DISASTER MANAGEMENT CELL

Disaster Management Cell was established in the year 1999. The cell

was modernized, expanded and fully equipped in the year 2005.

The Disaster Management Cell is headed by Chief Officer (DMP) who is

overall in charge of operations of the cell. The Chief Officer (DMP &

CCRS) is assisted by Dy. Chief Officer (DMP & CCRS). However, in case

of disaster like flood, bomb blast, house collapse etc., the charge is taken

over by the Municipal Commissioner or the Additional Municipal

Commissioner in-charge of DMP.

There are total eighty employees working round the clock in department.

The team working in Disaster Management consists of one Assistant

Engineer (Mechanical & Electrical), one Sub Engineer (Mechanical &

Electrical) and four Junior Engineers (2 from Mechanical & Electrical

and 2 from Civil Engineering). The day-to-day public grievances and

complaints are handled by three complaint officers each representing

City, Eastern Suburb and Western Suburb. The public complaints are

registered on a four digit number 1916. The complaints can also be

registered directly on MCGM web portal www.mcgm.gov.in.

The Disaster Management Cell is well equipped with

Communication facility,

Uninterrupted power supply – by D.G. sets and alternate supply,

Conference hall,

Pantry and Rest rooms with Bunker beds

Library

A.W.S. (Rain gauges) with WAN connectivity installed at 35 locations

all over Mumbai.

The various communication equipments installed in Disaster

Management Cell includes land lines, hot lines, wireless sets, GSM

mobiles, Internet facility, WAN connection to centralized server of MCGM

for effective communication between MCGM and Stake Holder and to

mobilize resources during disaster.

T.V. sets installed for continuous monitoring of news.

In monsoon season, spanning from June to Sept. every year, Nodal

officers of the agencies like Traffic, Police, Home Guards, Civil Defence

are deployed in Disaster Management Centre. Senior officers from

MCGM up to the rank of Deputy Municipal Commissioner are assigned

the shift duties through out the monsoon.

Disaster Management Cell uses all relevant resources available in MCGM

during disaster. 24 numbers of JCB’s and 48 numbers of dumpers are

procured and stationed with operator at ward offices to reach the

Disaster site in shortest possible time. Mumbai Fire Brigade is well

equipped with equipments like boats and Kayaks especially required for

handling flood situations. Six well trained Search & Rescue teams are

stationed at 6 Regional Command Centers.

35 Automatic Weather Stations (AWS) are installed in various

catchments areas of Mumbai Suburbs and city. AWS are used to

measure rain, temperature, humidity, wind speed, wind direction,

barometric pressure (both inside and out side). All the AWS are

interconnected through WAN and live Rain data (every 15 minutes) is

recorded in Disaster Management Cell. The data collected at Disaster

Management Cell gives complete picture of isolated downpours in any

part of the city or suburbs. It also blows Early Warning Alarm in case of

more than 20mm of rainfall in 15 minutes.

During monsoon an additional communication system of HAM Radio is

also used.

All Rain data irrespective of monsoon or otherwise is recorded on

centralized server which is used for research purpose and further

forecasting the rain pattern.

One flow meter is installed at the origin of the Mithi River at Powai which

can give the Early Warning in case of rise in water level in Mithi river,

which will help in alerting and evacuating the people in down stream

area at Kurla, Kalina etc.

Disaster Management Cell has provided 2 generators for each ward

which will be used basically for illumination of ward control room

(established in every monsoon) and ward shelter school in case of power

failure.

Disaster Management Cell is also rendering the services as a Centralized

Complaint Registration System (CCRS). Any citizen of Mumbai can

register a civic complaint on 1916. These complaints are registered

online on MCGM portal and forwarded to respective wards/agencies. A

database of such complaints is maintained in the server. The complaint

system has an automatic feature of escalating the complaint to higher

level, if is not attended by the concerned officer in specified time.

Disaster Management Cell in MCGM works round the clock. There are

LCD TV sets provided in the Disaster Management Cell which

continuously runs the news providing information of the city, state,

country and world at large. During monsoon rainfall is monitored live in

the control room on the computer. A report of the rainfall is prepared

daily on hourly basis. High tide and low tide dates are obtained from the

Indian Meteorological department and are circulated in advance.

Satellite pictures of clouds are monitored through web sites of IMD or

accuweather.com. Forecast of rain are taken by fax from IMD twice in a

day.

All major events of the day like flooding, traffic disruption, tree falling,

power failure, building collapse are recorded and communicated to

higher officers as per Standard Operating Procedures. An additional

communication facility of 150 mobile phones is made available in

monsoon to the key staff working in flood and Disaster Management.

All important messages are communicated to concerned Assistant

Commissioners, Deputy Municipal Commissioners, Addl. Municipal

Commissioner, Municipal Commissioner, Political leaders and

Mantralaya control from time to time.

Apart from the Disaster Control Room at Municipal Head Office localized

Ward Control Rooms are established during Monsoon.

MUMBAI FIRE BRIGADE

RESOURCE AVAILABLE FOR THE EMERGENCY MANAGEMENT:

A) Man Power :An adequate number of staff needs to be in place to support the

efforts of a fire department to provide safety and protection to all the

occupancies and occupants. Support staff like administrative staff, auto

workshop for repairs & maintenance ,wireless workshop, stores etc. are

essential to allow emergency staff members to perform the duties

efficiently and assume the responsibilities for which they are employed.

To achieve this aim the island city of Mumbai is divided into six

commands. The Six Regional Command centers are for Proposed City

downsizing operational staff program includes decentralization of

administrative and operational command.

The Brigade has 33 Fire Stations, with city Headquarters located at

Byculla and suburban Headquarters located at Marol. The proposed six

regional command are:

Wadala Fire Station Chembur Fire Station Marol Fire Station

Each region is under the charge of a Deputy Chief Fire Officer. Each

Region is further divided into Divisions, which are under charge of

Divisional fire Officer. The Divisions are further divided into sub-

divisions comprising a certain number of Fire Stations. A Sub-Division is

under the charge of an Assistant Divisional Officer, while a Station

Officer manages a Fire Station

B) Vehicles & Equipment and Infrastructure:Mumbai Fire Brigade mission is “to protect and serve and to put

service above all else.” To do so, the Department has design a

community-based fire protection system that provides for the appropriate

resources, strategically distributed throughout the city. The Department

utilizing technology such as fire sprinklers and alarm systems to

minimize loss when a fire does occur and latest equipment available to

improve response times, all of which help to minimize the risk to the

community. Therefore, when an emergency does occur, firefighters are

arriving as quickly and safely as possible to effectively handle the

emergency. To be effective, the Department has develop a joint vision of

responsibility with the residents of this great city to provide for a safe

living environment and the quality of life our residents deserve.

