Objective

The objective of the City Disaster Management Plan is:

• To mitigate impact of natural and man-made disasters through preparedness at City and Urban

Ward level.

• To assist the line departments, district administration, communities in developing compatible

skills for disaster preparedness and management.

• To disseminate factual information in a timely, accurate and tactful manner while maintaining

necessary confidentiality.

• To create awareness among the people about hazard occurrence and increase their

participation in preparedness, prevention, development, relief, rehabilitation and

reconstruction process.

• To have response system in place to face any eventuality.

• To affect or elicit the least possible disruption to the normal life process when dealing with

individuals in disaster.

• To ensure active participation by the Government Administration, Communities, NGOs, CBOs

and Volunteers / Ward Disaster Management Committees at all levels making optimal utilization

of human and material resources at the time of disaster.

This plan is made in accordance with the Handy DDMP prepared by DDMA, EAST with the sole rational

that CDMP may compliment the DDMA, EAST in response and evacuation activities.

City Profile

Gangtok is located at 27°20′N 88°37′E / 27.33°N

88.62°E / 27.33; 88.62. It is situated in the lower

Himalayas at an altitude of 5,500 ft (1,676 m). In

addition to being the state capital, it is the

headquarters of the East Sikkim district. The town

lays on one side of a hill, with "The Ridge", housing

the governor's residence, at one end and the palace,

situated at an altitude of about 6,000 ft (1,829 m), at

the other. The city is flanked on east and west by two

streams, namely Roro Chu and Ranikhola,

respectively. These two rivers divide the natural

drainage into two parts, the eastern and western

parts. Both the streams meet the Ranipool and flow

south as the main Ranikhola before it joins the Teesta

at Singtam. Most of the roads are steep, with the

buildings built on compacted ground alongside them.

Most of Sikkim, including Gangtok, is underlain by Precambrian rock which contains foliated phyllites

and schists; slopes are therefore prone to frequent landslides. Surface runoff of water by natural

streams (jhora) and man-made drains has contributed to the risk of landslides. According to the Bureau

of Indian Standards, the town falls under seismic zone-IV (on a scale of I to V, in order of increasing

seismic activity), near the convergent boundary of the Indian and the Eurasian tectonic plates and is

subject to frequent earthquakes. The hills are nestled within higher peaks and the snow-clad Himalayan

ranges tower over the town from the distance. Mount Kanchenjunga (8,598 m or 28,208 ft)—the world's

third-highest peak—is visible to the west of the city. The existence of steep slopes, vulnerability to

landslides, large forest cover and inadequate access to most areas has been a major impediment to the

natural and balanced growth of the city.

There are densely forested regions around Gangtok, consisting of temperate, deciduous forests of

poplar, birch, oak, and elm, as well as evergreen, coniferous trees of the wet alpine zone. Orchids are

common, and rare varieties of orchids are featured in flower shows in the city. Bamboos are also

abundant. In the lower reaches of the town, the vegetation gradually changes from alpine to temperate

deciduous and subtropical. Flowers such as sunflower, marigold, poinsettia, and others bloom,

especially in November and December.

The table shows the likeliness of various hazards to their months of occurrence. Earthquake hazard is of

constant concern as Gangtok City falls under Seismic IV category, whereas the MDT & MBT line passes

along the city boundaries. Landslide is also a recurring hazard mostly due to urbanization and muck

accumulation, it’s likeliness of occurrence is during the peak monsoon season, similar with flash flood

and Hailstorms including Lightening and Thunder. Forest Fire occurs in the fringes of the GMC notified

area during winter season whereas the threat of house fire looms throughout the year. Therefore, It is

imperative to identify the various sectors of Gangtok City, which are most prone to the three likely

hazards, which pose the most immediate threat to the population, namely, Landslides, Earthquake and

Fire incidents. Based on this identification, Gangtok can be divided into various wards, which, during

these calamities can become self-contained units for the purpose of organizing Relief camps, Control

Relief and Rescue operations and Setting up committees to report to the Control Rooms for various

assistance. For the purpose of such identification, the advice of the experts from the Mines and Geology

Department has been obtained. On the basis of this advice, as well as common experience, the following

ward division is proposed, which lists simultaneously, the most likely hazards, which each area is

expected to face.

It can be discerned from Table 1.0, that almost the entire city of Gangtok, geologically speaking is prone

to landslides and mud flows. Only the Bazaar area would be an exception to this possibility. However,

the earthquake prone areas are basically those which are heavily populated and have high-rise concrete

structures without any intervening space to sway and withstand the shock of passing wave. This

category comprises the following areas: MG Marg, New Market, Development Area, Pani House,

Deorali, parts of Tadong, around the Convey Ground, Arithang Thathengchen and Chandmari.The fire

prone areas are basically the heavily congested Bazaars of Tadong, Deoarli and MG Road and Lall Bazaar,

which do not have any fire fighting resources. The table also shows that some areas namely Arithang,

Pani House, Deorali, and Tadong are the most critical since they are susceptible to both earthquakes and

landslides and in the latter cases even fire.

