SCHEME FOR PRODUCT DEVELOPMENT, DESIGN INTERVENTION AND PACKAGING
[PRODIP]REVISED GUIDELINES
1. BACKGROUND
KVIC has been implementing the scheme for “Product Development, Design Intervention and Packaging from November 2002 onwards. Based on feedback received from the field offices, a Committee was constituted with the approval of F.A., C.E.O., and Chairperson to review the existing guideline and recommend a more versatile and effective model to implement the scheme so as to derive maximum possible result.
The Commission in its meeting held on 25th October 2007 considered the recommendations of the Committee and extended approval for their implementation. The revised guidelines as detailed below are to be followed in the implementation of the scheme with immediate effect.
2. THE SCHEME
The KVIC will continue to implement the scheme on “Project Approach” basis, that is activities, will be approved as individual projects.
3. ELIGIBLE ENTITIES
1. Directly aided institutions of the KVIC & State KVIBs belonging to A+, A, B and C category.
2. REGP units registered with KVIC and whose margin money has been adjusted.
3. Departmental production / marketing units of the KVIC and State KVIBs.
4. All public institutions such as technical institutes, engineering colleges, research bodies, etc. which wish to extend their innovations to Khadi and V.I. institutions for commercial production.

4. ASSIGNMENT OF TARGET TO IMPLEMENTING AGENCIES BY LEC
The eligible entity while applying for PRODIP should indicate a specific plan of action to LEC to the effect that they will strive through the intervention proposed in the project to achieve a target value of production and / or sale to the tune of 10 times of the assistance extended by KVIC.
5. SOURCE OF FUNDS FOR THE SCHEME
PRODIP projects under Khadi & Village Industries shall be financed out of Khadi and V.I. Grant respectively.
6. ELIGIBLE ACTIVITIES UNDER THE SCHEME
1. Projects relating to improvement or experimentation with raw material, yarn, cloth, higher processes such as dyeing and printing, tailoring and all related aspects, packaging, retail outlet improvement, layout design etc, will be eligible under the scheme.
2. Projects relating to diversification of product line with the objective of increasing marketability will also be eligible for financing under the scheme.
3. Projects relating to conversion of existing stocks to make them suitable products for market.
4. Projects relating to development of Khadi & V.I. products as per the specifications of DGS&D / B.I.S. / Govt./ Institutional orders (R.C.) will be eligible for financing under the Scheme.
5. Projects relating to production of National Flag as per B.I.S. specification provided only such institutions are identified as produce bunting cloth for the purpose.
7. Ineligible Activities
1. Any proposal for Civil Construction work in general.2. Any proposal, which gives indication that it, is
substantially an activity for capital item purchase or installation rather than design or outlet up gradation.
8. Financial Pattern
8.1 Institutions

In the case of eligible institutional entities assistance will be limited to Rs. 2 lakh per project per year or 75% of the project cost whichever is lower.
8.2 Individual
In the case of eligible entrepreneurial units assistance will be limited to Rs. 1 lakh per project per year or 75% of the project cost, whichever is lower.
Note: The ceilings prescribed above are for the purpose of limiting flow of assistance from the K.V.I.C. even in respect of such projects as are of more than Rs. 2.00 lacs.
9. PROJECT PATTERN
The following indicative project pattern may be considered as reference while formulating the project.
o Up to 50% for equipment & tools / capital equipments
o Around 15% for design development i.e., development of prototypes, preparation of adequate samples, replication and test sales etc.
o 15% Training & skill development of artisans and/or karyakartas.
o 10% - 15% designer fees
o 5% documentation
o 3% scheme management and 2% for pre-sanction exp.
In case of retail outlet improvement up to 75% of expenditure may be incurred for capital items, 10% may be spent on labour, consumables, and 10% may be utilized for the designer and residual fund could be used for scheme management and other incidentals.
Not withstanding above, the Local Empowered Committee (LEC) may consider deviations also, if it is convinced about the merit of the project.
10. PROJECT DURATION It should normally be between 4 and 6 months. However, in
specific cases where the scope of the project is wider involving