C) Medical ResponseUnder the program on Emergency Medical System , Medical First

responder are trained for effective field preparedness incase day to day

emergencies as well as of any disaster (earthquake, flood, cyclone,

landslide, industrial accidents), which leads injuries to the victims.

This program aims to improve search and rescue capability to

conduct effectively search and rescue operations including treatment and

transport disaster victims. It also helps to plan, undertake manage

effective emergency treatment to the victims of disaster.

For proper & expeditions response integrated wireless network was

set up which includes networking between Brigade Control Room, Fire

Station, and Ambulances & Hospitals. The hospitals identified for EMS

networking are as follows.

For City : KEM, Nair, Sion, Kasturba,

For Western Sub: Bhagavati, Cooper, Santcruz General, Bandra Bhbah,

For Eastern Sub: Rajawadi , Govndi Centinary,Mulund General ,Kurla

Bhabah.

All the ambulances now are with mobile wireless VHF sets as well

as all the Hospitals identified for the trauma care for EMS linked through

wireless network by providing VHF static sets. Brigade have Ambulances

equipped with basic life support kit and 120 fireman trained in basic life

support are manning these ambulances.

D) Flood Response Teams:To handle crises situation during ensuing monsoon the six sets of

flood rescue equipment are already procured. The three SAR team

further divided in Six Teams for flood rescue .The equipments will be

handled by SAR teams and will be placed at low laying locations.

E) Flood Rescue Training:12 0fficer+ 40 firemen = 62 fully trained in Goa and there

refresher course was conducted. New batch of 60 officers and men are trained in flood rescue.In coordination with Special Rescue Training Academy Ten Fire

Brigade personnel trained as a Instructor in Level 2 & 3 in Swift water flood rescue certified by International Rescue Instructor Authority , Canada.

F) Deployment strategy: The 60 trained personals are deployed in six fire station in low lying

areas along with the flood rescue equipment as decided in planning

stages. These flood response units are placed at Bandra/ Bandra Kurla

Complex / Kurla / Vikroli / Marol/ Borivali.

The flood rescue Search & Rescue are responsible for the smooth

functioning and arrangement of the equipment as and when required in

coordination with officer in-charge of the respective Fire Station.

STORM WATER DRAIN

Storm Water Drainage NetworkMumbai city received seasonal rainfall for four months i.e. from June to

September. Average rainfall is 2,000 mm, of which 70 per cent is during

July & August. Mumbai is lined on the west by Arabian Sea and is

intercepted by number of creeks (Mahim, Mahul and Thane creeks),

rivers (Mithi, Dahisar, Poisar and Oshiwara rivers, and their tributaries)

and a complex nallah system.

The SWD system of Mumbai comprises a hierarchical network of

roadside surface drains (about 2,000 km mainly in the suburbs),

underground drains and laterals (about 440 km in the island city area),

major and minor nallahs (200 km and 87 km respectively) and 186

outfalls, which discharge all the surface runoff into rivers and the

Arabian Sea.

Pre monsoon Preparedness – Monsoon 2009MCGM is taking all possible efforts to tackle flooding instances

caused due to heavy rains during monsoon. The BRIMSTOWAD Project

which was delayed due to lack (paucity) of sufficient funds is now geared

up due to financial backing of Central Government by way of special

grant of Rs.1200 crores and actual disbursement of Rs. 400 crores out of

that 9 works out of 19 works taken up in hand in Phase-I of

BRIMSTOWAD Project are completed. The work of desilting, deepening

and construction of retaining walls in Second Phase of 11.8 km. stretch

of Mithi River from CST - Kurla to Filter Pada is undertaken. Desilting of

minor and major drains is in progress and will be completed before on

set of monsoon. MCGM have also made arrangements for dewatering at

localized flooding spots by means of dewatering pumps. The

BRIMSTOWAD Project is divided into two phases.

Phase I -

City – 4 works, all will be completed by the end of 2010.

Western Suburbs – 7 works - 4 works completed, 2 works are in

progress. 1 work at Shastri Nagar, Goregaon could not be started as the

PAPs thereat are insisting for rehabilitation at same area, which may not

be possible.

In addition to this, the works of Pumping Stations at Love Grove, Cleave

Land Bunder, Haji Ali and Irla are also undertaken to tackle flooding

instances during heavy down pour at the time of high tide.

Phase II - City – 15 works, Western Suburbs – 7 works, Eastern Suburbs – 11

works.

Work Orders are given for 27 works.

In addition to these works, Pumping Stations are proposed at Mahul

Creek, Britannia Outfall and Mogra Nalla.

Desilting - All major and minor nallas, box, dhapa, pipe drains are

thoroughly desilted before monsoon.

Operation of flooding gates

• Servicing repair and overhauling of mechanical and electrical

components of flood gates at following places before onset of

monsoon.

• Tardeo outfall. Haji Ali Flood Gate is removed to facilitate the civil

work of SWD pumping Station from 12.10.2008.

• Operation and Maintenance of flood gates, 2 places on contract

basis on contract will start from 15.05.09 to 15.10.09 round the

clock

• L.G.P. flood gate is operated and maintained departmentally.

• Hourly recording of tide level and city water level.

• Closing of floodgates when sea level is above sea level.

• Opening of floodgates when city level is above sea level.

• Communicating the flood and sea level to SWD control room every

hrs.

Dewatering pumps:

• Dewatering pumps – 211 nos. of dewatering pumps are being

installed at various 193 places.

• The period of operation is 25th May to 15th Oct. 2009.

• Pumps are operated at the time of flooding.

• Pumps operators are provided with cell phone facilities.

• Details of flood level and function of pumps is communicated to

respective wards by operating staff every hrs.

