Sil MSME-Dls has been conducting training programmes on Packaging for Exports every year under one of the plan schemes. It has been decided to continue with such programmes during the year 2016-17. 2 The training programmes could be of One, Two, Three and Five days duration based on regional needs and the kind of industry/products available. The sanction of the expenditure for the said training programmes is enclosed. Participation fee to the tune of RS.3001-, 500/-, 700/- and 1500/- respectively for 1, 2, 3, & 5 days programmes may be charged so as to recover the total expenditure as far as possible. In case of J&K, Sikkim and NE region recovery in the form of participation fee may be restricted to at least 50% i.e. RS.150/-, 250/-, 350/- and 750/- respectively for 1, 2, 3, and 5 days programmes. However, MSME-Dls should endeavour to earn maximum possible revenue, wherever possible Women, SC & ST and Physically Handicapped participants may be exempted from payment of participation fee. Further, where Women, SC & ST and Physically Handicapped entrepreneurs are participating in the programme, the target of recovery could be reduced proportionately to the extent in absolute terms. 3 The break-up of likely expenditure of the programmes will be (i) the amount payable to Training Institute of Packaging/expert agency(ies) (all-inclusive) and (ii) the amount payable to concerned MSME-DI/TI for Publicity material, Hiring Hall. Honorarium, TA/DA to guest faculty and MSME-DI/TI officers, refreshment to the participants and other miscellaneous expenditure, etc. The total expenditure on each training programme should not exceed the sanctioned amount. AS &DC (MSME) desires that, in any case the programme to be conducted positively by June, 2016. This office also be informed well in advance the date of commencement of training programme for appraising the same to AS & DC (MSME). 4. After completion of the said training programme(s), a detailed report with a feedback from each participant along with expenditure incurred/ revenue earned, topics covered, number of trainees including women participants (category-wise) who attended the course please be sent to this office in the enclosed proforma positively by 15 days of the 'completion of the programme A guideline to conduct the programme(s) is also enclosed. SilMSME-Dls has been conducting training programmes on Packaging for Exports every

2 The training programmes could be of One, Two, Three and Five days duration based onregional needs and the kind of industry/products available. The sanction of the expenditure forthe said training programmes is enclosed. Funds as tabulated above are placed at the disposal of Director, MSME - DlslTls fororganizing training programmes for the duration of One, Two, Three and Five days respectivelyIt will be necessary for MSME-Dls/Tls to charge a minimum participation fee of Rs 300/-, 500/-,700/- and 1500/- respectively for 1, 2, 3, & 5 days programmes so as to recover the totalexpenditure as far as possible In case of J&K, Sikkim and NE region recovery in the form ofparticipation fee may be restricted to at least 50% i.e. RS.150/-, 250/-, 350/- and 750/­respectively for 1, 2:3, and 5 days programmes. 3 The Director, MSME-DI/TI shall maintain a separate account for the above programme &furnish a statement of revenue earned and actual expenditure incurred along with a detailedfeedback report within 15 days of the completion of the said training programme as per theattached proforma.

4. The expenditure of these programmes is debitable to the Major Head 2851, Minor Head00.102.97, Sub Head 97.01.20, Other Administrative Expenses (OAE) of Export PromotionScheme under Demand No.58 for BE of the year 2016-17.

Guidelines for Training Programme on Packaging for Exports andother Export Promotion Activities

1. Objective: To create consciousness about the packaging and to educate the MSMEentrepreneurs/exporters about the scientific packaging techniques, to improve theirpackaging standards, latest design of packaging technology, etc. Also to upgrade theknowledge of SMEs and MSME DO officers on export-import policy and procedure andto sensitize the MSME exporters in regard to latest development in the international trade.

2. Target group: The participants from different sectors may be identified through MSME-01/ DIC/ Industry Associations for training programmes preferably from existing andpotential entrepreneurs/exporters from micro, small and medium enterprises (MSMEs) aswell as their associations, other stakeholders, etc . Then lIP/organizing agency mayprepare comprehensive course content with material and send the same to MSME-DI forendorsement of the participants before organizing effective and result oriented trainingprogramme on packaging for exports. With regard to other export promotion activities,the organizing agency may be selected by % DC(MSME) for imparting the trainingprogramme to MSME DO officer, SMEs and MSME exporters.

