Most of the public and its public safety professionals live and work in a digital world of mobile devices instant connectivity, and geo-location. This one powerful fact, is changing the way police and first responders react to incidents and interact with the communities they serve.

Types and severity of incidents are also changing, due in part to socio-cultural and environmental factors. Complicated risk scenarios requiring inter-agency coordination are occurring in both urban areas and once-sleepy suburban towns.

To perform in this volatile new reality, public safety is undergoing a digital transformation focusing more on predictive and preventive practices.1 With the help of advanced technologies, citizens and trusted partners, agencies are:

Emerging Threats to Public Safety

6https://www.washingtonpost.com/news/wonk/wp/2018/04/02/guns-are-now-responsible-for-the-largest-share-of-american-homicides-in-over-80-years-federal-mortality-data-show/?utm_term=.3c96eb5414517https://www.prnewswire.com/news-releases/lexisnexis-risk-solutions-predicts-top-three-public-safety-threats-impacting-law-enforcement-in-2018-300619405.ht

Domestic Terrorism and Gun Violence From Jihad-inspired bombings to lone wolf shootings, acts of domestic terrorism are making the headlines, inspiring fear - and suspicion - in the public. In fact, gun-related homicides made up 74.5% of all homicides in the United States - the highest share in over 80 years. The availability of military - grade weaponry poses a serious threat to communities and public safety officers alike.6

Use of Sophisticated Technology by Criminals The stereotype of the dim-witted thug is giving way to the tech-savvy terrorist, thief, or drug kingpin, leaving law enforcement to catch up. For some criminals, hacking police systems is as easy as logging into Facebook and stealing public identities.

Local, state and federal lawenforcement will need to quickly adapt to the changing landscape of terrorism

and partner more closely in sharing and analyzing intelligence.

Digital technologies offer virtually unlimited opportunities to improve efficacy and transparency in public safety and law enforcement. By integrating solutions such as video, data, and analytics into traditional investigative and response procedures, public safety professionals can respond more quickly, share information, request support, and perform real-time outreach and coordination when situations require it.

This transformation may include mobile apps for residents to communicate with law enforcement, the use of data analytics to improve decision-making, digital emergency alerts, and sensors and cameras to detect criminal activities.8 Most of these advances will require ongoing integration of systems, devices, and data centers to have the greatest impact.

However, acquiring the understanding needed to choose the right solutions for the right functions will require close partnering and knowledge exchange with expert, reliable technology partners, and public safety peers and agencies.

Using mobile devices combined with intuitive apps designed for law enforcement, officers can get information and instructions from headquarters or affiliated agencies, record interviews, capture photos, and make notations anywhere, anytime.

Almost every officer and administrator carries a personal cell phone and keeps a laptop PC or tablet on their dash. This is the foundation for a mobile-first, Digital Transformation that will leverage exciting new technologies and powerful mobile devices to bring public safety into the modern world.

However, advances in investigative tools and technical capabilities is threatening to outpace the current generation of apps and devices, challenging officers and vendors alike to accommodate on-the-fly use of artificial intelligence (AI), body cameras, facial recognition software, drones, etc.

Future systems will be able to receive wireless text messages, videos and photographs. The technology is currently available but practical implementation will take time.10

Currently used by law enforcement to track and locate suspects and parolees faster, next-gen GPS includes bullets that can be shot into a vehicle to track its movements.

The path to real preparedness must include best-in-class and bleeding-edge Big Data and related apps:

Artificial intelligenceFaced with an explosion of data, agencies will be overwhelmed withoutthe ability of AI to constantly, automatically capture, identify, and drive insight from patterns or events that humans will almost certainly miss.

The Internet of Things (IoT)IoT is spurring the growth of devices that can notify first respondersof emergency situations without human intervention, for example, sensors that can alert fire departments when smoke or heat levels reachdangerous levels. Beyond merely connecting devices, IoT technology can extend connectivity into new areas when traditional communications fail, for example, unmanned aerial vehicles (UAVs) and ground robots.9

Next generation 911

GPS applications

While these advancements are encouraging, public safety agencies will struggle to leverage all this informationto improve response times and streamline processes, but more importantly, to save lives through pro-active policing and safety measures.

Between smartphones, mobile sensors, cameras, computers, and more, advances in technology have exponentially increased the volume and types of data available to public safety professionals. At the same time, criminals are becoming more proficient in the use of mobile devices and wireless technology.

Advances inAnalytics & Field Technology

As video, sensors, voice calls, photos and texts stream into public safety command centers, one of the biggest challenges agencies face is how to aggregate, prioritize, and analyze all this data.

Powerful new analytics applications can process, organize and maintain gigabytesof data for easy access and queries - without going through IT.

The newest application of analytical techniques - particularly quantitative techniques - is called Predictive Policing. The solution can help to prevent crime or solve past crimes by crunching massive amounts of data to identify likely targetsfor police intervention. This can be transmitted to officers via their mobile devices to save valuable time in the field. By combining smart technologies like predictive analytics with human insight, public safety units can transition from reactive to pro-active modalities. In fact, it’s already being done in some cities.

Innovators like Jonathan Lewin, Chief of Chicago PD’s Bureau of Technical Services, are leading the pro-active revolution by implementing new concepts, like Strategic Decision Support Centers (SDSCs).

“Connecting features like predictive mapping and policing, gunshot detection, surveillance cameras, and citizen tips lets police identify areas of risk, and tiesall these things together into a very consumable, very easy to use, very understandable platform,” Lewin explained. 12

Blockchain isOne of the Good Guys

A New Era in Security Technology

It’s the new kid on the block and because it brings an entirely new level of security to multiple applications, it deserves, at the least, a basic definition: a blockchain is a continuously growing list of records, called blocks, which are linked and secured using cryptography. Once recorded, the data in any given block cannot be altered retroactively without alteration of all subsequent blocks, which requires a consensus of the network majority overseeing the chain.15

Blockchain is already being used in supply chains to help track the movement of products like pharmaceuticals. It could potentially work in a similar way with guns. Tracking gun purchases and their movement across state lines, and acting as a hyper-secure, decentralized ledger of crime statistics and patterns are all within the realm of possibility for blockchain.16

The Benefits ofAccelerated Cloud Adoption

Summary

At the end of the day, public safety agencies want to focus on the mission, not the technology. Their goal is to have predictable costs without worrying their investments will become obsolete. Better inter-agency coordination, and better analytics and interconnected technology can help them do it - but it’s challenging to assess and implement the right solutions for every unique set of needs. Choosing the right technology and the right solutions partner will be essential to success.

Enabling Technologies

High-powered laptops and tablets able to run robust applications without disruption.

Top notch, innovative security solutions protecting access to data and devices. e.g. biometrics.

Ruggedized devices designed for rough handling, ease of use and interoperability.

A New Era in Security Technology

When compared with other industries cloud adoption is lagging in the public safety sector, mostly due to legacy public safety systems. However, there is a multitude of flexible cloud configurations available to public service organizations today, with management overlay applications that make moving workloads to the cloud efficient and cost effective. Cloud as SaaS is already used as a lightweight, mobile-enabled source of applications on laptops, tablets and smartphones. As public safety organizations migrate more workloads to the cloud, the collective benefits could greatly facilitate inter-agency integration of data and applications, while reducing IT time/labor and licensing fees.