Cleaning of outfalls

• Outfalls are cleaned prior to monsoon.

• The outfalls at sea level, get silted during the high tide need to be

cleaned every day. Therefore, such 42 nos of outfalls are manned

through out the monsoon for desilting.

Deployment of N.G.O. labours

• Every ward allotted with NGO labours for pre-monsoon for

desilting and during monsoon for anti flooding.

• NGO labour and 1 labour per water entrance.

• 50% water entrance through NGO labour, 25% through ward staff

and 25% through machines.

• Pre-monsoon NGO for each ward-1000.NGO for anti flooding for

each ward- 1500.

• Additional NGO- as per approved by AMC

Deployment of various machineries

• 35 Nos of Road side Desilting Machines are allotted to various

suburban wards through out year for disilting of road side open

drains.

• 12 Nos of firex machine, 9 nos of suction machines, 3 nos of jetting

machines and 2 nos of suction of-cum-jetting machines are

available at SWD workshop at Dadar to rendered the work of

desilting, removal of chokes etc.

• The services of these machines are given mainly City Wards and as

and when required to suburban wards.

• For the convenience of suburban wards 1 Firex machine has been

placed in N ward for Eastern Suburb and 1 for K/E ward for

Western Suburbs.

Control room at SWD workshop

• Control room will setup from 25-05-09.

• The same will work round o clock.

• Control room will keep the record of floodgates level, time of

closing/opening of floodgates, information will be given to Disaster

Control Room and Railway control rooms after the each operation.

• Control room will give the information to Disaster Control Room

and Railway Control room in case of water level is alarming.

• Control room will receives and record the complaint of flooding,

requirement of various machinery and will make necessary

arrangement.

SOLID WASTE MANAGEMENT

Zone wise contracts for transportation of garbage collected at bins

are awarded which include big & small compactors and small vehicles.

Also, garbage is collected and transported to dumping grounds by

Municipal employees from various locations with the help of compactors,

LDP, TDP, Tipper, dumper etc. If it is found that extra garbage is

accumulated MCGM has reserve flit of vehicles for lifting and

transportation of the same. Contractors have been appointed for cleaning of beaches at

Giragon, Mahim, Dadar, Juhu and Versova, Manori Gorai, Marve, Aksa

& Madh. If due to some reasons extra garbage is accumulated on the

beaches it is binding on the contractors to appoint extra labours and

provide extra vehicles for immediate removal of the same and such

condition is there in the contract. From the past experience it is

observed that contractors do so.

All the garbage beans available with the MCGM are repaired and

well maintained.

Extra garbage beans of 1100 ltr. capacity is being procured for the

monsoon period.

MCGM has 1 JCB and 2 dumpers for each 24 wards to handle the

emergency situation. These machines are operated and maintained by

the contractors. These machines are available 24 hrs. Apart from this

MCGM has 19 JCBs and 42 dumpers which are operated by MCGM

employees.

Trees of branches of trees fall down due to heavy rain or gusty

winds. Contractors is to be appointed ward wise to lift and transport

such fallen branches of trees. One chipping machine will be procured for

fast clearance of roads in case of tree failures during monsoon.

ROADS DEPARTMENT

• The Road Network

The road network in jurisdiction of MCGM is about 1941 km. The

length of C.C. roads is about 437 km. and the remaining in asphalt is

about 1504 km.

• Development during the current year

During the year 2008-09, about 67 km. of roads were concretized and

about 175 Km. of asphalt roads were widened / improved.

• Status of trenching work by utilities

Every year about 500 km. of trenches are taken on various roads in

Mumbai. The wards are instructed to reinstate all such trenches by

15 May 2009.

• Debris removal

The debris on all roads where road work is in progress is removed

within two days of span. Instructions are issued to clear all such

debris by 31st May 09 and so that the roads can be free for smooth

traffic.

• Repairs to bad patches / potholes

o Preventive Repairs / up gradation – 2008-09

About 67 km. of roads were concretized

About 175 km. of asphalt roads were widened /

improved.

o Repairs to bad patches / potholes

The pre-monsoon repairs of roads and repairs during

monsoon on major roads will be attended by using jet

patching machines which are imported on trial basis.

The problems of potholes formed on roads will also be

attended by agencies who are appointed for all 24

wards.

The agencies will carry out the works of repairs to

potholes during monsoon.

Also Asphalt mix will be supplied to the wards from

Municipal Asphalt Plant to attend to bad patches on

emergency basis if required.

• New Works

550 roads of about 63 km. length are taken up for improvement in

asphalt mixes. So, also, 84 roads of about 84 km. length are taken

up for concreting. The work on these roads will be stopped during

monsoon. However, during monsoon, potholes on these project roads

will be attended by the respective contractors.

• Bridges

There are in all 253 nos. of small and big bridges under MCGM. Work

of repairs & rehabilitation / improvement to existing bridges in

Greater Mumbai are taken up. Construction of bridges in Greater

Mumbai -17 nos. are taken up including 8 sky walks. Prominent

locations are Jogheswari North, Jogeshwari South, Somayya nallah

and Mithi River. Biennial Contractors are appointed by Bridges in the

3 Divisions who will attend to the bad stretches on the Bridges in

monsoon.

Sewerage Operation

VARIOUS WORKS DONE / TO BE DONE FOR OPERATION AND MAINTENANCE

• To prepare shift schedule for staff of pumping stations & treatment

plants for round the lock operation.

• To carry out maintenance of dewatering pump sets of pumping

stations and keep them in operating condition.

• To carry out maintenance of all HT / LT breakers, transformers &

other electrical equipments and keep them in operating condition.

• To carry out maintenance of all pumps & motors and keep them in

operating condition.

• To raise the existing roads and chambers of Versova Pumping

Station & make storm water drain system for proper disposal of

rain water / flood water.

• Solar Energy System has been installed at Versova Pumping

Station.

• To clean all internal drains.

• In order to ensure smooth communication during emergency,

walky talky sets will be arranged. Contact number of walky talky

supplier has been made available.

• To arrange emergency lights, candles and match boxes.

• Proposal for drawing an advance of Rs. 50,000/- will be submitted

for making hard cash available in the office during emergency.

