number of home visits. However, we are able to report the monthly caseload. In 2017, the

average monthly caseload for the program was 1,435 families from communities across the City

of Chicago. Within the number of caseloads, mothers and infants receive home visits, follow up

phone calls, and referral to care, as needed.

The below information is in response to questions posed at our department’s hearing on October

24, 2018 to discuss the proposed 2019 budget.

Alderman Dowell asked for maternal mortality rates by ward.

Maternal mortality is defined as the death of a woman from any cause either while pregnant or

within one year of the end of a pregnancy. The Illinois Department of Public Health (IDPH)

collects this data. Below, please find Citywide annual numbers from IDPH for maternal

mortality from 2011 through 2016. Reliable rates by ward cannot be calculated from numbers of

this size.

mobile prepared food vendors. CDPH inspects them for licensure and in response to complaints. CDPH also

regularly inspects the commissaries.

ID#: 41-10 EPA Testing at General Iron

The attached information is in response to questions posed at our department’s hearing on Wednesday, October

24, 2018 to discuss the proposed 2019 budget.

Alderman Hopkins asked for a status update on enforcement actions at General Iron. CDPH regularly inspects

the facility to ensure it is complying with the conditions of its metal recycling facility permit. The Illinois

Environmental Protection Agency (IEPA) issues the air permit, which sets emissions limits and reporting

requirements. The United States Environmental Protection Agency (USEPA) oversees the facility and enforces

air quality standards.

In November 2017, General Iron hired a third-party consultant to install air monitors to test for dust, metals and

volatile organic compounds (VOCs) at the request of USEPA. USEPA reviewed the results of that testing and

found that dust and metals (lead, zinc, lead, and mercury) were below hazardous air pollution limits. However,

VOCs were considered "excessive" for General Iron’s current permit, which does not address VOCs. The

negotiations between General Iron and USEPA are confidential and details cannot be shared with the

City. USEPA is working with General Iron to ensure it has the correct permit and pollution controls in place to

control the release of VOCs.

Alderman Tunney asked for an overview of inspections by the food protection team, the types of violations

found, and citation related fees and fines for food establishments in 2017 compared to 2018. The requested

information can be found in the attached document.

In summary, the food protection team completed 14,202 inspections as of September 30th. The most common

types of violations found are for pest control (23%), hazardous food temperatures (20%), handwashing facilities

(17%) and certified food manager not present (15%). In 2017, over $3.2 million in citation related fines were

collected. As of September 2018, just over $1.1 million have been collected. There are less fines in 2018 due to

staff leave, retirements and resignations; mandatory staff training to prepare for the new food code; and

transitioning to the new food code which has lengthened inspection times.
