources Committee

a. Undertakes a survey or urgent resources, materials and other items such as food, clothing, medicines and medical supplies, transportation, construction materials and services available in order to meet possible needs in case of a calamity/disaster.

b. Maintains and furnishes appropriate committees/task units with a list of names and addresses of organizations, private individuals, commercial establishments, etc. which may be tapped to supply, donate or contribute said resources and services when and where needed.

c. Updates such survey activities and listings and furnishes all concerned with such listings for ready reference and guidance. d. Provides such other assistance as may be required by the Operations Center during actual emergencies.

TASK UNITS

7. Communications and warning/Public Information

a. Provides, operates and maintains speedy, continuous and reliable communications and adequate warning system throughout the period of an impending or existing disaster. Provided, however, that the coordination, direction and control of communications and warning operations shall be the responsibility of the Operations Center.

b. Develops alert and warning notices/bulletins and submit copies thereof to the Operations Center which shall in turn furnish agencies/organizations with dissemination capabilities, all such notices and bulletins.

c. Provides such other assistance as may be required by the Operations Center especially during actual emergencies. d. Provide the civilian population accurate and timely information and instructions arising from natural or man-made disasters. e. Undertakes a continuing information, production and dissemination drive to make the people aware of the different activities geared towards disaster

mitigation and control. f. Establishes a working arrangement with all forms of media in relaying information, instructions and warnings to the general public. g. Coordinates with mass media in educating the public on disaster preparedness and operations.

h. Produces and distributes information materials, including disaster bills and posters and publications as well as undertakes audio-visual recording of disaster activities.

i. Prepares and submits its action plan and reports of its activities ot the Secretariat/Operations Center. 8. Transportation/Evaluation

a. Provides the transport needs for the movement of rescue teams and equipment, messengers or couriers, rescued persons and/or evacuees, casualties, medical and health teams, engineering and utility crew, emergency workers, food, medicines and other supplies, with the participating agencies initially providing the transportation needs of their own personnel, equipment and supplies.

b. Coordinates the transport needs of the other task units/response teams in order that these may be attended to and available for use in a systematic and efficient manner.

c. Takes care of the management, direction and control of transportation facilities needed in the disaster area. d. Keeps a listing of available transportation facilities, their owners and other date to facilitate mobilization or utilization thereof when the need therefor arises. e. Coordinates and consults with owners of private transport to elicit their support and assistance in case of calamity. f. Draws up its plan on transportation mobilization and utilization, in close coordination with the Resources Committee, and brings to the attention of the

Council/Operations Center such matters that may be needed for the successful implementation of said plan which may be beyond the capability of the members of the Unit.

g. Advises the Operations Center/Secretariat on the courses of action that should be taken or are being undertaken relative to transportation matters. h. Submits report and other information to the Operations Center about the Unit’s activities/efforts especially during disaster.

9. Rescue and Engineering a. Determines ideal sites for evacuation before the occurrence of any disaster in coordination with the officials or persons who have jurisdiction or

control of such sites and informs the Secretariat/Operations Center of the results of its efforts on the matter. b. Maintains a chart of routes from a populated area to the evacuation sites and a list of persons for possible evacuation by priority and destination. c. Evacuates the populace and properties systematically in case of an imminent or actual disaster. d. Organize existing personnel from the members of the Unit and other agencies/offices for rescue and engineering work, and assists in the organization of

search and rescue teams in the lower level DCCs. e. Maintains a list of such personnel, organized search and rescue teams for speedy and coordinated action in case disaster strikes.

f. Notifies the Operations Center of important information such as the location, nature and magnitude of the disaster, facilities needed for rescue, search and evacuation, etc.

g. Undertakes emergency repairs of damaged structures, utilities and facilities. h. Submits reports to the Operations Center of the Unit’s activities and efforts and recommends appropriate action that should be undertaken under the

circumstances.

10. Health Unit a. Provides health and medical care to the population and proper information on first aid and health protection. b. Maintains mobile service and responds, whenever necessary or called upon, to render health and medical services to people in affected areas. c. Maintains a list of such organized health units whose services can be tapped in case of imminent or actual calamity. d. Assists in the mobilization of medical resources and services available in the community. e. Provides the Operations Center with timely reports/information of the efforts and activities of the Unit as well as necessary course of action that can be or

should be undertaken under the circumstances.

11. Peace and Order and Fire Unit

a. Provides security to disaster victims, evacuees and members of other Task Units/Response Teams in the disaster areas and maintains peace and order thereat.

b. Assists the PNP Chief of Police and the Chief, Fire Station in the organization, drills and other exercises of auxiliary police and fire teams coming from the civilian populace in order to augment the peace and order and fire fighting capability of the city.

c. Maintains close coordination and linkage with local executives in the discharge of its responsibilities especially with regard to peace, order and security. d. Maintains a listing of such auxiliary police and fire teams and other resources to facilitate mobilization thereof whenever necessary. e. Informs and advises the Secretariat/Operations Center of the activities of the Unit and of the course of action that should be taken particularly those that will

require the support and assistance of higher level councils/officials.

12. Relief and Rehabilitation Unit

a. Provides basic needs in the form of emergency feeding, housing and clothing and other essential items/supplies to disaster victims in affected areas or in evacuation centers.

b. Provides re-housing or resettlement for individuals/families uprooted from their homes. c. Conducts immediate survey of disaster areas and victims and reports immediately to the Operations Center/Secretariat the nature of the

disaster, extent of damage, number of victims, families affected and other important data. d. Assists in the evacuation of victims from disaster areas and in the recording of casualties. e. Supervises the operation of different relief agencies. f. Assists in the organization of special community facilities such as social centers, communal laundries, nursery centers and recreational facilities. g. Attends to inquiries from and about disaster victims including tracing of the whereabouts of the victims. h. Informs and assists the victims (or their next of kin) on help available and where it may be obtained, including employment opportunities,

retraining, vocational rehabilitation, medical services, specialized child welfare services, insurance and other benefits to which they may be entitled.

i. Accepts, stores and distributes donated relief goods and supplies to victims. j. Conducts post-operation survey of victims to determine who should be sent home or who needed further assistance. k. Prepares plans for rehabilitation in conformity with national guidelines and in close consultation with local officials/lower level DCCs and the

private sector for submission to the Council thru the Secretariat/Operations Center for approval and implementation. l. Provides other information needed by the Council/Operations Center on the rehabilitation plans and submit reports of its activities.

DISASTER ACTION PLAN Social Welfare

1. Conducts immediate survey of

disaster areas and victims and reports immediately to the operations center/secretariat the nature of disaster, extent of damages, number of victims, families affected and other important data.

2. Provides basic needs in the