• As per requirement, D. G. pump sets will be arranged in

consultation with Main Sewer section.

• To carry out maintenance of screens of all locations and keep them

in operating condition.

• To carry out maintenance of all cranes of dry well and keep them

in operating condition.

• To carry out maintenance of all sluice gates of pipe lines and keep

them in operating condition.

• To construct temporary bunds wherever necessary to protect the

pumping stations from flooding and to repair existing bund walls

in case they are defective.

• To make arrangement of ropes by tightening them to existing trees

and poles for easy walking during flooding.

• To make arrangement of first aid boxes at all locations.

• To carry out maintenance of internal lightening and keep them in

operating condition.

HEALTH DEPARTMENT

Communicable diseases are major cause of morbidity and mortality

during the monsoon months. Gastroenteritis, Hepatitis, Typhoid,

Leptospirosis, Dengue, Malaria and other fevers are common during

monsoon. In urban slums of Mumbai city, Poverty, Malnutrition and

overcrowding act as predisposing factors among the vulnerable

population.

It is the prime responsibility of the Public Health department to ensure

that the adequate measures are taken for containment of these diseases.

This mammoth task can be accomplished by the co-operation of public

and private health sectors. It is also important to have the collaboration

among all the other departments of Municipal Corporation of Greater

Mumbai such as Hydraulic, Storm water drain, Solid waste management

& License departments for effective preventive and control measures.

Various pre-monsoon activities are planned starting from month of

March 2009.

Establishment of Control room at Epic cell Unit in Kasturba Hospital

which will start from 1st June 2008.

Coordinating centre will be established at office of EHO at Head office at

F/South Parel Office.

Epic Committee under Chairmanship of EHO met once to finalize

protocols for uniform diagnosis, investigation & treatment for Monsoon

related disease another two meetings are planned.

‘Standard Operative Procedures’ (SOP) have been prepared for Control

room at Epic cell & coordinating centre at EHO office. Standard

Operating Procedures (SOPs) are also prepared for M.O.s H. and P.C.O.s,

Zonal AHO and Zonal DEHO at ward level which are to be implemented

after receiving the Trigger signal of any Crisis.

Provision of extra drugs to be used for monsoon related diseases is being

made.

Molecular lab in Kasturba Hospital is geared up for early diagnosis of the

diseases.

Extensive IEC will be generated by IEC cell in consultation with AHO

Epic.

Refresher Training Session are being organized for Medical and

Paramedical staff for Municipal, Government and private institutions.

List of vulnerable areas where extra attention is required is prepared.

List of Stand alone health post where OPD services may be required

during monsoon will be kept ready.

Sensitization trainings and coordination meetings are being arranged for

consultant’s associations, Indian Medical Associations (IMA) & Trust

hospitals.

Detailed action plan for Pest Control Officer at ward level to have

extensive pest control measures during the monsoon with the adequate

availability of the Pesticides.

List of NGOs who would associate during emergency is kept ready.

Detail list of Sr official of public health department, hospitals and other

important persons with name, designation, contact numbers and fax no.

is kept ready.

emergency gang and see that all above

arrangement is made in perfect manner.

in each ward & collect all the cut wood & tree

branches & dump the same at the designated

cemetery or designated plot in each ward.

C) Removal of tree cutting, cut woods/logs & stumps of the trees

1) One lorry with 4 labours will be arranged by zonal Dy. S. G. for

each ward and should be monitored by A.H.S. and H.A. / Jr. T.O. of

concerned ward. The lorry should be used not only for removal of

tree cutting but also cut wood/logs should be taken away to the

respective identified plots/places in the ward.

2) J.C.B. will be arranged by zonal Dy. S. G. to each zone as per

D.M.C.'s zone as & when required for removal of stumps of the

fallen trees and should also be used for lifting bigger wooden logs.

3) Dumper will be arranged by zonal Dy. S. G. to each zone as per

D.M.C. Zone as & when required for carrying away the cut woods

and tree logs to the respective identified plot/places in the ward.

The J.C.B. and dumper will be at the disposal of H.A. / Jr. T.O. of

concerned ward, under guidance of zonal Dy. S. G. who will

prepare a plan programme for removal of cut woods and stumps of

trees.

4) The demand for the JCB & Dumper should be made by the Hort.

Assitt. /Jr. Tree Officer, Dy. S. G. to concerned Dy. Ch. Eng.

(S.W.M.)/ E.E. (Transport). It will therefore, maximum efforts

should be made to remove the log/cut wood immediately so as to

give relief to the citizen of Mumbai.

Guide lines/procedure framed for attending the dangerous/tree fallen complaint during the monsoon.

(1) Hort. Assitt. /Jr. Tree Officer of the ward/A.S.G./Dy. S.G. will prepare

a plan programme including telephone number, office, place etc. for each

ward specific all mentioning the name of the mali /mistry / Hort.

Assitt. /Jr. Tree Officer. and give it to the Asstt. M.C. of the ward as well

as to Supdt. of Gardens/Tree Officer.

(2) Hort. Assitt. /Jr. Tree Officer. of the ward/A.S.G./Dy. S.G. will

prepare a plan programme including telephone number, office

place etc. for each ward in consultation with fire brigade In charge

of Fire Brigade office of each ward for attending the complaints

with the help of fire brigade of each ward and give it to Asstt. M.C.

of the ward and S.G./Tree Officer.

(3) Hort. Assitt. /Jr. Tree Officer of the ward/A.S.G./Dy. S. G. will

prepare a plan programme including telephone number, office

place etc. for removal of tree cuttings/ cut wood from the site and

deposition of the same at particular site decided for the purpose of

making vermiculture/compost within the ward and give it to the

Asstt. M. C. of the ward/A.H.S. and S.G./Tree Officer.