PRODIP Documentation – Project Information fabric design and garment design, a longer duration not exceeding one year may be permitted by the LEC.
Further, in view of decision taken by Commission in its 542nd
meeting held on 27.2.2007 to extend the time limit for setting up RISC and PRODIP (V.I.) projects within six months from the date of release of final installment of the sanctioned funds, it is decided that the same procedure will apply to PRODIP (Khadi) projects also.
11. LOCAL RESOURCE INSTITUTION (LRI)
The existing LRIs will continue to work with the scheme (Annexure – III). However, additional LRIs will be enlisted to facilitate availability of local expertise in the LEC.
12. LOCAL EMPOWERED COMMITTEE (LEC)
The existing format of members for Local Empowered Committee (LEC) will continue: -
1. State / Divisional Director - Chairman2. Representative of LRI - Member3. Subject matter specialist - Member4. Official designate from SO/DO - Member/Convenor
Note: CEOs of State KVIBs or his nominee and Project Managers of the CSP concerned may be nominated as special invitee(s).
13. OUTCOME OF PRODIP PROJECTSIt is observed that the impact of PRODIP scheme is not
continuing at expected level once the association of the designer with the institution is over. The assignable cause could be that the knowledge inputs are not sufficiently imparted and retained in the institution.
Therefore the State/Divisional Director / LEC has to ensure
complete involvement of the artisans / supervisory staff while implementing PRODIP project. More precisely, the PRODIP projects must ensure that the designers are developing prototype within the institution utilizing the infrastructure of the institution. i.e., the implements and equipments, as well as the artisans. In case there is some problem in developing the prototype utilizing the infrastructure of the institution, the designer must arrange necessary training of the artisans and the project must indicate the

PRODIP Documentation – Project Information procurement of essential equipments, which are required for continued production of designs developed. Production of samples ought to be done by utilizing the institutional infrastructure only.
14. EMPANELMENT OF DESIGNERS
At present, empanelment of designers is done in accordance with the norms prescribed vide circular No.DKD/PRODIP/Empanel/Designers/91/2005-06 dated 25.1.2006. The issue was discussed in detail in the State/Divisional Directors’ conference held on 1st November 2007. Based on the feedback received from the field offices the revised norms to be followed for empanelment of designer is detailed below. The Local Empowered Committees (LECs) will continue to empanel the qualified / professional designers accordingly as per the Guideline. Such new designer(s) empanelled by the LEC may be sent to Central Office for record.

Applicants possessing Degree / P.G. Diploma in the field of Garment Technology, Apparel Design, Fashion Design / Technology from AICTE, Central Govt., State Govt. recognized institutes and faculties from Engineering / Technical Institutes will qualify to be empanelled as Senior Designers
Applicants possessing Diploma certificate in the field of Garment Technology, Apparel Design, Fashion Design / Technology from AICTE, Central Govt., State Govt. recognized institutes will qualify to be empanelled as Junior Designers.
For projects relating to 'Fabric
Applicants possessing Degree / PG Diploma in the field of Textile Designing / Weaving from a

recognized institute, Diploma in Handloom Technology from Indian Institute of Handloom Technology and faculties from Engineering / Technical Institutes / Weavers Service Centre working in the field of Textile Design / Weaving will qualify to be empanelled as Senior Designers.
Applicants possessing Diploma certificate in the field of Textile Design / Weaving from AICTE, Central Govt., State Govt. recognized institutes will qualify to be empanelled as Junior Designers.
Master Weavers having technical competence with requisite training from any of the recognized institutes, Weavers Service Centres and KVIC's departmental training centres will qualify to be empanelled as Junior Designers.
For projects relating to 'Packaging' of Khadi & V.I. products.
Applicants possessing Diploma / PG Diploma certificate in the field of Packaging Design from Indian Institute of Packaging and faculties from IIP / Engineering / Technical Institutes will qualify to be empanelled as Senior Designers.
For projects relating to 'Retail Outlet Improvement', 'Layout Design' etc.,.
Applicants possessing Diploma / PG Diploma certificate in the field of Interior Design, Graphics Design from a recognized institute and faculties from Technical Institutes working in the relevant field will qualify to be empanelled as Senior Designers.
15. HRD INPUT / TRAINING OF ARTISANS / SUPERVISORY STAFF ETC..

It is imperative on the part of designer engaged in the PRODIP projects to impart or arrange training of artisans / supervisory staff for required duration (not below 15 days) at the premises of the institution.
In case of special training, such as for skill up gradation in design area it should be organized for group of artisans/supervisory staff from different PRODIP institutions with the assistance of Directorate of HRD. State / Divisional Directors have to prepare list of trainees in-groups and forward to Directorate of HRD so as to arrange for necessary training preferably at nearby MDTC. In case, the local MDTC falls short of the requirement, the Directorate of HRD may arrange for training at nearby design / technical institutes. The designers worked for the PRODIP projects should also be associated during such training programme and Director (Khadi Development) / Director (VIC), as the case may be, will co-ordinate the programme.
16. MARKETING INPUT / TRAINING FOR MANAGERS / SALES PERSONS OF BHAVANS AND BHANDARS
The designs/products developed through PRODIP intervention needs sensitization of sales personnel. Special training programme(s) will be organized for sales personnel with the support of Directorate of HRD, KVIC, Mumbai. Director (Khadi Development) / Director (VIC), as the case may be, will assist in the programme.
17. SCHEME MANAGEMENT FUND
A fee / charge @ 3% of project cost will be recovered at source at the time of release of second installment to the PRODIP implementing institutions/agencies by the State / Divisional Director concerned and remitted to H.O., KVIC, Mumbai through Directorate of Khadi Development/Directorate of VIC as the case may be.
18. MANAGEMENT OF SCHEME – RELEASE OF FUNDS, MONITORING AND FEED BACK REPORTS ETC.
1. The State / Divisional offices shall, during the annual budget meeting, discuss and incorporate the PRODIP proposals of interested and potential institutions working in their jurisdiction. A copy of the agreed budget proposal should be sent to Directorate of Khadi Development and V.I. Coordination

