The Director will manage the public and rental housing portfolio of the second largest housing authority in Southern California. As the Director of Housing Operations, this position requires an understanding of the current challenges facing public housing administration such as an overreliance on singular, restricted revenue streams. In addition, the Director will develop and execute new initiatives and display exemplary partnerships with County departments, non-profits, and community organizations that illustrate equitable, long-term approaches to help expand the impact of our existing resident services programs. The preferred candidate is someone working as a public housing professional with exceptional organizational and management skills; is experienced in developing and implementing creative strategies to enhance public housing portfolio management, e.g., portfolio expansion, Rental Assistance Demonstration (RAD) conversions, and redevelopment planning; and has a demonstrated ability to develop and manage a strong enterprise risk profile. Additionally, you will have experience and an understanding of effective property management practices and a demonstrated track record of accomplishment of positive community engagement in economically disadvantaged communities. consistently demonstrates good judgment. Skills & Abilities • As a key member of the Executive Leadership Team, supports the Executive Director in ensuring the vision, mission, goals, objectives and

requirements of the Division are achieved on time and within budget. • Develops strategic plans that support our agency’s mission to develop and preserve quality affordable housing in the least affordable markets by

working collaboratively with the agency’s fiscal, bond finance, asset management, maintenance, and tenant service structures to support operations and growth.

• Demonstrates the ability to develop and foster effective community relations in diverse and economically disadvantaged communities that include seniors, youth, veterans, and persons with disabilities

• Has experience interacting with Law Enforcement agencies to develop and implement community safety strategies; experience developing programs to proactively reduce crime; experience identifying trends and responding effectively to crime that occurs on or near our housing communities.

• Is responsible for managing the Rental Assistance Demonstration (RAD) application process for the CDC’s/HACoLA’s public housing units to ensure the successful achievement of each step through the process from assessment through application, financing, relocation, construction and final conversion.

• Directs, supervises, and/or manages all facets of the managed properties to ensure compliance with U.S. Department of Housing and Urban Development (HUD) guidelines and regulations, to achieve agency’s goals, and to achieve the highest possible rating under HUD’s Public Housing Assessment System (PHAS).

• Directs, supervises and monitors the procurement and construction process for all capital improvement activities. Assesses the physical condition of all managed properties, develops plans and specifications, and oversees the procurement of architectural and engineering services, contractors, and other professional services for ongoing and future capital improvements. Ensures capital improvements comply with all applicable funding sources, as well as local residential building requirements.

• Has demonstrated the ability to develop and manage a strong enterprise risk profile, supported by solid economic fundamentals, and robust redevelopment plans that will strengthen asset quality.

• Explore unconventional investment opportunities, leverage private and other public funds to create additional housing opportunities, including funding through grants, tax credits and energy savings.

• Track record for the production and long-term, stable stewardship of quality public housing, in challenging markets with complex parameters. • Actively leads, manages, and develops a culture of continuous improvement to ensure effective planning, high standards for resident services,

and appropriate controls to ensure revenue and performance is consistent with agreed targets. • Identifies, develops, strengthens and maintains relationships with other County departments, nonprofits and community-based organizations that

can provide residents with services and resources to enhance their quality of life. Identify and implement programs with community-based partners that can promote self-sufficiency, including first time home ownership.

• Provides oversight of special events, trips, activities and scholarship programs and promotes resident participation in community affairs. • Creates, designs and monitors dynamic educational, recreational and socioeconomic programs that provide access to community resources to

attain improved quality of life for our residents. Offer opportunities for education, training and career trajectories for gainful employment. • Develops the Public Housing Agency Plan and other plans; assigns work activities, projects and programs; monitors progress, reviews and

evaluates methods, procedures and results. • Represents the department in various County, HUD and community activities. • Develops and administers the Division’s budget; reviews and recommends revisions to divisional budget proposals. • Ensures timely and proper execution of and compliance with HUD-required reports. • Provides assistance to Housing Commissioners by preparing and presenting staff reports and other necessary correspondence when needed. • Reviews and provides input relative to legislative issues affecting the agency’s housing services.

• Develops annual reports concerning Division’s operations; reviews and evaluates the quality of services and programs. Directs and provides guidance to division staff in the development and implementation of the Admission and Continued Occupancy Policy (“ACOP Policy”) to ensure the policy complies with HUD guidelines, as well as the agency’s policies and procedures, and is completed and implemented on a timely basis.

• Monitors and tracks non-routine legal matters and their dispositions to ascertain long- and short-term effects and impact on managed properties and agency’s practices, its budget, and its image in the Community; initiates, coordinates, and monitors eviction proceedings.

• Interacts with businesses, public officials, and public agencies; attends professional meetings, seminars, and conferences to keep abreast of new trends, activities, and concepts in the Public Housing.

• Makes recommendations as to the hiring, training, direction, supervision, utilization and discipline of division employees and other personnel issues. Sets standards, frameworks, performance indicators and protocols, identifying necessary responses to overcome performance issues and takes appropriate action where required.

Education and Experience

OPTION I • Bachelor’s degree in public or business administration or closely related field. • A minimum of five (5) years of experience comparable to the duties of a Manager I with CDC/HACoLA, performing professional level duties

involving activities related to housing development, housing preservation, housing rehabilitation, housing management, Section 8 and community development programs.

• Three to five (3-5) years of supervisory experience is required. OPTION II • Bachelor’s degree in public or business administration or closely related field. • A minimum of eight (8) years of progressively responsible and relevant experience in the administration of public housing and/or assisted housing

programs. • Experience in the management of a Section 8 rental assistance program. • Must obtain program-related certifications as required. • Three to five (3-5) years of supervisory experience is required.

The annual salary range for this position is $120,000 to $176,436 per year, DOQ. Venice Beach is a popular attraction where its Muscle Beach used to find throngs of tourists admiring "hard bodies." Today, it is more arts-centered. Santa Monica's pier is a well-known tourist spot, famous for its Ferris wheel and bumper car rides, which were featured in the introductory segment of the television sitcom Three's Company. Further north in Pacific Palisades one finds the beaches used in the television series Baywatch. The fabled Malibu, home of many a film or television star, lies west of it. In the mountain, canyon, and desert areas one may find Vasquez Rocks Natural Area Park, where many old Westerns were filmed. Mount Wilson Observatory in the San Gabriel Mountains is open for the public to view astronomical stars from its telescope, now computer-assisted. Many county residents find relaxation in water skiing and swimming at Castaic Lake Recreation Area – the county's largest park by area – as well as enjoying natural surroundings and starry nights at Saddleback Butte State Park in the eastern Antelope Valley – California State Parks' largest in area within the county. The California Poppy Reserve is located in the western Antelope Valley and shows off the State's flower in great quantity on its rolling hills every spring.