3. Course coverage: The course curriculum broadly include significance of good packagingpractices in international trade; Case study on Product Packaging; Analysis of productpackaging of the participants; Purposes and functions of Packaging for Exports;Distinctions among Primary, Secondary, and Tertiary packaging; Practical demonstration;Characteristics of ocean, air, road, and rail cargo packaging; Existing laws, regulationsand standards affecting Packaging for Exporting worldwide; Field visit; Security issues inpackaging; Role of Packaging in Marketing Product and Organisation; Interaction withEntrepreneurs (Machinery manufacturers/ Exporters); Special transport needs ofhazardous and refrigerated cargoes; The issues faced in export packaging; Success stories;Group Exercise on Product Packaging, etc. The information pertaining to statutory &regulatory requirements and procedures of various countries in which the participants areinterested is required to be provided. It would also be better to discuss/orient theparticipants in the requirements suited to different countries. The quality of content is tobe improved with the latest information related to technology, packaging materials andmethods particularly for exports. However, the MSME-Dls may plan the programme asper the local need and duration covering the broad parameter of the topics as mentionedabove. Efforts be made by MSME-Dls to involve the availability of local resources withregard to packaging machinery manufacturers and suppliers of packaging materials forlive demonstrations /video clippings alongwith lIP and other faculty.

4. Sector/Specific Programme: Sector / cluster specific programmes may be conductedfor prospective entrepreneurs and exporters separately. The industry associations may alsobe consulted to identify their requirements. MSME-Dls plan for other sectors specificprogrammes as per the local need for the benefit of target group.

5. Publicity: The pre and post publicity is required to sensiuze on packaging to theexisting/prospective entrepreneurs/exporters to reap the benefit of the programme. Widepublicity on importance of packaging and training programmes is essential for continuousconduction of the Programmes and the Industry Associations and DICs may also beinvolved for publicity. Apart from the above regular articles on importance of packagingalong with information about training on packaging organized by MSME-DIs may bepublished in the local news papers to reach large number of people. The information aboutthese training programmes may also be disseminated through Organizations like CIPET,NIFTEM; CFTRI, NIFT and other agencies and organizations related with packagingindustry.

6. Number of participants: About 25-30 per programme.7. Permissible expenditure:

8. Participation fee: Say- Rs.300/-, 500/-, 700/- and 1500/- respectively for 1, 2, 3 & 5days programmes. In case of J&K, Sikkim and NE region the exemption at the rateof 50% only i.e. Rs.150/-, 250/-, 350/- and 750/- respectively for 1, 2, 3 and 5 daysprogrammes. 9. Methodology: Experienced and knowledgeable faculty should cover issues to apprisestakeholders about latest techniques & designs of packaging for exports so as to expandworldwide marketing of MSME products. Training programme may be imparted throughAudio-visual Aids, Group activity, Case studies/industry visits, Practical sessions,Success stories, Industrial visits and interaction with experts may be included in theprogramme schedule for the benefit of the participants. Some animation films relatingto operation of packaging machinery may also be shown to the participants. The trainingmaterial should be supplied to participants by organizing agency. Efforts may be made byMSME-DIs to upload updated material on their office portal.

10. Follow up: Monitoring mechanism with escort services and regular follow up of trauungprogramme to be conducted by MSME-Dls for getting better results and also createdemand for future programme. To this effect MSME-Dls should select an officer who iswell conversant on the information like availability of latest machineries, packagingmaterials and also new techniques of designing, designs and quality of packaging materialand machineries, machinery suppliers, packaging experts and other mentors to providesuitable solutions for the requirements of the participants who have imparted the trainingso as to expand worldwide marketing of MSME products. She/he can also seekhelp/consultancy from HP, Mumbai/Organising agency as and when required.

11. Organising Agency: While conducting the programmes the technical institutions likeSIES School of Packaging, Navi Mumbai; Anna University, Chennai, Tamil Nadu; PDMCollege of Technology & Management, Bahadurgarh, (Haryana); Singhania Univeristy,Jhunjhunu, Rajasthan; Institute of Printing Technology, Pune, Maharashtra; GuruJambheshwar Univeristy of Science & Technology, Hisar, Haryana; Om Institute ofTechnology & Management Hisar, Haryana; Department of Printing Technology,Kurukshetra, Haryana and Department of Packaging Technology, GovernmentPolytechnic, Nagpur, Maharashtra may be involved apart from liP Mumbai. However,the other institutions having expertise in this field may be involved as per the permissibleexpenditure as indicated in the point No.7.

12. .Faculty: Drawn from Indian Institute of Packaging other relatedorganizations/Universities/Packaging Institutes where packaging technology is beingtaught.

13. Other Export Promotion Activities: Other Export Promotion activities likeprogrammes both for SMEs and MSMEDO officers on "Export Procedures &Documentation" to be organized in association with agencies like NlESBUD, NIMSME,11FT,FlEO or similar expert agencies to upgrade their knowledge on export-import policyand procedures and other related development in the international trade. Besides, aworkshop (One-day) for MSME exporters in association with lIFT, FlEO or similarexpert agency may be conducted out of the budgetary provision allocated during therespective financial year. -