for PRODIP-Khadi and PRODIP-VI respectively as per Annexure - IV. The necessary funds recommended by the budget team will be placed with State / Divisional offices by Director (KD) / Director (VIC) at the beginning of the financial year as a part of outcome budgeting of State/Divisional offices concerned. The institution(s) offered to take-up PRODIP may be supplied with necessary application / guideline to develop the project in consultation with the designer concerned as per Annexure - I. In addition, the Directorate of KD may at its discretion may allocate PRODIP target to the State / Divisional offices of the states considering the potential for PRODIP with the approval of C.E.O. In such cases the entire fund shall be placed at the disposal of State / Divisional Directors on receipt of SFC sanction for implementation
of PRODIP projects by concerned State / Divisional offices.
2. The State / Divisional offices shall arrange to place the individual proposal, as agreed in the budget, before LEC for its evaluation and recommendation. A copy of the approved project and LEC minutes shall be forwarded to Directorate of Khadi Development for records. Director (KD) / Director (VIC), as the case may be, will also study the project(s) and issue communications to field offices, if needed, for better implementation.
3. On recommendation of the PRODIP projects by the LEC, the State / Divisional office will implement according to the modus operandi envisaged in the project report.
4. 50% of the sanctioned funds will be disbursed by State/Divisional Director to the institutions/REGP units/agencies within 15 days of the date of sanctioning of the project.
5. The second installment to the extent of 50% will be disbursed by the State / Divisional Director to the beneficiaries on receipt of expenditure statement, progress report signed by the Secretary / Entrepreneur of the institution / unit and countersigned by the Designer.
6. The State / Divisional office shall regularly monitor the individual project till its successful completion and forward the monthly progress report to Director (KD) / Director (VIC) as the case may be.

7. Director (KD) / Director (VIC), as the case may be, will arrange quarterly monitoring of projects at Central Office level and submit report to FA, CEO and Chairperson.
8. The State / Divisional office should return the un-operated funds at the end of financial year along with a detailed report encompassing the actual fund utilized during the year under the scheme and final report on the implementation of PRODIP as indicated under "reports and returns to Central Office".
9. The institutions/REGP units etc., may be allowed to submit UCs rendered by CAs for settlement of accounts.
19. REPORTS AND RETURNS TO CENTRAL OFFICE
A detailed report in 2 hard copies and 2 soft copies should be submitted to field office of KVIC. The said office will retain one copy each of soft and hard copies and forward the remaining one set of hard and soft copies to KVIC, Mumbai. The hard copies should be in A4 size only and need to be bound neatly (spiral binding not allowed). The report must be submitted in total conformity of the format / guideline suggested at Annexure - VI. Few good samples in case of garments / made-ups and 1/2 metres in each design developed in case of fabric design may be sent to Director (Khadi Development). Similarly, samples developed under V.I. PRODIP projects may be sent to Director (V.I.C.).
20. DOCUMENTATION
Documentation is the most important part of any project. Hence due importance to this aspect should be ensured and any slackness in this regard should be tackled suitably.

21. FIELD VISITS
State/Divisional offices will undertake regular physical verifications with submission of the report and adhere to the stipulated guidelines and take necessary measures for completion of projects in time.
Directorate of KD / VIC will ensure physical verification of 10% of projects by regular field visits to ascertain the reported progress and guide them wherever necessary.
22. PRODIP PROJECTS IMPLEMENTATION BY NIFT STUDENTS
The scope for engaging NIFT students in PRODIP projects was examined and it emerged that KVIC may assist NIFT students to develop dresses using khadi as a part of their project work. KVIC may support such graduation project in kind i.e., by supplying khadi. The student(s) should adequately acknowledge the support/assistance extended by KVIC while she displays her creations.
All other circulars, communications issued earlier in the context of PRODIP scheme will apply except otherwise revised in this circular.
