Main Issues Report (MIR) to be published February 2010. This focuses on: significant changes in policy direction, updates & new issues General proposals and guidance for future development

SEA process will run in parallel

A number of other projects are being progressed to further the MIR

Development Plan Scheme DPS booklet and Leaflet have been printed (Appendices I & II)

Development Plan Scheme DPS contains a Timetable of LDP process and Participation

Statement

Press launch in week commencing 7th June, including:

News release with photo of Project Board

Newspaper advertisement of commencement of LDP, e-planning, planning management reforms and Local Planning Forum (Appendix III)

Comments on style and contents of the advertisement

Meeting planned with Scottish Government to gauge form and content of LDP and MIR in particular. Feedback to next Project Board meeting

Planning Forum

To engage a wide cross section of the community and parties with an interest in the development of the LDP

First meeting scheduled for 2nd September at Prestwick Academy – 6.30-8.00pm

As an introductory meeting, the full pool of 80 members will be invited

Issues to be discussed include: Purpose, role and operation of the Forum Stages and timetable of the LDP and co-ordination with future

meetings Discussion of draft Vision Themes, LDP process and draft Protocol

for SPG Review & Consultation

Feedback from Community Council meetings Meetings were held in May with Community Councils and Elected Members, to raise

awareness of the commencement of LDP process and other initiatives include the Planning Forum

Main Points arising from Meetings:

Concern over effect of extended Permitted Development rights – potential for inappropriate development and neighbour disputes

Need for training for Community Councils on their enhanced role in planning consultation- awareness of responsibilities and process

Town Centre regeneration & need for redefined roles

Need to tackle local issues –village needs & priorities differ from Ayr/Prestwick/Troon

Impression that villages/rural areas are lower priority than Ayr

Quality of road and public transport links from rural areas

Need for clear guidance on wind farm areas of preference Promoting tourism

Visioning for the LDP

LDP must include a Vision Statement which should set out: broad views on how development of land could and should occur

Area characteristics that affect this development, including population, infrastructure and any foreseen changes to these

Will not be formalised until end of LDP process

Vision process has commenced- by extracting spatial themes of Council’s corporate vision and SOA, and AJSP spatial vision themes

Provision of land for an additional 3,800

houses and confirms South East Ayr as a

strategic expansions location.

Communities Ensure people in South Ayrshire have housing that

meets their needs.

Ensure South Ayrshire has sustainable and accessible

amenities and services to meet the needs of all

communities.

Provision of land for an additional 3,800

houses and confirms South East Ayr as a

strategic expansions location.

centres, and seeks to restrict out of centre

uses to non-retail.

Environments Conserve and enhance South Ayrshire's natural and

Monitoring Statement Purpose:

To assess effectiveness of policies of previous plan

To measure the wider impact of plan on a variety of area and population indicators

Findings to inform issues for discussion in MIR

Progress to date: Process of establishing evidence base begun

Meetings completed with internal consultees to gather information and highlight issues to inform discussion at MIR stage.

Programme of meetings with external consultees underway

Data analysis will commence in late summer/early autumn 2009 to inform options in MIR

Strategic Environmental Assessment Will run in parallel to LDP process

A draft environmental report will be published alongside the MIR in February 2010.

Given time constraints and lack of technical expertise available within planning department, there is merit in employing consultants for at least first stages of SEA process