(4) As per the amendment in the Maharashtra (Urban Areas)

Protection & Preservation of Trees Act 1975 (As modified upto 3rd

November 2006) all the permissions in respect of

cutting/transplanting of trees, removal of dead, dangerous, fallen

trees, cutting of branches of trees will have to be granted by the

Tree Authority. Especially, it may not be possible to obtain prior

sanction of Tree Authority during the monsoon, in such cases, all

these sites should be inspected by the Hort. Assitt. / Jr. Tree

Officer of the ward along with respective Asstt. Supdt. of Gardens

or Dy. S. G. and carry out detail survey of the trees in question

and decide the matter at site for its disposal on merit by taking the

approval of Asstt. M.C. of the ward who is the Tree Officer for his

jurisdiction. The photographs of the tree/trees may be taken up so

as to avoid controversy in the matter. Thereafter put up the case

very next day for post facto sanction of M.C./Chairman, Tree

Authority or Tree Authority as the case may be through Supdt. of

Gardens.

(5) In case of dangerous trees/tree branches, fallen/uprooted trees in

private premises as well as in the premises of Govt. Organisations,

action should be taken as stated above and in accordance to the

circular already issued under No. SG/MC/635, dt.21-7-1997.

(6) In case of cut wood of trees fallen in the Municipal premises, cut

wood should be deposited in the cemetery or other plots identified

for the purpose by utilizing the Municipal vehicles as stated above.

A proper acknowledgment of the cut wood deposited should be

taken from Store Clerk provided the cut wood is deposited in ward

depot. A report in this regard should be made to respective Dy.S.G.

who will in turn inform to S.G. on very next day. To hold auction

whenever required on as and where basis at ward level to clear the

site immediately and to give the quick relief to the citizens of

Mumbai in accordance to circular already issued under

No.DySG/TA/MC/244, dt. 24-6-2004

(7) A day to day report of complaint received and action taken thereto

including removal of tree cutting/cut woods etc. should be

submitted on the very next day to the concerned Dy. S. G. & S.G.

in the presented form already circulated as well to the Asstt. M. C.

of the ward by the Hort. Assitt. /Jr. Tree Officer of the ward.

(8) Hort. Asstt. in charge of emergency gang at V. J. B. Udyan,

Byculla should also submit their day to day report to S.G. on the

very next day. Similarly he will report to concerned Hort. Assitt.

/Jr. Tree Officer /A.S.G./Dy. S.G. and Complaint Officer of the

ward about the complaints which are half attended or not attended

due to shortage of time, so that, these complaints will be attended

by the ward staff during the day time on very next day.

(9) A.S.G./Dy. S. G. should monitor the work of their zone and

submit the report of complaints received and action taken in detail

i. e. clearing the road by removing tree branches, cut wood,

removal of dangerous trees, trees transplanted, permissions

granted to private parties for removal of fallen, uprooted,

dangerous trees etc.

(10) Hort. Assitt. /Jr. Tree Officer & A.S.G. of the concerned zone

should inspect the site of fallen/uprooted trees and the trees which

can be transplanted should be transplanted at the site immediately

so as to save the tree.

(11) Hort. Assitt. /Jr. Tree Officer of the ward should make an

arrangement at his office to take the complaints from the public,

fire brigade, Central Control Room and from V. J. B. Udyan for the

complaints which are not attended by the emergency gang and

take action to attend the same.

(12) Hort. Assitt. /Jr. Tree Officer of the ward should be in touch

with the respective fire brigade and get the information about the

complaints attended by them and see that these sites are cleared

in all respects immediately.

(13) Hort. Assitt. /Jr. Tree Officer / Dy. S. G. should keep four

labours at the tree cutting dumping site of each ward for the work

of chopping the branches of trees of fallen trees into small pieces

so as to reduce the quantity and to use for vermi composting. A

weekly report of the same should be submitted to the undersigned.

(14) Zonal Dy. S. G. will inform tel. no., mobile no., land line no. and

residential address of office subordinate to Disaster Control Cell

immediately.

(15) H.A. & Jr. T.O. will see that there are sufficient tools &

implements in working condition like saw, electric saw/machine

during monsoon period and zonal Dy. S. G. will confirm the same

and make necessary action.

(16) Hort. Assitt. /Jr. Tree Officer A to T Ward/A.S.G. I to VI/ Dy. S.

G. (City/W.S./E.S./V.J.B.U.) are hereby directed to follow the

above stated procedure and see that the complaints are attend

immediately day to day in all respect so as to give relief to the

citizens of Mumbai. They should submit their report as stated

above without fail.

ARRANGEMENT MADE BY BEST

Protocol for activating Disaster Management Plan

In the event of any disaster such has fire, flooding, etc at a

particular Bus depot or anywhere in Mumbai; the following actions are to

be taken by the Officers present in the depots.

i) The message received from the General Manager or the Disaster

management Control of MCGM or from any other agencies, will be

conveyed immediately to the Bus Running Control Officer (BRC Officer)

of the Traffic Department. [Telephone No. of BRC Officer – 24146533,

24184489 & 24137937. There is a hotline connecting Disaster

management Control Room of MCGM and BEST Traffic Control Room].

ii) When message regarding the Disaster is received by the BRC

Officer, he will immediately inform General Manager or Asstt. General

Manager (Transp. Engg) and seek orders.

iii) In case above mentioned senior officers could not be contacted, the

BRC Officer will activate the disaster management actions immediately.

iv) The BRC Officer will then inform Traffic Supdt (Insp)/Senior Traffic

Officer(R&D), who will rush to the Disaster Management Control of

MCGM.

v) The BRC Officer will then immediately ask the line Officers (Asstt.

Traffic Officers), Officer available in Divisions or Officers residing near

the site to rush towards the location of the disaster.

