With fiscal constraints, many facilities departments struggle to justify maintenance and repair projects, yet they are expected to keep their facilities operating efficiently. In this session, a four-pillared strategy addressing metering, energy projects, efficient construction, and energy awareness is presented. When followed, this strategy will help facilities departments make a business case for their energy management program while also inviting, including, and inspiring their organization to be actively involved in energy management. ABOUT THE SPEAKERS FRANK BARNES has over 30 years of experience in the Construction Industry. As an owner of a construction company and an interior design firm he received numerous national and regional awards for exceptional quality in construction and design. Additionally his companies were recognized for their excellent management and in 1990 he was selected as one of the top 50 remodelers in the nation and was inducted into Remodeling magazine’s Big 50 Hall of Fame. For the past 5 years he has served as the Director of Facilities for the Alabama Community College System managing their capital assets totaling more than 1.2 billion dollars. Frank introduced Building Commissioning to the state’s two year college system. TODD BILLINGS is a Certified Energy Manager with over sixteen years of experience working in the energy efficiency world. While working for the federal government, he was a Resource Efficiency Manager (REM) for the US Air Force at Scott AF base, Air Mobility Command (AMC) Headquarters. He helped develop over $20M of energy reduction projects that assisted AMC in exceeding the Executive Order 13423 energy goals. Now, he is Director, for all business development for Sain Engineering Associates, Inc. BRENDA PHILLIPS has over 25 years of professional experience in a leadership role that combines the disciplines of architecture, program management, and energy engineering. As an award winning licensed consultant, specializing in owner representation and with close to $1 billion dollars of work in place, she understands the nuances of complex, multifaceted programs. Mrs. Phillips has expertise in design coordination, complete financial controls, complex scheduling, regulatory requirements, bidding procedures and construction contract administration. With a focus on sustainable design and energy contract performance, she brings a creative team based approach to the overall facility development process. In 1993, Mrs. Philips was awarded the Construction Management Project Achievement Founder’s Award for project management on the Birmingham Civil Rights Institute. By becoming an extension of her client’s staff, Mrs. Phillips’ proficiency and expertise as a project manager focused on Agency and regulatory interface; Sustainability Design and Energy Performance; LEED certification processes; and existing facilities assessment & evaluation. This has allowed her clients to receive seamless management of the highest standards. Her skills have been used in the setting of private industry, academic universities, and municipalities. Mrs. Phillips is a graduate of Texas Tech University where she received a Bachelor of Architecture Design. In 2009, Mrs. Phillips became a LEED accredited professional.
