Introduction

Digital India Program (DIP) provides immense scope to change the entire landscape of our

country as well as empower our citizens by prudently applying Information Communication

Technologies (ICT) to the processes of governance. To realize this dream, it is imperative that all

government officers must be trained well to adopt and deploy these modern tools to the

advantage of the citizens. Application of ICT to the processes of governance is popularly referred

as e-governance. However, efficacious usage of e-governance entails proper understanding and

structured implementation of the domain, which in return is based on adequate capacity

building of all the stakeholders involved in its design and implement. Such trainings would

professionally prepare them to deal with the newer challenges that these technologies usher in.

More specifically, dissemination of knowledge of e-Governance Project Life Cycle (e-GLC) to

senior and middle level officers would endow them with capacities to do more structured

implementation and judicious management of the e-governance projects, which these officers

are expected to conceive, design and deploy.

About Indian Institute of Public Administration (IIPA)

In accordance to the mandate of capacity building of government officials, National e-

Governance Division (NeGD), Ministry of Electronics and Information Technology (MeitY),

Government of India has empanelled IIPA as its training partner under its prestigious e-

governance Capacity Building Phase-II for the financial year 2016-17.

The Indian Institute of Public Administration (IIPA) is an autonomous academic institution of

national eminence for training, research and information dissemination in streams related to

the ethos of Public Administration enhancing the frontiers of knowledge in public policy and

governance through applied research and education along with trainings of the administrators

who serve the citizenry. The institute has been working for more than sixty years in the area of

training and research. It has full time faculty of twenty three people in the varied areas including

Public Administration, Human Resource Development, Sociology, Executive Management,

Behavioural Sciences, e-Governance /ICT and so on.

Specially, IIPA has been involved in many prestigious initiatives pertaining to e-governance,

skill development and policy making through its dedicated learning centre of ICT and e-

Governance. Being a premier capacity building institute with outstanding e-governance faculty,

IIPA possesses an established network of professional relationship with academics, industry and

foreign institutes and has also nurtured an enduring association with NeGD/ MeitY. The present

training programme is one such joint capacity building endeavor between IIPA and NeGD/

MeitY, in the realm of e-governance and ICT.

Training Overview

‘Demystifying e-Governance Project Life Cycle (e-GLC):

An Implementer’s Perspective’

e-Governance is now one of the most relevant aspects of public administration in India, especially in

view of the recently flagged Digital India Program (2014). The training aims to demystify popular

terms associated with this realm as well as help to decipher the real time implementation aspects of e-

Governance Project Life Cycle (e-GLC). It specifically strives to make the e-way forward easier for

government officials while dealing with implementation of e-Governance projects.

Objectives

By the end of this training the participants will able to –

1. Explain the basics of e-Governance along with suitable examples.

2. Differentiate between e-Government and e-Governance.

3. Understand the emerging technologies influencing the realm of digital governance

4. List different categories of e-governance stakeholders and interactions between them.

5. Categorize e-governance development by outlining its various stages as per Gartner’s model.

6. State the growth of e-governance in India till Digital India Programme.

7. Understand the various steps of e-Governance Project Life Cycle.

8. Delineate e-government project vision and objectives for a specific e-governance project.

9. Identify various services and allot priorities to each in an e-governance project.

10. Describe principles of Government Process Reengineering.

11. Demonstrate ability to apply ADKAR Model to identify change managements concerns in e-governance projects.

12. Describe the legal framework in India as applicable to design and implementation of e-Governance projects and its related issues

13. Adopt appropriate implementation strategies and related business models at their respective work place.

14. Delineate opportunities and issues associated with Public Private Partnership (PPP).
