Online e-Tenders are invited by the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion under two bid systems (i.e. Part-I: Technical Bid and Part-II: Financial Bid) from the reputed, experienced and financially sound services providers for lifting of torn bits/waste paper/office sweeping etc. from Udyog Bhawan, New Delhi. The details of terms and conditions of the contract are given in Annexure-I. Proforma for Technical Bid and Financial Bid is at Annexure-II and III. The contract will initially be for a period of one year. However, the contract may be extended on mutual consent and subject to satisfactory services, for a period of not more than one year at a time (up to a maximum of two year) on review of performance, depending upon the requirements and administrative conveniences of the Department of IPP. The annual value of the contract would be around 15 Lakhs. 2. The tender documents can be downloaded from the websites of http://eprocure.gov.in/eprocure/appfrom21.11.2014 to 12.12.2014 (up to 3.00 PM.). 3. The interested service providers may submit the tenders online at http://eprocure.gov.in/eprocure/app in two bids systems {i.e. (i) Technical Bid and (ii)Financial Bid}in the prescribed proforma. Tenders are to be submitted only online through e-Procurement Portal http://eprocure.gov.in/eprocure/app. All the documents in support of eligibility criteria etc. are to be scanned and uploaded along with the Tender Documents. Tenders sent by any other mode or incomplete tenders will not be accepted. No tender documents will be accepted after the expiry of stipulated date and time for the purpose under any circumstances whatsoever. 4. E-TENDERNOTICE

FOR LIFTINGOF TORNBITS/WASTE PAPER/OFFICE SEEPINGETC.

1. Online e-Tenders are invited by the Ministry of Commerce andIndustry, Department of Industrial Policy and Promotion under two bidsystems (i.e. Part-I: Technical Bid and Part-II: Financial Bid) from thereputed, experienced and financially sound services providers for liftingof torn bits/waste paper/office sweeping etc. from Udyog Bhawan, NewDelhi. The details of terms and conditions of the contract are given inAnnexure-I. Proforma for Technical Bid and Financial Bid is atAnnexure-II and III. 3. The interested service providers may submit the tenders online athttp://eprocure.gov.in/eprocure/app in two bids systems {i.e. (i)Technical Bid and (ii)Financial Bid}in the prescribed proforma. 4. 3.00 P.M on 12.12.2014. Bids received after the prescribed date andtime shall not be considered. Late receipt of EMD i.e. after closure ofonline bidding, the bidder shall be disqualified and such bid will not beconsidered. If the bid is received without EMD, it would not beconsidered and would be rejected summarily.

5. The Technical Bids will be opened online by a Committee of 3Officers in the Department of IPP on 12.12.2014 at 3.30 P.M. in RoomNo. 271-A, Udyog Bhawan, New Delhi. In the first instance the technicalbids shall be opened and evaluated by the Tender Evaluation Committee(TEC) constituted for the purpose by the Department. At the secondstage, the Financial Bids of only those bidders, who qualify in thetechnical bid, will be opened on 19.12.2014 at 3.30 P.M. by thecommittee members. The Tender Evaluation Committee (TEC), afterevaluation of the Technical and Financial Bids, will give its specificrecommendation (s) regarding the lowest responsive bid, which is to beselected along with a comparative statement duly signed by the membersof the TEC.

6. The competent authority in the Department of Industrial Policyand Promotion reserves the right to cancel the tender at any time oramend / withdraw any of the terms and conditions contained in theTender Document, without assigning any reason, there for.

7. The pre-bid meeting will be held on 8.12.2014 at 3.00 P.M. to 4.00P.M. in the Room No. 271-A, 2nd Floor, Udyog Bhawan, New Delhi-110011. The perspective bidders are requested to attend the aforesaidmeeting for any clarification etc.

Annexure-I1. General Terms and Conditions

a. The work of collecting of torn bits/waste paper/office sweeping etc.will start at 8.00 A.M. and will continue till 5.00 P.M. on allworking days; failing which a monetary penalty of Rs. 1000/ - perday shall be imposed and recovered from the contractor.

b. The contractor shall depute two laborers on all working days (i.e.Monday to Saturday); the wages of the laborers shall be borne bythe contractor.

c. The person deputed shall not be below the age of 18 years andthey shall not interfere with the duties of the employees of theDepartment.

d. The Contractor shall ensure proper conduct of his personnel Inoffice premises, and enforce prohibition of consumption ofalcoholic drinks, paan, smoking, loitering without work.

e. The contractor's personnel shall not enter or try to enter therooms. They will also not divulge/disclose any details of office,operational process, technical know-how, security arrangements,administrative / organizational matters, to any person.

f. The contractor will strictly adhere to minimum wages for theiremployees prescribed by Govt. of NCTof Delhi as revised from timeto time. They will also adhere to Government rules relating toESI/EPF, etc., whichever is applicable.

g. The torn bit/waste paper material, whatsoever, collected from thebuilding. No sorting would be done in the premises of building.

h. The Department reserves the right to impose any other conditionsfor regulating the contract in public interest.

i. Udyog Bhawan is a restricted area where movements and routesare restricted. The Contractor shall have to apply for passes inrespect of deployed workers, well in advance for carrying out thework.

J. The contractor shall not appoint any sub-contractor for the workor sub-let the contract under any circumstances.

k. All disputes are subject to the jurisdiction of courts in the NationalCapital Territory of Delhi and Agreement will be governed by andbe construed in accordance with the laws of India.