Actions by BRC Officera) To pass on the message in connection with the Disaster to the

General Manager, Asstt. General Manager (Transp. Engg),

O.S.D(Co-ordinating Officer) and Traffic Supdt.(Insp)/Senior Traffic

Officer(R&D).

b) The BRC Officer will then inform the line Officers (Asstt. Traffic

Officers), Officer available in Divisions or Officers residing near the

site to rush towards the location of the disaster.

c) Inform the Line Officer about the floods, location of the incidents

and co-ordinate the action for diversions, curtailment of buses or

and arrange for extra buses by communicating the nearest depot

from the location of disaster.

d) The message will also be passed on to the concerned Depot

Managers.

e) The Traffic Control Room will also inform the Police Control

Room / Fire Brigade and Disaster Management Control Room of

MCGM and requisition assistance.

f) After clearance of passengers the feedback received from the Depot

Managers will be communicated to the General Manager and to

Senior Officers.

g) The Traffic Control Room will then inform the same to the Disaster

Management Control Room of MCGM and Police Control Room.

h) Feedback should be given to the concerned agency regarding the

action taken by us, so that further action or conveyance of the

messages can be done to the Officers at Government level.

i) In case of injury to passengers/staff members, the hospitalization

details received by the BRC Officer will be communicated to

Disaster Management Control.

j) Timely and well-coordinated communication to the media will be

done through PRO.

k) To monitor the plan and operations.

l) BRC Officer will make necessary entry of all incoming/outgoing

written and oral communication

m) Monitor news reports through various mediums and pass on the

information to Line officer.

n) In all disasters the BRC officer should sent on line all

Officers/Staff in uniform.

o) After a reasonable interval following the incident, the Senior Officer

at Control Room will evaluate and assess the outcome of and

response to the disaster and analyze the effectiveness of the

implementation of the disaster management protocol and will

provide feedback on the plans implemented to the Management

and Disaster Control room. The feedback will also be submitted to

the Emergency Operations Centre at Mantralaya in the proforma

enclosed at Annexure ‘H’.

Actions by Divisiona) After receiving the message from the BRC Officer, the Officer on

line will immediately rush to the spot/location.

b) The concerned Officer will then take necessary action in respect of

diversions curtailment of buses or inform the requirement of buses

to the Traffic Control who will arrange for extra buses by

communicating the same to the nearest depot/bus station.

c) He will then communicate to his depot directly or through Traffic

Control Room to turn out buses and inform the Control Room. The

Control Room in turn will communicate to the other Line Officers.

The Divisional officer will take the best possible action in co-

ordination with the Control Room.

d) The actions will also be communicated to the concerned Depot

Manager.

e) The Depot Manager will also arrange for buses and send to the

concerned location for the clearance of passengers as per the

situation.

f) The Depot Managers will also ensure that the telephone and the

static wireless sets are manned in order to maintain effective

communications.

g) The Depot Managers will also co-ordinate with the Asstt.Municipal

Commissioners of respective Municipal wards to get first-hand

information of any disaster.

h) After clearance of passengers or taking necessary actions, he will

give feedback to Control Room and BRC officers.

i) The operation of buses and diversion outside the depot will be

managed as per the situation and at times with the help of Police /

Traffic Police if available.

j) In case of fire at Depots, Bus Stations, etc, immediate action to be

taken to extinguish the fire using fire extinguishers available.

Hazardous material, which can be easily removed, should be

shifted to the safer areas with available manpower.

k) In case of injury to passengers/staff members, hospitalization or

first-aid medication should be arranged. Details should be

subsequently conveyed to Control Room.

l) To monitor the operations to and give timely feedback to the BRC

Officer.

m) Announcement will be made to the passengers at Bus Stations

(regarding the availability of buses, diversions and restoration of

diversions, etc.)

Operation of buses:-a) Buses for each Railway Station are planned from the nearest

Depot to ensure their speedy availability. It would be ensured

that maximum buses would reach to the Railway Stations from

the Depots or the nearest bus stations.

b) Whenever there is a civic disturbance in the City or any other

disaster such as a building collapse, etc. the Undertaking

continues its normal operation except through the area, which

is affected. If required, the Undertaking would continue its

operation even through the night if the situation demands.

c) In the event of heavy flooding, it is not advisable to operate

buses through the floods on the roads when the water level is

above the safe level. This causes stuck up of buses in the flood

leading to more inconvenience to the passengers. In such a

situation, as far as possible buses would be operated on lesser

flooded roads.

d) The Depot Managers to provide Buses, whenever an emergency

arises for a large-scale evacuation of the citizens. Buses could

be arranged by contacting our Control Room at Wadala.

CommunicationCommunication is one of the important factors in any disaster

management. The telephone nos. and mobile nos. of all Depot Managers

are enclosed as Annexure.

Co-ordination with Indian Meteorological Dept.(Regional Office) The BRC Officer will co-ordinate with the Weather Bureau and

obtain the weather forecast daily and communicate to the Divisional

officers and the Senior Officers for taking necessary steps. The BRC

Officer will forward the reports received from the Weather Bureau to the

General Manager and Asstt. General Manager(Transport Engg.).

Creation of Media Centre

The Traffic Control Room would also be the Media Centre for BEST

Undertaking from where messages would be disseminated to the media

and the citizens. PRO or Dy. PRO would be present in the Control Room

on notification of alert.

ARRANGEMENT MADE BY MMRDA

Present Status of Roads under MUIP

• MMRDA has undertaken 18 Corridors under MUIP (list enclosed)

out of which 13 corridors (list enclosed) have been handed over to

MCGM where desilting works, maintenance works etc. will be done

by them as per their norms.

• The road length of 18 corridors is 155 km. out of which 131.94

km. has been completed.

• The cost of 18 corridors along with Flyovers on Highways, Sahar

Elevated Road, Milan ROB, Eastern freeway, Marine Drive

Refurbishment is about Rs. 2413.64 crores against which

expenditure till today is Rs. 1478 crores.

• The storm water drain completed on these corridors is about

314.40 kms.

• 520 Nos LCD / Cross CD have been completed.

• MMRDA has planned to provide manpower and machinery during

monsoon 2009 at chronic locations of flooding spots, on the corridors not handed over to MCGM. MMRDA has also planned

to provide pumps at chronic locations as mentioned below and

same will be placed at site by 30th May 2009.

a. Along Western Express Highway : 13 nos. (Including Pedestrian

Subways)

b. Andheri Ghatkopar Link Road: 5 nos.

• MMRDA will also establish a Control Room which will start

functioning from 1st June 2009 to 30th September 2009.

STANDARD OPERATING PROCEDURES (SOP)MUIP ROAD IMPROVEMENTS WORKS ON 18 CORRIDORS

BY MMRDA

MMRDA has taken up work of widening and construction of 18 corridors

under MUIP.

Out of 18 corridors 13 corridors have been handed over to MCGM on as

is where is basis after completing the works in all available fronts.