Response Operation

1. Information of collapse obtained/received from GMC, Govt. or any other source. 2. In-charge of control room to rush to site of collapse. 3. Control room to inform SP/East (Fire brigade, SDRF, Army, SSRT, DFO(T)), CMO(Ambulance and

doctor), In-charge of the temporary assembling points as well as designated areas to activate as per the evacuation plan.

4. DPO to intimate Rescue team i.e. Fire brigade, Ambulance, Police, SDRF, SSRT etc. and initiate rescue operation and handed over the charge to designated officer.

5. Evacuated victims may be sent to designated assembling point for further arrangement at relief camp or designated areas in co-ordination with ward councillor and CD volunteers.

6. Injured victims may be sent to hospital directly via ambulance. 7. Subsequently the in-charge of disaster site will inform details of collapse/dead/injured person to

the control room for further information to all concern and necessary action to be taken via proper channel.

8. All the section head should deploy their officer In-charge in each stage of the situation (disaster site, assembling areas, designated areas, relief materials, requisition of equipments etc) to execute the role /duty perfectly.

Role of In-charge of temporary assembling areas

1. Clear the area with the help of police and volunteers, arrange traffic if on the road side

2. Arrangement of transportation for the victims.

3. Co-ordination with nodal officer at the designated areas, disaster site In-charge as well as with

control room.

Role of Nodal Officer at designated areas

1. Maintenance of detail number of victims (male/female, children, adult, old or disable person)

2. Arrangement of food, water, medicines, blankets etc in co-ordination with section head

3. Co-ordination with In-charge temporary assembling point, Section head and control room.

4. Requisition of doctors and other emergency items in consultation with Section head.

5. Detail report of the victims accommodated to be submitted to control room via section head.

Incident Action Plan

INCIDENT COMMAND FLOW CHART

Each ICP is responsible to provide prompt and relevant information to the DEOC concerning any disaster

event or potential disaster event occurring within their area. The post is also responsible for the

coordination of all local resources as well as those allocated to it for disaster management purposes.

Incident Commander: The Incident Commander is responsible for commanding all the activities in case

of any incident. The individual designated as the IC has the overall responsibility for all functions. The IC

may decide to perform all the coordination, functions himself, or delegate authority to perform

functions to other people in the organization. Delegation does not, however, relieve the IC from overall

responsibility

Planning: The Planning section is responsible for the collection, evaluation, and display of incident

information, maintaining status of resource, and preparing the Incident Action Plan and incident related

documentations.

Search & Rescue: The operations section is responsible for directing the tactical actions to meet the

incident objectives within a stipulated time. Tactical action describes what must be accomplished within

the selected strategy or strategies in order to achieve the Incident objectives.

Communication: Communication chief is responsible for collecting the information from the incident

area and developing and releasing information about the incident to the news media and to other

appropriate agencies and organizations after dully taking approval from IC or the competent authority.

Transportation: Transportation chief is responsible for arrangement of transport facilities to the

incident area in coordination with branch director. It could be either from road, Air or other means.

incident or event needs. Apart from support & Service branches, Finance is also a branch in Logistics.

The Finance Branch is responsible for keeping track of incident-related costs, personnel and equipment

records, and administering procurement contracts associated with the incident or event.

ACTIVATION OF INCIDENT COMMAND SYSTEM

Depending upon the location and degree of disaster, Incident Commander (IC) would be appointed.

Most of the time, District Magistrate of the affected district undertakes responsibility as Incident

Commander and take up following immediate actions:-

Incident Commander will designate Incident Management Team (IMT) according to the rank

requirement and assigned responsibilities under four sections of Logistics, Planning, Finance and

Administration.

Incident Commander will direct to the EOC in-charge to inform all the DDMC members about

the incident and Incident Command Post.

Incident Commander will direct a senior officer of ADM rank to coordinate with the team leader

of Emergency Support Functions (ESFs).

EOC will also pass the information to the heads of emergency support functions and Incident

Management Team about the location of Incident Command Post.

Responsibilities of Incident Management Team

i) Incident Commander:

Incident Commander (IC) shall rush to the Emergency Operations Centre (EOC) where Technical

Experts and Section Chiefs shall join him. He shall remain in contact with EOC to know the

updated status of incident.

In consultation to Technical Experts, Incident Command Post (ICP) shall be selected near

incident site.

Obtain updates of the incident situation from ICP and establish a link for continuous

communication through dedicated telephone lines with speakerphones, set of walkie-talkies,

computer link etc. with the help of coordinator.

Supervise the overall management of each function through respective members of DDMC and

expediting response whenever required.

Identify the hazardous and threatened areas based on map and information received from ICP.

Take decisions on requirement and priorities of evacuation and organize the resources to

execute the same.

Based on the inputs from the first responders, and experts available at ICP, identify the

additional resources requirement and initiate mobilization with the help of section chiefs.

Coordinate with the other district authorities and state authority.

After making required arrangement, Incident Commander shall visit incident site to supervise

the situation.

He shall also take decisions in demobilizing the resources.

ii) Operations Chief:

Most preferred rank for the operation chief is Additional District Magistrate (ADM). Following are the

duties designated for Operation Chief:

Responsible for the management of all operations directly applicable to the primary mission. He

will activate the Emergency Support Functions and coordinate with the teams leaders of ESFs.