1. Incomplete bids in any manner shall not be accepted and areliable to.

m. The tender of tenderer who does not fulfill any of the aboveconditions and incomplete tenders are liable to be summarilyrejected at the risk and cost of the tenderer only and any furthercorrespondence in this regard will not be entertained.

n. Conditional tenders are summarily liable to be rejected.

2. Duration of Contract:

The contract will be valid for a period of 12 months and maybe extended for another one more years. In case the services of

the contractor are not found satisfactory or contractor fails tocomply with any of the terms and conditions of this contract orcommits any breach of contract, the Department mayterminate the contract at any time. In such an eventuality, theperformance security deposit submitted to the Department bythe contractor will be forfeited.

3. Performance Security:

10% of the tendered amount will be the "Security Deposit" inthe case of successful bidder, which may be furnished in theform of Fixed Deposit Receipt from a Commercial Bank orBank Guarantee from a Commercial Bank. The PerformanceSecurity should be valid for a period of sixty days beyond thedate of completion of all contractual obligations of thecontractor. Earnest Money will be refunded to the successfulbidder on receipt of Performance Security.

4. Penalty:

The Storage (Godown) facilities would be provided only for amaximum period of one month only. The torn bit/waste papermaterial stocked in the Godown of the Department beyond onemonth will be seized and auctioned. All expenses incurred inconnection with the auction process will be recovered from thecontractor. The contractor will also be charged rent of thegodown @ Rs. 1000/ - per day for every day beyond theauthorized period of one month till the auction takes place. Itwill be contractor's responsibility to keep the surrounding of thewaste paper Godown neat and clean in all respect, otherwisenecessary action, as deem appropriate will be taken by theDepartment with the approval of the competent authority. Thecontractor will make his own arrangements for removal of storedwaste paper, etc., from the godown.

5. Mode of Payment:

Payment shall be made on monthly installment, i.e., 1/12 oftotal contract value is required to be deposited by contractor inadvance by 7th of each month in the form of Demand Draft orBanker's Cheque drawn in favour of DDO (Cash), DIPP. In caseof any delay in payment of monthly installment a penalty of Rs.1000/ - per day plus penal interest @ 2% per month on the duemonthly installment will be charged from the contractor. Penaltyand penal interest will be calculated on daily basis. The contractcan be cancelled for any delay. Contract can also be cancelled ifservices provided by firm/contractor are not found satisfactory.Department's decision in this regard will be final. In that caseperformance security will be forfeited and stock seized.

6. Inspection of Premises

The interested parties can inspect the office premises at anytime between 11.00 A.M. to 3.00 P.M. on any working day from21.11.2014 to 12.12.2014 to assess the job. For the purpose,Section Officer (SEa) may be contacted on Telephone No.23063448 during office hours on any working day from the dateof publishing of tender till 12.12.2014 up to 3.00 P.M. Afterinspecting the premises and going by the terms and conditionsmentioned in the tender documents, the interested biddersshould submit the bids online.

7. Technical Bid Qualification Criteria

The tendering agency/firm must fulfill the following technicalqualifications / specifications in order to be eligible for qualifying thetechnical evaluation stage of the bid:

(a)The office of the service providers should be located either in Delhi/ New Delhi. The copy of proof of address is to be scanned anduploaded with the bid documents.

(b)In case of partnership firms, a copy of the partnership agreement,or General Power of Attorney (GPA) duly attested by a NotaryPublic, should be furnished on stamped paper dully sworn in andaffirmed by all the partners admitting execution of the partnershipagreement or the GPA. The attested copy of the certificate ofregistration of firm should also be furnished along with the tender.The said documents are to be scanned and uploaded with biddocuments.

(c)The firms/bidders should have at least three years of experiencewith contract value of at least Rs. 5.00 lakhs per annum in singleMinistry/Department/PSU's for the contract of lifting of tornbits/waste paper/office sweeping. The said documents are to bescanned and uploaded with bid documents.

(d)The interested firms/bidders should also be registered with ServiceTax, and Income Tax Authorities. The said documents are to bescanned and uploaded with bid documents. Self attested copy ofthe PANcard of the bidding firms shall be scanned and uploadedwith the bid documents.

(e) The firms/bidders should not have been blacklisted by anyMinistry/ department of the Government of India. The tenderingfirms/bidders shall have to give a notarized affidavit on a stamppaper of appropriate value to the effect that they have not beenblacklisted or their business dealings with the GovernmentMinistries/Departments have not been banned. The affidavitshould be scanned and uploaded with the documents.

(f) In case it is found that the information/certificates furnished bythe participating firm are incorrect/wrong or bogus, the firm shallbe blacklisted. Its bid will be ignored and EMD/Performancesecurity Deposit will be forfeited.

(g)A copy of the tender document should be duly signed by thebidder in all pages thereby conveying his/her acceptance of the allthe terms and conditions mentioned therein, and submit it withthe bid documents.

(h)The highest quoted bidder shall be chosen on the basis of thequalifying bidder and total bid price quote.

9. FINANCIAL BID:

(a] The bidder is required to quote the c nsolidate rate for liftingof torn bit/waste paper/office sw eping etc. from UdyogBhawan. The successful bidder s ould be deposited themonthly installment, i.e., 1/12 of otal contract value isrequired to be deposited by contrac or in advance by 7th ofeach month. (d) The tender document must be filled in neatly and clearly.Incomplete or conditional tenders will not be entertained.

(e) Complementary service by the firm s not acceptable. Thefirm must quote a reasonable am nt as per details ofworkjjob to be provided as indicated i the financial bid.