Before monsoon of 2008 following works were completed in respect of

storm water drain:

a. All connectivity has been established by providing pipes drain/ katcha

drain etc.

b. Existing and newly constructed drains were desilted.

c. All cross drainage works were desilted. All through Nallas were

decided to be desilted by MCGM.

d. Provision has been made for machinery like, JCB, Dumpers etc. along

with manpower through existing contractors.

e. Wherever required, MMRDA has used Firex Machine of MCGM.

f. List of PMP’s Contractors, MMRDA staff along with their telephone

nos. were conveyed to all the Ward Officers and Control Room of

MCGM.

Before monsoon 2009 following line of actions are proposed on the

corridors except in respect of the corridors already handed over to

MCGM:-

g. All storm water drains work will be completed except under hold.

h. All connectivity will be established up to the discharge point.

i. All drains will be cleaned (existing or newly constructed drains) before

30th May 2009.

j. All water inlets points will be established.

k. All water entrances will be constructed and cleaned before 30th May

2009.

l. CD works will be completed and desilted before 30th May 2009.

m. Joint inspection with MCGM officer will be arranged.

n. Wherever required, MCGM help will be taken for cleaning of CD/Pipe

drain with use of Firex machine etc.

o. For emergency works MMRDA will finalize agencies for carrying out

works during monsoon.

p. Control room will be established at the office of MMRDA

q. At chronic locations, site offices will be established with necessary

manpower and machineries (in consultation with MCGM) along with

staff at junior levels, like, JEs /DEs

r. Potholes will be attended so as to avoid inconvenience to the traffic

and commuters.

s. List of PMC’s, Contractors, MMRDA staff along with their telephone

nos. will be conveyed to all Ward Officers and Control Room of

MCGM.

t. Wherever required, pumping arrangement will be done in consultation

with MCGM.

Arrangement made by Mumbai Traffic Police Dept.

1. Traffic control should gather useful information by coordinating

with T.V. Channels and F.M. Radio and telecast such information

to people immediately.

2. Officers working in Traffic Control Room should record all the

mobile nos of other officers and employees and use those nos to

send Group SMS.

3. Divisional Police Inspector from Traffic branch should coordinate

or communicates with Assistant Commissioners, Asst. Police

Commissioners and cooperate in case of flooding situation.

4. In rainy season due to cloudy skies there may be darkness in the

area that time Officers and staff on duty have to use reflective

jackets and LED Batons.

5. All Divisional Police Inspectors and Police Inspectors should

appoint officers / Hawaldar on an important junctions during pick

hours in the morning and evening and be present at the time of

traffic and instruct them to avoid any accident or mishap.

6. During rainy season number of times flood situation occurs and

flood water enter in the locality. In such situation peoples are

trying for better shelter along with their belongings. To take care of

such materials take meetings in advance with transport companies

along with local Corporators (Social Workers)

7. Residential address of all the officers of another area as well as

their own area should be up graded and be used in any disaster

situation.

8. To park BEST buses near the footpath use the cone on bus stops

and fixed the place where the bus should stand.

9. In disaster situation if you feel that, due to traffic jam there is a

problem for VVIP vehicle, fire brigade vehicles and other emergency

services vehicles they may allowed to go from opposite direction

with dome light, head light and siren ON, but see that the speed of

vehicle will not exceed more than 25 km per hour.

Arrangement made by Civil Defense

(A) NODAL OFFICER:The Additional Controller of Civil Defense, Brihanmumbai is

nominated as NODAL Officer for Brihanmumbai for the purpose of

coordinating the activities during Monsoon–2009, under the scheme

Operation Cloud burst. He will be assisted by the Dy. Controller of Civil

Defence (C. & P.), Brihanmumbai. The Area Dy. Controllers shall be

NODAL Officer for their area. The contact numbers of these Officers are

appended hereto.

2. The Area Offices shall compile a list of Swimmers and Volunteers

trained in Flood Rescue Operations, Division-wise and provide a copy to

the City CD Control Centre.

(B) STANDARD OPERATING PROCEDURE (SOP) :On the receipt of the instructions from the Director of Civil

Defense, State of Maharashtra the City CD Control Centre shall be

activated and made operational round the clock. The City CD Control

Centre shall have ONE Duty Officer, ONE Assistant and TWO Wireless

Operators on duty in each shift. The Duty Officer, City Control, shall

liaison with the Regional CD Control Centre, BMC Disaster Control

Room, Police, Mumbai Fire Brigade and Mantralaya State Disaster

Control Room.

The Home Guards and State Mobile Civil Emergency Column

personnel are also expected to join the operations along-with the Civil

Defense.

On receipt of the WARNING signal, the Additional Controller of

Civil Defense shall alert all Dy. Controllers and the Chief Warden. The

Area Dy. Controllers in-turn shall alert the Dy. Chief Warden and the

Divisional Wardens of their respective area.

The Hon Officers shall immediately contact the Swimmers & Flood

Rescuers and call them to report at the Sub Control Centre.

On receipt of the Incident Report, the City CD Control Centre shall

direct the nearest Sub-Control Centre to mobilize Civil Defense

Volunteers and call them out for duty. During emergency One Honorary

Officer shall remain present in the Sub-Control Centre and remaining

Honorary Officers shall be engaged in mobilization activity.

The Civil Defense volunteers shall assist the authorities in

minimizing damage to property, maintaining communication, rescue

operations, first aid and assisting Fire Brigade Authorities in Fire

Fighting,. assisting in Traffic Control and arrangements at the Rest

Centres.

The Services of Civil Defense Volunteers shall also be used by the

Police Authorities for maintaining Law & Order. A Mutual Aid Scheme

Plan will be drawn with the help of Vital Installations, Government

Offices and Commercial Offices CD Units.

(C) SUMMARYThe Civil Defense volunteers are trained in various aspects of

Disaster Management, during man-made and natural calamities. The

systematic deployment of these volunteers shall be very much useful for

response activity during post disaster scenario.

Arrangement made by Reliance EnergyManagement of Reliance Energy has drawn up an elaborate Disaster

Management Plan to minimize the damage and disruption of power

supply during any natural disaster and has also put in place a well

defined response, recovery and restoration plan with associated

infrastructure.

Following are various steps taken by Reliance Infrastructure Ltd. as part

of Disaster Management Plan.