Activates and supervises organization elements in accordance with the Incident Action Plan (IAP)

and directs its execution.

Determine need and request for additional resources.

Review suggested list of resources to be rebased and initiate recommendation for release of

resources.

Make changes to IAP as necessary.

Report Information about special activities, events or occurrences to Incident Commander.

Maintain Unit / Activity details.

iii) Planning Section Chief

Planning section chief shall be responsible for performing following duties:

Collection, evaluation, dissemination and use of information about the development of incident

and status of resources. Information is needed to:

o Understand the current situation.

o Prepare alternative strategies and control operations.

Supervise preparation of Incident Action Plan (IAP).

Provide input to IC and Operation Chief in preparation of IAP.

Reassign out of service personnel already on site to other positions as appropriate.

Determine need for any specialized resources in support of the incident.

Establish information requirements and reporting schedules for Planning Section

Unit (e.g. Resources, Situation Unit).

Compile and display incident status information.

Oversee preparation and implementation of Incident Demobilization Plan.

Incorporate Plans (e.g. Traffic, Medical, Site Safety and Communication) into IAP.

Maintain Unit / Activity details.

iv) Logistic Section Chief

Logistic section chief shall be an officer of rank of ADM. He shall be responsible for providing facilities,

services and materials at incident site. He will participate in preparation and implementation of Incident

Action Plan (IAP) and activates & supervise Logistic section.

Assign work locations & tasks to section personnel.

Participate in preparation of IAP.

Identify service and support requirements for planned and expected operations.

Coordinate and process requests for additional resources.

Provide input to / review communication plan, Traffic plan, medical plan etc.

Prepare service and support elements of IAP.

Recommend release of unit resources as per DM plan.

Emergency Support Function (ESF) Plan

Need of ESF Plan

A disaster causes immense loss to human lives in a massive scale. If a formalized and timely response

would not take place death toll can increase immensely. Therefore each district and state formulates a

Emergency Response Plan consisting several Emergency Support Functions (ESFs) related to

Communication, Search and Rescue, evacuation, law and order, medical response and Trauma

Counseling, water supply, electricity, warning and transport etc. All of these emergency functions

consist of emergency plans that would be activated at the time of emergency.

The ESF Plan document outlines the objective, scope, organization setup and Standard Operating

Procedures (SOPs) for each ESF that is to be followed by the respective ESF agencies when the Incident

commander will activate the response plan. Standard Operation Procedures (SOPs) provides a basic

concept of the operations and responsibilities of Disaster Management Team, Nodal and Secondary

agencies.

ESF Organizational Setup and Inter-relationships:

The plan establishes an organized setup to conduct ESF operations for any of the Natural and Manmade

Disasters. It outlines an implementing framework of sharing resources and coordinating, preparedness,

Mitigation, response and recovery as per the requirement. National and State level department will be

engaged to support during an emergency situation. The Plan has structured the activities of concerned

agencies i.e. Nodal and support agencies into an organized manner grouping their capabilities, skills,

resources, and authorities across the State and district Government. The plan unifies the efforts of State

Departments and support agencies so that they are involved in emergency management

comprehensively to reduce the effects of any emergency or disaster within the state.

The Land Revenue and Disaster Management Department is the Primary Agency coordinating all

Disaster Risk Management Efforts at State Level. However there will be other Agencies involved with

different ESFs.

Each ESF shall have an ESF Nodal agency, and a number of support agencies. The ESF Nodal agency shall

be directly linked to the Incident Commander/District Magistrate and the State EOC, and will be the

main coordinator in charge of the ESF. The support agencies to the ESF shall support the Nodal agency in

establishing and managing the emergency shelter and rehabilitation.

At the district level, the Nodal Agency will lead the ESF with direct link to the Incident Commander of the

District and the district EOC. The Nodal Agency will also be a member of the Incident Management Team

lead by an officer of the Revenue/Police or other department as decided upon by the district IC, and as

required by the Incident Manager who may draw upon some or all of the ESFs for onsite response. The

Nodal Agency must hence nominate a Team Leader (TL) at the State level and district level, and a

member for the IMT(s) in advance, with appropriate (at least two) alternate arrangements.

The Nodal and Support Agencies must together or separately (as decided according to need of the

specialized function) constitute QRTs with members, and appropriate (at least two) alternate

arrangements. Team Leader (TL) of EOC would be on the basis of its authorities, resources, and

capabilities in the functional area. He would be the member of Disaster Management Team that

represents all of the key functions of the district in a single location under the direction of the District

Magistrate (Incident Commander). All persons nominated, and all teams must go through a

sensitization, training and must be acquainted with the Standard Operating Procedures of the ESF Plan.

They must practice and update their plan and SOP regularly (at least twice a year). Each of the Nodal and

Support agencies would also comprise of Quick Response Team trained to carry out their functions at

the response site.

The success of ESF will be of critical importance and would reflect in the lives saved in the golden hour.

Below a list of ESFs has been given which will be activated at state/district level during emergency

situation.