1. Creation of dedicated Disaster Management Team: Disaster

Management Teams consisting of senior and experienced

personnel drawn from various functions has been formed a Central

Control Centre as well as at five different Divisional levels. Regular

review meeting of various teams are held to assess the lead of

preparation in respected of Material, Manpower and Transport.

2. Disaster Management Manual: A comprehensive Disaster

Management Manual specific to our business has been prepared

for reference and guidance of all employees connected with

Mumbai business. This updated reference Manual covers

information of DM Cell, round the clock accountability of available

response teams, trigger mechanism and resource management at

their pre-defined locations.

3. Formation of DM Teams: Apart from apex team stationed at

Central Control Centre at Santa Cruz, there are five additional DM

teams that shall function from respective Divisional Headquarters

located across Mumbai suburban district. These control centers

are equipped with communication gadgets including wireless

communication equipment like Hot lines, Radio Frequency walkie

talkie sets for ease & continuance of communicator in case of

failure of normal communication system.

4. Training of Teams: Training syllabus consisting of disaster

management plan and strategy has been prepared and team

members are trained at training facilities at Versova Technical

Training Centre.

5. Pre-Disaster preparedness:

• A total of 35 post disaster response teams are identified.

• The Role of each team has been defined and necessary

briefing / training has been conducted.

• Disaster trigger mechanism is defined and methodology of

alerting and activating all teams within shortest possible

time has been worked out.

6. Infrastructure:

• Essential spare parts, tools and equipment specifically

reserved to tackle known problems in the event of a

catastrophic disaster are stocked at 10 locations spread over

the area of supply which are available to divisional teams for

use. Each store location point has 90 different types of

equipment including major equipments like Distribution

Transformers, Switchgears, Cables, their accessories etc.

and other spares for use.

• 180 vehicles comprising Trucks, pickup/delivery vans and

Repair vans equipped with emergency repair kits, tooling

and safety wear are ready and have been placed at all

Divisional offices and depots.

• Necessary medical, administrative store rooms in addition to

existing 4 storage locations are identified.

• Additional resources specially earmarked for disaster

management:

a. 6 nos. of additional store rooms in addition to

existing 4 storage locations are identified.

b. Stocking of 50 Nos. of Distribution transformers, 50

Nos. of RMUs \ 11 KV Switch Gears.

c. Adequate LT/ HT jointing kits and LT/HT HRC fuses

as reserved stocks.

d. 5 Nos. of Truck mounted DG sets of the rating of 600

KVA complimenting the existing 2 Nos. of DG sets of

200 KVA rating are kept at strategic locations in

operatble condition.

e. 14 NOs. of dewatering pumps of 10 HP rating for

water evacuation are also kept in working conditions.

f. 6 Nos. of state of the art Cable Fault Repair Vans are

in use.

7. Central and Divisional Control Centers: Central Control Centre

and Divisional Control Centres are equipped with necessary

communication facilities such as dedicated team to man these

centers on a 7 x 24 Hr. basis especially during Monsoon from June

to September.

8. Distribution Substations in Low lying areas: Distribution

substations in low lying areas have been identified and disaster

recovery plan for speedy restoration has been prepared. Adequate

resources to meet the contingencies in case of disruption of supply

to these substations in low lying areas have been provided.

9. Safe Loading of Lines, Equipment and network Redundancy: As a

policy, all our network cables are ensured to be loaded only up to

70% of capacity. All our Power Transformers capacities are 1.5

times peak load demand and Distributions Transformers capacity

are of 2.0 times the peak load demand. All DT S/S are provided

with energy audit metering and as a continuous planning process,

these are upgraded as and when new loads are proposed to be

added. All sub stations are interconnected by Ring Main Units type

switch gears and redundant supply is ensured in case of any fault

in the network.

10. Pre-Monsoon maintenance checks: All network and

equipment are subjected to special physical checks and preventive

maintenance carried out before monsoon to ensure no ingress of

moisture occurs. This includes cleaning, drying and selling of

busbars and switchgears, Water seepage check at substations

ceilings, Receiving stations, etc. All accessories in the outdoor type

HT pillars and cable terminations etc in pole mounted type sub-

station are cleaned and sealed to avoid moisture ingress.

11. Co-ordination and Resource sharing among various utility

companies: Reliance Energy is in continuous dialogue with other

utilities including BEST, AEC, TPC, SEC, Delhi DISCOM, DTPS,

Military Engineering Services, Kalina for resource sharing that may

be necessitated. Central Control team shall be in touch with these

utilities for any assistance.

RELIANCE INFRASTRUCTURE LTD. is fully equipped with

adequate material especially dedicated to over come any

contingencies. With a trained team of 30 Nos. technical teams and

around 3310 employees Reliance Energy well prepared to sail

through any kind of disaster / eventualities in future.

Reliance Infrastructure Ltd.’s supply network is an open ring

system i.e. every distribution substation is fed by duplicate source

of supply thereby providing enough redundancy in H.V. / L.V.

network to minimize interruption of supply by providing power

through alternate source of supply. Also, Operation squad

personnel are available round the clock at strategic locations for

faster restoration of supply in case of emergency. In case of major

failure due to man made or natural disaster, priority will be to

safeguard the distribution system to prevent shock, fire and loss of

human life. Reliance Energy identified the essential consumers

which include –

• MCGM Installations: All hydraulic and sewage pumping

stations.

• Hospitals: All Government, MCGM and Private Hospitals.

• Defence Establishments: Military and Civil Establishments

• Airports: International and Domestic

• Government Installations: All India Radio, MSEB

installations, Atomic Energy and Port Trust establishments,

Wireless stations, MTNL Exchanges, Mobile satellite

communications towers etc.

Communication:Communication before, during and after disaster strikes dictates the

success of prevention and Relief efforts. It is one of the important aspects

of any Disaster Management.

Power Helpline:A state of art 24 x 7 call center with multi skilled agents, and having an

easy to remember number 3030 3030 / 1-800-200-3030 (Toll free) has

been established to handle all customer complaints, queries and other

information needs. Call center has been staffed with multilingual

professionally trained agents who offer services in English, Hindi,

Marathi and Gujarati. In the event of a situation leading to disaster,

there is an arrangement of an option of shifting / making additional

provisions at Chennai.
